The Problems of Coordinating Urban-rural Development of Chongqing City and Corresponding Measures of Financial System

The thesis researches urban-rural coordination which is incorporated into the framework of "agriculture,rural areas and farmers",and it focuses on farmers' human resources development,agricultural industrial adjustment,rural regional coordinated development and so on.The main problems existing in the process of coordinating urban-rural development of Chongqing City are discussed under the foregoing framework.We find that input and flow direction of capital deviating from "agriculture,rural areas and farmers" is the direct cause of insufficient rural educational input,insufficient agricultural input,and irrational rural input,while the fundamental reason lies in the irrational financial policy.Based on this,the measures of innovating upon financial policy and financial system are put forward.

Development of Sustainable Urban-Rural Integration:Dongtan Case Study

The environmental impact issues,such as global warming and expansion of the urban zone,seem more serious and have become the biggest defining challenges of the 21st century.Climate change can lead to water shortages,desertification,land degradation,air pollution,rising sea levels,accelerated deforestation,and exacerbated economic pressures.Global urban growth greatly impacts changes in sociability,humanity,and the environment of the Earth.The human presence,especially in cities,seriously affects resource use and waste disposal,and they are consuming natural resources faster than the planet can sustain during urbanization,changing how people live.China,with a population of 1.3 billion,has seen tens of millions of people living in the countryside migrate to cities,especially megacities,since the 1980s.As a result of its decision to industrialize and urbanize to boost the economy,China has become the world’s second-largest consumer of energy.In recent years,China’s government has quickly recognized the lessons of“limits to growth”and has taken action by initiating the construction process in Dongtan,Shanghai,China.They are making efforts to build urban-rural integration communities to promote sustainable development.Based on a literature review focusing on Dongtan,research questions are raised according to the research objective:(1)What are the challenges of sustainable development in urban-rural integration?(2)What practices has Dongtan implemented for sustainable development,or how is sustainable development being applied to Dongtan?(3)What are the social,political,environmental,and economic concerns regarding the sustainable development of Dongtan?The sustainable urban-rural integration concerns the ecological,economic,environmental,and psychological aspects of urban-rural integration design and management.The overall objective is to promote sustainable development in economic,social,ecological,and spatial dimensions.It will be a liveable,complete community that makes economic,environmental,and social sense locally while also contributing to national and global sustainable development.It will serve as a compelling model for how to build sustainable urban-rural integration worldwide.

Assessment of rural sustainable development and analysis and prediction of obstacles and coupled coordinated development:A case study of Zaozhuang City

In China,the Innovation Demonstration Zone for the National Sustainable Development Agenda is a key initiative for executing the United Nations(UN)2030 Agenda for Sustainable Development.The Zone also plays critical roles in addressing the developmental bottlenecks that China faces and sharing Chinese insights into global sustainable development efforts.On July 15,2022,the State Council endorsed the Zone’s establishment in Zaozhuang City,Shandong Province,where it focuses on innovation-led sustainable development in rural areas.Research into the levels,impediments,interdependencies,and evolutionary trends of rural sustainable development is crucial.Therefore,this research aimed to assist in comprehensively assessing developmental challenges and facilitating the harmonious advancement of social,economic,and environmental aspects in rural areas.In pursuit of the three fundamental dimensions of the UN’s Sustainable Development Goals(SDGs),namely development’s drivers,quality,and equity,this study was grounded in China’s national Rural Revitalization Strategy and the demands of sustainable development strategies.It also aligns with the UN 2030 Agenda for Sustainable Development and the associated SDG indicators.Focusing on four key areas,namely production elements,natural elements,social elements,and rural governance,this study developed an evaluation index system for assessing the level of rural sustainable development.It employed a range of analytical models,including the game theory-based combination empowerment method,barrier degree model,coupling degree model,coupling coordination degree model,and gray prediction GM(1,1)model,to analyze the status and evolving trends of rural sustainable development in Zaozhuang City from 2015 to 2022.The key findings were as follows:①Relative to the baseline year 2015,the sustainable development level in Zaozhuang’s rural areas has shifted toward an improved state overall.②The primary barrier to achieving rural sustainable development in Zaozhuang is the city’s rural governance system.③While the components of rural sustainable development in Zaozhuang are in the early stages of both basic and moderate coordination,an overall enhancement has occurred in their integrative coordination.④Between 2023 and 2025,the level of integrative coordination in Zaozhuang is expected to rise steadily.However,reaching a state of advanced coordination will require additional time for development.

