With the rapid development of our country’s economy,education has gradually become the focus of social attention.The problem of unbalanced distribution of urban and rural educational resources has become increasingly prominent,urban educational resources are relatively rich,while rural educational resources are relatively scarce,and the balanced development of urban and rural compulsory education has become an urgent task.This paper mainly investigates and studies the distribution of urban and rural educational resources,discusses the unbalanced distribution of urban and rural educational resources and analyzes the reasons,and puts forward a series of corresponding solutions to promote the balanced development of urban and rural compulsory education.

Geospatial-Based Analysis of Balance in Elementary Education—Taking Elementary Schools in Changsha Five Core Districts as Examples

The balanced development of the elementary education sector has been a long goal pursued by the education departments of various places, and is also an outcome expected by the people. Based on a study of the equilibrium of the spatial distribution of the capacity saturation models of all the primary schools in Changsha’s (China) five core districts, the results show that the overall geographical distribution of the primary schools in Changsha is relatively balanced, based on the natural characteristics of Changsha, such as human geography, and the moderate gradient between the central urban area and the primary schools in the suburbs and outer suburbs. Then the Theil index model was introduced, and the results of the model analysis show that the differences between elementary schools in Changsha urban area are relatively small, and the main differences originate from between districts rather than within districts, and subtle differences among regions mainly reflect in the teacher strength.

Effects of altitude on county economic development in China

Mountain regions play an increasingly essential role in global sustainable development, and the related sustainable development issues have attracted increasing attention. There are obvious vertical spatial differentiation phenomena in both natural and socio-eeonomic fields with altitude being a key factor affecting the economic development of mountain regions. However, the exact influence of altitude is still unknown. Based on the county scale, this paper used the gravitational potential energy model to evaluate the effects of altitude on economic development in China. The results indicate that the high-altitude areas were the depression areas of county economic development, and county economic density showed a decreasing trend with the increase of altitude. County economic density respectively decreased by 0.10%, 0.04% and 0.02% with every 1% increase in altitude in 2000, 2005 and 2010. Here we demonstrate that high altitude has negative effect on county economy, although the negative effect presented a downward trend. The results also showed that increasing capital and labor investments could reduce the negative effect of high altitude on county economy. In 2010, with every 1% increase in capital and labor density, county economic density increased by 0.62% and 0.83%, respectively. The effects of altitude were the results of multidimensional factors. The fundamental approach to reduce the negative effects of high altitude is to combine the ecological environment and resources to develop characteristic industries. The construction of infrastructure should be strengthened, which can promote the occurrence of the contra-flow of people, logistics and capital, and promote the balanced development of county economy.

Intensity Allocation Criteria of Carbon Emissions Permits and Regional Economic Development in China——Based on a 30-Province/Autonomous Region Computable General Equilibrium Model

The intensity allocation criteria of carbon emissions permits and its influence on China＇s regional development are analyzed through the 30-province/autonomous region computable general equilibrium （CGE） model. Simulation results show that： industrial intensity criteria without taking regional economic development into account deepen the unbalance of regional economic development; regional intensity criteria without taking industrial properties into account exert little negative impact on regional harmonious development, but relatively high negative influence on high-carbon emission industries. The two-step allocation scheme that the central government allocates emissions permits to provincial governments based on regional economic development and then provincial governments allocate emissions permits to emission resources or entities based on industrial properties is a feasible and operable choice.

Comparative Research on the Reform and Exploration of Balancing Urban-Rural Development

Balancing urban and rural comprehensive reform is the major reform and developmental strategy of China. The Game-Theoretical Approach to the Simulation of Sustainable Development Strategies

