Focusing on urban construction land expansion,governmental influence on expansion of urban construction land in China is analyzed from fiscal decentralization,government game and land system.Due to fiscal decentralization and coupled with GDP-based performance evaluation system,local government seeks to maximizing economic profits.Whereas,land systems such as land property,land expropriation and land transfer system,let the local governments' profit seeking behavior achieved.The conclusion is that the government's role in urban construction land expansion is mainly from local governments.

Corruption of Village Cadres and Construction of Clean Government in Rural Land Management in China

This paper analyzed the types and causes of corruption of village cadres in rural land management in China. On the basis of current corruption situation,it came up with recommendations including improving the financial system at the village level,establishing land information network,and reforming functions of village committees in the land management,in order to prevent corruption of village cadres in the land management and establish and improve the clean government mechanism for village cadres.

A Study of the European Union’s Path for Constructing Digital Governance Rules and the Logical Implications of the Path

The European Union(EU)seeks to build a Europe fit for the digital age.For this purpose,the EU has accelerated the process of catching up with digital technology and issued a number of legal and regulatory documents to establish a digital governance rule regime with EU characteristics.This paper analyzes the EU’s path towards the construction of digital governance rules.This path is composed of three aspects,i.e.,strict digital supervision,differentiation of the free market,and multi-stakeholder governance.This three-step path has intrinsic logical implications.That is,strict digital supervision is applied to defend the EU’s unified market and values;differentiation of the free market takes the principle of adequate protection as the core to make the EU an exporter of rules;multi-stakeholder governance brings multiple stakeholders together in the governance to deal with the ethical anomie that arises during the use of big data.By setting up a series of digital governance rules,the EU seeks to achieve rule dominance to gain regulatory power for global digital governance.However,due to multiple constraints,there is a long way to go,and there are obstacles in the way.

Sweden has a housing shortage,which the Swedish authorities expect to continue until 2025.Producers of wooden multi-family houses have a relatively small market share in comparison to traditional building materials.The limited capability to fulfil the increased building demand also restricts the possibilities for development towards innovation,bio-economy and sustainability.The municipalities in Sweden have responsible for planning of the building development in their region based on their projected requirements and strategies.Combining this with a desire to develop sustainable building solutions based on wood increases the complexity.Currently,public building developments are achieved through the public procurement act or the land allocation activity,dependent on their development strategy.This normally involves the development of local strategies regarding,e.g.design,material choice and geographical development.By identifying market drivers enables improved market entry activities related to public building initiatives using wood-based solutions.Hence,by improving transparency in the land allocation activity generate enhanced possibilities for the companies to respond successfully to the requests submitted by the municipalities.This knowledge is used to better understand the required strategic development for the companies,the government and the municipalities to increase the use of sustainable building materials in Swedish multi-family housing projects.

The management and application of government data are the bases for the construction of a digital government.Building an intelligent platform for government data by using artificial intelligence,blockchain,and other technical means to achieve open sharing,development,and utilization of data is an important link to promote continuously the construction of a digital government and improve the level of government management and service efficiency.According to the current construction status of government data platforms and the application prospect of blockchain technology,this study proposes to build a blockchain-based intelligent platform for government data.In combination with the technical advantages of blockchain,this study investigates the theory and technical logic of building a blockchain-based intelligent platform for government data and then proposes the theoretical model,architecture,operation mechanism,and core technology of platform construction.This study explores sthe implementation path of building a blockchain-based intelligent platform for government data from five aspects,i.e.,promoting technology upgrading,improving top-level design,strict supervision and regulation,strengthening collaborative research and judgment,and improving technical support.

全面推进乡村振兴,加快建设宜业宜居乡村更具现实紧迫性,对未来我国农村人居环境的整治成效、治理能力以及持续性管护提出了新要求。数字赋能农村人居环境长效管护治理体系、推动治理能力现代化,使长效管护工作执行便捷化,利于多方管护主体协同共治,创新了长效管护监督新格局。农村人居环境长效管护机制初步探索之期,面临农村地区人居环境基础条件不健全、管护资源匮乏、农民群众参与度较低、管护主体联动困难、人居环境监督不到位等障碍与挑战。针对此种状况,应将数字治理方式引入农村人居环境整治行动中,推进农村人居环境长效管护机制的智慧化设计,充分发挥数字技术对人居环境长效管护工作的推动作用,实现数字赋能农村人居环境生态宜居和美持续化、长效化,进而有效助力乡村振兴。

