As a unique environmental regulation in China,the official accountability audit was piloted in 2014.With a focus on prioritizing the ecological environment,officials in pilot districts have implemented economic constr...As a unique environmental regulation in China,the official accountability audit was piloted in 2014.With a focus on prioritizing the ecological environment,officials in pilot districts have implemented economic construction,adjusted industrial structures,and promoted coordinated development between the economy and environment.The effects of implementation have garnered widespread attention from society.However,there is limited research on the impact of an accountability audit on industrial structure adjustments.Using the“Accountability Audit of Officials for Natural Resource Assets(Trial)”released in 2015 as a quasi-natural experiment,this study collected panel data from 279 cities between 2013 and 2017.It then empirically analyzed the impact mechanism and effects of the accountability audit on industrial structure adjustment using the Propensity Score Matching and Difference-in-Differences model.The research findings indicate that the accountability audit directly impacted industrial structure adjustment,promoting the upgrading of the primary industry to the secondary industry and restricting the development of the tertiary industry.In addition,the audit is beneficial for enterprise entry,but not conducive to technological innovation,and has no significant impact on foreign direct investment.This conclusion fills a gap in the existing research and provides valuable insights for policymakers.展开更多
Administrative regions are an important environment for the operation of China's market economy.The relevant economic subjects cannot predict the policy of adjustment of administrative divisions and carry out cons...Administrative regions are an important environment for the operation of China's market economy.The relevant economic subjects cannot predict the policy of adjustment of administrative divisions and carry out conscious migration behavior,adjustment of administrative divisions can be regarded as a quasi-natural experiment.The three cities of Hefei,Wuhu,and Ma'anshan,which are directly related to the adjustment of the administrative division of Chaohu,are taken as the treatment group,and the seven adjacent cities of Lu'an,Huainan,Chuzhou,Bengbu,Anqing,Chizhou,and Tongling are taken as the control group.Differences-in-Differences method and relevant control variables affecting the upgrading of industrial structure are used to test.The test results show that"Partitions of Chaohu"has a significant industrial structure upgrading effect by promoting the optimization of spatial layout,the cross-regional flow of production factors and the effective management of Chaohu Lake Basin.At the same time,the increase of total retail sales of consumer goods,urban fixed assets investment,public utility expenses in science,education,culture and health,and population plays a significant positive role in promoting the upgrading of industrial structure,while foreign direct investment plays a certain inhibition role in the upgrading of industrial structure.In order to meet the ever-developing space demands and enhance the impact on surrounding areas,the Hefei metropolitan area should be driven by technological innovation,strengthen the integration of industrial chains,improve the business environment and transportation network,and continuously promote the upgrading of industrial structure and the formation and development of new productive forces.展开更多

There is a great dif ference in natural conditions and farmland management of agricuttural production in different regions. The...With a vast territory, the space-time distribution of water resources is uneven in China. There is a great dif ference in natural conditions and farmland management of agricuttural production in different regions. The areal differentiation of agricultural products virtual water is obvious. Comparison with the agricultural products virtual water from 1995 to 2007 in China shows an increase in the first ten vears and a little decrease in recent years. There has been a tendency of increase all the time in Northeast and Northwest. but a decrease after an increase firstly in other regions. The virtual water offood crops is the maximum which accounts for more than 70% in China. and that of vegetables is in a fast growth. The proportion of agricultural products virtual water to the total water resources in each region has a large difference, showing the imbalance of agricultural water in different regions, which accounts for 50%-90% in Northeast, and 125%-185% in North China. Under the guidance of virtual water strategy, based on the differences of resource endowment, each region should adjust agricultural structure, decide production by water, and select water suitable crops. In water-rich region, agricultural produets of high water consumption should be planted appropriately, which will make full use of the abundant local water resources. In water-shortage region the crop production of high water consumption and low efficiency should be depressed, and that of low water consumption and high efficiency should be supported and increased. It will achieve reasonable disposition of water resources, promote ecological restoration and environmental protection, as welt as ensure food security.展开更多

Result shows that there is significant positive correlation between the concurrent-business income and the household income of farmers. And the concurrent-business behavior has the tendency to be popular among the young farmers with the characteristics of relative concentration, strong will of farmers and the significant impact of education degree on the concurrent-business income. Information, capital, skill, and market awareness are the main factors affecting the concurrent-business behavior of peasant households. Countermeasures to optimize the concurrent-business behavior of peasant households are put forward, such as strengthening the skills training for farmers to improve the cultural quality of peasant households, establishing modern rural financial service system to offer capital support for the development of peasant households, setting up information base of rural labor force to provide more information and channels for the concurrent-business behavior of peasant households, and enhancing the cultivation of farmers' market awareness to improve their ability to adapt to market economy.展开更多

