Ranking academic institutions based on the productivity,impact,and quality of institutional scholars

Purpose:The quantitative rankings of over 55,000 institutions and their institutional programs are based on the individual rankings of approximately 30 million scholars determined by their productivity,impact,and quality.Design/methodology/approach:The institutional ranking process developed here considers all institutions in all countries and regions,thereby including those that are established,as well as those that are emerging in scholarly prowess.Rankings of individual scholars worldwide are first generated using the recently introduced,fully indexed ScholarGPS database.The rankings of individual scholars are extended here to determine the lifetime and last-five-year Top 20 rankings of academic institutions over all Fields of scholarly endeavor,in 14 individual Fields,in 177 Disciplines,and in approximately 350,000 unique Specialties.Rankings associated with five specific Fields(Medicine,Engineering&Computer Science,Life Sciences,Physical Sciences&Mathematics,and Social Sciences),and in two Disciplines(Chemistry,and Electrical&Computer Engineering)are presented as examples,and changes in the rankings over time are discussed.Findings:For the Fields considered here,the Top 20 institutional rankings in Medicine have undergone the least change(lifetime versus last five years),while the rankings in Engineering&Computer Science have exhibited significant change.The evolution of institutional rankings over time is largely attributed to the recent emergence of Chinese academic institutions,although this emergence is shown to be highly Field-and Discipline-dependent.Practical implementations:Existing rankings of academic institutions have:(i)often been restricted to pre-selected institutions,clouding the potential discovery of scholarly activity in emerging institutions and countries;(ii)considered only broad areas of research,limiting the ability of university leadership to act on the assessments in a concrete manner,or in contrast;(iii)have considered only a narrow area of research for comparison,diminishing the broader applicability and impact of the assessment.In general,existing institutional rankings depend on which institutions are included in the ranking process,which areas of research are considered,the breadth(or granularity)of the research areas of interest,and the methodologies used to define and quantify research performance.In contrast,the methods presented here can provide important data over a broad range of granularity to allow responsible individuals to gauge the performance of any institution from the Overall(all Fields)level,to the level of the Specialty.The methods may also assist identification of the root causes of shifts in institution rankings,and how these shifts vary across hundreds of thousands of Fields,Disciplines,and Specialties of scholarly endeavor.Originality/value:This study provides the first ranking of all academic institutions worldwide over Fields,Disciplines,and Specialties based on a unique methodology that quantifies the productivity,impact,and quality of individual scholars.

The Construction of PLA Image in China’s Official Discourse From the Perspective of Positive Discourse Analysis——Based on Government Work Reports Over the Last 15 Years

Government Work Report is essential for domestic and international understanding of China’s national conditions.This paper selects the national defense section in Government Work Reports released by the State Council of the People’s Republic of China over the last fifteen years from 2009 to 2023 as an example of China’s official discourse.From the perspective of positive discourse analysis,the theory of three meta-functions of language proposed by M.A.K.Halliday in Systemic Functional Linguistics is used in this article in terms of transitivity,appraisal,mood,modality,and theme to explore the constructing of the People’s Liberation Army(PLA)image.This study finds that,by using the goals and circumstances with optimistic meaning in material processes,adopting more appreciation in attitude,applying more declaratives in mood,utilizing modal operators with high modulation,and implicit objective modal adjuncts,and employing government-focused themes,China’s official discourse objectively and authentically conveys a positive image of the brave and just PLA both at home and abroad which advocates itself to peace-keeping,and mission-fulfilling.

Investigation on the Benefits and Satisfaction Degree of the Electronic Official Document On-line Submission and Approval System-A Case Study of a Medical Center in Southern Taiwan

