The report of 19 th CPC National Congress indicates that China is committed to proactive mitigation under the Paris Agreement and further participating in global environmental governance under the 2030 Agenda for Sustainable Development, and both of which are largely integrated to the Belt and Road Initiative(BRI). BRI are also closely linked with South-South environmental and climate cooperation proposed by China from previous UN summits. Based on shared ideas, intersected agendas, and compatible governance approaches, BRI and the 2030 Agenda for Sustainable Development grow increasingly relevant and they might form synergies based on increasingly interactive relations. Purpose:In studies of the research process,the association between how researchers conceptualize research and their strategic research agendas has been largely overlooked.This study aims to address this gap.Design/met...Purpose:In studies of the research process,the association between how researchers conceptualize research and their strategic research agendas has been largely overlooked.This study aims to address this gap.Design/methodology/approach:This study analyzes this relationship using a dataset of more than 8,500 researchers across all scientific fields and the globe.It studies the associations between the dimensions of two inventories:the Conceptions of Research Inventory(CoRI)and the Multi-Dimensional Research Agenda Inventory—Revised(MDRAI-R).Findings:The findings show a relatively strong association between researchers’conceptions of research and their research agendas.While all conceptions of research are positively related to scientific ambition,the findings are mixed regarding how the dimensions of the two inventories relate to one another,which is significant for those seeking to understand the knowledge production process better.Research limitations:The study relies on self-reported data,which always carries a risk of response bias.Practical implications:The findings provide a greater understanding of the inner workings of knowledge processes and indicate that the two inventories,whether used individually or in combination,may provide complementary analytical perspectives to research performance indicators.They may thus offer important insights for managers of research environments regarding how to assess the research culture,beliefs,and conceptualizations of individual researchers and research teams when designing strategies to promote specific institutional research focuses and strategies.Originality/value:To the best of the authors’knowledge,this is the first study to associate research agendas and conceptions of research.It is based on a large sample of researchers working worldwide and in all fields of knowledge,which ensures that the findings have a reasonable degree of generalizability to the global population of researchers.展开更多

It also discusses the relationship between poverty reduction and sustainable development. Poverty reduction and sustainable development are inseparable and poverty reduction is the premise for sustainable development. Furthermore, several key bones of contention on the role of poverty reduction and sustainable development and implications of Post-2015 Development Agenda are also discussed. It concludes that to end poverty and inequality should continuously be given top priority for the Chinese government, because poverty reduction is China's soft power. Although ample Chinese-speaking studies have been published on the topic, most of them suffer from paying too little attention to dynamic multi-scalar interactions between firms, institutions, policies and places, as well as a too strong focus on individual cases. They also mostly disregard internationally recognized concepts and theories in the field. Based on these internationally recognized modern concepts, this paper therefore puts forward some potential avenues for future research on the evolution of old industrial areas in China, which should overcome existing deficits in the Chinese-speaking literature. It suggests that some evolutionary economic geography concepts such as path dependence, lock-in, path creation, relatedness, as well as multi-scalar institutional and leadership approaches have useful potentials to better understand the evolutionary processes and mechanisms of old industrial areas in China.展开更多

The results show that global economy has achieved a substantial growth, and positive progress has been made in poverty eradication, urbanization, and conservation and intensive use of natural resources. However, relevant international conventions and commitments have not yet been completely fulfilled. The paper further analyzes the current major challenges and future trends of global sustainable development. It is argued that there are three major challenges:1) fatal global environmental issues posing an increasing threat to human survival; 2) more and more severe global competition for developing spaces; and 3) issues highlighting global people's livelihood. There are four trends of global sustainable development:1) sustainable development will further turn from concept into global action; 2) green will be the main trend of global development; 3) emerging developing countries will become the main driving force of global sustainable development; and 4) international relations in the field of sustainable development will turn to competitive co-operation.展开更多

