The results presented in this paper may be of interest for decision makers, industries (e.g. software or technology designers), small and medium enterprises (SME) and entrepreneurs with an interest in becoming a part of the e-health market, and for consumers (e.g. healthcare personnel and patients) that are willing to influence the market through their choices. The outcomes of the study shown that the role of virtual brokers is essential to the further development of a sustainable e-health market globally because its role as catalyst for interaction between the two-sides of the markets, its effects on the reduction of competitive constrains, its effects on the accessibility to broader network of actors and its effects on the support of public-private exchanges of knowledge and experience.展开更多

A two-phase differentiated flow treatment based dynamic admission co...The admission control issue in the design of a centralized bandwidth broker model for dynamic control and management of QoS provisioning is studied. A two-phase differentiated flow treatment based dynamic admission control scheme under the centralized bandwidth broker model is proposed. In the proposed scheme, the flow requests are classified into two classes and get differentiated treatment according to their QoS demands. We demonstrate that this admission control scheme can not only improve the resource utilization but also guarantee the flows' QoS. Furthermore, the admission control is divided into two phases: edge admission control and interior admission control. During the interior phase, the PoQ scheme is adopted, which enhances the call processing capability of the bandwidth broker. The simulation results show that the proposed scheme can result in lower flow blocking probability and higher resource utilization. And it also reduces the number of QoS state accesses/updates, thereby increasing the overall call processing capability of the bandwidth broker.展开更多

This paper reviews the recent approaches that have been introduced and used for cloud service brokerage and discusses their challenges accordingly. We propose a set of attributes for a CSB to be considered effective. DifFerent CSBs' approaches are classified as either single service or multiple service models. The CSBs are then assessed, analyzed, and compared with respect to the proposed set of attributes. Controversial climate change studies purport that predicted food insecurity and resource scarcity will intensify resource conflicts in developing nations. This belief is based on a prevalent assumption that African ag...Controversial climate change studies purport that predicted food insecurity and resource scarcity will intensify resource conflicts in developing nations. This belief is based on a prevalent assumption that African agricultural production systems are rigid and that their respective governments lack comprehensive adaptation ability. Therefore, I investigate whether and how effective post- drought adaptation activity is sustaining food production and livelihoods at Loitoktok district in Kenya. This study uses the theoretical three-step ecosystem service governance approach that analyzes both natural resources attributes and relational data. Results confirm a substantial decline in productivity and huge monetary losses in the agricultural sector of Loitoktok following the 2009 drought. Post-drought analysis reveals high diversification in crops and livestock that are drought-tolerant, fast maturing and high income generating such as camels, rabbits and dairy goats, horticultural and fruit production that sustain food security, income and local livelihoods. These reactive adaptation activities originate from an active public-private cooperation that promotes knowledge exchange among Loitoktok stakeholders. This cooperation is also seen in the efficient resource conflict resolution network. In conclusion, rural communities seem to be efficiently adapting to changing environmental conditions but require more financial and technical support from the government. Unfortunately, appraisal of national planned adaptation reveals effort-duplication that may divert much needed adaptation funds from being invested in research projects with multiple benefits to Kenyan food producers.展开更多
