Reliable transmission of consultative committee for space data systems file delivery protocol in deep space communication

In consultative committee for space data systems（CCSDS） file delivery protocol（CFDP） recommendation of reliable transmission,there are no detail transmission procedure and delay calculation of prompted negative acknowledge and asynchronous negative acknowledge models.CFDP is designed to provide data and storage management,story and forward,custody transfer and reliable end-to-end delivery over deep space characterized by huge latency,intermittent link,asymmetric bandwidth and big bit error rate（BER）.Four reliable transmission models are analyzed and an expected file-delivery time is calculated with different trans-mission rates,numbers and sizes of packet data units,BERs and frequencies of external events,etc.By comparison of four CFDP models,the requirement of BER for typical missions in deep space is obtained and rules of choosing CFDP models under different uplink state informations are given,which provides references for protocol models selection,utilization and modification.

Research on the Realization Path of Consultative Governance of River Basin Water Environment in China

As a new way of governance,deliberative democracy has an inherent compatibility with river basin water environment governance.Consultative governance of river basin water environment is an important way to build an ecological civilization in the river basin.It involves three different levels of government-level democratic coordination,government-enterprise-society consultation and cooperation,and independent consultation between citizens and their governance mechanisms.To realize the consultative governance of river basin water environment,the concept and system construction of consultative governance should be incorporated into the system and mechanism construction of river basin water environment administration.

Testative Discussion on how to be an Eligible Interpreter--Based on the People’s Republic of China of the National People’s Congress and Committee of the People’s Political Consultative Conference from 2012 to 2014

In recent years,with the rapid development of the Chinese economy,the“two sessions”in March of every year which sponsored by the ministry of foreign affairs attract more and more journalists from all over the world.The press conference in the“two sessions”likes an important window to show China’s policies and claims to the world.Meanwhile,the premier who answers questions in the press conference,respectively,shows the world the eloquence and polite manners of China’s premier,such as Premier Wen Jiabao and Premier Li Keqiang.Their astute response,excellent,and emotional expression makes a deep impression on audiences.Moreover,as a bridge between the speaker and the listeners,the interpretation once is incorrect will cause some mistakes even conflicts.Therefore,the interpreter plays a most important role in the press conference.How to improve the interpretation level in the press conference is a significant topic.The thesis mainly introduces the content of press conference interpreting from 2012 to 2014.At present,the practical study of press conference interpretation is far from enough.The last part gives the summary of the study and points out the main findings for the further study.

Research on the Contribution of the Chinese People’s Political Consultative Conference in Promoting the Construction of the Chengdu- Chongqing Economic Circle

The influence applied by the Chinese People’s Political Consultative Conference(CPPCC)in promoting the construction of the Chengdu-Chongqing economic circle cannot be ignored.At present,the Sichuan Committee of CPPCC and Chongqing Committee of CPPCC are actively participating in the construction of the Chengdu-Chongqing economic circle by building collaborative platforms,conducting joint consultations,and holding consultations on special issues.From three aspects,namely the unique advantages of the CPPCC,the fact that full consultation between CPPCCs in different regions is conducive to coordinating the interests of local governments of the same level,and that fact that it is also conducive to promoting inter-governmental cooperation,this article elaborates on the necessity of the contribution of the CPPCC in promoting the construction of the Chengdu-Chongqing economic circle and discusses four paths for the CPPCC’s promotion of the construction of the Chengdu-Chongqing economic circle:Strengthening the Communist Party of China’s leadership over the political consultation work of the CPPCC,using the CPPCC to consolidate the consensus of“a Sichuan-Chongqing close family,”innovating the form,content,and objects of democratic supervision,and building the information exchange mechanisms between the CPPCCs of Sichuan and Chongqing.

CONSULTATIVE RECOMMENDATIONS ON SUSTAINABLE DEVELOPMENT IN KARST AND ROCK-NAKED MOUNTAIN AREAS OF SOUTHWEST CHINA

The serious degradation of the ecological environment and the rapid expansion of stone desert have had a serious effect on the economic development of karst and rock-naked mountain areas in Southwest China. Moreover, these areas are still at the initial stage of industrialization, characterized by a greater significance of agriculture to the economy, face sharp contradictions among the population, the arable land and resources, and are suffering because of a shortage of investment. On the basis of this current situation, three recommendations are made in this article: "coordinating the relations among grain, ecology, population and economic development", "increasing the input of science and technology", and "adopting policies consistent with social equity in areas of poverty".

