In conclusion, the formation and evolution of these diverse rural deveJopment models are the direct response to the very different characteristics in the environment, market demand, and regional culture. Moderate land use is the key factor to ensure the coordinative and sustainable development between land use and PRED system. Based on the internal relationship between land use and PRED system, a PRED evaluation index system and a Press-Status-Response (PSR) model were established in this study. According to the expounding on the mechanism of the PSR model, we investigated the coordinative development between the changes of regional land use and PRED system taking Jiangsu Province as an example. The results showed that the orders of the Synthetic Index of Land Use (SILU) and the Variation of PRED Index (VPI) in Jiangsu are both the southern Jiangsu>the central Jiangsu>the northern Jiangsu. A cubic curve model was used to fit the relationship between the VPI and SILU. The inflection point of VPI was situated in 5.0 of SILU. When SILU was below 5.0, VPI increased with SILU, which will be helpful to the coordinative development between land use and PRED system. Based on those results, it is suggested that the land use degree of the southern Jiangsu, especially that of Nanjing City, should be moderately controlled at present, while land resources of the central Jiangsu and the northern Jiangsu should be further exploited.展开更多

However, after the policy of reform and open-up was taken in China. the economic development speed and efficiency ofthis area have turned to be evidently lower than those of coastal area and the national average level as well, which is so-called 'Northeast Phenomenon' and 'Neo-Northeast Phenomenon'. In terms of those phenomena, this paper firstly reviews the spatial and temporal features of the regional evolution of this area so as to unveil the profound forming causes of 'Northeast Phenomena' and 'Neo-Northeast Phenomena'. [Method] Based on the existing evaluation index system of ecological agriculture, the evaluation index system of ecological agriculture benefit in Henan Province was established by means of factor analysis from the aspects of economic benefit, social benefit and ecological benefit, so as to assess the ecological agriculture benefit and coordinated development level of cities at prefecture level in Henan Province. [Result] Zhengzhou City had the highest development level in ecological agriculture in Henan Province, and coordination level was the highest in Anyang City, while coordinated development level was the highest in Zhengzhou and lowest in Sanmenxia City. Here we provide scientific basis to promote the development of ecologically sensitive civilization, via a mathematical statistics method that calculates the degree of coordinated development. This model is of great practical and social significance, providing strength to research around coordinated development of resources and economy. Based on evaluation of characteristics of the present resource environment and economic development of Shandong Peninsula city group, a coordinated measure of resource environment and economic development was calculated. Overall, the highest coordination measurement was found for Weihai, followed by Yantai, Qingdao, Ji'nan, Weifang, Rizhao, Zibo and Dongying. According to evaluation results of coordination measures for each city, we put forward suggestions for sustainable development of Shandong Peninsula region.展开更多
This study focuses on a national regional coordinated development strategy and adopts China Multi-Regional Computable General Equilibrium model to analyze the economic and social development, energy demand, and carbon...This study focuses on a national regional coordinated development strategy and adopts China Multi-Regional Computable General Equilibrium model to analyze the economic and social development, energy demand, and carbon emissions of the provinces during the 14th Five-Year Plan (FYP, 2021 2025) period based on the economic development and energy demand since the New Normal. The main conclusions are the following: 1) Under the guidance of the regional coordinated development strategy, 13 provinces/municipalities are expected to have a per capita gross domestic product (GDP) of more than US$15,000, and 16 provinces/municipalities will have a per capita GDP of US$10,000 15,000. All provincial economies are expected to achieve steady and rapid development by the end of the 14th FYP. 2) The total energy consumption of the provinces is expected to reach 5.45 Gtce (excluding Tibet) in 2025, and the average annual growth rate is approximately 1.5%. The growth of energy demand will remain in low speed. The key point of energy demand will gradually shift from the eastern to the middle area, while the proportion of energy use in the western provinces will remain stable, which is consistent with the economic development stage and regional coordinated development strategy. 3) The annual average carbon intensity (mainly considering carbon emissions from energy use) of the provinces will approximately with most provinces dropping by over 4.0%. The trend of a considerable decline in carbon intensity, as observed in recent years, is expected to continue.展开更多
The efficient and coordinated development of industrialization, urbanization, informatization and agricultural modernization(so called 'Sihua Tongbu' in China, and hereinafter referred to as 'four moderniz...The efficient and coordinated development of industrialization, urbanization, informatization and agricultural modernization(so called 'Sihua Tongbu' in China, and hereinafter referred to as 'four modernizations') is not only a practical need but also an important strategic direction of integrating urban-rural development and regional development in recent China. This paper evaluated the comprehensive, coupling and coordinated developmental indices of 'four modernizations' of China's 343 prefecture-level administrative units, and calculated their efficiency of 'four modernizations' in 2001 and 2011. The efficiency evaluation index system was established. The efficiencies and their changing trend during the period 2001–2011 were investigated using the data envelopment analysis(DEA) model. Spatial-temporal pattern of the efficiency of China's prefecture-level units was explored by using exploratory spatial data analysis(ESDA). Finally, the main influencing factors were revealed with the aid of geographically weighted regression(GWR) model. Results indicate that the comprehensive, coupling and coordinated developmental indices and efficiency of 'four modernizations' of China's prefecture-level administrative units have obvious spatial differences and show diverse regional patterns. Overall, the efficiency is relatively low, and only few units with small urban populations and economic scale are in DEA efficiencies. The efficiency changing trends were decreasing during 2001–2011, with a transfer of high efficiency areas from inland to eastern coastal areas. The difference between urban and rural per capita investment in fixed assets boasts the greatest influence on the efficiency.展开更多

