According to requirements of Notice of the General Office of the People's Government of Anhui Province on Implementing the Confirmation and Registration of Ownership of Rural Collective Land,in order to integrate urban and rural development and safeguard the rights and interests of farmers,since January 2010,Ma'anshan Municipal Government has made an overall deployment in the whole city to carry out the confirmation and registration of rural collective land. In order to protect the property rights and interests of farmers,promote the revitalization and development of rural areas,and provide a reference basis for the reform of marketing rural collective land for developmen...In order to protect the property rights and interests of farmers,promote the revitalization and development of rural areas,and provide a reference basis for the reform of marketing rural collective land for development purposes,this study explores the reasonable distribution proportion of land increment income from marketing rural collective land for development purposes through analytic hierarchy process and Delphi expert scoring method.The results show that there is a positive correlation between land increment income and land grade,that is,the higher the land grade,the higher the increment income,the larger the proportion of increment income to the transaction price.According to the calculation,when marketing rural collective land for development purposes,the reasonable distribution proportion of the land increment income of the government and the village collective is 28.6%and 71.4%,respectively,and the land increment income actually obtained by farmers has been greatly improved compared with the current situation.In practice,this distribution model has universal applicability and long-term mechanism.The reform of marketing also needs to improve the standard of marketing,explore diversified channels to protect interests,and strengthen the construction of rural collective management system.In short,the distribution of land increment income from marketing rural collective land for development purposes should proceed from the perspective of land property rights and the factors affecting the price of collective land for development purposes,in order to build a reasonable income distribution model.展开更多

In this paper,based on the process data of evaluating the benchmark land prices of collective construction land and agricultural land,the score of influencing factors is calculated,and a regression model between value...In this paper,based on the process data of evaluating the benchmark land prices of collective construction land and agricultural land,the score of influencing factors is calculated,and a regression model between value-added benefits and influencing factors is established.According to the contribution of the government and collectives to value-added benefits,the distribution proportions of different purposes and levels are calculated.The research results show that there are significant differences in the distribution proportion of value-added income among different levels.The government distribution proportion decreases with the decrease of level,while the collective distribution proportion increases with the decrease of level.For each level of decrease in commercial service industry land and industrial and mining warehousing industry land,the government distribution proportion decreases by an average of 2.66%and 2.34%,while the collective distribution proportion increases by an average of 2.66%and 2.34%,respectively.The average distribution proportion of the government in the value-added income of commercial service industry land is 31.58%,which is much higher than the average income of 23.68%in the value-added income of industrial and mining warehousing industry land.展开更多

In this paper,the research area is Yichang,and we establish hedonic price model to explore and analyze the factors which affect the collective construction land transfer price. The simulation results show that in geographical factors,the higher degree of prosperity,road accessibility and soundness of infrastructure will result in higher collective construction land transfer price; in economic factors,the higher farmers' per capita net income and added value of the village's tertiary industry will lead to higher collective construction land transfer price; in ownership factors,the integrity of usufruct,disposition and possession has increasingly significant impact on collective construction land transfer price. In the process of establishing rural collective construction land circulation market,the government should gradually improve conditions of collective construction land; strengthen the construction of the rural economy,improve the economic attribute of the collective construction land; establish and improve China's rural collective construction land-related laws and regulations,make the rural collective construction land use rights clear,and give the whole rights of occupation,use,earning and disposition.展开更多

This paper focuses on different m...In order to establish a unified construction land market, it is necessary to choose a rational pathway for the market transfer of Rural Collective Construction Land (RCCL) in China. This paper focuses on different methods of RCCL transfer based on stakeholder analysis and three case studies including models from Guangdong, Wuhu and Chongqing. The main finding is that all three models improved resource allocation efficiency and intensive utilization of RCCL through land and capital transfer. Each model built different interest coordination mechanisms among stakeholders, suited to different regions and cases. The Guangdong model is suitable for an economically developed region. The Wuhu model is suitable for developing regions in central China while western underdeveloped regions in China can adopt the Chongqing model. The policy implication is that better policy making for the promotion of RCCL transfer in China should consider regional characteristics as well as the economic development context.展开更多
In China there have been two models of stock land renewal:formal renewal and informal renewal,and there have been a wealth of studies on formal renewal.However,few studies have addressed informal renewal,as well as th...In China there have been two models of stock land renewal:formal renewal and informal renewal,and there have been a wealth of studies on formal renewal.However,few studies have addressed informal renewal,as well as the governance logic behind the renewal model.Based on the analysis of policy documents,extensive interviews and a case study of Guangzhou,we explore the evolution,governance logic,consequence of renewal,and governance dilemmas of collectively owned industrial land renewal since 2000.Through redefining the land development rights of stock collectively owned land and reducing the transaction cost of land use change,informal renewal activities of collective industrial land have been legalized from top to bottom.Meanwhile,informal renewal meets local governments’demand for rural industrialization transition.The empirical study of Panyu District in Guangzhou shows that owing to lacking policy resilience,ineffective planning control,and village collectives’dependence on the rental economy,collective industrial land renewal results in frequent interest conflicts and continuation of transfer and lease,presenting a real estate-oriented feature.Therefore,the renewal policy should be innovated in terms of differentiated policy design,a balance of interests,and through improvement of the transfer and transaction mechanism,to strengthen informal renewal management.展开更多