Interaction and coordinated development between desertification control and social economy in Xizang,China

Based on the general requirements of the coordinated development of"ecological livable"and"affluent life"in the rural revitalization strategy,the evaluation index system of desertification control was constructed,the interaction between desertification control and regional social economy and the internal space-time coordination mechanism were explored,and the quality of desertification control and its coordination degree with regional economic development were quantitatively analyzed.The decoupling mechanism of desertification governance society economy system were analyzed,and the high level for the government to promote desertification governance,constructing ecological economy coordinated development pattern to provide decision basis to Xizang desertification governance-social economic system interaction and coupling coordination development as the research object,introducing the coupling decoupling model to measure the coupling coordination model and system coordination and decoupling decoupling.Desertification control in Xizang shows a trend of gradual improvement,but the overall level is still not high and there is a lot of room for optimization.The coupling coordination degree of desertification control-social and economic system is in a steady fluctuation trend,rising from D value less than 0.55 in 2004 to 0.87 in 2018,in a state of coordinated development(good),and grey prediction analysis shows that D value is in a continuous rise.The coupling coordination degree of the six prefecture-level cities in Xizang and Ngari region is different in time and space,but the overall development trend is coordinated.The development index of desertification control and the socio-economic development index show the interaction of strong decoupling,strong negative decoupling and weak decoupling,and there are interaction effects of desertification control,economic development and social development at different scales.

Study on the Influence of the Coordinated Development of Resident Income and GDP on Local Economic Development:Take Shandong Province as an Example

With the rapid development of China’s economy,the coordinated development of resident income and GDP has become an important indicator to measure local economic development.How to realize the synergistic growth of the two in the new era is of great significance for promoting the sustainable development of the local economy.Based on the theory of the coordinated development of resident income and GDP,this paper will take Shandong Province as an example to analyze the interaction between resident income growth and GDP,find out the influencing factors that restrict the coordinated development of resident income and GDP,and explore the impact of the coordinated development of resident income and GDP on local economic development.Finally,relevant policies will be studied.How to effectively increase residents’income,promote the sustainable and healthy development of the local economy,and put forward relevant suggestions to promote the coordinated development of residents’income and GDP.

Study on the Coordination Mechanism Between Higher Vocational Students’Career Development Planning and School Management

The coordination mechanism between the career development planning of vocational students and the management of vocational colleges is an important means to improve the quality of education and students’vocational competitiveness.The application of synergy theory in the field of education emphasizes the interaction and coordination of various elements in the system and pursues the optimization of overall efficiency.Based on the theory of coordination and its relevance to the management of higher vocational colleges,this paper analyzes the current development status and problems of the coordination mechanism and puts forward the strategy of building an efficient coordination mechanism designed to enhance the students’employment competitiveness,promote the all-round development,and provide theoretical and practical support for the reform and development of higher vocational education.

A new approach towards the sustainability of urban-rural integration:The development strategy for central villages in the Abbasiya District of Iraq using GIS techniques

The development of rural areas usually has a positive impact on the urban-rural integration. This study explores an innovative approach to stimulate rural development by proposing qualified villages as central villages that can provide basic urban services for their residents and residents of neighboring villages. This approach can contribute to overcoming the various problems that rural areas faced at the social, economic, and environmental levels. It seeks to achieve spatial sustainability of rural areas, representing a new approach by integrating urban development methods to revitalize rural villages. The study analyzed 15 villages belonging to Abbasiya District of AL Kufa City in the Najaf Governorate of Iraq. Based on the GIS techniques and the analysis of urban service indicators(village population, percentage of urban building materials used in villages, distance between village and health centers, distance between village and main roads, nature of economic activity, distance between village and educational institutions, distance between village and drinking water sources, number of communication towers, and distance between village and urban administrative center), this study proposed that Abu Gharb and Albu Ghraib can served as central villages in Abbasiya District in the future. This study establishes a new rural spatial structure to achieve rural sustainable development, improves the development status of rural areas, and provides a theoretical basis for the government and relevant institutions to use urban service indicators, achieving rural sustainable development and formulating relevant development policies in Abbasiya District.