Purpose:The aim of the study was to investigate the actual benefits of the electronic official document online submission and approval system and the satisfaction of hospital staff in a medical center in southern Taiwan,and to find out whether there are any differences between medical institutions and general government personnel.Methods:A cross-sectional study was conducted to investigate satisfactory outcome with questionnaires.The subjects were administrators,healthcare professionals and medical personnel of a medical center in the southern part of Taiwan who had signed electronic documents online.A total of 395 questionnaires were sent out,147 of which were valid,and the rate of collecting data survey was 37%.We analyzed with SPSS version 20.Results:The official document approval system was mainly used by administrative units and contractors,accounting for more than 50%of users.Besides,the frequency of use was at least more than once a week.As for the user’s perception of operating system,most people thought that it is easier to choose the format of official document and to set up the duty agent on leave,but in the part of the signing and approval process setting or modifying,it was considered more difficult,accounting for 38.1%.In terms of perceptual usefulness,the average value was 3.81,which showed that the user agreed that the system has met the needs of daily official documents.When some users of service area encountered problems with their use,the clerical staff were able to provide services immediately and have the professional ability to resolve problems,in order to agree to the majority,accounting for 53.7%.In addition,nearly 60%of users rated the official document system positively,with an average of 3.84 satisfaction,which was higher than the certified value of 3,conforming to the standards for satisfaction with the use of official documents.In addition,the role authorization,perceptual easy-to-use and service area were significant(p<0.05).The perceptual usefulness of Subordinate units was also significant(p=0.016).The frequency of use,perceptual easy-to-use,perceptual usefulness,service area and satisfaction were significantly different(p<0.05).The correlation coefficient between perceptual usefulness and user satisfaction was 0.833,indicating that there was a high correlation.The daily usage frequency of contractors was higher than supervisors.However,supervisors had the highest frequency of use every quarter(p=0.135).There was no significant difference between contractors and supervisors in the frequency of use.Conclusion:It is suggested that education and training on the operation of the electronic official document on-line submission and approval system should be conducted,which can enhance the education and training of supervisors and medical personnel.Continually,invite supervisors and medical personnel to provide advices on the official document system as a reference for future improvements of the system.

Spatial spillover effects of official development assistance on environmental pressure in sub-Saharan African(SSA)countries

Impoverished sub-Saharan Africa(SSA)is under increasing environmental pressure from global environmental changes.It is now generally accepted in academic circles that economic development in SSA countries can cause environmental pressure in other countries.However,there is research gap on the impact of economic assistance on environmental pressure in SSA countries and whether economic assistance causes spatial spillovers of environ-mental pressure between SSA countries.To better understand the impact of economic assistance on environmental pressures in SSA,a dynamic spatial Dubin panel model was developed.It helped us explore the spatial spillover effects of economic assistance on environmental pressures in recipient countries based on the panel data from 34 SSA countries.The results show that economic assistance had a positive stimulating effect on environmen-tal pressures of recipient countries,which means that the degree of human disturbance to the environment has deepened.Due to the regional correlation effect,neighboring countries were saddled with environmental pres-sures from the target country.Moreover,environmental pressures have time inertia,which can easily produce a snowball effect.The decomposition of effects shows that the impact of economic assistance on environmental pressures is relatively minor.Environmental pressures have spillover effects,so to deal with diffuse risks,joint regional prevention and control policies should be developed.

Peculiarities of gender disambiguation and ordering of non-English authors’names for Economic papers beyond core databases

Purpose:To supplement the quantitative portrait of Ukrainian Economics discipline with the results of gender and author ordering analysis at the level of individual authors,special methods of working with bibliographic data with a predominant share of non-English authors are used.The properties of gender mixing,the likelihood of male and female authors occupying the first position in the authorship list,as well as the arrangements of names are studied.Design/methodology/approach:A data set containing bibliographic records related to Ukrainian journal publications in the field of Economics is constructed using Crossref metadata.Partial semi-automatic disambiguation of authors’names is performed.First names,along with gender-specific ethnic surnames,are used for gender disambiguation required for further comparative gender analysis.Random reshuffling of data is used to determine the impact of gender correlations.To assess the level of alphabetization for our data set,both Latin and Cyrillic versions of names are taken into account.Findings:The lack of well-structured metadata and the poor use of digital identifiers lead to numerous problems with automatization of bibliographic data pre-processing,especially in the case of publications by non-Western authors.The described stages for working with such specific data help to work at the level of authors and analyse,in particular,gender issues.Despite the larger number of female authors,gender equality is more likely to be reported at the individual level for the discipline of Ukrainian Economics.The tendencies towards collaborative or solo-publications and gender mixing patterns are found to be dependent on the journal:the differences for publications indexed in Scopus and/or Web of Science databases are found.It has also been found that Ukrainian Economics research is characterized by rather a non-alphabetical order of authors.Research limitations:Only partial authors’name disambiguation is performed in a semi-automatic way.Gender labels can be derived only for authors declared by full First names or gender-specific Last names.Practical implications:The typical features of Ukrainian Economic discipline can be used to perform a comparison with other countries and disciplines,to develop an informed-based assessment procedure at the national level.The proposed way of processing publication data can be borrowed to enrich metadata about other research disciplines,especially for non-English speaking countries.Originality/value:To our knowledge,this is the first large-scale quantitative study of Ukrainian Economic discipline.The results obtained are valuable not only at the national level,but also contribute to general knowledge about Economic research,gender issues,and authors’names ordering.An example of the use of Crossref data is provided,while this data source is still less used due to a number of drawbacks.Here,for the first time,attention is drawn to the explicit use of the features of the Slavic authors’names.

