On June 5,the opening ceremony of the ASEAN(Malaysia)-China Conference on Emerging Industries took place in Kuala Lumpur.The conference was guided and hosted by ASEAN-China Centre(ACC),China International Communications Group(CICG),and Ministry of Investment,Trade,and Industry of Malaysia(MITI),and co-hosted by the CICG Center for Asia-Pacific,National Chamber of Commerce and Industry of Malaysia(NCCIM),Associated Chinese Chambers of Commerce and Industry of Malaysia(ACCCIM),and China Enterprises Chamber of Commerce in Malaysia(CECCM).More than 300 guests from government departments,business communities,and academia of China and Malaysia attended.

Analysis of Economic Cooperation between China, USA, Japan, and ASEAN

Since China’s Belt and Road Initiative was introduced,the rapid development of China–ASEAN economic cooperation has aroused suspicion from the United States and Japan,nations that have been cooperating with Southeast Asia for a long time.Through comparative analysis,this paper draws a conclusion that the cooperation between China and ASEAN has rapidly grown in trade volume,tourism,infrastructure construction,and other fields,but its advantages in some fields are not yet apparent,and there is no evidence of crowding out the United States and Japan overall.The United States and Japan have been adjusting policies toward ASEAN in a targeted manner,while ASEAN countries do not completely depend on China,establishing a balance in foreign economic cooperation between great powers.Therefore,the economic cooperation between China,the United States,Japan,and ASEAN is experiencing a dynamic adjustment process in long-term competition that is unlikely to lead to exclusive monopoly circumstances.

The Cooperation of Logistics Among European Countries as These Experiences for South East Countries When It Comes to the Establishment of ASEAN Economic Community

The called paper presents logistics cooperation activities in European countries, which are put in the situation of establishment of ASEAN Economic Community, particularly South East countries. This will be considered as the experience in managing by government officers as well as the board management of logistics. The authors＇ methodology is almost descriptive, theoretical analyses. In addition, conducting information-related survey and in-depth interviews by experts will be considered in case of necessary. This paper focuses on Logistic Corporation leading to result in some benefits including bringing on effective in transportation, cutting cost, and saving time; improving the transportation connectivity among countries in ASEAN area; facilitating the construction of infrastructure and legal framework, and assisting to develop regional logistic activity. In this research, the authors focus on analyzing in the period before and after 2015, they attempt to investigate the turning point in the installment of ASEAN Economic Community, including 10 countries with the signed print by the prime minister in these nations. For future research, it is suggested that the cooperation is worth taking into consideration as the innovation related to management activities in microscopes （inside business） as well as macro scopes （countries） in logistics sector. Furthermore, lessons from the success of the European market are the basis foundation for the ASEAN Economic Community in setting up a common market in the field of logistics, shortening time to avoid mistakes and making the intended plan more possible to develop regional logistic activity. Logistic cooperation among nations has played an important and critical role in formation and development of country collaboration, creating the efficiency and capacity of trade among nations of region. Consequently, this paper can provide valuable pointers for shaping AEC.

基于系统理论的中国-东盟网络安全合作系统构建研究

[研究目的]针对中国-东盟网络安全合作在观念、制度、人才、技术等方面存在的问题,构建合作系统框架,提出合作路径及解决方案,旨在提高中国-东盟网络安全合作的水平。[研究方法]通过文献分析,结合系统理论,从系统的要素、结构(功能)、环境等维度进行研究。[研究结论]中国与东盟在构建网络安全合作系统时可以实施以下路径:在系统要素方面,以网络空间命运共同体理念展开合作、以建立统一的网络安全制度规范框架进行合作、以构建网络安全人才培养培训教育体系保障合作、以创新网络安全技术加强合作;在系统结构(功能)方面,增强系统不同要素间的协同联动、准确把握系统要素最优与结构(功能)最优关系;在系统环境方面,在梳理可供利用的外部环境的基础上,重点利用经济、政治、文化环境优化系统。

RCEP背景下广西面向东盟的跨境电子商务高质量发展路径研究

广西是对接中国和东盟的“桥头堡”,同时东盟国家也是广西开展跨境电子商务的最重要贸易对象,RCEP背景下,东盟的跨境电子商务市场潜力愈发巨大。基于此,广西的跨境电子商务在新的营商环境中需进一步优化和完善,以实现高质量发展。当前,广西面向东盟的跨境电子商务存在部分RCEP成员电商普及程度较低,区域内跨境电子商务平台交易规则参差不齐、物流体系不完善、交易支付体系未对接、复合型人才短缺等问题。因此,本文建议从加强区域内深度合作、整合成熟电商平台资源、优化物流网络体系、完善交易支付体系、培养新型跨境电子商务人才及政策保障支持等方面促进广西面向东盟的跨境电子商务的高质量发展。

中国与东盟国家反恐合作:理论创新与路径探索

“一带一路”倡议启动十年来,中国与东盟国家在经贸领域的合作不断深入,非传统安全威胁给合作成果带来的威胁日益凸显。东南亚地区的恐怖势力呈现出域内域外整合、与暴力极端组织融合、与有组织犯罪结合的发展新态势。深化在反恐、打击跨境犯罪等领域的合作是中国与东盟国家协调发展、共同应对挑战的必然选择。然而,双方现有合作中面临东盟内部结构性障碍、预防性反恐缺乏、法制建设不均衡以及区域力量制衡等问题,严重阻碍了反恐合作的深入发展。本研究将国际反恐合作问题置于与区域间主义、集体行动等与合作相关的理论所构建的分析框架中进行分析和思考,从合作的达成和合作困难的根本性原因出发,对合作发生的可能性、可行性进行理论分析,从理论与现实相结合的视角审视问题解决的可能途径,并通过该分析框架详细分析中国与东盟国家区域间警务合作中澜湄执法安全合作这一典型案例,为中国与东盟国家化解反恐合作困境提供新的思路。