Global Dryland Ecosystem Programme(G-DEP):Africa consultative meeting report

In order to enhance and restore the ecosystems of natural capital in African arid regions,the Global Dryland Ecosystem Programme(G-DEP)consultative meeting was hosted in Dakar,Senegal,from 23 to 25 September 2019.This paper details the first African meeting of the G-DEP.Consultative meeting reviewed preceding dryland ecosystems case studies,identified vulnerable arid and semi-arid regions,and proposed sustainable solutions to problems.It also identified the successes and failures of previous attempts to improve vulnerable ecosystems and ultimately formed an action plan to improve these attempts.Climate,ecosystems,and livelihoods for Sustainable Development Goals(SDGs),Great Green Wall Initiative(GGWI)for Sahara and Sahel,and China-Africa cooperation on science,technology,and innovation are three extra main sections concerned of the meeting.Separately,more specific topics as the complicated relationship between these natural processes and human activity,including pastoralism,soil restoration,and vegetation regenerate techniques,were fully discussed.Consultative meeting also identified the positive effects international collaboration can have on dryland regions,specifically in the capacity of sharing information,technology,and innovation on purpose to develop a joint proposal for long-term research programs in African arid and semi-arid areas.Moreover,meetings that review the progress made on ecosystem management for the sustainable livelihoods in Africa,identification of priority areas,and the development and implementation of ecosystem programs for proper research and collaboration in African arid and semi-arid zones,have been proposed as strategic recommendations to enhance the global partnership for sustainable development.Furthermore,as the outcomes of the workshop,there are three steps proposed to handle African dryland climate changes,several aspects suggested to solve current dilemmas of the GGWI,and a series of actions recommended for G-DEP related activities in Africa.

When democratic deliberation encounters Confucian moral governance:Rethinking consultative politics in rural China

The last decades have witnessed the flourishing of consultative democracy(xieshang minzhu,a concept similar to deliberative democracy)in China,with ambitions for implementing consultative politics and governance.In the West,mainstream deliberative democracy studies largely overlook the fact that deliberation is an elusive and polysemic notion,which develops into various practices in different social and cultural contexts.Therefore,a non-Western-centred approach needs to be adopted to further investigate deliberative experimentation in rural China.Based on the four months of fieldwork conducted in several villages in rural China,this paper argues that China’s rural villages have inherited a strong Confucianism-based idea of deliberation and consultation.With case studies from the sociological-political perspective,this paper also aims to shed some new light on the compatibilities between modern democratic governance approaches and the informal,hierarchical and highly moralised forms of public order in the rural Chinese acquaintance society.Incorporating these empirical observations could bridge the gap between Western and Chinese perspectives on the theory and practice of deliberative democracy.

The Role of Consultative Democracy in a Constitutional System and the Rule of Law in China

The rule of law in China should be advanced under a systems framework. The systems framework on which the Chinese rule of law relies is shaped by the socialist democratic system. Socialist consultative democracy, which responds to the core themes of the determinant of socialism, Party leadership, the democratic tradition of New China and native resources for constructing the rule of law, is an important resource for constructing the rule of law in China. In a constitutional system of＂ruling Party--political power--the people＂ that takes the sovereignty of the people as the logic of its starting point, consultative democracy plays the role of functional coupling. Popular sovereignty gains political legitimacy on the basis of multi- party cooperation and political consultation under the leadership of the CPC, thus translating the will of the ruling Party into the will of the state. Consultative democracy constitutes an essential process in national decision-making, affording a basis for the construction of the inherent logical sequence of ＂ruling Party--Consultative Conference--People＇s Congress.＂ The democratic supervision exercised by the Consultative Conference is an extension of political consultation; from it unfolds the systems framework of the rule of law in China.

The Role of Consultative Democracy under the Constitutional Framework and the Associated Rule of Law

The logical sequence of China＇s state governance is ＂governing party--consultative conferences--people＇s congresses--the people.＂ The ＂governing party--consultative conferences＂ link in the chain involves political consultation through people＇s consultative conferences. The ＂governing party--consultative conferences--people＇s congresses＂ link involves a process of obtaining legitimacy for the Party＇s views based on political consultations which are then translated into the national will by the system of people＇s congresses. The ＂people＇s congresses--the people＂ link involves the two-pronged logic of elections and governing the country according to law. The ＂governing party--the people＂ link is an illustration of the party＇s mass line, which essentially involves social consultation. Consultative democracy usually includes the political consultation in the ＂governing party---consultative conferences＂ link and the social consultation in the ＂governing party-- the people＂ link in the chain, both of which are connected through the system of people＇s congresses. This logically determines the inner relations between the Party＇s leadership, consultative democracy and the people＇s congress form of representative democracy and shapes the institutionalization of consultative democracy. That is, in the process of democratic decision-making, a circular system consisting of ＂political consultation-- legislative consultation--social consultation＂ is created to guide development of the actual system.

