Evaluations of resources and environmental carrying capacities (GRECC)are the premise of land space planning and use control.Resource allocations and environmental capacity are the basic conditions that restrict development in a region.In this paper,based on a systematic review of China's geological environment,groundwater resources,mineral resources,other geological resources and the environmental carrying capacity research status,the relationship between the natural resource environmental system and the socio-economic system is studied.Then a "coordination theory of resources and environmental carrying"is proposed.Next,on the basis of an evaluation experiment performed at different scales and for different types of regions,the technical methods for an evaluation of the geological resources and environmental carrying capacity at the regional (inter-provincial)and provincial scales in China are established for the first time.This paper presents a standardized method based on technical ideas, evaluation methods,and index systems for geological resource and environmental carrying capacity evaluation.Finally,an evaluation of the groundwater resource carrying capacity in China is used as an example for the demonstration of the groundwater resource background and use of state evaluation methods. 展开更多

In China, promoting the development of coastal areas has been included in a series of national strategic development plans.At the same time, many marine environmental problems have been associated with the rapid development of coastal sea use. In order to quantify the impact of human activities on the coast, the characteristics of coastlines and near-shore sea use of Liaodong Bay, Northeast China, were first classified using multi-source, remotely sensed imagery using automatic or semi-automatic extraction methods for five periods between 1993 and 2015. Sea use dynamics and coastline dynamics resulting from human activates were analyzed. Results showed a significant trend of continuous growth in sea use and a progressive increase in the total length of artificial coastline, but a noticeable loss of natural coastline during the five periods. Reclaimed land and enclosed areas were the main types of sea use. Most coastal human activities were distributed in the northern part of the bay. In recent years, rapid industrialization and urbanization in China's coastal areas have promoted large-scale land reclamation. Accordingly, the observed coastline changes during each period had a close relationship with coastal development and sea area utilization. Based on marine functional zoning(MFZ), the sea use carrying capacity was evaluated by means of indexes to describe human exploitation of the marine and coastal environments in the bay. This showed that the intensity of coastal utilization in Liaodong Bay has increased year-on-year. Sea use carrying capacity reached a ‘critically loaded'state by 2008 and was ‘overloaded' by 2015. 展开更多

Quantitatively assessing the carrying capacity of water and land resources systems in arid and semi-arid areas is crucial for achieving the 2030 Sustainable Development Goals.In this work,taking Yulin City in China as a case study and employing the Criteria Importance Through Intercriteria Correlation(CRITIC)method,a modified model of coupling degree was developed to evaluate the car-rying capacity of water and land resources systems endowment and utilization,as well as their coupling coordination degree from 2013 to 2020.Our findings indicate that the water and land resources of Yulin are diminishing due to declines in agriculture,higher industrial water use,and wetland shrinkage.However,reallocating domestic water for ecological sustainability and reducing sloping farmland can mitigate this trend of decline.Temporally,as the coupling coordination between water and land resources system endowment in Yulin continuously improved,the coupling coordination between water and land resources system utilization first decreased and then in-creased with 2016 as the turning point.Spatially,the carrying capacity of water and land resources systems,the coupling coordination degree between water and land resources system endowment,and the coupling coordination degree between water and land resources system utilization in Yulin exhibited the same pattern of being higher in the six northern counties than in the six southern counties.Improving the water resources endowment is vital for the highly efficient use of water and land resources. 展开更多

Background: In the context of the fight against HIV, a lack of skills in monitoring and evaluating the personnel in charge of activities has been identified at the national level. It was the subject of a priority axis of the national plan for monitoring and evaluating the fight against HIV (2006-2010) that was aimed at strengthening the capacities of actors in this area. To increase the critical mass of competent human resources in the short term, the National Institute of Public Health (NIPH) of Côte d’Ivoire organized monitoring and evaluation training sessions for healthcare professionals from 2011 to 2016. Methods: A single case study with multiple levels of analysis was carried out, combining a qualitative survey and a literature review. An evaluation was carried out six months after each training session. In addition, the results of the pre- and post-tests and of the daily and final evaluations that accompanied the various training sessions were used to provide further information. The qualitative data collected were analyzed using INVIVO 15 software. Results: Some 89 health professionals (69% men and 31% women) working at the national level (51% at the central level, including 58% in health programs) and in development partner agencies (37%) participated in this capacity building program. Most participants were senior health managers (56%), data managers (23%), and statisticians and computer scientists (10%). Almost all the trainings were financed by 16 technical and financial partners (85%), mainly the MEASURE Evaluation project (27%). Conclusion: M&E training, despite all its imperfections, has made it possible to identify M&E training needs at the national level and to increase the critical mass of national skills and to have some culture in M&E. 展开更多

