Chinese criminal law has been amended ten times, which includes a single line criminal law and nine amendments. By taking into account the provisions of the constitution, democracy, the essence of the rule of law and safeguarding the human rights, Chinese criminal law amendment activities have different degrees of violation of the constitution. Criminal law as a restriction of civil rights of the harsh laws, its final decision of correction should be held by the National People's Congress. At the same time, the time interval of the amendment of the criminal law is controlled within a reasonable range, unreasonable charges and actions whose main purpose is to explain that the criminal law are constantly decreased, and the criminal law that protects the rights to security is gradually created. 展开更多

The acceleration is a property of the nucleation phase and is a necessary condition of earthquake instability too. If the acceleration property of this nucleating process is described by the equation dΩ/dt=C/(tf-t)n, the process can be summarized briefly that the rate of cumulative seismic release is proportional to the inverse power of the remaining time to failure. Based on this principle, the foreshock sequence of the 1975 Haicheng earthquake with Ms7.3, was analysed backward. It is stated clearly that the time-to-failure and magnitude of the mainshock can be predicted successfully if the coefficient r2 attains to the maximum. In the estimation of mainshock time, the error can generally be less than, or far less than,one-half the remaining time between the time of the last used data point and the mainshock. 展开更多

Active stability augmentation system is an attractive and promising technology to suppress flutter and limit cycle oscillation (LCO). In order to design a good active control law, the control plant model with low order and high accuracy must be provided, which is one of the most important key points. The traditional model is based on low fidelity aerodynamics model such as panel method, which is unsuitable for transonic flight regime. The physics-based high fidelity tools, reduced order model (ROM) and CFD/CSD coupled aeroservoelastic solver are used to design the active control law. The Volterra/ROM is applied to constructing the low order state space model for the nonlinear unsteady aerodynamics and static output feedback method is used to active control law design. The detail of the new method is demonstrated by the Goland+ wing/store system. The simulation results show that the effectiveness of the designed active augmentation system, which can suppress the flutter and LCO successfully. 展开更多