Choosing a strategy for sustainable development is national level aimed at the simultaneous fulfillment of economic, a fundamental problem that requires non-trivial approaches at the social and environmental goals. This contradiction is possible to be adequately described in the complex game-theoretic models. But analysis of them is complicated by the problems of algorithmic solvability and the payoff functions construction. Also, the volume of data required creates considerable complexity increased by the conditions of situations uncertainty and conflict. At the same time, international organizations, such as UN （United Nations）, ITU （International Telecommunications Union）, are widely used index system. Indices, built on the aggregation of elementary indicators, allow the estimation of the components of the system and its overall development. The paper discusses the basic concepts of game-theoretic approach to the problems of finding strategies for sustainable development, using indicative analysis techniques. In the proposed approach, estimating of sustainability is considered as the result of finding the optimal values of the payoff functions in general game-theoretical model where the players are matched indices. The interests of the player are to increase of the corresponding index and the optimal situation is implemented as a set of optimal payoff functions values. This allows switching from processing of large amounts of data describing the behavior of the ecological-economic system by the aid of indicators to aggregate estimations, which significantly reduce the sample, and also facilitates the interpretation of the results.

Experience of Overseas Countryside Development and Construction of “Beautiful Countryside” in Zhejiang

Countryside development paths and phase characters of typical developed countries and regions were analyzed,such as the East Asian Model(Japan and South Korea),and Western European Model(Germany and the Netherlands).The former is based on the big gap between urban and rural development,and the latter is based on the balanced development of urban and rural areas,both of them achieved the world’s leading level of countryside construction.In Zhejiang Province,"China’s Beautiful Countryside"represented by Anji,and"Zhejiang Green Agricultural Product Base"represented by Xianju emerged in the county level.Motivation mechanisms for countryside development in China and abroad were analyzed,including industrial system,infrastructure,ecological environment,and local culture.

A review of the balance of regional development in China from the perspective of development geography

Large regional differences and uneven regional development are fundamental challenges for China. Balanced regional development is an important issue in research on development geography. This study reviews the course of balanced regional development in China and summarizes its characteristics in each period. The results show that inter-regional development in China has undergone successive periods of balanced and unbalanced development. Each period has enhanced social development and contributed to a more balanced regional development. This paper discusses the scientific connotation of balanced regional development, and invokes sustainable development theory to argue that we should pay attention to the differences in resource endowments among regions, and solves the imbalance among the economy, humans, and nature to promote the spatial balance of regional development and green development for better coordination between economy and ecology. The balanced promotion of the well-being of people in each region is the ultimate goal of balanced regional development. We then use concepts from development geography to examine China’s path of balanced regional development from the three perspectives of society, the economy, and ecology. Suggestions are also provided for the balanced development of China’s regions and the improvement of public well-being.

The Bo-Tai Line:Establishing the concepts of a balanced regional development line and a national development backbone

Promoting regional coordinated development strategy is one of the important strategies in the new period of China.Faced with the reality of unbalanced and insufficient regional development in China,it is objectively necessary to construct one or more main axes supporting the coordinated and balanced development of regions to become the identification line representing the pattern of coordinated regional development.The results show that the Bo-Tai line,the northwest-southeast axis connecting Bole of Xinjiang and Taipei of Taiwan,can be built into national development backbone line and regional balanced development line,just perpendicular to Hu Line.In 2016,the area of southwest half and northeast half of Bo-Tai Line accounts for 60%:40%,while the population accounts for 45%:55%,the economic aggregate accounts for 40%:60%,the per capita GDP ratio accounts for 44%:56%,the population density ratio accounts for 38%:62%,the economic density ratio accounts for 32%:68%,and the urbanization level ratio accounts for 48%:52%.The main average indicators are gradually tending to balanced development pattern.Further analysis shows that Bo-Tai Line is a strategic shoulder pole connecting two core zones of"the Belt and Road",and is the peaceful reunification line of China's national tranquility and Taiwan's return.Bo-Tai Line is also a solid line supported and connected by comprehensive transportation channels and a Pipa type symmetrical line for the development of cities and urban agglomerations.It is the backbone of the two-way opening up and the linkage development line between land and sea.It is also an important dividing line that promotes the coordinated development of the eastern,central and western regions,and addresses the imbalance and inadequacy of regional development.Bo-Tai Line plays an irreplaceable strategic role in promoting the coordinated and balanced regional development.It is suggested that the construction of Bo-Tai Line should be included in the national development strategy,and the development strategic plan of Bo-Tai Line should be formulated to fully release the multiple potential functions.We should build three strategic support points:the northwest endpoint,the central strategic node and the southeast endpoint;carry out a comprehensive scientific investigation of the Bo-Tai Line,and strengthen the scientific cognition and publicity;promote China's development in a higherlevel,higher-quality,more coordinated,safer and more civilized direction.Let Chinese know about the Bo-Tai Line,let the world know about the Bo-Tai Line,and let the Bo-Tai Line truly become the backbone of the great rejuvenation of the Chinese nation.

