Measures to strengthen engineering quality supervision in construction management

Comparison between Chinese Supervision Enterprise and International Project Management Enterprise

With the entrance into WTO, the Chinese supervision enterprises face the serious challenge never existed before. Comparing with other type enterprises Chinese supervision enterprises nature of China are the same as project management companies in connotation and service scope in nature. They have much superiority in development of the project management work. Through comparing and analyzing the special feature between Chinese supervision enterprise and international project management enterprise, this paper points out the gap between them, and table the proposal of they transforming to the project management enterprises.

Nighttime Construction Noise Disturbance Compensation in Beijing:Taking the Tongzhou New Campus Project of Renmin University of China as an Example

By examining a specific case of compensating for nighttime construction noise in Beijing’s construction projects,we explored how the costs of mitigating construction noise disturbance could be fairly distributed among multiple construction projects near residential areas.In this process,the local government played a crucial coordinating role.According to regulations,construction units must include the costs of preventing and controlling construction noise pollution in the project cost.The construction contract should clearly specify the construction unit’s responsibility for noise pollution prevention and control.After signing the contract,the construction unit should promptly undertake relevant measures to minimize disturbances caused by nighttime construction,aiming to reduce the adverse impacts on the community and ensure the smooth progress of the construction project.

Identification of the Origins and Risks of Pathologies in Steel Structure Buildings Using Total Quality Management Tools

The steel structure construction is an interesting option to the already established concrete structure at a time when the Brazilian civil construction seeks more efficiency.To promote the use of this material it is necessary to have a better understanding of its characteristics and,especially,of its possible pathologies,to avoid degradation,costs,and even the collapse of the structure.In this study Total Quality Management tools were applied to analyze the pathologies found in five medium and large steel-structured buildings.The most frequent ones were structure corrosion,cracks in the closures,and infiltrations in the interface closure/structure.The Ishikawa Diagram is used to identify the origin of the causes of pathologies and the Gravity Urgency Tendency Matrix(GUT Matrix)is used in the risk analysis of each pathology.The results obtained show that it is possible,through these Quality Management tools,to understand the origin of the pathologies,establishing their dangerousness and the degree of risk each one offers.

基于高职院校现代化治理的内部控制体系优化研究

以G高校为例,对高校内部控制体系建设和运行存在的内部控制意识不强、内部治理结构僵化、内部治理风险评估机制落后、内控体系信息化建设薄弱、内部控制体系建设专业人才缺乏等问题进行分析。从优化内部治理结构、加强风险管理、推进内部控制信息化建设、健全内部控制监督机制等方面提出基于现代化治理的高校内部控制体系优化路径,以期有助于提升高校治理现代化水平。

大数据监督在医用耗材管理中的实践与困境——以30家公立医院为例

通过文献研究法、问卷调查法调研30家公立医院在医用耗材管理领域大数据监督主体、对象、环节、方法、内容、规则、成效以及信息平台建设等实践情况,探讨该领域大数据监督的信息平台建设规划不全面、规范化制度指引缺失、受到医疗卫生行业规定限制、监督方式缺乏合规性审视等现实问题,并从明确监督赋权与限权规则、建立不同类型数据采集运用规范、健全监督规则体系、完善问题处置流程和工作机制等方面提出建设性意见。

基于多模态生态治理数据构建生态管理知识图谱技术

我国新时代十年是生态环境保护认识最深、力度最大、举措最实、推进最快、成效最显著的十年。生态环境治理取得成效的同时,管理措施也逐步成熟和规范化,相关生态管理知识成果的文本、视频、照片等多模态数据也日益丰厚。采用先进的知识图谱理念创新我国生态环境保护工作,对未来助力打赢污染防治攻坚战,构建现代环境治理体系具有重要意义。聚焦我国美丽中国和生态文明建设工程领域,将典型污染防治攻坚战、生态恢复工程多模态素材作为数据源,通过数据整合、知识抽取、知识融合后形成标准知识表述,构建生态管理知识图谱体系。具体包括(1)定量分析深圳市“散乱污”企业整治成功案例数据,抽取管理主体、管理对象等实体,挖掘其空间特征、污染特征、治理效果关系;(2)关联分析企业驻点、污染物热点和城市空间相互关系;(3)通过我国典型生态环境损害赔偿案件中的“实施行为-破坏对象-损害功能”特定关系分析,抽取“生态治理行为——受影响环境要素——生态服务提升程度”生态环境管理知识图谱;(4)最终形成了整合“散乱污”治理、生态环境治理行为的综合性生态管理知识图谱,构建了包含12类本体、82个实体,4类、201条关系的图数据库。研究表明,通过污染防治攻坚战成功案例、生态恢复工程成效的多模态数据构建我国生态管理知识图谱,能够形成贴近现实需求的知识体系,有助于依法治污、科学治污和精准治污全过程;也有助于生态环境损害鉴定评估工作中的“多因一果”和“一因多果”分析。建议未来加大生态管理知识图谱的应用,精准识别管理对象、实现科学分析与智能决策,促进公众参与生态管理和加快生态产品价值实现。