Peopl...The concept of sustainable development has experienced great development and change at different levels of theoretical connotation and practical implementation since 1960 s and 1970 s when it was first proposed. People's understanding of the relationship between economy,society, and environment has been continuously deepened over the years. When it came to the end of 2015, it is necessary to examine the results of the United Nations Millennium Development Goals on sustainable development, and at the same time, the post-2015 framework and guidance on sustainable development at the global level were to be made, including the ideas, action plans, key areas that would guide the global sustainable development. The 2030 Agenda for Sustainable Development has developed a 5P theoretical framework of being peoplecentered, global environmental security, sustained economic prosperity, social justice and harmony and partnership promotion, including a political declaration, 17 overarching goals and 169 specific targets, specific ways of implementation, as well as the follow-up. It is the road map to achieve global sustainable development and meet the requirements of the millennium development goals. The goal was to address environmental challenges facing a city under the framework of sustainable development and p...The study is contextualized through evaluating the implementation of Local Agenda Action Plan (LAAP). The goal was to address environmental challenges facing a city under the framework of sustainable development and planning. The evaluation of this conceptual framework was tested at a selected municipality of Athens (Greece), that has used a LAAP. The research was based on a structured questionnaire survey of a sample of 300 respondents selected from municipal employees (100 persons) and citizens of the selected municipality (200 persons). Analysis and interpretation of data through descriptive and factor analysis statistics establish that both municipality employees and citizens are primarily concerned with issues of environmental management. They firmly believe that sustainability initiatives at municipality might best be implemented through a collaborative approach at the local community level, involving local citizens working in partnership with local government. Furthermore, the study established the importance of education, aware-ness and training as a response to environmental issues currently facing the municipality. The awareness and training activities should be developed and should involve the members of the community in the needed environmental manage-ment processes. In view of the Decade Education for Sustainable Development (UNESCO 2005-2015), this should en-able the Council to create opportunities for income generation, while simultaneously promoting citizens’ environmental responsible behaviors and improving service delivery by municipality employees.展开更多
The urban resilience concept was introduced in 2016 as a key concept in the Habitat III New Urban Agenda for the next 20 years.We wonder how this urban resilience concept was elaborated and who influenced it the most?...The urban resilience concept was introduced in 2016 as a key concept in the Habitat III New Urban Agenda for the next 20 years.We wonder how this urban resilience concept was elaborated and who influenced it the most?The preparatory events structured several stakeholders’networks.The relations between stakeholders allowed the flow of ideas in the consultation and production process.Some influential stakeholders strongly oriented definition of urban resilience concepts by taking power in the networking process of the consecutive meetings.The paper analyzes the network of stakeholders/concepts,during the building process between 2012 and 2016(5,539 discourses from 290 stakeholders,in 357 events).The application of textual mining and machine learning topic modelling algorithm exposed the structure of the principal topics for building the concept of urban resilience,and presented how relations of main stakeholders with funders was crucial for the investment in policy interventions.Therefore,we underlined for the first time in an empirical way,different kinds of actors’power in the construction process that supported the Habitat III resilience concept.We demonstrated how far some official stakeholders,but also external and private ones,oriented the construction of ideologies to validate the knowledge that supported the related actions in laboratory cities.展开更多

Three interrelated...Researchers and extensionists would pursue their interests to develop new inventions and encourage rubber smallholders to adopt new technology and practices to increase production of their holdings. Three interrelated systems, research and development (R&D) system, extension/delivery system and client (smallholders) system, are responsible to make the rubber industry viable and dynamic. The extension system is also encouraged to identify and carry out related research activities besides its own core function to enhance clients' understanding and to use the findings as basis to plan effective strategies for implementation. Knowledge acquisition among clients is critical in capacity building process. With knowledge, clients tend to develop favorable attitude and use it to develop specific skill to practice recommended technology and new practices. Necessity is the mother of invention in times of need, especially when rubber price is low. Researchers, extensionists and smallholders are "forced" to collaborate and become creative to fred alternative ways and uses of natural rubber to increase demand of the commodity. When natural rubber price is low, funding for research needs to be maintained at current level, or in some cases, funding is increased to ensure that the industry is not void of new technology and new products. The main goal of the rubber industry is to ensure that new technology and practices are continuously being generated and developed by researchers to be adopted by rubber smallholders. The adoption of new technology and practices by smallholders ensures that production of natural rubber continues to increase, while income of smallholders is maintained or increased at an appreciative level to offset low rubber prices. There is an inclination in the rubber industry that when the commodity's price is low, activities and programs related to research and dissemination of research results would follow to be reduced, resulting in stagnation and opportunities for future growth of the industry. The National Blue Ocean Strategy (NBOS) should be used to harness expertise in research among researchers of local universities, as well as to cooperate among extensionists from agencies at state and national levels to help disseminate research results. The NBOS can reduce cost, and has bigger impacts and wider applications of natural rubber for local and international markets.展开更多

