易地脱贫人口市民化是该群体在非农就业、生活方式、思想观念、权利参与、身份认同等方面向城镇居民全面转变的过程。易地脱贫人口市民化的价值意涵体现为:推动易地脱贫人口全面发展的有效路径,防止规模性返贫的根本方向,维持城市社会稳定的重要支撑,推进新型城镇化的基本保障和实现共同富裕目标的关键前提。易地脱贫人口市民化仍面临结构约束和主体限制的双重困境,其中,结构约束体现为制度抑制、权利缺失、关系阻滞、身份错位,主体限制则主要包括可行能力受限、发展意识滞后和心理认同模糊。欲破解易地脱贫人口市民化困境,应完善制度供给,迭代产业结构,优化空间营造,加强社区教育培训和营造包容性社会氛围。

党的十八大以来,我国社会救助制度在新时代背景下从“生存型”向“发展型”过渡。基于历史制度主义、理性选择制度主义的分析视角和我国国家治理模式,构建制度变迁分析框架,从制度环境、焦点事件和多元主体需求三个层面分析社会救助制度“准备—突破—均衡”的阶段变迁路径,明确了发展型社会救助制度的制度理念、目标功能和救助方式,并在增强上下联动、推进政社协同、优化救助服务、落实数字赋能和整合制度体系五个方面进行制度展望,以持续推进我国社会救助制度创新发展。

小麦谷蛋白膨胀指数发育动态的QTL分析

【目的】检测小麦不同发育时期谷蛋白膨胀指数(SIG)的QTL,阐明不同QTL的时空表达方式,揭示SIG发育的分子遗传机理。【方法】利用小麦京771×Pm97034的175个重组自交系(RIL)群体,对小麦谷蛋白膨胀指数(SIG)发育动态进行了QTL分析。【结果】在籽粒灌浆的5个时期,一共检测到8个非条件QTL和5个条件QTL,但没有一个QTL能在5个时期都有效应。花后17d是控制SIG形成基因表达的活跃期,非条件分析和条件分析各检测到2个QTL位点,这4个位点分别位于1D、7D和4D染色体上,其加性效应能解释15.5%的净表型变异。花后22d,控制SIG的基因表达量很少,SIG表型值出现"低谷"。【结论】SIG值呈现出"低-高-低-高-低"的变化规律;这些控制SIG的基因都是在某一个特定的时期内表达,没有一个基因能在小麦籽粒生长发育的所有阶段都表达。

对多穗小麦新种质 86 1幼穗分化及遗传特性分析表明 ,86 1与普通小穗小麦 (绵阳 11号和矮孟牛 )相比 ,具有小穗分化持续期长和小穗分化速率高这两个显著不同的特性 ,其中 ,小穗分化持续期长的特性能在与普通小穗小麦杂种F1 中很好表达 ,而小穗分化速率高的特性不能在杂种F1 中表达。 86 1小穗分化的两个优良特性能在F2代中遗传重组 ,出现早熟多小穗类型优良单株 ,分析结果为进一步研究改良 86 1,开展多小穗类型超高产育种提供了理论依据。

对少数民族经济共性特征及发展思路的分析

少数民族经济是世界经济的重要组成部分。少数民族经济在总体上存在经济相对落后,与主体民族经济发展差距大、经济发展缓慢、社会化程度低、经济结构单一以及与所在国政府存在较强的经济关系上的依附性等共性的经济特征。只有充分认识这些经济特征,从总体上制定加速少数民族经济发展战略,打破封闭意识和落后观念,调整优化经济结构等基本思路出发才能不断推进少数民族经济发展进程。

精准扶贫的成效和可持续性考察——基于中国家庭大数据库调查数据的分析

基于2013-2019年间4期中国家庭大数据库调查数据,运用双重差分的方法研究精准扶贫政策对贫困户收入的影响,考察开发性扶贫和保障性扶贫两类扶贫政策的效应。研究发现,精准扶贫政策的实施显著提高了贫困群体的总收入,增加了农户的经营性收入和转移性收入。进一步的研究显示,精准扶贫政策通过采用由政府提供的保障性扶贫项目提高了农村贫困群体的收入,也通过农业生产经营补贴的方式帮助贫困群体实现农业生产经营收入的增加。特别是对有劳动能力贫困群体和无劳动能力贫困群体精准扶贫增收效果的异质性分析可以看到,无劳动能力贫困群体收入的提高主要由政府直接转移性收入的增加实现脱贫。有劳动能力贫困群体在政府直接转移收入增加之外,还通过农业生产经营实现增收,依靠家庭经济的成长实现脱贫。上述研究为“后扶贫时代”完善农村反贫困政策的导向,防止规模性返贫,实现乡村振兴和可持续发展提供了政策分析基础。

习惯法是地方管理的重要制度手段,生态价值是其管理目标和任务的应有之义,这伴随着其管理功能产生和演进,其中的组织结构在发挥和推广其生态理念中起到了积极的能动作用。习惯法生态价值的当代发挥是需要处理好在地的社会秩序,也需要运用现代生态学知识进行筛选。其发挥的基础在于一种理念上的契合以及制度上的耦合,同时需要处理好在开发利用中保持其整体性和完整性问题。从历时的角度和发展的眼光来看待这个问题,更能发现其变化趋势,把握其发展特点。基于建始县白云村的调研,以土家族习惯法为例,运用发展人类学的相关理论,做进一步探讨。
