Comprehensive Assessment of Regional Circular Economy Development Based on Efficiency of Resource & Environment: A Case Study of Jiangsu Province 被引量:2

In the first, the paper gave a retrospective analysis on the comprehensive assessment of circular economic development. According to the requirement of improving resource & environment efficiency, the paper designed an analytical framework for a comprehensive assessment of regional circular economic growth, which consists of the goal, object and technical line of the comprehensive assessment of regional circular economic development. Given that, the paper discussed the criterion for choosing the assessment index, the approaches of index's weighing determination, the means of data standardization, and the reference system of assessment index value and so on. According to the framework of regional circular economic development evaluation, die paper made a comprehensive evaluation of Jiangsu Province's circular economic development. The result shows that from temporal change, Jiangsu Province's circular economic development had different stages; from the spatial comparison, there is variance among different regions, which could be divided into different types according to the spatial variance and the relation between the development of circular economy and the aggregative index number. There was a remarkable correlation between circular economic development level and GDP or the 2nd industry GDP.Finally, the paper gives some suggestions on how to promote the development of circular economy in Jiangsu Province. 展开更多

With the global economy integration and progress in energy transformation,it has become a general trend to surpass national boundaries to achieve wider and optimal energy resource allocations.Consequently,there is a critical n eed to adopt scie ntific approaches in assessi ng cross-border power grid interconnection projects.First,con sidering the promotion of large-scale renewable energy resources and improvements in system adequacy,a comprehensive assessment index system,including costs,socio-economic benefits,environmental benefits,and technical benefits,is established in this study.Second,a synthetic assessment framework is proposed for cross-border power grid interconnection projects based on the index system comprising cost-benefit analysis,with market and network simulations,iterative methods for indicator weight evaluation,and technique for order preferenee by similarity to an ideal solution(TOPSIS)method for the project rankings.Fin ally,by assessi ng and comparing three cross-border projects betwee n Europe and Asia,the proposed index system and assessment framework have been proved to be effective and feasible;the results of this system can thus support investment decision-making related to such projects in the future. 展开更多

[Objective] The study aims at evaluating the water environmental quality of the Liaohe River mainstream. [ Method] The water quality of two monitored sections in the mainstream of the Liaohe River from 2004 to 2010 was assessed by the fuzzy comprehensive appraisal combined with weighted average, and some practicable measures were put forward according to the assessment results. [ Result] From 2004 to 2010, the water quality of the Liaohe River mainstream varied from Grade II to III at Zhuershan section, and changed from Grade II to IV at Xing'an section, becom- ing better on the whole. In addition, the major factor influencing the water quality is the small content of dissolved oxygen (DO) in the water body. Meanwhile, the pollution of the water body mainly results from the discharge of organic matter consuming oxygen largely, and ammonia nitrogen should be paid more attention to. [ Conclusion] The research could provide scientific references for the protection of water environment and its pollu- tion control in the mainstream of the Liaohe River. 展开更多

The aim of the study was to assess the environment-health development in different regions of China. 175 indicators, such as average life expectancy at birth, emission intensity of waste gas, GDP etc. were chosen to describe various aspects of the environment, health and development of China. Of all the indicators, life expectancy can sufficiently reflect health situation of population. Consequently, life expectancy was identified as key indicator, and 42 out of 175 indicators were selected for establishing the environment-health indicator framework with three grades of integrative indices to assess the development of environment-health of China. Based on the hierarchical relation between various grades of indices, the comprehensive environment-health index was calculated and contributed to classify the environment-health situation of 30 provinces, municipalities and autonomous regions in China which were divided into five grades by four predefined limits. Comprehensive assessment indicates that the environment-health situation of the eastern and coastal areas is superior to that of inland which is the western regions with underdeveloped economy and rigorous natural condition. Especially, the Qinghai-Tibet and Yunnan-Guizhou plateaus in southwestern China are most vulnerable in the environment and population health. These fit in with the pattern of national socio-economic development, which fully shows that socio-economic context plays a dominant role in the improvement of environment-health in China. 展开更多