公立医院行风建设指数定量评价体系构建研究

目的:从医院管理视角引入指数定量评价体系,用形象、具体且高度凝练的指标和评价要点来描述公立医院的行风建设工作。方法:立足当前公立医院行风建设管理中重点督查的关键领域,围绕落实主体责任、完善制度建设等5个维度,设计定量与定性相结合的行风建设指数评价模式。结果:构建了适用于公立医院临床科室的数字化行风建设指数评价机制,划定评价周期并实行动态管理,实现对行风建设发展问题的精准定位和对行风监督工作具体实施情况的有效全面评估。结论:本研究客观评价医德医风水平和医院行风建设管理现状,有助于综合理解和客观评估复杂的管理行为,为未来数字医院的横向管理与纵向规划提供了有效的战略改进支撑,有助于推动现代化医院行风治理的标准化、精细化和信息化发展。

中国县级领导班子群体特征研究——基于东西部比较分析

面对东西部发展存在的巨大差距,西部地区必须全面提升发展质量,而这离不开作为地区发展“领头羊”的领导班子的引领和推动。现有文献对于领导干部群体特征以及配置结构进行了深入的归纳和探讨,但也有必要比较区域间领导干部整体水平的差异并分析其潜在原因,据此对症下药。比较东西部领导班子的群体特征,对于西部地区领导干部的培养、选拔有一定参考价值。论文运用高层梯队理论,采用分层抽样的方法,在广东省、天津市、陕西省、重庆市获得562名县级党政领导班子的履历信息,从人口统计学特征、教育背景、职业发展经历三个维度进行分析,对比研究东西部地区县级党政领导班子群体特征的共性和差异。本研究利用EXCEL对县级领导班子特征各个指标的变量进行统计分析,通过均值、标准差等数据展示变量的分布结构和特征;利用SPSS21.0对东西部县级领导班子的差异性特征进行分组,通过t检验、卡方检验等呈现数据间的差异性。研究表明,东西部党政领导班子在性别、民族、政治面貌、教育背景等方面呈现出相似的特征,但在籍贯来源、年龄、任职经历、晋升路径等方面呈现出显著差异,西部地区县级领导班子年龄分布呈现“两头多,中间少”、籍贯结构“本地多,外地少”、教育背景“偏人文,轻理工”、“任职经历单一,工作经验同质性高”、自下而上晋升比例更低等明显特征。针对分析结果,建议西部县级党政领导班子要着重加强领导班子协同效能建设、优化领导班子干部队伍结构、完善现代干部任用选拔机制,以及进一步强化领导干部的交流制度。

乡村建设行动中治理共同体的生成过程及运行机制——以Q村人居环境整治行动为例

乡村建设的历史经验与现实目标,要求其向一种“共建、共治、共享”的治理共同体模式转变。治理共同体依托于乡土社会长期孕育的共同情感,是一种富有弹性、可依情境变化而被灵活建构的治理样态。对Q村人居环境整治的案例研究发现,乡村建设行动中治理共同体的生成遵循着“激活-形塑-行动”的整体过程。需求与资源两种要素的双向耦合刺激“共同意识”的生成,而通过共识汇集、规则筛选和约束吸纳三重维度,治理共同体得以形塑和明确行动边界。在具体行动中,民主协商、核心领导、行动激励和风险包容等四项机制保证了治理共同体的有序运行和效能发挥。

教材治理现代化就是以现代治理理念优化教材管理权力的运作程序,推动我国教材制度从传统管理范式向现代治理范式转变。推进教材治理现代化是实现课程和教材现代化的关键环节,也是构建高质量教材体系的制度保障。教材治理现代化的衡量标准表现为落实教材建设国家事权,注重过程民主化,形成国家主导下多元共治格局,强调权力运行的制度化和法治化,追求效率、公平与质量并重,达到善治目标。当前我国教材治理现代化水平不断提升,但仍面临着三级教材管理制度下治理主体缺乏协同性、教材治理结构中成熟市场与专业组织发展不足、教材一体化建设中管理机制不完善等问题。推进我国教材治理现代化的有效路径主要有:落实国家事权,构筑教材治理的善治格局;分层分类推进,实现教材治理的多元共治;创新体制机制,探索教材治理的法治路径。

“多层一体”的绿色低碳“规建治”路径——以广州南沙区为例

以广州南沙区为例,讨论多层次、一体化绿色低碳规划建设治理技术路径。首先,梳理国家政策对城区、街区、社区、建筑等不同层次的空间在绿色低碳建设的要求,以及国内不同地区的绿色低碳建设实践经验和当前面临的重点问题。其次,立足不同空间层次的作用,提出“城区层面查找短板问题—街区层面注重规划引领—社区层面完善精细治理—建筑层面体现技术应用”的绿色低碳规划建设技术路径,明确各空间层面的工作重点。最后,总结广州南沙区在城区层面(南沙全区)通过城市体检查找绿色低碳短板,在街区层面(庆盛枢纽片区)通过绿色低碳创建工作明确因地制宜的规划引领策略,在社区层面(港式社区)面向人群使用特点总结绿色低碳的建造技术要点,在建筑层面(青年公寓)归纳绿色低碳的建造要点,以期为我国其他地区不同空间层次的绿色低碳规划建设提供思路和路径借鉴。