From the era of the planned economy to the development,consolidation and improvement of the socialist market economic system after reform and opening up since 1978, as a key target of economic development, China has been committed to balancing regional development, and after decades-long explorations and relentless efforts made great progress. Coordinated regional development-as manifested in narrowed regional development gaps, more equal access to basic public services and eradication of regional absolute poverty-has paved the way for more substantive progress to be made in delivering common prosperity for all. Despite the progress, China still needs to further improve institutional systems for regional coordination and undergird the regional foundation for common prosperity according to the requirements of its new development stage. Specifically, China should focus on the following priorities:(i) Strengthen institutional infrastructure, smooth regional internal and external circulations, and develop a unified domestic market at a higher level;(ii) give full play to the role of the government in equalizing access to basic public services, promoting infrastructure connectivity and protecting basic living standards;(iii) optimize integrated urban-rural development mechanisms, take solid steps to revitalize the countryside, and further coordinate urban and rural development;(iv) improve the layout of the industrial chain and advance interregional industrial chain upgrade and social progress.展开更多

In northern China’s agro-pastoral ecotone,there are conflicts between agricultural industry and ecological construction resource competition,and also problems urgently to be solved for economic growth and sustainable...In northern China’s agro-pastoral ecotone,there are conflicts between agricultural industry and ecological construction resource competition,and also problems urgently to be solved for economic growth and sustainable ecological improvement.Taking the development concept of"lucid waters and lush mountains being mountains of gold and silver"as the guiding principle of prioritizing ecological and green development,this paper studied the strategies for prioritizing ecological construction with consideration of economic development of agricultural industry from the perspective of opportunity cost.Through the analysis of opportunity cost,externality,and Pareto optimal theory,and using the calculation method of the unit equivalent factor value of terrestrial ecological service function,this paper calculated the ecological service value of forest,grassland,and farmland.It found that the ecological value of forest and grassland per unit area was greater than the ecological value of agricultural industry.This indicates that the opportunity cost of farmland for ecological construction was less than that of agricultural industry.Based on the theoretical and quantitative analysis,it came up with recommendations for establishing a comprehensive system for prioritizing ecological construction with consideration of agricultural industry development and establishing and improving the incentive mechanism of ecological construction.展开更多

