Ocean ecological compensation mechanism in Liaoning area from the angle of ecological civilization——based on analysis of Dalian's cooperative governance

How to speed up the establishment of marine ecological compensation and the ecological compensation system is inevitable choice from ocean country to marine power.Therefore,construction of marine ecological compensation mechanism is the effective means which incentives marine ecosystem services supply,improves the quality of marine ecology,and promotes the ocean to the green transformation.Combined with Dalian maritime case study in Liaoning Province,three dimensional interactive marine ecological compensation mechanism,the compensation frame work,path and operation mechanism were built up.Suggestions on accelerating the legislation process;perfecting the management system;establishing proper system for both incentive constraint and reward-punishment;increasing the source of Ocean Ecological Compensation funds;accelerating On the study of the Ocean Ecological Compensation Mechanism in Liaoning Area from the Angl-e of Ecological Civilization Based on Case Analysis of Dalian.

A study on the innovation of regional environmental management mechanism in Beijing,Tianjin and Hebei area within the background of ecological civilization

Within the background of the need to promote the construction of ecological civilization and the current confl ict between the economic growth and the constraints of environment and resources, after a review of the theoretical study and practical exploration of ecological civilization, the article makes an analysis of the status quo of ecological civilization development in Beijing, Tianjin, and Hebei area, sums up the main problems there, and explores the development strategic framework to improve the regional ecological environment. It comes to the following conclusions: as the ecological and environmental problems in the BTH area are mainly the air pollution and so on, we should seek to build a mechanism of environmental management for sustainable development from the different aspects of industrial distribution, energy utilization, institution construction and market participation. We should capitalize on the chance to construct the ecological civilization, promote to change the regional economic growth pattern, improve the quality and effi ciency of development, and fi nally promote the synergetic development of ecological environment in the BTH area.

Judicial system and judicial procedure to build and build a better, if the subject of litigation rights are not being met and the safeguard, can’t get through the door and it is the legislators and legal scholars over the many efforts are meaningless, under this basic condition, we propose the new perspective on the corresponding issues that is necessary.

Mechanical Dispatch Reliability Prediction for Civil Aircraft Considering Operational Parameters

To effectively predict the mechanical dispatch reliability(MDR),the artificial neural networks method combined with aircraft operation health status parameters is proposed,which introduces the real civil aircraft operation data for verification,to improve the modeling precision and computing efficiency.Grey relational analysis can identify the degree of correlation between aircraft system health status(such as the unscheduled maintenance event,unit report event,and services number)and dispatch release and screen out themost closely related systems to determine the set of input parameters required for the prediction model.The artificial neural network using radial basis function(RBF)as a kernel function,has the best applicability in the prediction of multidimensional,small sample problems.Health status parameters of related systems are used as the input to predict the changing trend ofMDR,under the artificial neural network modeling framework.The case study collects real operation data for a certain civil aircraft over the past five years to validate the performance of the model which meets the requirements of the application.The results show that the prediction quadratic error Ep of the model reaches 6.9×10−8.That is to say,in the existing operating environment,the prediction of the number of delay&cancel events per month can be less than once.The accuracy of RBF ANN,BP ANN and GA-BP ANN are compared further,and the results show that RBF ANN has better adaptability to such multidimensional small sample problems.The efforts of this paper provide a highly efficientmethod for theMDR prediction through aircraft system health state parameters,which is a promising model to enhance the prediction and controllability of the dispatch release,providing support for the construction of the civil aircraft operation system.

Research on the Realization Mechanism of and Approach to Ecological Product Valuations

Ecological product is an innovative practice for ecological valuations in China. Due to the influence of historical conditions and development stages in China, research on the realization of ecological valuations has lagged. In the new era, the construction of an ecological civilization guided by the "Two Mountains" theory has been promoted to the national strategic level and is supporting the growth of theoretical research and practical exploration based on the understanding of ecological product values. We want to innovate and improve the system used to realize the value of ecological products by applying the existing research, which focuses on the concept definition of ecological products and their correlation theories. Through systematic expansion and upgrades in this system, the evaluation accuracy of ecological products can be improved, providing valuable references for further practical exploration and promoting an ecological culture in China.

BDSec:Security Authentication Protocol for BeiDou-Ⅱ Civil Navigation Message

Due to the lack of authentication mechanism in BeiDou navigation satellite system(BDS),BD-Ⅱ civil navigation message(BDⅡ-CNAV) are vulnerable to spoofing attack and replay attack.To solve this problem,we present a security authentication protocol,called as BDSec,which is designed by using China’s cryptography Shangyong Mima(SM) series algorithms,such as SM2/4/9 and Zu Chongzhi(ZUC)algorithm.In BDSec protocol,both of BDⅡ-CNAV and signature information are encrypted using the SM4 algorithm(Symmetric encryption mechanism).The encrypted result is used as the subject authentication information.BDSec protocol applies SM9 algorithm(Identity-based cryptography mechanism) to protect the integrity of the BDⅡ-CNAV,adopts the SM2 algorithm(Public key cryptosystem) to guarantee the confidentiality of the important session information,and uses the ZUC algorithm(Encryption and integrity algorithm) to verify the integrity of the message authentication serial number and initial information and the information in authentication initialization sub-protocol respectively.The results of the SVO logic reasoning and performance analysis show that BDSec protocol meets security requirements for the dual user identity authentication in BDS and can realize the security authentication of BDⅡ-CNAV.