The Chinese Logic of Consultative Governance

Contemporary China needs to change from a Western to a Chinese-style governance discourse so as to form and explore a consultative governance discourse with Chinese characteristics. This is profoundly evident in the following： the Marxist philosophy of the state is the theoretical premise of contemporary China＇s consultative governance; traditional Chinese thought on governance and practice are the soil in which contemporary Chinese consultative govemance grows; socialism with Chinese characteristics is the realm in which contemporary Chinese consultative governance exists; the masses under the leadership of the CPC are the necessary subjects of contemporary Chinese consultative governance; and the target of contemporary Chinese consultative governance is a multi-layered and diverse existence. Realization of national governance through consultative democracy is the basic form of contemporary Chinese consultative governance; the balanced development ofpublic, collective and individual interests is the basic objective of contemporary Chinese consultative governance; the basic principles of contemporary Chinese consultative governance are equality, inclusiveness and peace; and the criteria for assessing contemporary Chinese consultative governance are authority, consensus, institutions and the rule of law. Guided by the Marxist view of the state, rooted in the tradition of China＇s fine political culture, and founded on the theoretical and practical claims of socialism with Chinese characteristics, socialist consultative governance with Chinese characteristics constitutes the Chinese form of contemporary governance theory.

基于Consultant Climate导向与斯维尔验证的烟台某售楼处节能改造研究

以烟台某售楼处节能改造项目为例,通过Consultant Climate分析帮助设计者快速找到主要能耗矛盾并进行节能改造,再利用斯维尔进行改造后的评价。结果显示:Consultant Climate能够快速找到地区气候缺陷并提出量化策略,斯维尔能够准确合理给出节能率。结合两者可以帮助设计者快速准确地找到适应气候的设计策略,提高工作效率,避免因气候调节能力不佳导致重新改造所带来的资源浪费。

Accidental placement of venous return catheter in the superior vena cava during venovenous extracorporeal membrane oxygenation for severe pneumonia: A case report

BACKGROUND Venovenous extracorporeal membrane oxygenation(V-V ECMO)has become an important treatment for severe pneumonia,but there are various complications during the treatment.This article describes a case with severe pneumonia success-fully treated by V-V ECMO,but during treatment,the retrovenous catheter,which was supposed to be in the right internal vein,entered the superior vena cava directly in the mediastinum.The ECMO was safely withdrawn after multidiscip-linary consultation.Our experience with this case is expected to provide a reference for colleagues who will encounter similar situations.CASE SUMMARY A 64-year-old man had severe pulmonary infection and respiratory failure.He was admitted to our hospital and was given ventilation support(fraction of inspired oxygen 100%).The respiratory failure was not improved and he was treated by V-V ECMO,during which the venous return catheter,which was supposed to be in the right internal vein,entered the superior vena cava directly in the mediastinum.There was a risk of massive mediastinal bleeding if the catheter was removed directly when the ECMO was withdrawn.Finally,the patient underwent vena cava angiography+balloon attachment+ECMO with-drawal in the operating room(prepared for conversion to thoracotomy for vascular exploration and repair at any time during surgery)after multidiscip-linary consultation.ECMO was safely withdrawn,and the patient recovered and was discharged.CONCLUSION Patients may have different vascular conditions.Multidisciplinary cooperation can ensure patient safety.Our experience will provide a reference for similar cases.

Assessment of Cardiovascular Risk Factors During Pregnancy: A Multicenter Study in West Africa, Dakar, Senegal

Context: Non-communicable diseases, including hypertension, are major causes of complications during pregnancy, posing significant risks to maternal and fetal health. Pregnancy increases cardiovascular risks, particularly through the development of gestational hypertension and preeclampsia, requiring early screening and close monitoring to prevent adverse outcomes. Objectives: This study aimed to evaluate the frequency of cardiovascular risk factors in pregnant women in Senegal and identify associated socio-behavioral and economic determinants. Methodology: A descriptive, analytical cross-sectional study with prospective data collection was conducted over three months (April 10 to July 10, 2023). The study included pregnant women aged 15 and older from three public hospital maternity wards in Senegal. We studied sociodemographic aspects, cardiovascular risk factors, and collected information on previous and current pregnancies, including the number of pregnancies, parity, miscarriages, the number of prenatal consultations, and the number of fetuses. Written consent was obtained. A p-value ≤ 0.05 was considered statistically significant. Results: A total of 222 pregnant women were enrolled, representing 28% of prenatal consultations. The average age was 29.18 years (range 15 - 47). Most participants (90%) lived in Dakar suburbs, 74.20% had no medical coverage, 84% worked in the informal sector (p = 0.043), and 18% had no education. Among them, 30.63% were in their first pregnancy, 34% were nulliparous, and 3.15% were grand multiparous. The average number of prenatal visits was 3.5, with about 40% having more than four visits. Risk factors included hypertension (17%), more prevalent in women over 30 (p = 0.043), diabetes (4%), and smoking (2%). Conclusion: The study highlights critical prenatal health needs and socio-economic challenges faced by pregnant women, emphasizing the need for targeted strategies to improve healthcare access and health education.