Taking shallow groundwater in Jinjiang City,Fujian Province for example,it was found that the classical element-matter analysis shows deficiency in calculation of correlation function,so the improved matter-element method was applied for the comprehensive assessment of shallow groundwater in Jinjiang City,and the spatial distribution was shown in maps.The assessment results demonstrated that ground water quality of most regions in the study area belonged to Grade I and II,thus the overall quality of shallow groundwater was good.The groundwater of Grade IV and V(relatively poor and extremely poor) was mainly distributed in Dongshi Town,Chendi Town,Zimao Town,and Shenhu Town,major exceeding-standard factors that influence shallow groundwater quality in the local area included TDS,Mn^(2+),NO_3,NO_2,NH_4^+ and Cl^-,which mainly owed to invasion of seawater,original geological conditions,industrial and agricultural discharge,and human life. 展开更多

The assessment results showed that most groundwater in the district was in the grade I and II, i.e. the overall groundwater environment in this area was favorable; groundwater of grade III(poorer level) was mainly distributed in Dongshi Town in the coastal region, and the total area was smaller. Major out-of-limit factors are TDS, nitrate, nitrite, ammonia nitrogen, and chloride, therefore, industrial and agricultural development, human activities and seawater invasion were major causes for the aggravation of water quality. 展开更多

BACKGROUND The role of comprehensive geriatric assessment(CGA)in screening for mild cognitive disorders was not known.AIM To evaluate the role of CGA in screening for mild cognitive disorders.METHODS A total of 100 elderly people who underwent health examinations in our hospital and community between January 2020 and December 2021 were included for analysis.Using Petersen as the diagnostic gold standard,healthy individuals were included in the control group and patients with mild cognitive impairment were assigned to the study group.The correlation between the cognitive function of the patients and their baseline clinical profiles was analyzed.Patients'Montreal Cognitive Assessment(MoCA)and CGA screening results were compared,and the sensitivity and specificity were calculated to assess the screening role of CGA.RESULTS CGA assessment yielded higher diagnostic accuracy than MoCA.The results of the multivariate regression analysis showed no correlation of gender,age,body mass index and literacy with cognitive function.Patients with mild cognitive impairment obtained significantly lower MoCA scores than healthy individuals(P<0.05).In the CGA scale,patients with mild cognitive impairment showed significantly lower Mini-mental State Examination,Miniature Nutritional Assessment and Berg Balance Scale scores,and higher Activity of Daily Living,Instrumental Activities of Daily Living Scale and Frailty Screening Inventory scores than healthy individuals(P<0.05),whereas the other assessment scales showed no significant differences(P>0.05).The CGA provides higher diagnostic sensitivity and specificity than the MoCA(P<0.05).CONCLUSION CGA allows accurate identification of mild cognitive impairment with high sensitivity and specificity,facilitating timely and effective intervention,and is thus recommended for clinical use. 展开更多

The sustainable development of innovative cities in China: Comprehensive assessment and future configuration 被引量:8

Innovative cities not only constitute an important basis for innovation activities, but also play a strategically critical role in constructing an innovative country, producing new forms of urban development, and fostering urban sustainable development. Currently, China is marching toward the goal of establishing an innovative country by 2020, but in the start-up phase of this process of innovative city construction, the fundamental transition from factor-driven development to innovation-driven development is not being realized. As a result,a wide gap currently exists between China's innovative cities and the advanced innovative cities in developed countries. This paper argues that this necessary transition is being constrained by a series of bottlenecks in investment, income, techniques, contributions, and talents. The article takes 287 prefecture-level cities as its object of comprehensive assessment, developing a comprehensive assessment system for innovative cities and devising innovative monitoring system software in order to evaluate the current situation in China's innovative city construction. The analysis addresses four key aspects – namely,independent innovation, industrial innovation, living environmental innovation, and institutional innovation – as well as the spatial heterogeneity of the innovative city construction process. The results demonstrate that the level of innovation in Chinese cities is low, and the paper warns that building an innovation-oriented country will, as a consequence,be difficult. Some 87.8% of the cities studied maintained comprehensive levels of innovation that were lower than the national average. The level of comprehensive innovation in a city was found to have close and positive correlation with economic development. The level of the eastern region of China was, in particular, found to be significantly higher than that of the central and western regions. The levels of urban independent innovation, industrial innovation,environmental innovation, and institutional innovation showed consistent spatial heterogeneity, as did the comprehensive level of innovation in cities. In the future, the authors suggest, China should speed up the construction process in accordance with the basic principles of "independent innovation, breakthroughs in key fields, market-oriented, regional interaction, talent-supported," with the purpose of building up Beijing, Shenzhen, Shanghai,and Guangzhou as global innovation centers; and Nanjing, Suzhou, Xiamen, Hangzhou, Wuxi,Xi'an, Wuhan, Shenyang, Dalian, Tianjin, Changsha, Qingdao, Chengdu, Changchun, Hefei,and Chongqing as national innovation centers, by 2020. Through this process, China will finally build a national urban innovation network that includes 4 global innovative cities, 16 national innovative cities, 30 regional innovative cities, 55 local innovative cities, and 182innovation-driven development cities, thereby contributing to the establishment of an innovative country by 2020. 展开更多

