Third-party assessment, characterized by independence and specialization, is designed to mitigate these shortcomings. However, the implementation of third-party assessment faces challenges too. This paper intends to improve the third-party assessment system and to realize the legislative purpose of the system. Based on social research, discussions and exchanges with relevant parties, and the existing research results, this paper analyzes the challenges and possible optimization measures for the third-party assessment. The challenges include repulsion from policy-making bodies, insufficient independence of assessment bodies, disparity of assessment quality, and limited application of assessment outcomes. Possible optimization measures include promoting fair competition culture, increasing the acceptance of third-party assessment from policy-making bodies, enhancing the quality of third-party assessment, clarifying the relationship between policy-making bodies and assessment bodies, ensuring the independence of third-party assessments, and promoting the application of assessment results.展开更多

文摘The Japanese government’s unilateral decision to discharge the nuclear-contaminated water from the Fukushima nuclear power plant into the ocean has caused immense nuclear safety risks.Monitoring the unclear contaminated water is a starting point to combat these risks and seek remedies for the rights and interests of all concerned parties. The establishment of a mechanism for international cooperation in this respect is necessary to handle the risks of the Fukushima nuclear-contaminated water and to lay the foundation of a framework for tackling any future disposal of nuclear-contaminated water following Japan’s example. At present, the international legal systems in the spheres of nuclear safety and security, marine environmental protection, and other areas,as well as the questioning of the monitoring reports of the International Atomic Energy Agency(IAEA)by the relevant parties, the monitoring practices of historical nuclear accidents, and numerous radioactivity monitoring mechanisms have provided the institutional and practical basis for constructing such a mechanism. The mechanism can be promoted by the IAEA through its existing mechanisms or be jointly initiated by China, the Russian Federation, the Republic of Korea, the Democratic People’s Republic of Korea, and the Pacific Island countries, among other stakeholders.Specifically, this mechanism should consist of three levels:first, the framework of the basic legal system, including the cooperative principles of national sovereignty,interest-relatedness,and procedural fairness, and the signing of the Framework Convention on the Monitoring of Fukushima’s nuclear-contaminated water and its Optional Protocol;second, the organizational structure and its responsibilities, which may include the Conference of Parties as the decision-making body, the Secretariat as the central coordinating body, and the monitoring committees in various fields as specific implementing agencies;and third, specific administrative arrangements, which involve the standardization of monitoring, the management system of monitoring networks and stations, the rules for monitoring procedures, and the rules for the utilization of the monitoring data, etc. With the urgent need for the scientific and fair monitoring of Fukushima’s nuclear-contaminated water,China,as a stakeholder country, can promote the establishment of such a mechanism for monitoring nuclear-contaminated water through the following paths:①It is necessary to clarify the factors affecting the construction of an international cooperation mechanism for monitoring nuclear-contaminated water so as to ascertain the standpoints of the stakeholders, claims of their interests, contents of their cooperation, and the relevant international relations.②On the basis of existing practices,China should consider improving the monitoring mechanism to cope with the risks of the discharge of Fukushima’s nuclear-contaminated water by formulating targeted policies and systems, setting up specialized monitoring institutions, and establishing a systematic monitoring network system.③This is an effective way for China to actively promote the participation of stakeholders in the construction of an international cooperation mechanism for monitoring nuclear-contaminated water in Fukushima by further innovating the dissemination mechanism to address the risk of Fukushima’s nuclear-contaminated water discharging into the sea and facilitating the identification of issues for international cooperation in monitoring Fukushima’s nuclear-contaminated water based on the concept of a community with a shared future for mankind.