Regional coordinated ecological development is a new form of regional coordinated development that aims to construct an ecological civilization in the“new normal”period.The coordinated ecological development of the ...Regional coordinated ecological development is a new form of regional coordinated development that aims to construct an ecological civilization in the“new normal”period.The coordinated ecological development of the Beijing-Tianjin-Hebei(BTH)region is especially significant because this region is leading the overall coordinated development and reform in China.Based on complex system theory,synergetics,and the ecological civilization and green development ideas of the“new normal”period,we constructed a regional ecological synergy measurement model that scientifically evaluates the dynamic evolution of the BTH ecological synergy level from 2006 to 2018.Using an econometric model,we also analyzed the welfare effect and the regional heterogeneity of ecological synergy in regional development.First,it was found that in general,the degree of ecological synergy in BTH increased yearly up to 2018 with a strong development trend.The speed of ecological synergy in the Tianjin-Hebei and Beijing-Hebei subsystems was accelerating during that period,but the development potential of the ecological synergy in Beijing-Tianjin was insufficient and slow-growing.Second,whereas Beijing had entered the stage of moderate coordinated ecological development,Tianjin and Hebei remained in the low level of coordinated development;moreover,the coordinated development was unstable.The uneven development of the internal subsystems in BTH restricted the development of the cooperative effect and the overall development of the region.Third,improving the degree of ecological synergy significantly benefited the social and economic welfare in BTH.Finally,the welfare effect of the degree of ecological synergy showed a significant regional heterogeneity,being significantly higher in Tianjin and Hebei than in Beijing.This result indicates that improving the ecological synergy can narrow the development gaps between Tianjin,Hebei,and Beijing.To further improve the level of regional ecological synergy,we should innovate the coordinated model of regional development,implement the collaborative ecological development model,generate new growth drivers for the green development of BTH based on a reasonable division of labor,difference positioning,and active integration,create a soft environment for an innovation ecosystem that promotes regional ecological synergy,and build a regional innovation ecosystem led by Beijing and Xiongan.Next,we should establish a balanced regional-interest mechanism with ecological environmental protection that supports regional green and high-quality development.展开更多

文摘Since the founding of the People’s Republic of China in 1949,China’s regional development strategy has experienced three stages-the balanced development strategy before reform and opening up in 1978,imbalanced development strategy since 1978,and the present coordinated development stage.Each stage has its own priorities and characteristics of historical context and offers valuable experience for China’s regional economic development.Reviewing the journey and historic characteristics of China’s regional economic development is of great theoretical and relevant significance to its balanced regional economic development in the new era.Experience shows that in the strategic choice of regional development,importance should be given to the proper handling of relationships between efficiency and fairness,government and market,equilibrium and disequilibrium,and central and local governments.In general,China’s regional economic development has achieved tremendous progress since 1949,particularly since 1978 as manifested in favorable regional development momentum and balanced regional development.Nevertheless,imbalanced and inadequate regional development remain prominent contradictions.In the new era,we must follow Xi Jinping thought on socialism with Chinese characteristics as guidance,implement the strategy of balanced regional development,and bring about a new development pattern characterized by equal access to basic public services,relatively balanced infrastructure accessibility and generally equal living standards.

文摘Northeast China, as the most important production base of agriculture, forestry, and livestock-breeding as well as the old industrial base in the whole country, has been playin a key role in the construction and development of China's economy. However, after the policy of reform and open-up was taken in China. the economic development speed and efficiency ofthis area have turned to be evidently lower than those of coastal area and the national average level as well, which is so-called 'Northeast Phenomenon' and 'Neo-Northeast Phenomenon'. In terms of those phenomena, this paper firstly reviews the spatial and temporal features of the regional evolution of this area so as to unveil the profound forming causes of 'Northeast Phenomena' and 'Neo-Northeast Phenomena'. And then the paper makes a further exploration into the status quo of this region and its forming causes by analyzing its economy gross, industrial structure, product structure, regional eco-categories, etc. At the end of the paper, the authors put forward the basic coordinated development strategies for Northeast China. namely we can revitalize this area by means of adjustment of economic structure, regional coordination, planning urban and rural areas as a whole, institutional innovation, etc.
文摘[Objective] The aim was to establish theevaluation index system of ecological agriculture benefit in Henan Province to assess its ecological agriculture benefit and coordinated development level. [Method] Based on the existing evaluation index system of ecological agriculture, the evaluation index system of ecological agriculture benefit in Henan Province was established by means of factor analysis from the aspects of economic benefit, social benefit and ecological benefit, so as to assess the ecological agriculture benefit and coordinated development level of cities at prefecture level in Henan Province. [Result] Zhengzhou City had the highest development level in ecological agriculture in Henan Province, and coordination level was the highest in Anyang City, while coordinated development level was the highest in Zhengzhou and lowest in Sanmenxia City. [Conclusion] The study could provide reference for the evaluation on ecological agriculture benefit in China.

