The occurrence and impacts of disasters including the education sector can be studied through a social problem lens. This paper draws meaning and understanding of DRR education using the sociological disciplinary framework in a detailed qualitative case study of three schools as they responded to the devastating Gorakha earthquake in 2015 and other disasters in Nepal. This paper considers the three sub-disciplines of sociology: the sociology of disaster, the sociology of education and the sociology of education governance in a development context. These sub-disciplines are nested together to analyse social, political and historical factors and their relationships which are helpful to identify risks and vulnerabilities in the education sector in Nepal. These are the major areas to explore the disaster context and needs of context-specific education acts (hereafter DRR education) to minimise the potential risks of disasters. The article concludes that the social disciplinary framework is significantly useful to analyse DRR education provisions and implications of education governance to mobilise school in disaster preparedness, response and recovery. 展开更多

Belt and Road Initiative(BRI) is a Chinese national strategy which calls for cooperative economic, political and cultural exchange at the global level along the ancient Silk Road. The overwhelming natural hazards loca... Belt and Road Initiative(BRI) is a Chinese national strategy which calls for cooperative economic, political and cultural exchange at the global level along the ancient Silk Road. The overwhelming natural hazards located along the belt and road bring great challenges to the success of BRI. In this framework, a 5-year international program was launched to address issues related to hazards assessment and disaster risk reduction(DRR). The first workshop of this program was held in Beijing with international experts from over 15 countries. Risk conditions on Belt and Road Countries(BRCs) have been shared and science and technology advancements on DRR have been disseminated during the workshop. Under this program, six task forces have been setup to carry out collaborative research works and three prioritized study areas have been established. This workshop announced the launching of this program which involved partners from different countries including Pakistan, Nepal, Russia, Italy, United Kingdom, Sri Lanka and Tajikistan. The program adopted the objectives of Sendai Framework for Disaster Risk Reduction 2015-2030 and United Nation Sustainable Development Goals 2030 and was implemented to assess disaster risk in BRCs and to propose suitable measures for disaster control which can be appropriate both for an individual country and for specific sites. This paper deals with the outcomes of the workshop and points out opportunities for the near future international cooperation on this matter. 展开更多

Since creation of spatial data is a costly and time consuming process, researchers, in this domain, in most of the cases rely on open source spatial attributes for their specific purpose. Likewise, the present research aims at mapping landslide susceptibility at the metropolitan area of Chittagong district of Bangladesh utilizing obtainable open source spatial data from various web portals. In this regard, we targeted a study region where rainfall induced landslides reportedly causes causalities as well as property damage each year. In this study, however, we employed multi-criteria evaluation (MCE) technique i.e., heuristic, a knowledge driven approach based on expert opinions from various discipline for landslide susceptibility mapping combining nine causative factors—geomorphology, geology, land use/land cover (LULC), slope, aspect, plan curvature, drainage distance, relative relief and vegetation in geographic information system (GIS) environment. The final susceptibility map was devised into five hazard classes viz., very low, low, moderate, high, and very high, representing 22 km2 (13%), 90 km2 (53%);24 km2 (15%);22 km2 (13%) and 10 km2 (6%) areas respectively. This particular study might be beneficial to the local authorities and other stake-holders, concerned in disaster risk reduction and mitigation activities. Mainstreaming Disaster Risk Reduction into Housing Development in Keko Machungwa

Most of these settlements are built in areas that are susceptible to extreme weather conditions such as flooding. Such conditions have significantly contributed to the destruction of housing stock and other valuable properties. There is considerable awareness amongst people living in the informal settlements, government representatives and other key stakeholders about the various flood risks affecting informal settlements. Based on this understanding, several attempts to minimize flood risks have been initiated in Dar es Salaam, Tanzania, yet these initiatives have largely failed to deliver the desired impacts. This article aims to investigate core reasons for this through a case study of Keko Machungwa Informal settlement in Dar es Salaam City. The study explores the extent to which mainstreaming of disaster risk reduction (DRR) in housing development in informal settlements has been considered and implemented, and recommends measures for improvement. Key methods employed for the research included physical observation, household interviews, mapping, photographing, and in-depth interviews. Overall, the study found that mainstreaming of DRR in housing development was hardly practiced at the household level, as houses were predominantly being built without resistant building materials and supervision of relevant professionals. In order to mainstream DRR in housing development in informal settlements, it is recommended that mainstreaming DRR be embedded in laws and policies, highly vulnerable parts of the settlement be declared protected wetland and that the government direct its efforts towards regulating, controlling and monitoring the housing development sector. That letter can be achieved by emphasizing the use of flood resistant building materials and establishing resilient infrastructures for flood mitigation in every flood prone informal settlement. 展开更多