This study exp...Contemporary journalism scholars have taken important steps to identify and categorize emerging styles of news programing in the 21st Century (Entman, 2004; Holbert, 2005; Kovach & Rosenstiel, 2010). This study explores how soft news programs function in agenda setting processes and contribute to the sociological framing of political issues. It compares news agenda topics and frames between ABC Worm News with Charles Gibson and The Daily Show with Jon Stewart over the months prior to the determination of the Democrat and Republican 2008 presidential nominees. Results show that both programs contained similar amounts of top stories, main actors, and story problems, confirming similar agenda setting functions. Framing comparisons showed that in election coverage ABC Worm News had significantly more strategy frames than The Daily Show. The Daily Show contained significantly more responsibility and morality frames than ABC Worm News, providing an ethical viewpoint. These findings reveal that the news programs are similar in coverage of the top stories on each day's agenda, but that they are presented differently through framing decisions. This provides insight into agenda setting of election topics and highlights the potential for framing effects in different genres of journalism as the soft news frontier expands traditional definitions of political journalism.展开更多

There are four trends of global sustainable development:1) sustainable development will further turn from concept into global action; 2) green will be the main trend of global development; 3) emerging developing countries will become the main driving force of global sustainable development; and 4) international relations in the field of sustainable development will turn to competitive co-operation.

文摘To address the issues of investment appeal in the Russian electric power industry,this study analyzes the dynamics of corporate governance,including permanent redistribution of property and compliance with the Russian Corporate Governance Code,in wholesale and territorial-generating companies.The increasing concentration of property in the hands of the state and its implications for investors are also noted.This study reveals the violations of essential principles,and the substantial differences in corporate governance practices,in the best-and worst-performing companies.Additional standards for better corporate governance practices to benefit the investors in the context of the current Environmental,Social,and corporate Governance(ESG)agenda are proposed.This study provides a new insight at the development of corporate governance in Russian power generating companies through property redistribution and compliance with corporate governance principles.
文摘This study discusses the basic guarantee of the Charter of the United Nations to realize the right to development from the angle of Transforming Our World: the 2030 Agenda for Sustainable Development. The concepts regarding the people as the focal point, the dignity, the worth of the human being, as well as larger aspects of freedom, and other basic concepts within the Charter of the United Nations, guide the right direction of action for the realization of the right to development. The purpose and principles of the United Nations establishment in the Charter constitute the basic legal protection of the right to development. Values of peace, international dialogue, and international cooperation show the right path to the realization of the right to development.

