On the basis of the present situation of calculation of penalty for delay of the bidding section construction period with the critical path method, we studied the effects of contractor-induced delay of the bidding section construction period in detail, including the effects on the construction period of the bidding section itself, the earliest start times of the next bidding section and other subsequent bidding sections, and the construction period of the program, and then constructed a penalty model for delay of the bidding section construction period from the perspective of programs. Using the penalty model, we conducted a practical analysis of penalty for delay of the construction period of the Baoying station program in the South-to-North Water Diversion Project. Given contemporary companies’ market strategies of focusing on their competitive advantages, most of them have externalized their software production to outsourced services. Therefore, the call for software tenders has become a common step in the software life cycle. In this paper, we present a tool which aids non-experts to specify call for software tenders. The motivation was Chile situation of most of rural and semi-urban city halls which do not have engineering teams to build call for software tenders. We describe the problem in terms of lack of competitiveness and empty biddings generated by low quality calls for tenders. The bill also exempted the...In 1997, the Ohio Senate passed Senate Bill 102 which established the Ohio School Facilities Commission as a separate agency to oversee the rebuilding projects of the public schools in Ohio. The bill also exempted the construction contractors from paying prevailing wages on these projects on the hypothesis that this exemption would lower the construction cost. The purpose of this study is to investigate this hypothesis through the statistical analysis of 8,093 bids received from the years 2000 through 2007 for the schools' construction. Union contractors who paid their workers union wages and non-union contractors who did not pay prevailing wages bid these projects. The hypothesis, that prevailing wage laws increased the construction cost, was tested by comparing the bids/SF (square foot) from both groups (union and nonunion) for the different construction trades. The study indicated that there was statistical significant difference between the bids/square foot for union contractors and the bids/square foot for non-union contractors for only the following trades: earthwork, existing conditions, plumbing, electrical and HVAC (heating, ventilation and air conditioning). The averages of bids/SF from the union contractors were higher than those from the non-union contractors for earthwork, existing conditions and plumbing works, and the opposite for electrical and HVAC works. There was no statistical significant difference in the bids from the communications, concrete, conveying equipment, electronic safety and security, equipment, finishes, fire suppression, furnishings, masonry, openings, structural steel, thermal and moisture protection, plastics and composites and wood works.展开更多

This practice provides the awarded bidder with unjustified advantages at the expense of the owner. Unfortunately, limited tools and techniques are currently available to identify and detect unbalanced bids during the evaluation process. This paper presents an innovative detection tool to identify unbalanced bids in unit price contracts during the bid evaluation process. The proposed technique develops BMDI graphs to visualize total markup variation patterns during the project lifetime to detect unbalanced bids. The proposed method also uses Monte Carlo simulation to take in consideration the impact of cost uncertainties and risks. An illustrative example was presented to show the capabilities and features of the proposed method in determining the status of submitted bids during the evaluation process.展开更多
E-tendering can be defined as the issue and receipt of tender documentation through electronic means which facilitates the procurement of construction work and the award of contracts. The current paper-based method of...E-tendering can be defined as the issue and receipt of tender documentation through electronic means which facilitates the procurement of construction work and the award of contracts. The current paper-based method of tendering has been commonplace within the industry for a significant number of years, but with recent technological advancements, this traditional process is rapidly becoming outdated. Several major projects within the UK are now being procured through the e-tendering process which includes the multibillion pound development for the Olympic Games in London 2012. However, while these prestigious projects are embracing e-tendering technology, it is not certain as to what extent e-tendering is used across the construction sector generally. This research is primarily concerned with establishing the current status, practicalities and resource effectiveness of e-tendering within UK construction. Results are provided from an in-dustry survey which includes both quantitative and qualitative data. A case study implementation is also in-cluded which assesses the utilisation of e-tendering software in practice. The research findings indicated that e-tendering can provide substantial resource savings to a major part of the supply chain, with the key benefits being enhanced communication, time savings and reduced costs. However, a considerable proportion of the industry remains uncertain about embracing new technologies, with reluctance to change being perceived as the greatest barrier. The findings suggest that many professionals within the UK construction industry recognise a requirement for increased implementation of e-tendering, but feel that training, education and support from senior management are essential requirements for e-tendering to become widely accepted in the future.展开更多