The paper articulates the need for a paradigm shift in defining the basis of what constitutes a disaster. This new framework must be sensitive to the need for a more theoretical approach to inform disaster and hazard management. Central to this is that the resulting approach cannot be muddled in linear rational and procedural doctrines but appreciate the dynamics of complex nonlinearity of disaster events. By engaging in thought experiment and critical analysis of existing literature, the paper deconstructs the normative paradigm of defining disaster. The end is to inform disaster management and risk reduction intervention and mitigation programmes. The presented alternative approach is sensitive of the need to equally include;spatial, political, social, parameters. These are appreciated as being equally important as those dealing with ecological and economic. The resulting not only include other elements, but also expands the definition to the complex conditions inherent in the origin of phenomena to the interaction of the phenomena with multiple and complex socio-spatial and demographic dynamics, and then appreciating the complex results of this nonlinear interaction. The need for a more substantive definition of disaster underlines the pre-analysis that is necessary for implementation of mitigation and prevention strategies. That disasters are becoming more complex is synonymous with the complexities inherent in post-war development dynamics. 展开更多

The study shows that the formation and development of the down-faulted basin zone in Shanxi Province provides an available condition for preparation and occurrence of these hazards, so that the basin zone becomes an area with frequent occurrence of the hazards, such as earthquakes, floods and waterlogging, meteorological and geologic hazards and agrobiohazards in Shanxi and with their most serious interaction and mutual intensification. Moreover, the basin zone is an area with dense population and most concentrated industrial and agricultural productions and social-economic property in Shanxi. The comprehensive effect of the two factors caused the zone to be a high natural disaster risk area in Shanxi. Although the OCHA has made great strides to improve its information management and increase the availability of accurate, real-time data for disaster and humanitarian response teams, significant gaps persist. There are inefficiencies in the emergency management of data at every stage of its lifecycle: collection, processing, analysis, distribution, storage, and retrieval. Disaster risk reduction and disaster risk management are the two main tenets of the United Nations’ worldwide plan for disaster management. Information systems are crucial because of the crucial roles they play in capturing, processing, and transmitting data. The management of information is seldom discussed in published works. The goal of this study is to employ qualitative research methods to provide insight by facilitating an expanded comprehension of relevant contexts, phenomena, and individual experiences. Humanitarian workers and OCHA staffers will take part in the research. The study subjects will be chosen using a random selection procedure. Online surveys with both closed- and open-ended questions will be used to compile the data. UN OCHA offers a structure for the handling of information via which all humanitarian actors may contribute to the overall response. This research will enable the UN Office for OCHA better gather, process, analyze, disseminate, store, and retrieve data in the event of a catastrophe or humanitarian crisis. 展开更多

The Philippines is one of the most hazard prone and vulnerable countries in the world to climate change effects due to its geographical location. Climate change is already happening and affecting many places causing huge problems to coastal ecosystems. Vulnerability and disaster assessment and mapping in coastal areas are essential tasks and undertakings for coastal disaster risk management. The objectives of this study were to assess the climate change vulnerability and disaster risks in the four municipalities (Sta. Cruz, Candelaria, Masinloc and Palauig) of Zambales and to determine the climate change community-based adaptation (CBA) and ecosystem-based adaptation (EBA) strategies. Remote sensing, GIS, secondary data gathering and key informant interview were used to assess vulnerability and disaster risks and mapping in the four municipalities. Survey questionnaire, focus group discussion and key informant interview were utilized in gathering data for the determination of climate change adaptation strategies. Using remote sensing technology, it was revealed that coastline changes have occurred in the shorelines of the four coastal municipalities after a decade. Sea level rise happened in Sta. Cruz and Masinloc, Zambales while there was build-up of soil in the coastline of Candelaria and Palauig, Zambales. Twelve hazard maps, 12 vulnerability maps and 12 disaster risk maps were generated for the three major disasters (flood, landslide, storm surge) in the four coastal municipalities. Based on the flood vulnerability and disaster risk assessment, the municipality of Palauig was found to be the most prone to flooding while the municipality of Candelaria was found to be the most vulnerable to landslide compared to other municipalities. All coastal barangays in the four municipalities were susceptible to storm surge. The four coastal municipalities were conducting community-based adaptation (CBA) and ecosystem-based adaptation (EBA) approaches in order to protect their coastal resources from the damaging impacts of climate change and improve the resilience of their local communities. 展开更多

