On the basis of the present situation of calculation of penalty for delay of the bidding section construction period with the critical path method, we studied the effects of contractor-induced delay of the bidding section construction period in detail, including the effects on the construction period of the bidding section itself, the earliest start times of the next bidding section and other subsequent bidding sections, and the construction period of the program, and then constructed a penalty model for delay of the bidding section construction period from the perspective of programs. Using the penalty model, we conducted a practical analysis of penalty for delay of the construction period of the Baoying station program in the South-to-North Water Diversion Project. The model can help determine the amount of penalty for delay of the construction period in bidding sections scientifically and reasonably,展开更多

Unbalanced bidding is a cash flow management strategy that is recognized as an illegal/disqualifying practice by public owners;and unethical practice by most private owners. This practice provides the awarded bidder w...Unbalanced bidding is a cash flow management strategy that is recognized as an illegal/disqualifying practice by public owners;and unethical practice by most private owners. This practice provides the awarded bidder with unjustified advantages at the expense of the owner. Unfortunately, limited tools and techniques are currently available to identify and detect unbalanced bids during the evaluation process. This paper presents an innovative detection tool to identify unbalanced bids in unit price contracts during the bid evaluation process. The proposed technique develops BMDI graphs to visualize total markup variation patterns during the project lifetime to detect unbalanced bids. The proposed method also uses Monte Carlo simulation to take in consideration the impact of cost uncertainties and risks. An illustrative example was presented to show the capabilities and features of the proposed method in determining the status of submitted bids during the evaluation process.展开更多

In this paper, the author details the three aspects substation construction management of the project, namely the concept of substation engineering, project management and construction safety, through these three aspects, the author analyzes the construction project management substation existing problems, To solve these problems and issues proposed some measures and construction process that need attention. It launched separately from the design, schedule, quality and other aspects of security and research, and in the course of the study stressed the importance of coordination between elements of construction and construction sectors as well as cooperation between the construction, explains the importance of the project cost control.展开更多
