On January 9,2024,the Symposium on the International Situation and China’s Foreign Relations in 2023 was held in Beijing.Member of the Political Bureau of the CPC Central Committee and Foreign Minister Wang Yi attended the symposium and delivered a keynote speech entitled“Self-Confidence and SelfReliance,Openness and Inclusiveness,Fairness and Justice,and Win-Win Cooperation.”

Let’s Talk LGBTQIA+:Strategies and Activities for Teaching Diversity and Inclusion in the Foreign Language Classroom at the College Level

In this presentation,the author explores strategies and activities that create a welcoming and nurturing environment for LGBTQIA+foreign language students at the college level in the United States.Indeed,as it is commonly stated,there is a clear lack of visibility,acceptance/tolerance,and inclusion of LGBTQIA+voices(active and proactive)in foreign language teaching and learning(pedagogical material as well as in-class attitudes and delivery).The reasons for this deficiency are diverse since they cover not only outward discrimination against and/or indifference(passive-aggressive behavior)toward the LGBTQIA+community and its plight,but they also illustrate the sheer,physical inexistence of quality material that can be used to create,present,and foster a welcoming and all-encompassing classroom environment that addresses the diverse spectrum of the LGBTQIA+community while its members try to learn a foreign language and(positively)negotiate how to express their very identity in their new language of choice.Moreover,the scant material that is available in the United States as well as in other Western countries where the LGBTQIA+community by and large is accepted-at least from the legal point of view-hardly represents and covers the subject matter in a satisfactory way.To address this gap,the author will provide some examples in European Portuguese(EP)and Italian(IT),followed by a courtesy translation in English,to illustrate some positive activities and strategies for including LGBTQIA+-related subject matter in the foreign language classroom at the college level.It is his desire that instructors of other foreign languages duplicate in their respective vernaculars the strategies and activities herein presented in order to create a welcoming and safe classroom environment that embraces the LGBTQIA+community as it goes through the enjoyable journey of learning a new language and culture.

Analyzing Disaster Mitigation Policies in Japan and China from an Eco-DRR Perspective:A Comparative Study of Shanghai and Tokyo

Global climate change-induced natural disasters require international efforts and the adoption of Eco-Disaster Risk Reduction(Eco-DRR)policies for sustainable development.This study examines the status of Eco-DRR in disaster prevention policies through word cloud analysis,providing insights for policymakers to enhance disaster prevention amid increasing climate-related challenges.Tokyo and Japan prioritize soft aspects,while Shanghai and China emphasize engineering for flood prevention,revealing a gap in Eco-DRR application.Despite these differing approaches,the shared focus on water-related disasters indicates a shift towards urban resilience.Future research should assess policy effectiveness and the impact of Eco-DRR on disaster risk reduction and ecosystem protection.

The Application of the Domestication and Foreignization Translation Strategies in the Context of the Dissemination of Chinese Culture:A Case Study of the English Translation of Long

In January 2024,the Chinese Year of the Loong,how to translate the Chinese character Long went viral on the Internet.Taking the English translation of Long as an example,this study tends to make a tentative analysis of the application of translation strategies in the macro context of the dissemination of Chinese culture.Moreover,it probes into the phenomenon of Chinese cultural aphasia by analyzing the domestication and foreignization of Long in three aspects.The three attitudes provided ought to be addressed in the Chinese-English translations.This study emphasizes enhancing translators’cultural awareness and their cultural confidence in the process of translating the source language to the target language.

Research Nexus and Implications of Learner Identity in Foreign Language Education

One of the most obvious markers of an individual’s identity is their language.However,in some ways,the relationship between identity and language acquisition seems to be missed.In fact,a lot of studies have shown that identity may influence the reasons behind language acquisition,especially in bilingual or multilingual societies.Learning English can provide EFL(English as a Foreign Language)students with a good sense of identity and encourage them to practice their agency,which can improve learning efficiency and effectiveness.This paper examines how the efficacy and results of language learning are influenced by the learner’s identity.

Combined laparoscopic and endoscopic method for foreign body removal from descending colon: A case report

BACKGROUND The majority of published reports on foreign bodies(FBs)involve the rectum and applied a transanal retrieval.Usually,patients with FB above the rectum are subjected to laparotomy for removal.Here,we illustrate the case of a man with an FB that had migrated into the descending colon,and its successful removal via a laparoscopic approach.CASE SUMMARY A 43-year-old man,who had the habit of FB insertion into his anus to aid defe-cation,presented upon experience of such an FB slipping through and migrating upward to the distal colon.Plain abdominal radiograph revealed a bottle-shaped FB,positioned in the left iliac fossa region.The FB was successfully removed via a laparoscopic-assisted procedure in which we combined diagnostic laparoscopic and endoscopic techniques during surgery.The patient was monitored for 2 d postoperatively and subsequently discharged home.CONCLUSION A minimally invasive approach should be adopted to aid extraction of colorectal FB as it is effective and safe.

