Carbon neu...Several Organization of Arab Petroleum Exporting Countries (OAPEC) member states (OMSs) have updated their nationally determined contributions (NDCs) with the aim of achieving zero carbon emissions by 2050. Carbon neutrality requires shifting from a linear carbon economy (LCE) to a circular carbon economy (CCE). Carbon capture and storage (CCS) technologies, including reduction, recycle, reuse, removal, and storage technologies, represent an important strategy for achieving such a shift. Herein, we investigate the effects of CCS technology adoption in six OMSs—namely the Kingdom of Saudi Arabia (KSA), Qatar, the United Arab Emirates (UAE), Kuwait, Algeria, and Iraq—by examining their Circular Carbon Economy Index (CCEI) scores, which reflect compliance with CCE-transition policies. Total CCEI, current performance CCEI dimension, and future enabler CCEI dimensions scores were compared among the aforementioned six OMSs and relative to Norway, which was used as a global-high CCEI reference standard. Specifically, CCEI general scope and CCEI oil scope dimension scores were compared. The KSA, Qatar, the UAE, and Kuwait had higher CCEI scores than Algeria and Iraq, reflecting their greater adoption of CCE-transition policies and greater emission-reducing modernization investments. The current performance CCEI scores of Algeria and Iraq appear to be buttressed to some extent by their greater natural carbon sink resources. Based on the findings, we recommend specific actions for OMSs to enhance their CCE transitions and mitigate the negative impacts associated with the associated investments, including: taking rapid practical steps to eliminate carbon oil industry emissions;detailed CCS planning by national oil companies;international cooperation and coordination;and increased investment in domestic CCS utilization infrastructure.展开更多

Based on the internal requirements of low carbon economic development, this paper advances four innovative models concerning China's circular agricultural development as follows: the model of combining planting and breeding of agriculture, the developmental model of leisure and sightseeing, ecological integration model, and the developmental model of reusing agricultural byproducts. Coal and carbon-containing waste are valuable primary and secondary carbon carriers.In the current dominant linear economy,such carbon resources are generally combusted to produce electricity and heat and as a way to ...Coal and carbon-containing waste are valuable primary and secondary carbon carriers.In the current dominant linear economy,such carbon resources are generally combusted to produce electricity and heat and as a way to resolve a nation’s waste issue.Not only is this a wastage of precious carbon resources,which can be chemically utilized as raw materials for production of other value-added goods,it is also contrary to international efforts to reduce carbon emissions and increase resource efficiency and conservation.This article presents a concept to support the transformation from a linear‘one-way cradle to grave manufacturing model’toward a circular carbon economy.The development of new and sustainable value chains through the utilization of coal and waste as alternative raw materials for the chemical industry via a coupling of the energy,chemical and waste management sectors offers a viable and future-oriented perspective for closing the carbon cycle.Further benefits also include a lowering of the carbon footprint and increasing resource efficiency and conservation of primary carbon resources.In addition,technological innovations and developments that are necessary to support a successful sector coupling will be identified.To illustrate our concept,a case analysis of domestic coal and waste as alternative feedstock to imported crude oil for chemical production in Germany will be presented.Last but not least,challenges posed by path dependency along technological,institutional and human dimensions in the sociotechnical system for a successful transition toward a circular carbon economy will be discussed.展开更多

