Are energy conservation and emission reduction policy measures effective for industrial structure restructuring and upgrading? 被引量:1

The use of energy conservation emission reduction policies to promote industrial restructuring and upgrading and thus facilitate energy conservation and emission reduction is one of the 10 important strategies of environmental management in China. The use of energy conservation emission reduction policies to promote industrial restructuring and upgrading and thus facilitate energy conservation and emission reduction is one of the important strategies of environmental management in China. Based on the systematic collection of 1,195 energy conservation emission reduction policies, we discuss the influence of individual measure and measure synergy of energy conservation and emission reduction policies respectively. The results show that the energy conservation and emission reduction policies have a significant effect on the overall promotion of industrial upgrading. The financial measures and guidance measures have a positive impact;the financial measures and guidance measures have significantly positive effect; however, the administrative measures, fiscal tax measures, and other economic measures do the opposite; the positive effect of the synergy of guidance measures and financial measures is greater than the negative effect of considering only the synergy of fiscal tax measures and other economic measures, and significantly greater than the negative effect of the synergy of administrative measures, fiscal tax measures, and other economic measures. We should strengthen and emphasize the use of the measure that has positive effect on industrial structure restructuring and upgrading individually and synergistically. 展开更多

2020 is the year of decisive stage for building a well-off society in an all-round way.On the winter vacation of 2020,we went to Huoshan County,Anhui Province,an old revolutionary area,and conducted a social survey fo... 2020 is the year of decisive stage for building a well-off society in an all-round way.On the winter vacation of 2020,we went to Huoshan County,Anhui Province,an old revolutionary area,and conducted a social survey for nearly a month.Through interviews,on-site observations,and access to materials,we clearly found that the local party committee and government actively responded to the call of the state,practiced the"two mountains"theory,turned a poor and backward agricultural county into a national ecologically civilized and well-off county,and realized the coordinated progress of poverty alleviation and energy conservation and emission reduction.Starting from the government policies and rural facts of Huoshan County,a national ecological county,and using Porter’s"Diamond Model",our team used Huoshan County’s environmental advantages and disadvantages,economic prosperity and decline as comparison conditions,and analyzed external factors such as factor conditions,opportunities,related and supporting industries,government forces,etc.,to come up with pertinent recommendations for the development of agricultural county-level characteristic industries. 展开更多

Innovatively addressing the challenge of difficult winter starts for vehicles in northern regions,this study has developed a Thermally Controlled Preheating Engine Activation System.This system ingeniously integrates a thermal insulation kettle,an efficient water pump,precision valves,and temperature sensors,all closely linked with the engine’s coolant circulation system.In cold environments,the system automatically initiates a preheating mechanism by circulating and heating the coolant,significantly enhancing engine startup efficiency and reducing wear caused by cold starts.The anticipated outcome of this research is to substantially improve the operational reliability of vehicles in cold climates,extend their lifespan,promote energy conservation and emissions reduction,and drive the automotive industry towards greener,more efficient,and intelligent technologies,thus laying a solid foundation for industry upgrades and transformation. 展开更多

Ecological animal husbandry is an animal husbandry industry system integrating ecological benefit, economic benefit and social benefit. Breeding cycle is one of the main patterns of ecological animal husbandry development, but breeding cycle does not form a relatively closed cycle of endogenous resources. In recent years, forage value and ecological value of mulberry have made some progresses in different research areas and angles, but the thought and practice of both forage and ecological value of mulberry has not been systematically interpreted and researched. Based on the short board of animal husbandry development and the advan- tage of mulberry, animal husbandry and mulberry were complemented and fused, and relatively closed planting and raising ecological recycling pattern with mulberry as the axis was raised. Phased scientific research and production test data were obtained, and the problems and development suggestions were put forward in the following aspects : selection of mulberry varieties with both forage and ecological value, cost control of mulberry with both forage and ecological value, quality and safety control system of forage mulberry, orientation of feeding value of forage mulberry. 展开更多

The core of China’s low-carbon development includes optimization of industrial structure,clean energy technologies,emission reduction technologies,and innovation of relevant systems and institutions.China National Petroleum Corporation(CNPC)has always been a proactive participant in developing low-carbon economy,shouldering the responsibilities of safeguarding oil and gas supply,conserving energy,and reducing emission.Therefore,CNPC fulfills those responsibilities as a substantial part of its overall strategy.Guided by low carbon and driven by innovation,petroleum corporations have taken constant innovation of low-carbon technologies,especially the development of green and low-carbon petroleum engineering technologies and equipment,as major measures for energy conservation and emission reduction.Large-scale development mode o f unconventional resource anhydrous fracturing should be innovated.And supercritical C 02 should be used to replace water for fracturing operation,in order to achieve multiple objectives of C 02 burying,conserve water resource,improve single well production and ultimate recovery,realizing reduced emission and efficient utilization o f C 02 resources.Artificial lifting energy-saving and efficiencyincreasing technologies and injection-production technology in the same well should also be innovated.Energy consumption of high water-cut wells is reduced to support the new low-carbon operation mode of high water-cut oilfields and realize energy saving and efficiency improvement during oil production by developing the operation efficiency of the lifting system and reducing the ineffective lifting of formation water.These technologies have been widely recognized by local and international experts and have greatly enhanced CNPC's international influence.This study expounds the key technologies and equipment with regard to the development of green and low-carbon petroleum engineering and provide relevant suggestions. 展开更多