This blocking and bursting of landslide dams amplifies the debris flow scale and results in severe catastrophes. The catastrophic debris flow that occurred in Qipan gully(Wenchuan,Southwest China) on July 11,2013 was caused by intense rainfall and upstream cascading bursting of landslide dams. To gain an understanding of the processes of dam bursting and subsequent debris flow scale amplification effect,we attempted to estimate the bursting debris flow peak discharges along the main gully and analyzed the scale amplification process. The results showed that the antecedent and triggering rainfalls for 11 July debris flow event were 88.0 mm and 21.6 mm,respectively. The event highlights the fact that lower rainfall intensity can trigger debris flows after the earthquake. Calculations of the debris flow peak discharge showed that the peak discharges after the dams-bursting were 1.17–1.69 times greater than the upstream peak discharge. The peak discharge at the gully outlet reached 2553 m^3/s which was amplified by 4.76 times in comparison with the initial peak discharge in the upstream. To mitigate debris flow disasters,a new drainage channel with a trapezoidal V-shaped cross section was proposed. The characteristic lengths(h1 and h2) under optimal hydraulic conditions were calculated as 4.50 m and 0.90 m,respectively. 展开更多

Effectiveness of Drought Risk Reduction Policies: Case Study of Hay Production in Kajiado County, Kenya

Kenya has integrated several international, continental, and regional strategies and policies into its national and county programs to address climate-related disasters in livestock systems in pastoralism. This study reviews how these policy instruments have been integrated into local laws and the viability of hay production, a drought risk reduction strategy. The methodology used was a desktop review of policies, a KAP survey using a quantitative and qualitative questionnaire on 354 pastoralists and key informants selected using stratified random sampling, and a cost-benefit analysis of 23 hay farms in Kajiado-Central sub-county. The findings established that Kenya had adopted adequate legal instruments to support disasters in general and droughts specifically. However, the strategies are not elaborated into practical guidance resulting in poor implementation. For instance, the flagship hay production project in Kajiado focuses on building infrastructure on the government farms, with little support going to the actual hay farmers. In addition, staffing levels of technical officers are too low to adequately translate the strategies into activities that address the hay farmer’s pain points, namely the lack of a stable hay market, expensive capital assets and machinery, lack of quality forage seeds, and extension education. This paper recommends reviewing the implementation of the ongoing hay flagship projects to address the hay enterprise’s profitability and elaborating the strategies down to guidance that can be easily rolled out cognizant of the low staffing levels. Public-private partnerships can also address some challenges by stabilizing the hay markets, providing storage, and maintaining good-quality hay. In addition, the strategic feed reserve should include hay for pastoral livestock systems under drought risk reduction programs. Thus, targeted, relevant projects are critical if private hay enterprises are a sustainable drought risk reduction strategy. 展开更多

The severe damage and impacts caused by extreme events in a changing climate will not only make the sustainable development goals difficult to achieve,but also erode the hard-won development gains of the past.This article reviews the major impacts and challenges of disaster and climate change risks on sustainable development,and summarizes the courses and linkages of disaster risk reduction(DRR),climate change adaptation(CCA),and sustainable development over the past 30 years.Our findings show that the conceptual development of DRR actions has gone through three general phases:disaster management in the 1990s,risk management in the 2000s,and resilient management and development in the 2010s.Gradually,CCA has been widely implemented to overcome the adverse effects of climate change.A framework is proposed for tackling climate change and disaster risks in the context of resilient,sustainable development,indicating that CCA is not a subset of DRR while they have similarities and differences in their scope and emphasis.It is crucial to transform governance mechanisms at different levels,so as to integrate CCA and DRR to reduce disaster and climate change risks,and achieve safe growth and a resilient future in the era of the Anthropocene. 展开更多

Housing in informal settlements often lacks construction techniques that adopt criteria of resilience to natural hazards.Smartphones are rapidly diffusing in economically developing countries.The aim of this study was to assess the current use of smartphones by the masons of the informal settlements of Iringa,Tanzania,and to identify pathways for improving their construction practices.Data were collected through a mixed method approach that includes in-depth interviews,surveys,and a focus group with masons.The results reveal that only a few masons received formal training,most of them have never interacted with a qualified engineer nor consulted trained professionals when needed.Most masons own a smartphone and they extensively use it to gather technical information from the web,transfer money through mobile payments,share images of construction details,and promote their work on social media.The broad use of smartphones shows potential for enhancing construction quality.This article presents a unique analysis of the use of smartphones in the construction of informal settlements in Tanzania,which could be extended to other countries.Based on the findings,new strategies are proposed to engage with local stakeholders and foster the exchange of technical knowledge for safer settlements via smartphones. 展开更多