Global warming and carbon emissions are highly concerned by countries all over the world.Since 2005,China has surpassed the United States as the world’s first carbon emission country,but in recent years,China has mad...Global warming and carbon emissions are highly concerned by countries all over the world.Since 2005,China has surpassed the United States as the world’s first carbon emission country,but in recent years,China has made remarkable achievements in carbon emission regulation.In 2018,China’s carbon dioxide emissions per unit of GDP dropped by 4.0%,a cumulative decline of 45.8%over 2005 and equivalent to a reduction of 5.26 billion tons of CO2.But in underdeveloped areas of the western China,economic growth and energy conservation and emission reduction are still facing a severe contradiction.This paper mainly explores the impact of carbon emissions on economic factors and economic growth in China’s underdeveloped regions(Guangxi Zhuang Autonomous Region)over the period from 1998 to 2017.The Tapio decoupling elasticity index was used to measure the degree of dependence of Guangxi’s economic growth on carbon emissions,and the influence of economic development factors(the GDP,population,technology level and urbanization level)on CO2 emissions was analyzed with the STIRPAT model.The main findings are presented as follows:(1)The relationship between carbon emissions and economic growth in China’s underdeveloped regions over the period from 1998 to 2017 is mainly characterized by weak decoupling;(2)According to OLS(Ordinary Least Square)modeling results,for every 1%increase in carbon dioxide emissions,economy grows by 0.947%,population size decreases 0.621%,urbanization level increases 0.120%,and technical level declines 0.830%.In view of the research conclusions,some suggestions are put forward to promote the economic transformation and upgrading,improve the environmental protection awareness of the population and actively promote the new urbanization.展开更多

This paper summarizes the important progress in the field of oil and gas production engineering during the"Thirteenth Five-Year Plan"period of China,analyzes the challenges faced by the current oil and gas p...This paper summarizes the important progress in the field of oil and gas production engineering during the"Thirteenth Five-Year Plan"period of China,analyzes the challenges faced by the current oil and gas production engineering in terms of technological adaptability,digital construction,energy-saving and emission reduction,and points out the future development direction.During the"Thirteenth Five-Year Plan"period,series of important progresses have been made in five major technologies,including separated-layer injection,artificial lift,reservoir stimulation,gas well de-watering,and workover,which provide key technical support for continuous potential tapping of mature oilfields and profitable production of new oilfields.Under the current complex international political and economic situation,oil and gas production engineering is facing severe challenges in three aspects:technical difficulty increases in oil and gas production,insignificant improvements in digital transformation,and lack of core technical support for energy-saving and emission reduction.This paper establishes three major strategic directions and implementation paths,including oil stabilization and gas enhancement,digital transformation,and green and low-carbon development.Five key research areas are listed including fine separated-layer injection technology,high efficiency artificial lift technology,fine reservoir stimulation technology,long term gas well de-watering technology and intelligent workover technology,so as to provide engineering technical support for the transformation,upgrading and high-quality development of China’s oil and gas industry.展开更多

What US has done puts tremendous challenges on China, which emits large amount of greenhouse gas into the atmosphere. However, different from US, China is undergoing rapid development, and huge energy consumption is unavoidable. China has to make a balance between developing economy and addressing climate change. This paper focuses on the US climate change policies and its greenhouse gas emissions, and its influences on China climate change policy. China greenhouse gas emissions and relative policies are also analyzed to see what situation China is in, and what challenges that China is facing. Consequently, combing China's local situation, we propose several solutions for China to address climate change, i.e. moving towards a low carbon economy, struggling for emitting more, enhancing China-US cooperation, and implementing different climate change policies based on local situation. The Public Administration (PA) in Ita...The commitment to improve energy and environmental performance in public administration is essential for the success of development models geared towards lasting sustainability. The Public Administration (PA) in Italy, in particular, plays a key role to affn-m models of development oriented towards energy and environmental sustainability, thanks to a wider and more innovative vision. The PA has a dual consumer/user role, public heritage and decision maker/planner, in promoting energy efficiency at local level, in the light of specific problems and peculiarities. For several decades, initiatives have been launched at various levels to improve energy and environmental performance in the public administration. The aim of this study is to outline from a critical perspective, the state of the art of policy makers in Italy concerning energy efficiency measures in public administration. There are however many cultural, value-related, financial, technological, institutional, and operational issues in the PA sector that limit investments in energy efficiency. It should be noted that if on one hand the PA shows a lack of knowledge and is unwilling to adopt practices and systemic tools for monitoring and control, on the other, in terms of bureaucracy, the system appears to be far too complicated and costly. The multiple benefits linked to improved energy performance would therefore require that the PA rethink their organizational and functional models, put in place more flexible and less bureaucratic forms of management and a more dynamic, pervasive, and proactive approach towards initiatives that promote energy efficiency. The research is a contribution towards identifying the driving forces behind potential systems and tools for energy efficiency in the PA, highlighting both critical elements and opportunities and, in particular, the limits deriving from the technological, managerial, and organizational options available for energy eff^ciency enhancement in the sector of the Italian PA.展开更多