文摘Tree allometry plays a crucial role in tree survival, stability, and timber quantity and quality of mixed-species plantations. However, the responses of tree allometry to resource utilisation within the framework of interspecific competition and complementarity remain poorly understood.Taking into consideration strong-and weakspace competition(SC and WC),as well as N_(2)-fixing and non-N_(2)-fixing tree species(FN and nFN),a mixedspecies planting trial was conducted for Betula alnoides,a pioneer tree species, which was separately mixed with Acacia melanoxylon(SC+FN),Erythrophleum fordii(WC+FN),Eucalyptus cloeziana(SC+nFN)and Pinus kesiya var.langbianensis(WC+nFN)in southern China.Six years after planting, tree growth, total nitrogen(N)and carbon(C)contents, and the natural abundances of^(15)N and^(13)C in the leaves were measured for each species, and the mycorrhizal colonisation rates of B.alnoides were investigated under each treatment.Allometric variations and their relationships with space competition and nutrient-related factors were analyzed. The results showed a consistent effect of space competition on the height-diameter relationship of B.alnoides in mixtures with FN or nFN.The tree height growth of B.alnoides was significantly promoted under high space competition, and growth in diameter at breast height(DBH),tree height and crown size were all expedited in mixtures with FN.The symbiotic relationship between ectomycorrhizal fungi and B.alnoides was significantly influenced by both space competition and N_(2) fixation by the accompanying tree species, whereas such significant effects were absent for arbuscular mycorrhizal fungi.Furthermore, high space competition significantly decreased the water use efficiency(WUE)of B.alnoides, and its N use efficiency(NUE)was much lower in the FN mixtures.Structural equation modeling further demonstrated that the stem allometry of B.alnoides was affected by its NUE and WUE via changes in its height growth, and crown allometry was influenced by the mycorrhizal symbiotic relationship. Our findings provide new insights into the mechanisms driving tree allometric responses to above-and belowground resource competition and complementarity in mixed-species plantations, which are instructive for the establishment of mixed-species plantations.
文摘The current predominant self-review mechanism by policy-making bodies suffers from deficiencies such as insufficient motivations, limited review capabilities, and weak external supervision. Possible optimization measures include promoting fair competition culture, increasing the acceptance of third-party assessment from policy-making bodies, enhancing the quality of third-party assessment, clarifying the relationship between policy-making bodies and assessment bodies, ensuring the independence of third-party assessments, and promoting the application of assessment results.

文摘Arctic education refers not only to the teaching, but also to research, communication, dissemination as well as popularization of knowledge related to the Arctic. This article reviews joint efforts between Chinese and American educators and researchers to promote cooperation and understanding in Arctic education and research, and examines the facing challenges of China-U.S.Arctic education cooperation which include current political or economic tensions between the two countries, the differing perspectives and priorities on Arctic policy, the disproportion in Arctic scientific research, different research methodologies and discourse system in social science. This article also argues that there are opportunities for the two countries to cooperate in Arctic education.Common goals and interests in the Arctic,Arctic-dedicated institutions with significant Arctic research capabilities and partnerships around the world provide foundations for Arctic education cooperation. The implementation of a new science-based Arctic treaty of the Arctic Council is an opportunity for China-U.S.Arctic education cooperation. As for future cooperation,it suggests that in addition to promoting the direct bilateral cooperation, cooperation within international cooperation platforms and mechanisms, especially within the Arctic Council also needs to be further promoted.

文摘During the development of the nervous system, there is an overproduction of neurons and synapses.Hebbian competition between neighboring nerve endings and synapses performing different activity levels leads to their elimination or strengthening. We have extensively studied the involvement of the brain-derived neurotrophic factor-Tropomyosin-related kinase B receptor neurotrophic retrograde pathway,at the neuromuscular junction,in the axonal development and synapse elimination process versus the synapse consolidation. The purpose of this review is to describe the neurotrophic influence on developmental synapse elimination,in relation to other molecular pathways that we and others have found to regulate this process. In particular,we summarize our published results based on transmitter release analysis and axonal counts to show the different involvement of the presynaptic acetylcholine muscarinic autoreceptors, coupled to downstream serine-threonine protein kinases A and C(PKA and PKC)and voltage-gated calcium channels,at different nerve endings in developmental competition. The dynamic changes that occur simultaneously in several nerve terminals and synapses converge across a postsynaptic site, influence each other, and require careful studies to individualize the mechanisms of specific endings. We describe an activity-dependent balance(related to the extent of transmitter release)between the presynaptic muscarinic subtypes and the neurotrophin-mediated TrkB/p75NTR pathways that can influence the timing and fate of the competitive interactions between the different axon terminals. The downstream displacement of the PKA/PKC activity ratio to lower values, both in competing nerve terminals and at postsynaptic sites, plays a relevant role in controlling the elimination of supernumerary synapses. Finally, calcium entry through L-and P/Q-subtypes of voltage-gated calcium channels(both channels are present, together with the N-type channel in developing nerve terminals)contributes to reduce transmitter release and promote withdrawal of the most unfavorable nerve terminals during elimination(the weakest in acetylcholine release and those that have already become silent). The main findings contribute to a better understanding of punishment-rewarding interactions between nerve endings during development.Identifying the molecular targets and signaling pathways that allow synapse consolidation or withdrawal of synapses in different situations is important for potential therapies in neurodegenerative diseases.