Evaluating the Effectiveness of Consultants’ Roles in Improving Value for Money in Public Infrastructure Projects in Ghana

Ghanaian construction projects encounter a number of challenges, including low health, safety, and environmental requirements, poor performance, and time and cost overruns. To provide value for money (VFM) on government infrastructure projects in Ghana, this research assesses the roles of project consultants, specifically architects and quantity surveyors, and highlights important obstacles. A cross-sectional survey design involving architects and quantity surveyors yielded a 96% response rate after 100 questionnaires were distributed. Consultants’ responsibilities also include monitoring standards compliance, providing advice on delays, controlling budgets, and advising on project completion dates. Difficulties encompass a lack of promptness in decision-making, unethical conduct, political pressure, and inadequate focus on contract administration and construction audits. Project urgency, longevity, political clout, timely decision-making, and team experience are important variables that impact VFM. Policy makers and construction management practitioners should take note of the implications for Ghana’s public infrastructure projects.

基于Climate Consultant的现代民居被动式优化策略分析——以豫北地区为例

为改善豫北地区现代民居室内热环境状况,提高民居气候适应能力。采用Climate Consultant软件分析豫北地区的气候数据,得出了适用于该地区的被动式建筑策略组合及各策略有效时间比。结合冬夏两季现代民居室内外的热环境实测数据,针对夏季炎热和冬季寒冷问题分别提出了被动式优化策略:民居功能分区设计采用“向心性”的空间布局、冬季在一层檐廊处增设阳光间、改善围护结构保温隔热设计;夏季疏通建筑自然通风的路径、增设遮阳设施、改善庭院绿化。通过以上适宜性被动式优化策略,提高现代民居室内热舒适性,为豫北地区现代民居的建设和改造提供了重要的理论依据和有价值的参考。

Study on Service Platform of Kunming Landscaping Plants Information

For the purpose of Kunming City’s landscaping development and satisfying the needs of botanical garden workers who demand to quickly obtain landscaping plants information and select tree species, a landscaping plant information database was established, which contained almost all Kunming botanical garden plants information. This database was based on Kunming natural environment conditions, and finished by hard work of collecting and analyzing relevant written materials as well as pictures of garden plants. By using B/S Structure model, dynamic web programming language ASP and Photoshop, Dreamweaver as software tools, a Web-based illustrated remote consultation service system of landscaping plants information was constructed.

An Adaptive Transmission Scheme for Deep Space Communication

Deep space communication is quite different from conventional ground communication due to its time-varying,complexity and large signal delay,which consequently affects communication quality and system efficiency.Adjusting the transmission parameters when the channel environment changes during the communication can guarantee the performance index of the system,and therefore improve communication efficiency. An adaptive transmission scheme of transceiver based on Consultative Committee for Space Data Systems(CCSDS)protocols is proposed in this paper. According to the variation of the deep space channel,the symbol rate of transmission data is adjusted dynamically by estimating the signal-to-noise ratio(SNR) of the receiver in real time and adjusting the channel environment. This scheme can improve the channel utilization and system throughput under the premise of limiting the system bit error rate. Furthermore,this scheme is successfully implemented in Xilinx Virtex-5 FPGA board.

基于Climate Consultant软件的传统徽派民居气候适应性分析

采用Climate Consultant气候分析软件,结合黄山市气象数据(CSWD)和建筑室内外温湿度实测数据,进行建筑与气候适应性分析,根据焓湿图得到黄山市建筑室内的舒适程度以及最佳被动策略。利用PMV-PPD对室内环境进行评价,总结传统徽派民居在该气候条件下的舒适性优势及缺陷,并针对夏季炎热、冬季寒冷和空气潮湿问题提出应对策略,为当地新建民居的气候适应性设计提供理论参考。

基于Climate Consultant分析的沙巴地区传统民居生态智慧研究

本文运用Climate Consultant气象分析软件,通过对沙巴地区4个主要少数民族传统民居建筑的研究,提炼与总结当地传统民居在应对热湿气候环境时所采用的空间与构造策略;通过挖掘当地传统民居的生态设计价值,探讨了湿热地区的传统民居生态智慧的传承路径。