With China’s economic development entering a new normal,high-quality regional economic development has become an important goal of current economic development.As one of the important means to promote high-quality development of the regional economy,industrial policies are increasingly receiving attention in terms of their role and impact.This article mainly conducts an in-depth analysis of the mechanism and impact path of industrial policies,exploring the role and impact of industrial policies in promoting high-quality regional economic development.Firstly,industrial policies play an important role in promoting high-quality regional economic development.Secondly,the impact path of industrial policies on the high-quality development of the regional economy mainly includes promoting industrial structure upgrading,promoting technological innovation,guiding resource allocation,and enhancing enterprise competitiveness.Therefore,it is necessary to increase research and practice on industrial policies,continuously optimize policy measures,and promote high-quality development of the regional economy.

Research on the Status Quo and Improvement Needs of Foreign Language Teachers’ Teaching Competence in Curriculum-Based Ideological Education in Xinjiang Colleges and Universities

This study investigated the status quo and further improvement needs of foreign language teachers’teaching competence in curriculum-based ideological education(CIE)in Xinjiang colleges and universities.The results show that the teachers’teaching competence in CIE is generally good,with the“cultivating quality”being the highest and the“scientific research quality”the lowest;there still exist several problems,such as teachers’lack of theoretical knowledge in CIE,lack of teaching resources,and insufficient abilities in teaching design and research.It is hoped that with the support and efforts from university administrations,teachers can improve their teaching competence in CIE through various approaches adopted and multiple measures taken,thus optimizing their teaching effectiveness,promoting the construction of CIE in Xinjiang colleges and universities in the new era,and contributing to Xinjiang’s high-quality development.

Analysis and Innovative Strategies of Tax Preferential Policies to Promote the Sustainable Development of Small-Scale Individual Businesses

This study conducted an in-depth analysis of the current tax preferential policies for small-scale individual businesses and compared them with similar policies both domestically and internationally,aiming to reveal the advantages and disadvantages of the current system.After examining the impact of these tax preferential policies on the economic status of individual business owners and the broader social economy,this article proposes a set of innovative tax preferential strategies based on theoretical foundations.By developing these innovative strategies and clarifying their implementation paths,the aim is to promote the sustainable and healthy development of small-scale individual businesses,thereby fostering comprehensive socio-economic progress.The conclusion of this study not only summarizes policy recommendations with practical significance but also provides theoretical support for the optimization and innovation of future related systems.

The Situation, Policies, and Development of Foreign Language Education in Contemporary China

Foreign language education is an important part of Chinese education,but the overall foreign language education in China is still relatively underdeveloped.Foreign language education and policies in contemporary China are closely related to China’s political,economic,and social development.The contemporary Chinese foreign language education and policies,since the establishment of New China in 1949,can be divided into four periods.The first period is a period of domination by the Russian language(1949–1956),the second period is a period of exploration and transformation(1956–1966),the third period is a period of interruption(1966–1978),and the fourth period is a period of development and improvement(1978 to present).Understanding foreign language education and policies in contemporary Chinese universities can contribute to the future development of foreign language education and policies in China.

A Comparative Study of the Value Orientations of Foreign Language Education Policies in China and the United States in the 21st Century

Since the 21 st century, both Chinese Mainland and the United States have formulated foreign language education policiesbased on their national needs. This paper makes a comparative study of the value orientations of foreign language education poli-cies in Chinese Mainland and the United States in the 21 st century and finds that both China and the United States have regardedtheir national interests as the essential value orientation of their foreign language education policies. To be specific,the core valueorientation of foreign language education policies in China is to enhance its cultural soft power.In contrast,the core value orienta-tion of foreign language education policies in the United States is to safeguard its national security. Through the comparison of thedifferent value orientations of foreign language education policies of the two countries, the paper provides some reference for the for-eign language education policy-making in Chinese Mainland.