文摘Promoting coordinated development of resources and environment is an important aspect of building a harmonious society and ecologically sustainable civilization. Here we provide scientific basis to promote the development of ecologically sensitive civilization, via a mathematical statistics method that calculates the degree of coordinated development. This model is of great practical and social significance, providing strength to research around coordinated development of resources and economy. Based on evaluation of characteristics of the present resource environment and economic development of Shandong Peninsula city group, a coordinated measure of resource environment and economic development was calculated. Overall, the highest coordination measurement was found for Weihai, followed by Yantai, Qingdao, Ji'nan, Weifang, Rizhao, Zibo and Dongying. According to evaluation results of coordination measures for each city, we put forward suggestions for sustainable development of Shandong Peninsula region.

文摘This study focuses on a national regional coordinated development strategy and adopts China Multi-Regional Computable General Equilibrium model to analyze the economic and social development, energy demand, and carbon emissions of the provinces during the 14th Five-Year Plan (FYP, 2021 2025) period based on the economic development and energy demand since the New Normal. The main conclusions are the following: 1) Under the guidance of the regional coordinated development strategy, 13 provinces/municipalities are expected to have a per capita gross domestic product (GDP) of more than US$15,000, and 16 provinces/municipalities will have a per capita GDP of US$10,000 15,000. All provincial economies are expected to achieve steady and rapid development by the end of the 14th FYP. 2) The total energy consumption of the provinces is expected to reach 5.45 Gtce (excluding Tibet) in 2025, and the average annual growth rate is approximately 1.5%. The growth of energy demand will remain in low speed. The key point of energy demand will gradually shift from the eastern to the middle area, while the proportion of energy use in the western provinces will remain stable, which is consistent with the economic development stage and regional coordinated development strategy. 3) The annual average carbon intensity (mainly considering carbon emissions from energy use) of the provinces will approximately with most provinces dropping by over 4.0%. The trend of a considerable decline in carbon intensity, as observed in recent years, is expected to continue.