The detrimental effects of social capital on the balanced development of compulsory education and their governance

The balanced development of compulsory education,with a focus on the goal of educational equality,is both a matter of policy orientation and a practical educational issue.At present,people are mostly concerned with the unbalanced state of development of compulsory education,its causes,and issues regarding its administration.Various modes of production,policy choices,and institutional arrangements during different periods have been the practical,historical causes of differences in regional compulsory education,differences between urban and rural areas,and differences between schools.A direct consequence of the unbalanced development of compulsory education has been the emergence of irregularities in school selection.During the process of school selection,the strength of family and school social capital is increasingly influential,and it has increasingly negative effects:circumventing the policy of going to school near home,aggravating differences between families because of family and school social capital,and therefore damaging the prospect of educational equality.On this account,we present a constructive proposal for government policy to reduce the detrimental effects of social capital by means of reasonable policy choices and institutional arrangements.With prerequisite balanced allocation of school resources for compulsory education,the government reduces the role that family and social capital play in school selection and constructs a benignly competitive environment wherein school social capital works to placate social issues aroused by the intervention of the social capital of families and schools in school selection.

Reassessing the Balanced Development of Compulsory Education

The balanced development of compulsory education has been given due and lengthy coverage in the“Outline of China’s National Plan for Medium and Long-Term Education Reform and Development(2010-2020)”which,to some extent,reflects the needs of our time and the demands of the general public.However,detailed analyses reveal that many aspects remain to be improved.The authors hold that the balanced development of compulsory education should be people-oriented and a fundamental right of modern citizens.The paper makes a preliminary research on the question of balance in compulsory education,discussing participants,potential to achieve balance,and how to evaluate the ongoing development towards balance.

The balanced development of basic education in the context of globalization

Basic education is not only an essential means for eliminating stratification and differences in society but also one of the main reasons for the enlargement of the gap between the rich and the poor.Because it faces pressure in the context of globalization,a balanced development of basic education would be a good way to relieve this pressure.This paper summarizes the international experience of balanced development of basic education in five aspects:policies and laws,educational funds,teacher resources,disadvantaged groups and conditions for running a school.On the basis of these,the authors put forward relevant suggestions concerning the balanced development of basic education in China.

Balanced development of compulsory education:Cornerstone of education equity

Balanced development of compulsory education is not only the cornerstone of education equity,but also the fundamental part for realizing a harmonious society.There have been several achievements in balancing the development of compulsory education in China,such as narrowing the gaps in compulsory education between rural,urban,and other areas.However,the development of compulsory education is still confronted with several issues,including the gaps between rural and urban schools,the gaps between teacher’s situations in rural and urban area,higher drop-out rates of rural compulsory education than that of the national average level,etc.Based on the analysis of these issues and reasons,the suggestions for the policy-makers are as follows:(1)it must be further clarified that governments at all levels must take all responsibilities for the balanced development of compulsory education so as to integrate local authorities’input and the central government’s subsidies;(2)the allocation mechanism of resources for compulsory education should be set up with“qualitative and fair growth”as its aim;(3)The quality standard for compulsory education based on the national curriculum standard should be worked out for playing the role of quality inspection in the fair development of compulsory education,and a relevant system of responsibility should also be established;(4)A national unified card for compulsory education should be adopted,which would help abolish extra fees for non-permanent-resident students receiving compulsory education in other places and(5)civilian-sponsored schools should be encouraged to offer compulsory education.