Asymmetric nexus between commercial policies and consumption‑based carbon emissions:new evidence from Pakistan

The current study extends the previous literature by exploring the effects of a newly discovered driver,i.e.,import taxes(as a proxy for commercial policies),on the consumption-based carbon emissions(CCO2e)for 1990Q1-2017Q4.For empirical analysis,several tests and methods,including Augmented Dickey–Fuller unit root test,Zivot–Andrews unit root test,asymmetric cointegration bound testing approach,non-linear ARDL,Wald-test,Granger causality test and wavelet quantile correlation(WQC)method are utilized.Furthermore,NARDL technique estimates reveal that contractionary commercial policy enhances the environmental quality by disrupting the detrimental effects of CCO2e.However,expansionary commercial policy escalates the environmental pollution by boosting the carbon emissions.Also,the exports and the renewable energy improve the ecological quality;however,GDP deteriorates the atmospheric quality by increasing the CCO2e.Besides,WQC method and the trivariate Granger causality test are deployed to confirm the robustness of the results.Based on the findings,some crucial policies are also recommended for sustainable and green development in Pakistan.

Contrastive Research on Domestic and Foreign Ecological Agriculture Policies

In the first place,the definitions of ecological agriculture defined by scholars both at home and abroad are introduced.In the second place,the domestic and foreign ecological agriculture policies are expounded.Through contrastive research on the domestic and foreign ecological agriculture polices,the problems in the development of ecological agriculture in China are found.By mirroring the western experiences in developing ecological agriculture,the countermeasures and relevant suggestions are put forward from the perspective of government.The first one is to increase the subsidies from the government to ecological agriculture.The second one is to clarify the standard of ecological agriculture construction.The third one is to promote the industrialization of ecological agriculture.The fourth one is to strengthen the construction of ecological demonstration region and ecological village.

China’s Foreign Aid,Recipient Countries’Economic Growth,and the Mediating Effect of Aid in Infrastructure

Based on the panel data of China’s foreign aid in 2003-2014 from AidData,this paper empirically investigates the relationship between China’s foreign aid and economic growth in recipient countries.Using the principal component analysis(PCA),the authors propose a variable,i.e.the infrastructure index,to measure the effects of aid on the economic growth of recipient countries.This study shows that aid from China has significantly improved the level of economic growth in recipient countries,which provides a new evidence of China’s aid effectiveness.Through analysis of the ways by which aid in infrastructure induces economic growth,the authors conclude that the improvement of local infrastructure accounts for 55.30%of the aggregate economic growth effect of China’s aid to recipient countries.

Factors Influencing Employees on Compliance with Cybersecurity Policies and Their Implications for Protection of Information and Technology Assets in Saudi Arabia

In the current digital era, it is difficult to preserve the confidentiality, integrity, and availability of an organization’s information and technology assets against cyber attacks. Organizations cannot rely solely on technical solutions for defense, since many cyber attacks attempt to exploit non-technical vulnerabilities such as how well employees comply with the organization’s cybersecurity policies. This study surveyed 245 randomly selected employees of government organizations in the Kingdom of Saudi Arabia with an electronically distributed questionnaire about factors that influence employees’ compliance with cybersecurity policies. The study found that ethical factors had the most influence on employee compliance with cybersecurity policies, followed in decreasing order of influence by legislative factors, technical factors, and administrative factors.

THE OPTIMAL DEDUCTIBLE AND COVERAGE IN INSURANCE CONTRACTS AND EQUILIBRIUM RISK SHARING POLICIES

In this paper, we consider the optimal risk sharing problem between two parties in the insurance business: the insurer and the insured. The risk is allocated between the insurer and the insured by setting a deductible and coverage in the insurance contract. We obtain the optimal deductible and coverage by considering the expected product of the two parties' utilities of terminal wealth according to stochastic optimal control theory. An equilibrium policy is also derived for when there are both a deductible and coverage;this is done by modelling the problem as a stochastic game in a continuous-time framework. A numerical example is provided to illustrate the results of the paper.

The role of land as the central piece to sustainable food systems:Lessons learned from Portugal national food-related policies

This paper discusses to what extent land is considered in food-related policies from a systemic perspective.Based on existing literature and international agendas priorities,we argue that access to and preservation of land for food along the food chain play a major role in sustainable food systems.To further explore this argument,we address the following question:Where does land stand in sectorial and national food-related policies?The mul-tiple dimensions and implications of food systems and the international agenda’s priorities namely the“Right to adequate Food”,“Food Sovereignty”and the“Right to Land”,were used as our conceptual framework.To work out how land is being considered in food sectorial policies,both quantitative and qualitative methods were applied to examine ten Portuguese national food-related policies.Results are showing a lack of consideration for land access and land preservation,needed all along the food chain to build a national sustainable food system.On the other hand,there is a gap between current grassroots priorities international agendas and food-related national policies.Such a situation strongly suggests that building a sustainable food system needs a clear food territorial perspective,still neglected,and shifting from sectorial policies towards a more integrated food system approach,that will include land as a central piece.