文摘The efficient and coordinated development of industrialization, urbanization, informatization and agricultural modernization(so called 'Sihua Tongbu' in China, and hereinafter referred to as 'four modernizations') is not only a practical need but also an important strategic direction of integrating urban-rural development and regional development in recent China. This paper evaluated the comprehensive, coupling and coordinated developmental indices of 'four modernizations' of China's 343 prefecture-level administrative units, and calculated their efficiency of 'four modernizations' in 2001 and 2011. The efficiency evaluation index system was established. The efficiencies and their changing trend during the period 2001–2011 were investigated using the data envelopment analysis(DEA) model. Spatial-temporal pattern of the efficiency of China's prefecture-level units was explored by using exploratory spatial data analysis(ESDA). Finally, the main influencing factors were revealed with the aid of geographically weighted regression(GWR) model. Results indicate that the comprehensive, coupling and coordinated developmental indices and efficiency of 'four modernizations' of China's prefecture-level administrative units have obvious spatial differences and show diverse regional patterns. Overall, the efficiency is relatively low, and only few units with small urban populations and economic scale are in DEA efficiencies. The efficiency changing trends were decreasing during 2001–2011, with a transfer of high efficiency areas from inland to eastern coastal areas. The difference between urban and rural per capita investment in fixed assets boasts the greatest influence on the efficiency.
文摘Coordinating regional development is a key step for China to achieve the goal of common prosperity for all. From the era of the planned economy to the development,consolidation and improvement of the socialist market economic system after reform and opening up since 1978, as a key target of economic development, China has been committed to balancing regional development, and after decades-long explorations and relentless efforts made great progress. Coordinated regional development-as manifested in narrowed regional development gaps, more equal access to basic public services and eradication of regional absolute poverty-has paved the way for more substantive progress to be made in delivering common prosperity for all. Despite the progress, China still needs to further improve institutional systems for regional coordination and undergird the regional foundation for common prosperity according to the requirements of its new development stage. Specifically, China should focus on the following priorities:(i) Strengthen institutional infrastructure, smooth regional internal and external circulations, and develop a unified domestic market at a higher level;(ii) give full play to the role of the government in equalizing access to basic public services, promoting infrastructure connectivity and protecting basic living standards;(iii) optimize integrated urban-rural development mechanisms, take solid steps to revitalize the countryside, and further coordinate urban and rural development;(iv) improve the layout of the industrial chain and advance interregional industrial chain upgrade and social progress.
文摘The Western Development Strategy(WDS)is a key aspect of China’s coordinated regional development strategy and effort to build a modern country.The world is undergoing profound changes that have not been witnessed in a century.This paper discusses the WDS’s importance in regards to China’s modernization drive and the great rejuvenation of the Chinese nation.First,this paper identifies the WDS’s mission to improve people’s livelihood in China’s western regions,promote common prosperity for the Eurasian continent,and support the green transition of China’s and Eurasian energy economic and environmental systems,and safeguard ecological security in Asia at large.Second,this paper suggests that the key to the WDS is to reshape the geographical layout of economic activity in the western regions to avoid inefficiency.Specifically,China should develop a compact geographical layout of economic activity in the western regions,introduce a unique competition strategy,as well as find solutions for coordinated regional development based on key river basins.Finally,develop smart internet and inland free ports within the western regions.

文摘In northern China’s agro-pastoral ecotone,there are conflicts between agricultural industry and ecological construction resource competition,and also problems urgently to be solved for economic growth and sustainable ecological improvement.Taking the development concept of"lucid waters and lush mountains being mountains of gold and silver"as the guiding principle of prioritizing ecological and green development,this paper studied the strategies for prioritizing ecological construction with consideration of economic development of agricultural industry from the perspective of opportunity cost.Through the analysis of opportunity cost,externality,and Pareto optimal theory,and using the calculation method of the unit equivalent factor value of terrestrial ecological service function,this paper calculated the ecological service value of forest,grassland,and farmland.It found that the ecological value of forest and grassland per unit area was greater than the ecological value of agricultural industry.This indicates that the opportunity cost of farmland for ecological construction was less than that of agricultural industry.Based on the theoretical and quantitative analysis,it came up with recommendations for establishing a comprehensive system for prioritizing ecological construction with consideration of agricultural industry development and establishing and improving the incentive mechanism of ecological construction.
文摘From the land use and ecological environment of Hefei Economic Circle,this paper established two sets of subsystem evaluation indicator system. It separately determined the weight coefficient of indicators in two indicator system. Using the coordination degree model,it made a scientific evaluation and analysis of coordinated development of land use and ecological environment in Hefei Economic Circle. Finally,on the basis of analysis results,it came up with pertinent recommendations for coordinated development of land use and ecological environment in Hefei Economic Circle.

文摘Due to the difficult segmentation of land destiny, popularity destiny, industry destiny on the platform of common interests demand, the regional governance of production and living for the needs of the people in cross-regional areas, such as in the aspects of security, education, assignment and management of water resources, transportation, energy, environment protection and public health, the administrative border regional cooperation is relatively easy. These aspects are equivalent to public products. Just because of this, it leads to problems that nobody will not control. The governments, in order to realize regional economic coordinated development and to eliminate the regional interests parties of administrative regions economy in microcosmic, were adapting various self-protection measures, even including that "you may have your policy but I have my countermeasures" that is derived from inter-regional economic relations. The action of market segmentation has limited the flow of various economic development elements, especially the condition of "dead end highway", resource exploitation and use, difficult social security work in social living of the administrative boundary zone. This paper studies the typical economical district of Wuling mountain area in the obvious strategic position at the junction of Chongqing, Guizhou, Hunan, Hubei provinces from the angle of regional public management and public choice to present issue awareness and academic purpose.