Urban comprehensive carrying capacity is an important guarantee and external representation of regional sustainable development. Based on urban comprehensive carrying capacity, this paper constructed a performance evaluation index system of urban comprehensive carrying capacity, and used entropy method, urban comprehensive carrying capacity measurement model and urban sustainable development model to measure spatial and temporal comprehensive carrying capacity of Harbin City in Heilongjiang Province from 2012 to 2017. The results show that: 1) index weight analysis suggested the regional development mode in Harbin still followed an epitaxial development mode, which pursued the expansion of scale and the growth of total amount of regional development, neglecting the effective utilization of resources and the improvement of structural benefits. 2) In the pressure system, the index of resource support has dropped sharply. The index of environmental capacity and social progress has risen circuitously, while the degree of agglomeration and the value of transportation facilities have risen steadily;in the pressure system, the index of population development and economic growth tended to fluctuate, while energy consumption and environmental pollution showed a more synchronous change in characteristics, and the livable demand remained at a high level. 3) The carrying capacity index of resources and environment in Harbin has been declining, and the acquired carrying capacity index fluctuated. The long-term regional development model has severely impaired the carrying capacity of resources and environment. 4) The comprehensive carrying capacity of Harbin has clear spatial differentiation characteristics. Finally, the paper proposes that location conditions, economic development level, government regulation, and science and technology are the main factors influencing the spatial differentiation of urban comprehensive carrying capacity. 展开更多

This study identifies the carrying state and value of Tibet’s resource and environmental carrying capacity.A new theoretical framework is proposed for exploring the resource and environmental carrying capacity based on two perspectives of“growth limit”and“stability of Human-Earth relationship system”.On this basis,an ideal growth model that accords with the“short board”effect is established to predict the population limitation.Analytical results show that the holistic state of resource and environmental carrying capacity in Tibet is in jeopardy.From 2010 to 2016,Tibet’s carrying state continued to decline,moreover,the negative forces still overwhelm the positive forces.Although the resource reserves still have room for more population,the environmental capacity and ecological capacity have been overloaded.Meanwhile,the Human-Earth relationship system is in an unstable stage.Three scenarios that respond to different socioeconomic developments are implemented to predict the population limitation of resource and environmental carrying capacity in Tibet;thus,authors argue that Tibet should keep its population size within 4 million around 2025.This research will provide reference for sustainable development and resources and environmental conservation in Tibet. 展开更多

Under the background of new infrastructure,the Yellow River Basin’s superior growth cannot be separated originating with the synergistic effect of scientific and technological inventiveness and ecological civilization construction.In light of the coupling coordination analysis of the coordination effect of provincial high-tech industry agglomeration and resource carrying capacity in the Yellow River Basin from 2009 to 2021,The evolution of the geographical and temporal pattern of development was investigated using the Moran index and kernel density estimation.The results show that the agglomeration of high-tech industries in the Yellow River Basin presents a development trend of seek improvement in stability,and there is a good coupling and coordination throughout the progression of scientific and technological innovation and the loading capacity of the resource,from the viewpoint of a time series.From the perspective of spatial pattern distribution,the whole basin aims at the lower reaches,accelerates the optimization of digital industry and promotes Yellow River Basin development of superior quality through innovation support and increase of input,and based on policy guidance. 展开更多

Relative carrying capacity of resources is an index to measure sustainable development through carrying capacity. Case studies of eleven cities in Zhejiang (Hangzhou, Ningbo, Wenzhou, Jiaxing, Huzhou, Shaoxing, Jinhua, Quzhou, Zhoushan, Taizhou and Lishui) illustrated regional sustainable development approach. In this study, to provide insight into spatial and dynamic analysis of region sustainable development, we calculated the relative carrying capacity of land resources and economical resources and synthetical carrying capacity of resources in different cities in Zhejiang, and geographic information system was carried out. The results showed that all cities but Hangzhou and Ningbo were ecologically sustainable, and relative carrying capacity of land resources in northern and eastern Zhejiang was larger than those in southern and western Zhejiang. The sampling years of Wenzhou, Hangzhou and Ningbo contribution rates of land resource to synthetic carrying capacity were grouped into three stages, and there were two milestones trends and changes in 1996 and 2004, respectively. This study demonstrated that geographic information system and relative carrying capacity of resources are effective for assessment of region sustainable development, and provide policy guidelines for decision-making. 展开更多