文摘The concept of sustainable development has experienced great development and change at different levels of theoretical connotation and practical implementation since 1960 s and 1970 s when it was first proposed. People's understanding of the relationship between economy,society, and environment has been continuously deepened over the years. When it came to the end of 2015, it is necessary to examine the results of the United Nations Millennium Development Goals on sustainable development, and at the same time, the post-2015 framework and guidance on sustainable development at the global level were to be made, including the ideas, action plans, key areas that would guide the global sustainable development. The 2030 Agenda for Sustainable Development has developed a 5P theoretical framework of being peoplecentered, global environmental security, sustained economic prosperity, social justice and harmony and partnership promotion, including a political declaration, 17 overarching goals and 169 specific targets, specific ways of implementation, as well as the follow-up. It is the road map to achieve global sustainable development and meet the requirements of the millennium development goals. This paper summarizes the understanding of the concept of sustainable development from its origin, its significant development, to the proposition and development of the 2030 Agenda for Sustainable Development, and its strategic impact on China.
文摘The study is contextualized through evaluating the implementation of Local Agenda Action Plan (LAAP). The goal was to address environmental challenges facing a city under the framework of sustainable development and planning. The evaluation of this conceptual framework was tested at a selected municipality of Athens (Greece), that has used a LAAP. The research was based on a structured questionnaire survey of a sample of 300 respondents selected from municipal employees (100 persons) and citizens of the selected municipality (200 persons). Analysis and interpretation of data through descriptive and factor analysis statistics establish that both municipality employees and citizens are primarily concerned with issues of environmental management. They firmly believe that sustainability initiatives at municipality might best be implemented through a collaborative approach at the local community level, involving local citizens working in partnership with local government. Furthermore, the study established the importance of education, aware-ness and training as a response to environmental issues currently facing the municipality. The awareness and training activities should be developed and should involve the members of the community in the needed environmental manage-ment processes. In view of the Decade Education for Sustainable Development (UNESCO 2005-2015), this should en-able the Council to create opportunities for income generation, while simultaneously promoting citizens’ environmental responsible behaviors and improving service delivery by municipality employees.
文摘The urban resilience concept was introduced in 2016 as a key concept in the Habitat III New Urban Agenda for the next 20 years.We wonder how this urban resilience concept was elaborated and who influenced it the most?The preparatory events structured several stakeholders’networks.The relations between stakeholders allowed the flow of ideas in the consultation and production process.Some influential stakeholders strongly oriented definition of urban resilience concepts by taking power in the networking process of the consecutive meetings.The paper analyzes the network of stakeholders/concepts,during the building process between 2012 and 2016(5,539 discourses from 290 stakeholders,in 357 events).The application of textual mining and machine learning topic modelling algorithm exposed the structure of the principal topics for building the concept of urban resilience,and presented how relations of main stakeholders with funders was crucial for the investment in policy interventions.Therefore,we underlined for the first time in an empirical way,different kinds of actors’power in the construction process that supported the Habitat III resilience concept.We demonstrated how far some official stakeholders,but also external and private ones,oriented the construction of ideologies to validate the knowledge that supported the related actions in laboratory cities.
文摘Due to the historical reasons,the global press has long been dominated by the Western community along with the other institutions such as media outlets,government agencies as well as research entities,in spite of the rising tendency presented by the new power bloc such as BRICS.It is important to differentiate the inspiring reporting characteristics in covering major events like this forum from those that still rely on the old reporting pattern and ideological mindset.Based on the previous scholarship on China’s business communication and its relevance to the country’s international communication in an ever-complicated international press environment,this study aims at working out the frame feature of the international business reporting on the Belt and Road Initiative Forum that took place in mid May,2017.By offering a one-on-one analysis on the most representative piece respectively from Financial Times,Reuters,Nikkei Asian Review and Al-Jazeera,the study figured out the journalistic frame style of those media reporting on the event and on China’s initiative itself.Therefore,the study aims to map out the reporting strategies for the similar emerging market countries such as BRICS accordingly.