In this paper, however, opposite examples are given and we further prove that using environmental quality fuzzy comprehensive assessment method (EQFCAM) without conditions will lead to the absolutely non-scientific result. Two basic rules that FCA should adhere to are put forward in this paper. They should be the foundation of EQCA. The nutritive value of pleurotus ostreatus growing in vinegar waste culture materials was evaluated by means of fuzzy comprehensive assessment,In the evaluation, the nutritive composition of the daily necessary of an ordinary adult was used as the standard nutritive structure and that of pleurotus ostreatus cultivated in cotton seed shell culture materials as a contrast. the results showed that the protein content of sporophore growing in vinegar waste culture materials(Sporophore V ) was lower than that of sporophore growing in cotton seed shell culture materials(Sporophore C ), but the nutritive structure of Sporophore V was more rational than that of Sporophore C. This leads to the conclusion that the nutritive value of two kinds of sporophore has no evident difference, and using vinegar waste as a substitute for cotton seed shell to cultivate pleurotus ostreatus does not affect the nutritive value of pleurotus ostreatus. 展开更多

Offshore structures will encounter serious environmental load, so it is important to study the structural system reliability and to evaluate the structural component safety rank. In this paper, the bracnch-and-bound method is adopted to search the main failure path, and the Ditlevsen bound method is used to calculate the system failure probability. The structure is then assessed by the fuzzy comprehensive assessment method, which evaluates the structural component safety rank. The ultimate equation of the tubular cross- section is analyzed on the basis of ultimate stregnth analysis. The influence of effect coefficients on the structural system failure probability is investigated, and basic results are obtained. A general program for spatial frame structures by means of the above method is developed, and verified by the numerical examples. 展开更多

Due to the increasing power consumption of whole society and widely using of new non-linear and asymmetric electrical equipment,power quality assessment problem in the new period has attracted more and more attention.The mathematical essence of comprehensive assessment of power quality is a multiattribute optimal decision-making problem.In order to solve the key problem of determining the indicator weight in the process of power quality assessment,a rough analytic hierarchy process(AHP)is proposed to aggregate the judgment opinions of multiple experts and eliminate the subjective effects of single expert judgment.Based on the advantage of extension analysis for solving the incompatibility problem,extension analysis method is adopted to assess the power quality.The assessment grades of both total power quality and each assessment indicator are obtained by correlation function.Through a case of 110 kV bus of a converting station in a wind farm of China,the feasibility and effectiveness of the propose method are demonstrated.The result shows that the proposed method can determine the overall power quality of power grid,as well as compare the differences among the performance of assessment indicators and provide the basis for further improving of power quality. 展开更多

Therefore, a reasonable assessment of the flood-affected areas, advance arrangements for the deployment of the Yellow River basin flood disaster prevention and control plays a decisive role. For this purpose, this paper proposes a level assessment method based on the flood which analyzes three factors related to flooding disaster (disaster impact range, social index, and property index) through the gray correlation analysis method, to evaluate the level of flood disaster. Different from the traditional assessment method, which evaluates the nature of flood from the perspective of indicators such as frequency, duration, and magnitude, or indirect factors such as rainfall and soil loss, this paper conducts qualitative calculation of macro-scale indicators from the perspective of post-disaster losses in previous years. This study provides a new way of thinking and method for the classification of the flood disaster, which has certain practical application value under the condition of conforming to its own use. </div> 展开更多