An overview of the policies and models of integrated development for solar and wind power generation in China

Under the goal of “Carbon Emission Peak and Carbon Neutralization”, the integrated development between various industries and renewable energy(photovoltaic, wind power) is of great significance in China. This paper summarizes the relevant policies, integration schemes and typical cases of the integrated development between renewable energy and other industries. First, the development status of wind and solar generation in China is introduced. Second, we summarize the relevant policies issued by the National Development and Reform Commission, National Energy Administration and other departments to promote the integrated development in photovoltaic and wind power generation in China. Third, eight kinds of photovoltaic three-dimensional development models are described, including “photovoltaic + agriculture, industry, environmental protection, transportation, architecture, communication, hydrogen and ecology”. Fourth, eight kinds of wind power threedimensional development models are summarized, including “Offshore wind power + marine ranch, marine energy, marine tourism, marine oil and gas, hydrogen, communication, Energy Island” and “Onshore wind power+ courtyard”. In the future, the promotion and application of the above integrated development projects will be accelerated. This overview aims to provide reference for the design in photovoltaic and wind energy systems and help potential investors to make decisions.

Clinical features,radiological imaging,and treatment strategies of nonmetallic intraorbital foreign bodies:a retrospective analysis

AIM:To provide comprehensive data on nonmetallic intraorbital foreign bodies(IOFBs)by summarizing and analyzing material types,clinical manifestations,imaging features,and treatment strategies.METHODS:Totally 28 nonmetallic IOFB cases treated at Shengjing Hospital of China Medical University from 2012 to 2020 were retrospectively reviewed.The types of foreign bodies,clinical features,imaging manifestations,and treatment outcomes were analyzed.RESULTS:Among all cases,67.8%(19/28)of the foreign bodies were organic.The top three entrances were the upper eyelid skin(7/28),lower fornix conjunctiva(6/28),and lower eyelid skin(4/28).In most cases(11/28,39.3%),foreign bodies remained in the medial orbits.The major clinical manifestations included eyelid redness and swelling(20/28,71.4%),conjunctival congestion and edema(17/28,60.7%),and ophthalmoptosis(15/28,53.6%).Infection was the main complication,which occurred in 57.1%(16/28)of all cases.Computerized tomography(CT)values differed for different foreign bodies and varied in the different periods after injury.The plant-and grease-derived foreign bodies and the surrounding pus cysts showed different signals on magnetic resonance imaging(MRI).The prognosis varied with different foreign body types,surgery timing,and intraoperative management.CONCLUSION:The majority of nonmetallic IOFBs are organic and often remain in the superior,medial,and inferior areas of the orbit.Clinical manifestations vary owing to their different textures.CT and MRI facilitate the identification of foreign body materials.Plant-derived foreign bodies should be completely removed,and surgical treatment is a complicated process.

Foreign exchange trading and management with the stochastic dual dynamic programming method

We present a novel tool for generating speculative and hedging foreign exchange(FX)trading policies.Our solution provides a schedule that determines trades in each rebalancing period based on future currency prices,net foreign account positions,and incoming(outgoing)flows from business operations.To obtain such policies,we construct a multistage stochastic programming(MSP)model and solve it using the stochastic dual dynamic programming(SDDP)numerical method,which specializes in solving high-dimensional MSP models.We construct our methodology within an open-source SDDP package,avoiding implementing the method from scratch.To measure the performance of our policies,we model FX prices as a mean-reverting stochastic process with random events that incorporate stochastic trends.We calibrate this price model on seven currency pairs,demonstrating that our trading policies not only outperform the benchmarks for each currency,but may also be close to ex-post optimal solutions.We also show how the tool can be used to generate more or less conservative strategies by adjusting the risk tolerance,and how it can be used in a vari-ety of contexts and time scales,ranging from intraday speculative trading to monthly hedging for business operations.Finally,we examine the impact of increasing trade policy uncertainty(TPU)levels on our findings.Our findings show that the volatility of currencies from emerging economies rises in comparison to currencies from devel-oped markets.We discover that an increase in the TPU level has no effect on the aver-age profit obtained by our method.However,the risk exposure of the policies increases(decreases)for the group of currencies from emerging(developed)markets.