The Southern African Development Community(SADC)region,a regional economic body comprised of 16 member states,is one of our planet's most vulnerable regions to natural hazards,and has a complex disaster risk profile.The region has sustained several disasters over the past decades.These events include annual floods in 2004-2019 and extreme droughts(1990-1993);other climate-induced disasters,such as cyclones,also have had devastating impacts,particularly on the Indian Ocean island states and east coast countries.To reduce the risk and impacts of dis asters,governments must invest in disaster risk reduction(DRR).However,interventions aimed at reducing social and economic vulnerability and investing in longterm mitigation activities are often few,poorly funded,and insignificant in comparison with money spent on humanitarian assistance,dis aster relief,and post-disaster reconstruction.This study investigated whether DRR is adequately funded within SADC member states in light of the high stakes in human life,infrastructure,and economic losses and the potential savings involved.The study applied a qualitative research design with data collected through semistructured interviews and focus group discussions.Respondents were selected purposefully and through snowball sampling with a total of 67 respondents from Botswana,Eswatini,Namibia,South Africa,and Zimbabwe participating in the study.The study findings reveal that DRR is inadequately funded in all the member states consulted in comparison to funding allocated to disaster response.In light of the underfunding experienced by DRR activities,this study provides a platform for lobbying and advocacy for adequate funding for DRR. 展开更多

Integrating disaster waste issue is a critical component of making humanitarian action fit for the future,anticipating global risks and challenges such as increased vulnerability due to climate change and environmental degradation.This requires a fundamental shift towards a model that not only strengthens the response to crises but also learns and adapts in order to anticipate and act before such waste garnered.This article conducted analyses on the characteristics of disasters in the past two decades.Uncertainties confound disaster waste management,including the timing and magnitude of each disaster,and the amounts and types of waste that will be generated.For these reasons alone,disaster waste management must be an integral part of development planning and processes.Making 10 years since the 2008 Wenchuan earthquake,this article highlights that disaster waste management is not only debris clearance or waste management following a disaster,but also includes prevention and pre-disaster preparedness aspects in terms of enhancing resilience of local communities.Such"mainstreaming,"ensures that disaster waste management(DWM)will be treated as a priority issue,on an ongoing basis.Based on UN Environment's experiences and approaches,this paper emphasises that preparedness is the key,and that priority should be accorded to integrating disaster contingency planning in national and city level waste management strategies as well as mainstreaming waste management issues within broader disaster preparedness and response plans and actions.It is envisaged that the issues presented and the gaps identified in this paper will provide a basis for future comprehensive and cohesive research on disaster waste management.In turn,this research can lead to better preparedness and response on disaster waste management. 展开更多

Climate change continues to intensify existing disaster risks and vulnerabilities in the Philippines. Thus, implementation of climate change adaptation strategies is vital to counter the effects of climate change. It is in this context that this study was undertaken to analyze the need or urgency to adopt community and ecosystem-based adaptation strategies among selected coastal barangays (villages) of Masinloc, Zambales, Philippines. Various methods of data collection were utilized such as secondary data collection, primary data collection through household survey, key informant interviews, and focus group. Results of the study indicate that in terms of community-based adaptation strategies, all of the seven barangays in Masinloc have moderate necessity. However, only Barangays Bani and Collat have high adaptation capacity in terms of infrastructure and disaster preparedness. The execution of several community-based adaptation strategies helps these barangays to respond immediately and appropriately to the moderate risk posed by floods and storm surges. On the other hand, in terms of ecosystem-based adaptation strategies, all of the seven barangays have moderate necessity which implies that they have moderate vulnerability and risk to flood and storm surge but have high adaptation capacity in terms of the conservation and protection of coastal resources (mangroves and sea grasses). The barangays implemented the necessary ecosystem-based adaptation mechanisms that they might need in the future. This only means that when they are faced with disaster, the local communities are prepared to respond appropriately and to cope up with the effects of extreme weather events which lead to floods and storm surge. Even though most of the ecosystem-based adaptation strategies are conducted by the seven barangays, there are several community-based adaptation strategies that are still lacking which will protect them from the effect of floods and storm surges. Hence, carrying out the missing adaptation strategies, both community-based and ecosystem-based, will help in improving the adaptive capacity of the affected barangays and will help them become more resilient to the amplified effects of climate change. 展开更多
