Achieving common prosperity for all is an important feature of Chinese modernization and an essential requirement of socialism with Chinese characteristics,with the core value orientation of promoting the people’s well-rounded development.This reflects the close relationship between people’s well-rounded development and common prosperity and implies that common prosperity is not just an economic issue,but also a political matter,a moral subject,and a human rights goal.Being“people-centered”is the core positioning of common prosperity,with its inherent collective and individual attributes.In terms of the object dimension of prosperity,it encompasses a wide range of rights such as material and spiritual well-being,which are advanced in a coordinated manner,and a deepening level of guarantee gradually improving.In the practical concept of“shared development,”it emphasizes the unity of state obligations and individual responsibilities,as well as the phased approach and promotion of common prosperity through the rule of law.Therefore,the essence of common prosperity lies in shifting from a“material-centered”perspective to a“people’s well-rounded development-centered”perspective.It combines the principles of fairness and inclusiveness with the recognition of diverse developmental needs.The focus is on enhancing the subjective initiative of the people,aiming to truly achieve the happiness of the people and promote people’s well-rounded development through the realization of“common prosperity.”

Indigenous people are an integral part of the main body in traditional village conservation and development process, and are also the most direct and the most dynamic carrier of traditional village conservation and inheritance. Taking the case of Yifu village in Jishui county in the process of traditional vil age conservation and development, this paper built the main body of indigenous people and put forward countermeasures of protecting and developing the main body based on analyzing the aboriginal way of life, planning demand and stakeholder of indigenous people.

Facilitative Institutional Infrastructure to Optimise Productive Participation of Rural People in Local Development Processes: South Africa

Pervasive low levels of education and weak civil society activism in poor rural communities are cited as constraining factors for participatory development (PD), resulting in technical capacity for participation being skewed against the community participants. This paper highlights the outcomes of a research study that examined the applicability of the participatory development concept in conditions characterised by low levels of education and weak civil society. The research was undertaken in two rural villages in the Eastern Cape Province of South Africa, utilising both quantitative and qualitative approaches entailing interviews with 18 key informants followed by two focus group discussions each with seven participants respectively. The research found that rural communities were not aware of the government policy placing people participation at the centre of rural development interventions;and that they would not support it as they believed it was government's role to champion their development. The research also found that the government officials that lead the implementation effort of the rural development programmes did not believe that the participation policy was practical, citing capacity limitations among rural communities. The researcher recommends a moderated rural people participation process, which features creation of a facilitative institutional infrastructure to optimise productive participation of rural people in local development processes.

For People's Right to Safety Of Lives and Health——On development of health-related human rights in China

Medical and health work constitutes the prerequisite to protection of the people's right to safety of lives and health. Over the past decades, the Chinese Government has spared no effort in this regard and, as a result, the Chinese people's health has significantly improved. Towards Inclusive Development: Situating the Socio-Economic Wellbeing and Environmental Issues of an Indigenous Cultural Community in the Philippines

The Municipality of Carranglan is a rural community where agriculture is the main source of livelihood. The Kalanguya Ancestral Domain (KAD) is also located in the area, and it provides a home for the Kalanguya indigenous cultural community. They have fled to the area for a variety of reasons. Despite its rural setting, Carranglan is regarded as a first-class municipality and the largest municipality in Nueva Ecija. This study described and documented the socio-economic profile, and existing issues and problems the Kalanguya Indigenous Peoples (IPs) experienced in their milieu, especially in terms of environmental protection. Recognizing and valuing their perspectives is vital for inclusive development. This study also situated the current status and conditions of the IPs, who generally live below the poverty line and face a range of plights and challenges. As part of safeguarding indigenous rights and interests, this study was undertaken after series of consultations with community elders and leaders. Key informant interviews, household surveys, semi-structured interviews, focused-group discussion (FGD), and direct observations were used to elicit information. Many of the respondents are elementary undergraduates which show that the community had lacked access to education. The following are the primary socioeconomic issues confronting IPs: insufficient access to potable water, suboptimal agricultural productivity, meager monthly income, and a dearth of supplementary and alternative livelihood opportunities. Forest fires, landslides, encroachment of illegal loggers, and concerns about wildlife resources are some of the current environmental issues they have encountered. The local population was supportive of plans and actions targeted at improving the environment. This reveals that the IPs possess unique indigenous forest expertise that enables them to properly manage natural resources.

On All-round Development of Human Rights in China

In October 2003, the Third Plenary Session of the Sixteenth Central Committee of the Communist Party of China （CPC） called for adherence to ＂the outlook toward development based on the fundamental interests of the people, toward an all-round, balanced and sustainable development.＂ The session also proposed to the National People＇s Congress （NPC） that respect for and protection of human rights be written into the country＇s Constitution. And accordingly, the NPC adopted a decision to revise the Constitution the following year. The call and the proposal were inter-related. The call sets the guideline, the theoretical basis and the orientation for the development of human rights in China. The pro- posal subsequently resulted in a revision of-the Constitution, the fundamental state law, which came as a legal guarantee for respect for and protection of human rights. Then, the ＂task of promoting an all-round development of the human rights cause＂ was written down into the country＇s Eleventh Five-Year Program for National Economic and Social Development （2006-2010）, which was approved by the NPC in March 2006. This was the first time that the development of human rights was written into a national program for social development. This means that an even closer link has been forged between China＇s human rights cause on one hand and the country＇s political, economic, cultural and social welfare undertakings on the other, thus preparing China＇s human rights cause for faster and sustainable development. We are now safe to predict that in the future, there will be even more and better rights the Chinese people are able to enjoy.