[Method] This paper adopts the emergy methods to evaluate the emergy input and output. [Result] The growth of total emergy input was mainly caused by the auxiliary factors in this phase. The proportion of the nonrenewable purchased emergy input to the total auxiliary emergy input increased from 21.80% in 1980 to 33.04% in 2010. In 1980-2010 the total emergy output of the system increased by 2.43 times, the proportions of the stock farming emergy output and fishery emergy output to the total emergy output increased sharply, while those of the planting emergy output and forestry emergy output showed a considerable decline. [Conclusion] The emergy yield ratio of this system was improved but its sustainability was worrying.展开更多

This special heterogeneous team structure causes demands for effective organizational structure design solutions. Implementing adjustable autonomy in the organizational structure, the expected evaluation function is established based on the physical resource, intelligent resource, network efficiency, network vulnerability and task execution reliability. According to the above constraints, together with interaction latency, decision-making information processing capacity, and decision-making latency, we aim to find a preferential organizational structure. The proposed organizational structure includes cooperative relationships, supervisory control relationships, and decision-making authorization relationships. In addition,by considering the influence on the intelligent support capabilities and the task execution reliability created by adjustable autonomy, it helps to build the proposed organizational structure designed with certain degree of flexibility to deal with the potential changes in the unpredictable battlefield environment. Simulation is conducted to confirm our design to be valid. And the method is still valid under different battlefield environments and interventions.展开更多

A new numerical algorithm is presented herein for the initial pre-stress finding procedure of complete cable-strut assembly. This method is based on the linear adjustment theory and does not take into account the material behavior. By using this method,the initial pre-stress of the multi self-stress modes can be found easily and the cal-culation process is simplified and efficient also. Finally,the initial pre-stress and structural performances of a particular Levy cable dome are analyzed comprehensively. The algorithm has proven to be efficient and correct,and the numerical results are valuable for practical design of Levy cable dome.展开更多

And the concurrent-business behavior has the tendency to be popular among the young farmers with the characteristics of relative concentration, strong will of farmers and the significant impact of education degree on the concurrent-business income. Information, capital, skill, and market awareness are the main factors affecting the concurrent-business behavior of peasant households. Countermeasures to optimize the concurrent-business behavior of peasant households are put forward, such as strengthening the skills training for farmers to improve the cultural quality of peasant households, establishing modern rural financial service system to offer capital support for the development of peasant households, setting up information base of rural labor force to provide more information and channels for the concurrent-business behavior of peasant households, and enhancing the cultivation of farmers' market awareness to improve their ability to adapt to market economy.

文摘[Objective] To analyze the efficiency of Hunan agro-ecosystem in 1980- 2010. [Method] This paper adopts the emergy methods to evaluate the emergy input and output. [Result] The growth of total emergy input was mainly caused by the auxiliary factors in this phase. The proportion of the nonrenewable purchased emergy input to the total auxiliary emergy input increased from 21.80% in 1980 to 33.04% in 2010. In 1980-2010 the total emergy output of the system increased by 2.43 times, the proportions of the stock farming emergy output and fishery emergy output to the total emergy output increased sharply, while those of the planting emergy output and forestry emergy output showed a considerable decline. [Conclusion] The emergy yield ratio of this system was improved but its sustainability was worrying.

文摘The increasingly complex battlefield environment requests much closer connection in a team having both manned and unmanned aerial vehicles(MAVs and UAVs). This special heterogeneous team structure causes demands for effective organizational structure design solutions. Implementing adjustable autonomy in the organizational structure, the expected evaluation function is established based on the physical resource, intelligent resource, network efficiency, network vulnerability and task execution reliability. According to the above constraints, together with interaction latency, decision-making information processing capacity, and decision-making latency, we aim to find a preferential organizational structure. The proposed organizational structure includes cooperative relationships, supervisory control relationships, and decision-making authorization relationships. In addition,by considering the influence on the intelligent support capabilities and the task execution reliability created by adjustable autonomy, it helps to build the proposed organizational structure designed with certain degree of flexibility to deal with the potential changes in the unpredictable battlefield environment. Simulation is conducted to confirm our design to be valid. And the method is still valid under different battlefield environments and interventions.

文摘The cable-strut structural system is statically and kinematically indeterminate. The initial pre-stress is a key factor for determining the shape and load carrying capacity. A new numerical algorithm is presented herein for the initial pre-stress finding procedure of complete cable-strut assembly. This method is based on the linear adjustment theory and does not take into account the material behavior. By using this method,the initial pre-stress of the multi self-stress modes can be found easily and the cal-culation process is simplified and efficient also. Finally,the initial pre-stress and structural performances of a particular Levy cable dome are analyzed comprehensively. The algorithm has proven to be efficient and correct,and the numerical results are valuable for practical design of Levy cable dome.