Based on the concept and connotation of water environment carrying capacity, taking Yunnan Province as a case, this paper built water environment carrying capacity evaluation system from the perspectives of water resources, water environment carrying capacity and socio-economic development, and applied the index evaluation model to analyze the trends of water environment carrying capacity in Yunnan from 2006 to 2014. The results showed that, during those years, the evaluation value of water environment carrying capacity ranged from 0.23 to 0.46 in Yunnan Province.The minimum value was 0.23 in 2013, the maximum value was 0.46 in 2010. From 2006 to 2014, the evaluation value of water environment carrying capacity was less than 0.5 in general, and the water environment in a fragile state on the whole. 展开更多

Combined with the actual situation of the western region city of Zunyi, the three subsystems including social, economic and natural environment evaluation index systems of ECC have been built based on the theory of ecological carrying capacity(ECC). In addition, the factor analysis method has been used and the influence factors on the ECC in the economic transition have been gained. The results show that factors of ECC in the three subsystems have different influence: 1) the natural subsystem, which contains factors on the ECC, has obvious limitation, and it has the greatest influence on industrial waste discharge per capita; 2) the social subsystem has a restriction on the ECC, which affects the traffic environment mostly; 3) the economic subsystem has a certain restriction on ECC, which has a large effect on the consumption level per capita. 展开更多

The well-developed coal electricity generation and coal chemical industries have led to huge carbon dioxide(CO_(2))emissions in the northeastern Ordos Basin.The geological storage of CO_(2) in saline aquifers is an effective backup way to achieve carbon neutrality.In this case,the potential of saline aquifers for CO_(2) storage serves as a critical basis for subsequent geological storage project.This study calculated the technical control capacities of CO_(2) of the saline aquifers in the fifth member of the Shiqianfeng Formation(the Qian-5 member)based on the statistical analysis of the logging and the drilling and core data from more than 200 wells in the northeastern Ordos Basin,as well as the sedimentary facies,formation lithology,and saline aquifer development patterns of the Qian-5 member.The results show that(1)the reservoirs of saline aquifers in the Qian-5 member,which comprise distributary channel sand bodies of deltaic plains,feature low porosities and permeabilities;(2)The study area hosts three NNE-directed saline aquifer zones,where saline aquifers generally have a single-layer thickness of 3‒8 m and a cumulative thickness of 8‒24 m;(3)The saline aquifers of the Qian-5 member have a total technical control capacity of CO_(2) of 119.25×10^(6) t.With the largest scale and the highest technical control capacity(accounting for 61%of the total technical control capacity),the Jinjie-Yulin saline aquifer zone is an important prospect area for the geological storage of CO_(2) in the saline aquifers of the Qian-5 member in the study area. 展开更多

With the rapid development and expansion of the cities in China, the carrying capacity of resource and environment has become a huge concern for local governments. From the perspective of geological environment, geological disasters are the main restraining factor of the development in mountain cities. This study was conducted in Suide County of Shaanxi Province with a risk-based approach as followed: a hazard analysis on geological disasters based on a slope geological survey at a scale of 1:10,000; a consequence analysis based on unmanned aerial vehicle(UAV) aerial survey data; integrating the results of hazard analysis and consequence analysis, a risk zonation and analysis of geological disasters in urban areas were completed considering urban planning, land use planning and the safety of infrastructure and major engineering. Subsequently, taking the acceptable levels of human life and property risks incurred by landslides as the criteria of the evaluation of geological environment carrying capacity, a comprehensive assessment of current and future urban carrying capacity was conducted based on the results of the risk analyses. Accordingly, the prior development zone, the restricted development zone and the prohibited zone were delineated, with corresponding suggestions for future urban development. The technological and methodological system used in the study can be applied to geological environment carrying capacity evaluation of other important mountain cities, which can provide scientific basis for the optimization of land and space. 展开更多

