It is not only obtained the optimal allocation about capital and labor between a goods-producing sector and a R&D Sector, but also the optimal value of saving rates. By discussing the effect of parameters, it are also got the following results: When the rate of time preference (discount factor) rising, the fractions of Capital and labor in the goods-producing sector will increase, the fractions in R&D sector and the saving rates will decrease; When the population grows rapidly, the result will be contrary.展开更多

To alleviate conflicts that may arise from this disparity, the Chinese government established centrally-oriented vertical distribution of fiscal revenue following the 1994 tax-sharing reform. Through massive two-way funding flows, this vertical distribution has promoted the allocation of financial resources and equalization of fiscal capacity across regions. However, as an important institutional arrangement in decentralization, it has played a limited role in balancing interregional economic growth. This is mainly evident in the growth constraint on economically developed regions under large-scale revenue centralization. The effect of the vertical distribution of fiscal revenue clearly interacts with local reliance on non-tax revenue and the level of earmarked grant from the central government, with the former significantly weakening the anti-growth effect of excessive centralization of fiscal revenue and the latter markedly reducing the growth incentive of central government subsidies.View full textDownload full text展开更多

As China gradually enters the digital era, the common prosperity is bound to rely on the digital economy, and both have a strong fit. This paper analyzes the realization path of common prosperity from the perspective of digital economy, showing that digital economy can promote not only the general growth of macro economy, namely, “making the cake bigger,” but also regional industrial decentralization, urban and rural coordination and the construction of a unified national market, which is conducive to balanced growth, namely, “dividing the cake.” Moreover, it can make up for the shortage of public services, improve the service capacity of the government, make digital infrastructure more adequate and balanced, and accelerate the equalization of basic public services. Meanwhile, digital economy may also lead to structural unemployment of labor force and other problems. Therefore, it is necessary to maximize its strengths and avoid its weaknesses in policy design so as to achieve the result with less efforts and promote the cause of common prosperity in a sustained and steady way.展开更多