理论力学与土木工程专业课程交叉相融的教学改革探讨——以四川文理学院为例

根据新工科建设对土木工程专业人才培养的要求,立足四川文理学院土木工程专业课程教学现状,将理论力学课程与材料力学、结构力学课程进行梳理整合,加强力学课程间的联系,进而搭建力学课程与专业课程之间的框架,让学生更好地将其学以致用。交叉相融的教学模式,加强了课程间的连续性,使专业知识体系化,进而提升了学生的学习效果,为培养新时代复合型人才提供支撑。

民政部门担任遗产管理人的困境与法律对策研究

遗产管理人是《民法典》规定的新制度,民政部门作为兜底主体担任遗产管理人是我国法律制度上的一项创新。自《民法典》实施以来,各地都在积极探索民政部门担任遗产管理人的做法与经验,但由于缺乏配套性、操作性、实施性的具体规定,导致民政部门工作中产生许多困惑与问题,影响民政部门遗产管理职能的发挥与落地。应当通过制定立法解释,完善司法解释和相关规范性文件,从源头上解决裁判依据问题,进一步明确民政部门在遗产管理实务中独立的法律地位和诉讼主体地位,细化指定遗产管理人确认和启动程序在内的各项具体规则,制定遗产管理人工作操作指引,明确承担遗产管理职能的内设机构、职责、人员、编制和经费,并加快专业人才的培养步伐,使这一新制度能够落地落实,实现《民法典》的立法宗旨。

以学生为中心的材料力学课程教学创新改革

作为大多数工科类专业重要的专业基础课程,材料力学旨在培养学生掌握扎实的基础力学知识,具备将基础力学知识与工程问题相结合以解决实际工程问题的能力。当前新一轮科技革命和产业变革蓬勃发展,新时代对掌握坚实力学基础的高素质创新型人才提出了更高的要求,然而,传统课堂吸引力不佳、学生缺乏学习兴趣、分析解决问题的能力不足等问题存在于当下材料力学课堂中。因此,开展材料力学课程教学改革和探索,具有重要意义。在以工程教育认证为目标且基于OBE理念的课程体系改革背景下,以土木工程专业为例,通过对该专业材料力学课程知识模块重组,将实际问题与工程案例引入材料力学的课堂教学,探索材料力学课程教学新模式。多种教学手段相结合,增强学生的学习兴趣,让学生成为学习的中心和主体,实现创新意识和实践能力突出的新型人才培养目的。

土木工程专业课程思政的研究与探索——以土力学课程为例

“专业课程是课程思政建设的基本载体”,以土木工程专业的土力学课程为例对两个年级600余名本科生进行了两次教学试验,设计专门的教案,并进行了问卷调查和课后学生开放问卷分析。结果表明,第二次实验比第一次更成功;在专业课程中融合学习一定的思政内容较为必要,同时注意融合的方式和方法;让学生在思政方面有更多的收获,需要在教师身上下功夫;虽然良好的教学效果不是良好课程思政效果的充分条件,但是教学效果与课程思政效果呈正相关;案例的设计需更加契合思政元素的内涵。从课程、教师、学生、环境四个维度提出了相关建议。

乡村生态振兴长效机制调查

设定了政府推动力、管理持续力、平台支撑力、生态自觉力、监督保障力5个方面指标,采用统计数据与现场调查相结合方式,开展河南省乡村生态振兴长效机制分析。结果显示,经济发展水平是影响乡村生态振兴长效机制的重要因素,乡村生态振兴长效机制不受地理区位影响,但存在明显的县域差异;政府对生态振兴投入较大关注,建立了生态振兴的基层执行机构,而农村居民的生态文明意识和生态自觉力有较大提升空间;乡村生活垃圾处理体系基本健全,而生活污水处理体系是突出短板。对此,提出乡村生态振兴长效机制的构建策略。

中国早期文明存在史官对君主和贵族的监督机制。商代史官掌管文献资料,为祭祀活动提供历史依据,参与行政与军务,能从神秘的角度约束君主的行为,是很重要的政治势力,但监督措施还比较原始粗陋。周代史官执行“君举必书”的制度,其规谏更为活跃,他们汇总周代遗文典故,为贵族现实生活提供经验和箴诲。春秋史官的“赴告”和“示于朝”,能够在当时形成巨大的国内外舆论,对各国贵族来说是一种强有力的监督。中国早期文明的特定社会背景催生了史官的监督机制,给后代留下了制度文化遗产。

数字化转型的交通土建专业产教协同育人实践

基于多层注意力机制与双层BiLSTM结合的民航事件关系抽取模型

弥补民航事件关系抽取研究不足,提出对注意力机制和BiLSTM结合的关系抽取模型应用到民航领域中。首先选取民航应急事件的语料文本,对选取的语料数据进行清理,将语料库中包含的词语进行矢量化生成向量,合并并连接词语属性、实体位置等,在双层BiLSTM模型中引入,以获取关系的更高层次描述;其次,词和句子级注意力机制捕获各个单词的关键性,并借助语义信息降低噪声的关联;最后,进行softmax分类得到提取结果。实验数据表明,此方法应用在民航应急数据集中,F值达到79.3%。

新时代我国生态文明制度体系建设面临的突出问题、主要原因与破解维度

党的十八大以来,我国的生态文明制度体系建设取得一系列成就,实现了历史性变革,但是也存在几个突出问题:深层次的体制障碍有待改革、法治体系的全面建构有待进一步完善、制度的系统完整性还不够严密、环境管理的人治痕迹仍然比较明显等。这些问题的形成原因有很多,主要有不平衡不充分发展的矛盾性、社会主义初级阶段的不发达性、国内资源环境条件的有限性、“三期叠加”阶段的复杂性、国际环境治理的逼迫性等。要解决这些问题,需要牢牢抓住始终保持制度体系建设的战略主动性、大力推进完善的生态法治体系、全面深化生态文明体制机制改革等基本维度。
