The EU is a multi-state grouping of economically developed democratic countries, while China is a unitary sovereign state and a developing economy with a strong government bureaucracy. Our hypothesis is that given their diverse political systems, the EU and China would develop different kinds of systems for the governance of adaptation to climate change. We test this hypothesis through a comparative analysis of policy documents from the two study areas, in which we examine framework policies, programmatic actions and specific actions that have been adopted to date in order to address climate change, with a specific focus on the water sector. We find that climate change adaptation began to be addressed through formal policy on a similar timeline in the two regions. The EU and China are also similar in that they use framework laws and existing sectoral policy, such as for the water sector. We find that the EU has primarily relied on integration of climate change adaptation concerns through legal instruments which set a framework for implementation of adaptation policy. In China, specific actions to be incorporated in socio-economic development plans under the existing legislation on adaptation have been the main mode for integrating adaptation into sectoral actions, though the future trend may be to develop more regulations.展开更多
This paper studies the relationship between net primary productivity (NPP) and annual average air temperature (GT) at 0cm above ground in permafrost regions by using revised Chikugo NPP model,cubic spline interpolatin...This paper studies the relationship between net primary productivity (NPP) and annual average air temperature (GT) at 0cm above ground in permafrost regions by using revised Chikugo NPP model,cubic spline interpolating functions,and non-linear regression methods.The source regions of the Yangtze and Yellow Rivers were selected as the research areas.Results illustrate that:(1) There is significant non-linear relationship between NPP and GT in various typical years;(2) The maximum value of NPP is 6.17,5.87,7.73,and 5.41 DM·t·hm-2 ·a-1 respectively,and the corresponding GT is 7.1,10.0,21.2,and 8.9 o C respectively in 1980,1990,2000 and 2007;(3) In 1980,the sensitivity of NPP to GT is higher than in 1990,2000 and 2007.This tendency shows that the NPP presents change from fluctuation to an adaptation process over time;(4) During 1980~2007,the accumulated NPP was reduced to 8.05,and the corresponding carrying capacity of theoretical livestock reduced by 11%;(5) The shape of the demonstration region of ecological compensation system,livelihood support system,and science appraisal system in the source regions of Yangtze and Yellow Rivers are an important research for increasing the adaptation capacity and balancing protection and development.展开更多

A typical method for adaptively controlling the ...Several typical algorithms for tracking maneuvering target with phased array radar are studied in this paper. The constant gain filter with multiple models is analyzed. A typical method for adaptively controlling the sampling interval is modified. The performance of the single model and multiple model estimator with uniform and variable sampling interval are evaluated and compared. It is shown by the simulation results that it is necessary to apply the adaptive sampling policy based on the multiple model method when the maneuvering targets are tracked by the phased array radar since saving radar resources is more important. The adaptive algorithms of variable sampling interval are better than the algorithms of variable model. The adaptive policy to determine the sampling interval based on multiple model are superior than those based on the single model filter, because IMM estimator can adapt to the maneuver more quickly and the prediction covariance of IMM is the more sensitive and more reliable index than residual to determine the sampling interval. With IMM based method, lower sampling interval is required for a certain accuracy.展开更多

Scientists believe that because of...Available data have been analyzed to assess impacts of global warming induced sea level rise on loss of soil and land resources and their implications on food security of Bangladesh. Scientists believe that because of sea level rise coastal zone of Bangladesh has already experienced noticeable impacts especially in terms of area of inundation and erosion, saline intrusion, loss of soil and land, loss of crop production in addition to migration of people from vulnerable areas. The loss of land mass and degradation of soil and land resources will adversely affect national food production and thereby food security. Sea level rise impacts are really high for Bangladesh, though the country plays insignificant role in green house gas emission. Development and implementation of adaptation policies and taking initiatives to realize those policies are the right ways to respond to sea level rise impacts in Bangladesh.展开更多
