The Experience of Overseas Land Readjustment for China's Construction Land Consolidation

At present,China is facing rapid economic and social development as well as the shortage of land for construction. In fact,various countries and regions are faced with similar problems in the process of urbanization and industrialization,and the land readjustment is often adopted for construction land consolidation to promote economical and intensive land use and solve the supply and demand conflict of construction land. Based on the land readjustment experience of Germany,Japan,China Taiwan and South Korea,we perform a comparative analysis on the implementation background,concept,purpose,procedures and core principles,and borrow ideas from their experience,in order to provide a reference for China to adopt suitable land readjustment tools during construction land consolidation.

S&T DEVELOPMENT AND STRUCTURAL READJUSTMENT

S&T development is the eternal theme of the CAS working priorities. The common goal of all the reforms now underway in the CAS system is to promote the S&T cause. As the external situation of the S&T development in China changes, it becomes necessary for the CAS to adopt counter-measures to respond accordingly. This article gives an overall exposition, ranging from a review of the significance of the current drive towards structural readjustment in the CAS, to its main contents, expected targets, principles and the selection of possible options, in addition to a number of concrete suggestions and tentative ideas aired by the author of this article for the on-going drive.Based on the deepening development of the current and full-scale reform drive in the Academy, the CAS leadership had put forward a plan for carrying out a structural readjustment program across the CAS system. To promote this new move, here I would like to offer some of my personal opinions and tentative ideas.

China-Japan Relationship is a very special bilateral tie in international relations since it＇s a matter of regional peace and stability. By analyzing the historical roles, status quo and existing problems in CAS basic research, this article points out the needs for structural readjustment and puts forward some suggestions on this point in basic research in the context of the possible models of basic structural units for basic research and their ways of combination as well as the implementing procedures of structural readjustment.

研究目的:介绍和分析国外的市地整理模式,为我国开展市地整理及其研究提供借鉴。研究方法:文献资料法和比较分析法。研究结果:国外的市地整理广泛地应用于城市规划和城市建设,具有不同的组织和管理模式以及适用于不同城市土地类型的应用模式;不同的模式可以根据不同的情况和条件,采用灵活的管理方式和实施程序,有效地协调政府、土地所有者、开发商等多方利益人的关系,高效地实现城市土地结构的调整和生态环境的改善,防止城市的无序扩张。研究结论:我国应尽快开展市地整理研究,探寻适合我国的市地整理模式。

基于GIS的县级耕地开发整理潜力分析及评价——以浙江省仙居县为例

土地整理是我国实现耕地总量动态平衡的根本出路,但目前开发整理潜力的估算在我国尚属空白。该文结合浙江省仙居县后备资源调查工作的成果,在GIS的支持下,分析全县的耕地农居点和后备资源情况,以及估算开发整理潜力,为土地利用总体规划和耕地开发整理专项规划奠定了基础。

土地整理过程中碳量损失与生态补偿优化设计

土地整理改变了项目区土地利用结构,打破了生态系统碳循环平衡。在土地整理实施的过程中以及实施以后一段时期,项目区生态系统碳蓄积量必然损失,从而使项目区农业生态系统由碳汇变成了碳源。以湖北省荆门市东宝区崔院村土地整理项目区为例,拟通过对生态系统碳蓄积量的估算,并采用线性规划的方法求算土地整理规划设计的最佳土地利用结构,从而实现对土地整理所引起的生态系统碳量损失进行补偿的目标。结果表明,为了实现土地整理的耕地面积最大化目标,通过采用线性规划的方法所得到的土地利用结构优化方案能够很好地满足规划设计所涉及的各类用地的面积以及生态系统的碳量平衡等约束条件。耕地面积增加量占总土地面积的11.94%实现了最大化目标,同时满足了道路系统和水利灌溉系统以及居民点等用地的需求,而人工林地的面积必须增加3.90 hm2,也就实现土地整理前后生态系统碳量的平衡。

土地整治重大工程项目建设监测管理系统的设计与实现

研究目的:通过信息化手段对已批复的土地整治重大工程项目建设情况进行动态监测和预警。研究方法:系统分析法、软件工程与系统开发。研究结果:从建设一体化监管信息平台出发,构建了"中央→省级→县(区)级"动态监测管理系统。研究结论:通过系统建设,实现了对重大工程项目实施状态、建设目标完成、工程进展、资金下达与使用、阶段验收等情况的动态、全面掌握,为强化监管目标、提高监管效率、有针对性地组织实施核查提供重要的技术支撑。

江苏盐城国家级珍禽自然保护区调整及其驱动力分析

在确定了盐城国家级珍禽自然保护区调整原则基础上,提出了该保护区的范围调整和功能区划调整方案。调整后,整个保护区范围由调整前的45.30×104hm2减至28.42×104hm2,核心区由调整前的1.74×104hm2增至2.19×104hm2,占保护区总面积的7.71%,缓冲区和实验区分别由调整前的4.67×104、38.89×104hm2变为5.57×104、20.66×104hm2。从自然条件改变、区域种群动态以及保护区与周边地区协调发展3个方面分析了盐城保护区调整的驱动力。