文摘Coal and carbon-containing waste are valuable primary and secondary carbon carriers.In the current dominant linear economy,such carbon resources are generally combusted to produce electricity and heat and as a way to resolve a nation’s waste issue.Not only is this a wastage of precious carbon resources,which can be chemically utilized as raw materials for production of other value-added goods,it is also contrary to international efforts to reduce carbon emissions and increase resource efficiency and conservation.This article presents a concept to support the transformation from a linear‘one-way cradle to grave manufacturing model’toward a circular carbon economy.The development of new and sustainable value chains through the utilization of coal and waste as alternative raw materials for the chemical industry via a coupling of the energy,chemical and waste management sectors offers a viable and future-oriented perspective for closing the carbon cycle.Further benefits also include a lowering of the carbon footprint and increasing resource efficiency and conservation of primary carbon resources.In addition,technological innovations and developments that are necessary to support a successful sector coupling will be identified.To illustrate our concept,a case analysis of domestic coal and waste as alternative feedstock to imported crude oil for chemical production in Germany will be presented.Last but not least,challenges posed by path dependency along technological,institutional and human dimensions in the sociotechnical system for a successful transition toward a circular carbon economy will be discussed.

文摘In order to clarify the linkage between carbon tariffs and trade development, the Pearl River Delta region of China, the area with intensive processing trade, was selected to analyze the effects of carbon tariff collections on the production cost, export commodity structure, trade modes and trade terms of the export industries in the Pearl River Delta region, and measures of developing low carbon trade were proposed.

文摘Global warming and carbon emissions are highly concerned by countries all over the world.Since 2005,China has surpassed the United States as the world’s first carbon emission country,but in recent years,China has made remarkable achievements in carbon emission regulation.In 2018,China’s carbon dioxide emissions per unit of GDP dropped by 4.0%,a cumulative decline of 45.8%over 2005 and equivalent to a reduction of 5.26 billion tons of CO2.But in underdeveloped areas of the western China,economic growth and energy conservation and emission reduction are still facing a severe contradiction.This paper mainly explores the impact of carbon emissions on economic factors and economic growth in China’s underdeveloped regions(Guangxi Zhuang Autonomous Region)over the period from 1998 to 2017.The Tapio decoupling elasticity index was used to measure the degree of dependence of Guangxi’s economic growth on carbon emissions,and the influence of economic development factors(the GDP,population,technology level and urbanization level)on CO2 emissions was analyzed with the STIRPAT model.The main findings are presented as follows:(1)The relationship between carbon emissions and economic growth in China’s underdeveloped regions over the period from 1998 to 2017 is mainly characterized by weak decoupling;(2)According to OLS(Ordinary Least Square)modeling results,for every 1%increase in carbon dioxide emissions,economy grows by 0.947%,population size decreases 0.621%,urbanization level increases 0.120%,and technical level declines 0.830%.In view of the research conclusions,some suggestions are put forward to promote the economic transformation and upgrading,improve the environmental protection awareness of the population and actively promote the new urbanization.
文摘The development of Low-carbon Economy has been widely recognized around the world. Building low- carbon furniture standards system is an important content of furniture standardization, which is helpful to promote energy conservation, reduce the carbon footprint, and then prevent global warming. This paper analyzes status quo of furniture standards of China, states the importance of development of low-carbon furniture standards system, put forward some ideas on development of the low-carbon furniture standards system through all links in the low-carbon furniture production.
文摘This paper starts from the analysis of the connotation of low-carbon economy,and establishes the evaluation index system of regional low-carbon economic development level.The main research content is to determine the index weight,judge the correlation degree and sort the decision-making units by entropy method,grey correlation analysis and TOPSIS method,and finally make a comprehensive evaluation of the low-carbon economic development level of Shandong Province.The conclusion shows that the development level of low-carbon economy in Shandong Province shows a good trend year by year,but the consumption dependence on high energy consumption resources and backward ecological benefits are increasingly becoming the bottleneck of the development of low-carbon economy in Shandong Province.