Baishideng’s Reference Citation Analysis database announces the first Article Influence Index of multidisciplinary scholars

After three rounds of rigorous evaluation of registered scholars conducted by the Reference Citation Analysis(RCA)editorial team of Baishideng Publishing Group(Baishideng),the RCA database of Baishideng officially released the 2022 Article Influence Index(2022 AII)of 632 scholars from 74 countries/territories in 98 research categories,for the first time.The list of 632 scholars can be found at:https://www.referencecitationanalysis.com/searchscholar.Among them,the highest 2022 AII is 348.211,the highest number of total citations is 42830,and the highest number of total articles is 901.The category with the largest number of RCA scholars is Gastroenterology&Hepatology,with a total of 100(15.8%),and the second is Surgery,with a total of 46(7.3%).This article summarizes the RCA scholars and describes the mission of RCA,the openness and transparency of RCA evaluation,the calculation method for the 2022 AII,and the evaluation process of RCA scholars.The RCA scholar list will effectively serve as a useful Find-a-Scholar tool.Any interested scholar is welcome to register and join this RCA scholar list.

Historical Bibliometrics Using Google Scholar: The Case of Roman Law, 1727–2016

Purpose: The purpose of this study is to investigate the historical and linguistic coverage of Google Scholar, using publications in the field of Roman law as an example.Design/methodology/approach: To create a dataset of Roman law publications, we retrieved a total of 21,300 records of publications, published between years 1500 and 2016, with title including words denoting "Roman law" in English, French, German, Italian, and Spanish. Findings: We were able to find publications dating back to 1727. The largest number of publications and authors date to the late 19th century, and this peak might be explained by the role of Roman law in French legal education at the time. Furthermore, we found exceptionally skewed concentration of publications to authors, as well as of citations to publications. We speculate that this could be explained by the long time-frame of the study, and the importance of classic works. Research limitation: Major limitations, and potential future work, relate to data quality, and cleaning, disambiguation of publications and authors, as well as comparing coverage with other data sources. Practical implications: We find Google Scholar to be a promising data source for historical bibliometrics. This approach may help bridge the gap between bibliometrics and the "digital humanities".Originality/value: Earlier studies have focused mainly on Google Scholar's coverage of publications and citations in general, or in specific fields. The historical coverage has, however, received less attention.

A Case Study on Anxiety of University English Teachers as Visiting Scholars in Their Collaborative Learning

The study is to explore the test anxiety of three university English teachers in their collaborative learning community when they do their visiting scholar program.The research questions are about the representations of test anxiety of the college English teacher collaborative learning community as visiting scholars,and the interaction between anxiety and their collaborative learning.The main data collection includes deep interview,field observation,online chatting,etc.The research finds that at the three stages of their learning,the participant shows various representations of test anxiety from cognitive,affective and behavioral perspectives,and collaborative learning community facilitates the participant have better execution in learning,more pressure released and much cognitive enhancement achieved.In contrast,lack of collaborative learning environment in her working university and the specific anxiety for marriage in female participant are two additional findings in the study,which may prove the positive effect of collaborative learning on anxiety from another point of view.

Economically-Driven Partisanship-- Official Advertising and Political Coverage in Mexico： The Case of Morelia

Partisanship and dependence on government support have characterized Mexican media along its history. That is, on the one hand, the journalistic practice has been determined by the alignment towards a political stance. On the other, thanks to the intervention of the state, news outlets---especially newspapers--have survived in an economically difficult environment. Nowadays, the support from the government mainly comes in the form of official advertising, which has become a token to trade revenues for publicity. Therefore, this paper argues that media partisanship in Mexico has shifted from ideological to economic. Based upon a case study conducted in Morelia （the capital city of Michoacan）, this article analyzes the impact of the official advertising on the political information published by the local newspapers.

The aim of this paper is to raise awareness on the consequences of dissemination of official statistics through online media that uses clickbait headlines to generate traffic.In order to tackle on this issue,a Natural Language Processing(NLP)model was developed in order to distinguish the clickbait headline from the non-clickbait one when it comes to articles presenting information from the Bulgarian National Statistical Institute press releases.The yielded results are rather satisfactory as the parts-of-speech features model achieved an accuracy for 92%of the cases.