文摘Promoting direct policy communication between policy makers and the public is both an important function of government annual reports (GARs) and a key issue in democratic politics.According to this survey,conducted in 19 major cities in China,to promote the policy communication function of the GARs the government should make full use of changes in public policy communication habits and the convergence of public policy preferences in different groups while dealing with routine problems such as “public opinion deficits” and “being popular among the institutional staff but unnoticed the non-institutional staff.”
文摘Researchers and extensionists would pursue their interests to develop new inventions and encourage rubber smallholders to adopt new technology and practices to increase production of their holdings. Three interrelated systems, research and development (R&D) system, extension/delivery system and client (smallholders) system, are responsible to make the rubber industry viable and dynamic. The extension system is also encouraged to identify and carry out related research activities besides its own core function to enhance clients' understanding and to use the findings as basis to plan effective strategies for implementation. Knowledge acquisition among clients is critical in capacity building process. With knowledge, clients tend to develop favorable attitude and use it to develop specific skill to practice recommended technology and new practices. Necessity is the mother of invention in times of need, especially when rubber price is low. Researchers, extensionists and smallholders are "forced" to collaborate and become creative to fred alternative ways and uses of natural rubber to increase demand of the commodity. When natural rubber price is low, funding for research needs to be maintained at current level, or in some cases, funding is increased to ensure that the industry is not void of new technology and new products. The main goal of the rubber industry is to ensure that new technology and practices are continuously being generated and developed by researchers to be adopted by rubber smallholders. The adoption of new technology and practices by smallholders ensures that production of natural rubber continues to increase, while income of smallholders is maintained or increased at an appreciative level to offset low rubber prices. There is an inclination in the rubber industry that when the commodity's price is low, activities and programs related to research and dissemination of research results would follow to be reduced, resulting in stagnation and opportunities for future growth of the industry. The National Blue Ocean Strategy (NBOS) should be used to harness expertise in research among researchers of local universities, as well as to cooperate among extensionists from agencies at state and national levels to help disseminate research results. The NBOS can reduce cost, and has bigger impacts and wider applications of natural rubber for local and international markets.
文摘Contemporary journalism scholars have taken important steps to identify and categorize emerging styles of news programing in the 21st Century (Entman, 2004; Holbert, 2005; Kovach & Rosenstiel, 2010). This study explores how soft news programs function in agenda setting processes and contribute to the sociological framing of political issues. It compares news agenda topics and frames between ABC Worm News with Charles Gibson and The Daily Show with Jon Stewart over the months prior to the determination of the Democrat and Republican 2008 presidential nominees. Results show that both programs contained similar amounts of top stories, main actors, and story problems, confirming similar agenda setting functions. Framing comparisons showed that in election coverage ABC Worm News had significantly more strategy frames than The Daily Show. The Daily Show contained significantly more responsibility and morality frames than ABC Worm News, providing an ethical viewpoint. These findings reveal that the news programs are similar in coverage of the top stories on each day's agenda, but that they are presented differently through framing decisions. This provides insight into agenda setting of election topics and highlights the potential for framing effects in different genres of journalism as the soft news frontier expands traditional definitions of political journalism.
文摘This paper reports the role of national newspapers in the agenda setting process about the economical crisis in Mexico and its impact, as important mediators, in the public opinion, in a context of high social uncertainty. It has sought to know whether the responses of federal government economic policy have influenced the presidential level of acceptance and whether the adverse outcomes in federal elections intermediate reveal significant aspects in the electoral behavior of the population for presidential succession 2012. This involved measuring citizens perceptions and decisions before the reforms and their consequences, analyze government communication strategies to the crisis and assess the treatment and approaches news from three newspapers about the events concerning the public agenda. The analysis has focused on three states of the central-south of Mexico.

This communication process is a two way process of communication between politicians and voters by which, on the one hand, politicians transmit their thoughts and wills to voters, and on the other hand voters communicate their opinions to politicians, after interpreting, in different ways, the messages that they received. The key objective of political communication is to persuade or influence and cause voters, who are the target audience, to vote for a particular party by convincing them. In order to ensure the smooth operation of political communication processes it is essential that the parliament, government, political parties, non-governmental organizations, environmentalist groups and pressure groups also actually take part in this process The decisive and transformative power of mass media and advertising phenomenon on the political systems has grown to become more and more influential in the recent years. The use of information considerably increases in line with the increase in the use of propaganda. No doubL this information age has turned the world into "a universal village". On the one hand, the concentration in media and on the other hand rapid developments in Internet technologies expose societies to the bombardment of messages. Being exposed to or bombarded by numerous varieties of messages in their daily lives lead to the creation of variabilities and instabilities in individual's behaviors. Accordingly, political organizations while trying to convey messages to masses through political communication and advertising have to deliver systematic, comprehensible and influential messages by taking the advantage of visualization as much as possible.
文摘Africa is a developing economy and as such, emphasis has been placed on the achievement of revolutionary goals that will place her on a similar rank as the developed economies. Pertaining to this objective, Heads of States and government all over Africa instigated the African Union (AU) Agenda 2063, which is a framework put in place to achieve a continental transformation over the next 40 years. The use of satellites has been proven to be a major influence on economic growth since it facilitates the exchange of information. Environmental hazards such as climate changes, pollution, and inefficient waste management can be classified as one of the drawbacks to achieving this economic growth we hope to accomplish. The purpose of this paper is to analyze and examine satellite communication as a tool for the attainment of an integrated, prosperous and peaceful Africa by means of combatting environmental hazards in the continent.