The proposed Logistic model technique has shown to be efficient especially with large data. The karst mountainous area is an ecologically fragile region with prominent humanland contradictions.The resource-environment carrying capacity(RECC)of this region needs to be further clarified.The development of remote sensing(RS)and geographic information system(GIS)provides data sources and processing platform for RECC monitoring.This study analyzed and established the evaluation index system of RECC by considering particularity in the karst mountainous area of Southwest China;processed multisource RS data(Sentinel-2,Aster-DEM and Landsat-8)to extract the spatial distributions of nine key indexes by GIS techniques(information classification,overlay analysis and raster calculation);proposed the methods of index integration and fuzzy comprehensive evaluation of the RECC by GIS;and took a typical area,Guangnan County in Yunnan Province of China,as an experimental area to explore the effectiveness of the indexes and methods.The results showed that:(1)The important indexes affecting the RECC of karst mountainous area are water resources,tourism resources,position resources,geographical environment and soil erosion environment.(2)Data on cultivated land,construction land,minerals,transportation,water conservancy,ecosystem services,topography,soil erosion and rocky desertification can be obtained from RS data.GIS techniques integrate the information into the RECC results.The data extraction and processing methods are feasible on evaluating RECC.(3)The RECC of Guangnan County was in the mid-carrying level in 2018.The midcarrying and low-carrying levels were the main types,accounting for more than 80.00%of the total study area.The areas with high carrying capacity were mainly distributed in the northern regions of the northwest-southeast line of the county,and other areas have a low carrying capacity comparatively.The coordination between regional resource-environment status and socioeconomic development is the key to improve RECC.This study explores the evaluation index system of RECC in karst mountainous area and the application of multisource RS data and GIS techniques in the comprehensive evaluation.The methods can be applied in related fields to provide suggestions for data/information extraction and integration,and sustainable development. 展开更多

Regional environmental carrying capacity (ECC) is nonlinear and spatially specific. A hierarchy index system including resources, environmental and socio-economic elements was established using an analytic hierarchy process. Principal component analysis (PCA) was used to estimate the regional size and differences of environmental carrying capacities. Main information of four principal components, i.e., carrying capacity of resources supply, carrying capacity of environmental quality, carrying capacity of social economy and carrying capacity of infrastructure construction, was extracted. The ECC evaluation value was divided into five levels of lowest carrying capacity, low carrying capacity, medium carrying capacity, high carrying capacity and highest carrying capacity, respectively. The results showed that on the whole ECC was at the medium carrying capacity level. ECC was generally highest in Guanzhong plain, followed by Loess Plateau, and was lowest in Qiba mountain. The carrying capacity of water resources and environmental quality was relatively low, and the infrastructure carrying capacity was highest among the four components. The temporal spatial variation of ECC was closely related to vulnerability of the natural resources and environment in the regions. Verification was proven that PCA was a useful tool when applied to evaluate ECC and reflect the spatial distribution of large-quantity ECC indices on a large regional scale. This study provides a basis for comprehensive understanding of resources, environment and management for regional balanced development. 展开更多

With a short land formation time, ecological environment is very weak in this area. To realize the sustainable economic development of the Yellow River Delta, resource environment and resource environmental bearing capacity(REBC) must be improved. This study builds assessment system of regional REBC through resource and economic characteristics in Yellow River Delta and uses principal component analysis(PCA) method to evaluate REBC of five counties and districts in Dongying City in 2011-2015 on the dimensions of time and space. Results show that, on the time dimension, Guangrao County is ranked first, Dongying district second for four years and Hekou and Kenli districts with lower ranks in 2012-2015, indicating that more attention needs to be paid to REBC of Hekou and Dongying districts and these two districts should be included into key monitoring areas. From space scale, REBC in five counties and districts has been gradually improving. In order to further develop REBC in Dongying City, measures such as intensifying protection of urban ecological environment and developing circular economy, etc. should be implemented. 展开更多

[Method] The indices were transformed and the averages of standard values in different levels were taken as the standardized values of components of central vectors for basic functions of RBF hidden nodes. Hence, the basic functions are suitable for most indices, simplifying expression and calculation of basic functions. [Result] RBF models concluded through Monkey-king Genetic Algorithm with weights optimization are used in evaluation on water carrying capacity in three districts in Changwu County in Shaanxi Province, which were in consistent with that through fuzzy evaluation.