文摘Starting from the historical evolution of China s regional coordinated development policy and practice,three stages of"enlightenment stage","development stage"and"maturity stage",as well as the connotation,characteristics and content of implementing regional coordinated development strategy were analyzed.On this basis,from different aspects of industrial distribution,pollutant characteristics and regional environmental protection policy,the existing ecological and environmental protection problems in China s regional coordinated development in the new era were analyzed,and some suggestions for the next step were put forward.It is necessary to follow the"four ones"concept from the overall point of view,implement"three lines and one list"from the perspective of the width of the access red line,strengthen"joint prevention and control"from the perspective of the depth of regional regulation,deepen the"planning environmental impact assessment"from the perspective of the breadth of industrial distribution,and promote the"green-way model"from the perspective of ecological low carbon.
文摘This article chose natural resource model, social resource model and synthetic model as coordinated development models, and proposed an index of coordination degree to measure the level of coordinated development in regional population-resource economy environment(PREE) system. With this index, the authors also studied a city in Liaoning Province, China,and inquired into its coordination level of the regional PREE system, and pointed out its way to realize coordinated development.

文摘Regional coordinated ecological development is a new form of regional coordinated development that aims to construct an ecological civilization in the“new normal”period.The coordinated ecological development of the Beijing-Tianjin-Hebei(BTH)region is especially significant because this region is leading the overall coordinated development and reform in China.Based on complex system theory,synergetics,and the ecological civilization and green development ideas of the“new normal”period,we constructed a regional ecological synergy measurement model that scientifically evaluates the dynamic evolution of the BTH ecological synergy level from 2006 to 2018.Using an econometric model,we also analyzed the welfare effect and the regional heterogeneity of ecological synergy in regional development.First,it was found that in general,the degree of ecological synergy in BTH increased yearly up to 2018 with a strong development trend.The speed of ecological synergy in the Tianjin-Hebei and Beijing-Hebei subsystems was accelerating during that period,but the development potential of the ecological synergy in Beijing-Tianjin was insufficient and slow-growing.Second,whereas Beijing had entered the stage of moderate coordinated ecological development,Tianjin and Hebei remained in the low level of coordinated development;moreover,the coordinated development was unstable.The uneven development of the internal subsystems in BTH restricted the development of the cooperative effect and the overall development of the region.Third,improving the degree of ecological synergy significantly benefited the social and economic welfare in BTH.Finally,the welfare effect of the degree of ecological synergy showed a significant regional heterogeneity,being significantly higher in Tianjin and Hebei than in Beijing.This result indicates that improving the ecological synergy can narrow the development gaps between Tianjin,Hebei,and Beijing.To further improve the level of regional ecological synergy,we should innovate the coordinated model of regional development,implement the collaborative ecological development model,generate new growth drivers for the green development of BTH based on a reasonable division of labor,difference positioning,and active integration,create a soft environment for an innovation ecosystem that promotes regional ecological synergy,and build a regional innovation ecosystem led by Beijing and Xiongan.Next,we should establish a balanced regional-interest mechanism with ecological environmental protection that supports regional green and high-quality development.

文摘The coordinated development is the core of sustainable development and the hot issue of international research.Inland water transport(IWT) is an important part of the water resources exploiting system and comprehensive transport system under socio-economic context of river basin,and also the country's sustainable development priorities to achieve resource-conserving and environment-friendly strategy.Based on the coordinated development content,the paper combined Germany's successful development experience,explored the elements and problem of the coordinated development of IWT system of China's national economic strategy and basin economy,water resourse system,comprehensive transport system,and system itself,and their countermeasures and suggestions,in order to facilitate rapid and coordinated development of China's inland water transport.