文摘This paper summarizes the important progress in the field of oil and gas production engineering during the"Thirteenth Five-Year Plan"period of China,analyzes the challenges faced by the current oil and gas production engineering in terms of technological adaptability,digital construction,energy-saving and emission reduction,and points out the future development direction.During the"Thirteenth Five-Year Plan"period,series of important progresses have been made in five major technologies,including separated-layer injection,artificial lift,reservoir stimulation,gas well de-watering,and workover,which provide key technical support for continuous potential tapping of mature oilfields and profitable production of new oilfields.Under the current complex international political and economic situation,oil and gas production engineering is facing severe challenges in three aspects:technical difficulty increases in oil and gas production,insignificant improvements in digital transformation,and lack of core technical support for energy-saving and emission reduction.This paper establishes three major strategic directions and implementation paths,including oil stabilization and gas enhancement,digital transformation,and green and low-carbon development.Five key research areas are listed including fine separated-layer injection technology,high efficiency artificial lift technology,fine reservoir stimulation technology,long term gas well de-watering technology and intelligent workover technology,so as to provide engineering technical support for the transformation,upgrading and high-quality development of China’s oil and gas industry.

文摘From the US New Energy Plan, personnel appointment, and diplomatic activities, etc., we can see that US is now on the way to returning to the negotiation table and undertaking the leadership in addressing climate change. What US has done puts tremendous challenges on China, which emits large amount of greenhouse gas into the atmosphere. However, different from US, China is undergoing rapid development, and huge energy consumption is unavoidable. China has to make a balance between developing economy and addressing climate change. This paper focuses on the US climate change policies and its greenhouse gas emissions, and its influences on China climate change policy. China greenhouse gas emissions and relative policies are also analyzed to see what situation China is in, and what challenges that China is facing. Consequently, combing China's local situation, we propose several solutions for China to address climate change, i.e. moving towards a low carbon economy, struggling for emitting more, enhancing China-US cooperation, and implementing different climate change policies based on local situation. Meanwhile, the achievements that China has made are also introduced.
文摘The commitment to improve energy and environmental performance in public administration is essential for the success of development models geared towards lasting sustainability. The Public Administration (PA) in Italy, in particular, plays a key role to affn-m models of development oriented towards energy and environmental sustainability, thanks to a wider and more innovative vision. The PA has a dual consumer/user role, public heritage and decision maker/planner, in promoting energy efficiency at local level, in the light of specific problems and peculiarities. For several decades, initiatives have been launched at various levels to improve energy and environmental performance in the public administration. The aim of this study is to outline from a critical perspective, the state of the art of policy makers in Italy concerning energy efficiency measures in public administration. There are however many cultural, value-related, financial, technological, institutional, and operational issues in the PA sector that limit investments in energy efficiency. It should be noted that if on one hand the PA shows a lack of knowledge and is unwilling to adopt practices and systemic tools for monitoring and control, on the other, in terms of bureaucracy, the system appears to be far too complicated and costly. The multiple benefits linked to improved energy performance would therefore require that the PA rethink their organizational and functional models, put in place more flexible and less bureaucratic forms of management and a more dynamic, pervasive, and proactive approach towards initiatives that promote energy efficiency. The research is a contribution towards identifying the driving forces behind potential systems and tools for energy efficiency in the PA, highlighting both critical elements and opportunities and, in particular, the limits deriving from the technological, managerial, and organizational options available for energy eff^ciency enhancement in the sector of the Italian PA.
