This paper discusses and analyzes the industrial struc- tural changes of Hong Kong in recent decades as well as its future challenges and opportunities, The data and finding reveal that even though Hong Kong will face fierce competition from the Mainland's cities as the rise of China, the important role as a bridge between China and the rest of the world wilt brace Hong Kong itself under the OCTS for developing into a service hub for business and trade in the Asia-Pacific region.展开更多

Barriers to access in resource-constrained settings have not been examined adequately in literature. The World Health Organization (WHO) has 6 building blocks for strengthening healthcare systems that informed this study. This paper examines how user-side and institutional factors influence access and use of Maternal and Newborn Healthcare (MNH) Services in Matayos sub-County-Busia County. <b></b></span><b><b><span style="font-family:Verdana;">Methods:</span></b><span style="font-family:Verdana;"></span></b><b> </b><span style="font-family:Verdana;">A mixed method approach, with an ethnographic inquiry and a descriptive cross-sectional design, was adopted to assess access to MNH services in Matayos-Busia County, Western Kenya. Postpartum women who had delivered within the previous 12 months and health care providers in the study area were recruited as respondents. A total of 348 postpartum women were selected through stratified systematic random sampling for the survey. Purposive sampling was used to select postpartum women, conventional and traditional health care providers for 16 in-depth interviews and 7 focus group discussions. Data were analyzed using descriptive and inferential statistics. Qualitative data analysis was done thematically. <b></b></span><b><b><span style="font-family:Verdana;">Results</span><span style="font-family:Verdana;">:</span></b><span style="font-family:Verdana;"></span></b><span style="font-family:Verdana;"> Institutional delivery was low at 68% and family planning at 75% although demand for services was high at 99%. User-side barriers to access included shared beliefs and practices in the community;high direct transport costs from home;and high costs for missing drugs and other supplies in hospitals. Middle (5</span><sup><span style="font-family:Verdana;">th</span></sup><span style="font-family:Verdana;">-7</span><sup><span style="font-family:Verdana;">th</span></sup><span style="font-family:Verdana;">) order deliveries occurred at home with traditional birth attendants. The choice of place of delivery in households was influenced by spouses to respondents and communities of residence where respondents lived or were married. All 6 WHO health system building blocks were weak in Matayos sub-County and needed system-wide strengthening involving all pillars. The user-community voice alone was insufficient and the 7</span><sup><span style="font-family:Verdana;">th</span></sup><span style="font-family:Verdana;"> pillar for user-community engagement was absent. Many scholars have documented and analyzed the widespread fraud and deceit associated with government failures worldwide, comparing historical and recent policies leading up to the currently unstable global financial ...Many scholars have documented and analyzed the widespread fraud and deceit associated with government failures worldwide, comparing historical and recent policies leading up to the currently unstable global financial system. Most of the attention to detail, however, has been focused on the actions and failures of corporations, corporate leaders, and political and financial regulatory institutions, with little attention to generalizing political and social-psychological theories that might explain not only current but historical failures, and also prepare the way for formulating alternative futures in a manner that has some substantial likelihood of significantly impacting 61ires who are held responsible for such systemic effects. This paper offers some suggestions for such theory construction, exploring literature on grand theories of the rise and fall of empires, war and financial cycles, and social-psychological theories of political decision making, and considers some implications for the literature on growth and decline of civilizations and their worldviews, and in this context just what alternative futures might be likely and how to choose. I also explores the possibility that the social sciences are close to an understanding of civilization dynamics--close but not yet there. A framework is suggested which may be useful for continuing this research to the point where alternative futures can be constructed that have significance for the future of our globalized world order. In particular the works of Jared Diamond, Carroll Quigley, Niall Ferguson, Chalmers Johnson, and Paul Kennedy, are compared for their macro-historical theories suggesting an evolutionary dynamic in the life span of civilizations, the works of Johnson and Kwak and others for their research into the causes of recurrent financial instability threatening the stability of regimes and whole societies, and various theories of individual and group decision making (Leon Festinger, Harold Lasswell, Abraham Maslow, Richardson, and others) which may explain the social-psychological processes linking these two phenomena. Further, regarding why such comprehensive theory tends not to be addressed in the social and policy sciences, two stumbling blocks are discussed: (1) the absence of any "standard theory" in political and social science, the absence of which motivates academic struggles analogous to those characterized as security dilemmas in international relations; and (2) students and practitioners of politics often speak past one another and get embroiled in needless conflicts because of the latent structures of their dominant paradigms, specifically misunderstandings among the practitioners of political science, political philosophy, and political practitioners.展开更多
This paper selected 25 evaluation indexes from the three aspects of marine ecological economy, marine ecological environment and marine ecological society to construct an evaluation index system of the construction of...This paper selected 25 evaluation indexes from the three aspects of marine ecological economy, marine ecological environment and marine ecological society to construct an evaluation index system of the construction of coastal marine ecological civilization, using the analytic hierarchy process (AHP) and entropy value method to determine evaluation index weights, and measured the construction level of marine ecological civilization in Shandong Province during the period of 2006-2016. The results showed that the construction level of marine ecological civilization in Shandong Province during 2006-2016 as a whole is on the rise. In terms of the increase of the scores of each subsystem, the development of marine ecological society increased the most, followed by the development of marine ecological economy, while the development of marine ecological environment was relatively slow. This paper also analyzed the coordinated development level of the paired subsystems such as the marine ecological economy plus marine ecological environment, marine ecological society plus marine ecological environment and marine ecological economy plus marine ecological society in Shandong Province during the period of 2006-2016 by using the coupling coordination analysis model. The results showed that the level of coordinated development between the three pairs of subsystems has basically gone through the development process from low coordination to moderate coordination, and finally to high coordination.展开更多

To analyze the operation mechanism of the civil-military integrated innovation system of the military enterprises under the new situation, the system dynamics method is used to study the feedback relations among the factors and structure of the system and the Anylogic software is used to establish the simulation model . The simulation results indicate that: the degree of enthusiasm of private enterprises to participate in the defense industry, the degree of information sharing and the degree of cooperation between the mili- tary enterprises and universities and research institutions are extremely important in the civil-military integrated innovation system. According to the simulation results, some targeted suggestions are put forward to strengthen the innovational civil-military integrated system building of the military enter- prises.展开更多

Yet bringing intelligent healthcare informatics to bear on the dual problems of reducing healthcare costs and improving quality and outcomes is a challenge even in countries with a reasonably developed technology infrastructure. This paper focused at how appropriate an ap-plication of Medical Diagnosis Expert System (MDES) is to manage diseases in developing countries. MDES is usually designed to enable clinicians to identify diseases and describe methods of treatment to be carried out taking into account the user capability. The MDES described here is implemented using the C Language Integrated Production System (CLIPS). The CLIPS is an expert system, which has a shell composed of four modules: the user interface, the explanation system, the inference engine and the knowledge base editor. In the system, a number of patient cases will be selected as prototypes and stored in a separate database. The knowledge is acquired from literature review, human experts and the internet of the specific domain and is used as a base for analysis, diagnosis and recommendations.展开更多