Chinese Rural labors Transfer under the Coordination of Urban-Rural Development

The strategic significance of Chinese rural labor transfer is expounded.It is conducive to solving the three agricultural problems concerning agriculture,rural areas,and farmers and coordinating the urban and rural development;promoting the rational distribution of human resources and realizing the growth of national economy;restructuring industrial structure and improving Chinese market competitiveness.The problems in the transfer of Chinese rural labors are analyzed,which include the low overall cultural level of rural labors;imperfect organization developmental;weak management mechanism and imperfect supporting measures.The rational paths for Chinese rural labor transfer are pointed out,including break the urban and rural dual structure and realize the free move of rural labors;strengthen the organization construction to provide high-quality socialized service for rural labor transfer;perfect security system to foster favorable social environment for rural labor transfer;establish scientific management mechanism to realize the sustainable rural labor transfer.

Estimation and Dynamic Judgment of Urban-rural Coordinated Development:A Case Study of Chongqing City

Using AHP(Analytic Hierarchy Process)and GCA(Grey Comprehensive Analysis),this article measures the degree of urban-rural coordinated development of Chongqing City,and establishes GARCH model to analyze its dynamic feature.The results show that urban-rural coordination degree of Chongqing City tended to decline year by year in the period 1985-2010 on the whole;after it became a municipality directly under the Central Government,the average annual rate of decline reached 1.78%.Further,from GARCH modeling analysis,there is no"clustering"in urban-rural coordination degree of Chongqing City,and the impact of fluctuation state in the past on the future will gradually intensify.There is no "leverage effect"in urban-rural coordination degree of Chongqing City,and if the government does not exert"external force",urban-rural coordination degree will decline year by year.But in the long run,urban-rural coordination degree will gradually converge to the equilibrium level.Based on this,we propose to strengthen institutional innovation and help propel coordinated urban and rural development,in terms of employment,social security,finance,land management and use.

Urban-rural Coordinated Development in China from the Perspective of New Urbanization:A Case Study of Jinan City

New urbanization has important and practical significance and profound historical significance to the building of a moderately prosperous society in all respects,acceleration of the socialist modernization process and the great rejuvenation of the Chinese nation. And new urbanization emphasizes the coordinated development of urban and rural areas,and it provides new idea for constructing new relationship between urban and rural areas and solving issues of agriculture. This paper sees new urbanization as background,takes Jinan City as an example to study the constraints on coordinated development of urban and rural areas,path choice,urban and rural primary missions. The strategies and measures are finally put forward. This paper will help to solve the problem of the uncoordinated development of urban and rural areas,enrich the research content of urban and rural areas,and provide a reference for other cities.

Overall Planning of Development of Urban-Rural Areas:A Policy Mechanism for Urban-Rural Coordinated Growth

While analyzing overall planning and coordinated development of urban-rural areas, this paper shows that overall planning for the development of urban-rural areas is a requirement for the best use of productive forces. It means the setting up of a policy mechanism for coordinated growth. Recognizing this, the government should set up a way to lead and manage a unified program to increase service and decrease controlling administration power, while safeguarding and fulfilling the farmers' ownership to the means of production.

Coupling and Long-term Change Characteristics of Forest Carbon Sink and Forestry Economic Development in China

[Objectives]To analyze the changes in of forest carbon sink and forestry economic development,provide reference for relevant management decisions,ecological governance and resource and environment management,and promote the development of green low-carbon economy in China.[Methods]Based on the data of six forest resource inventories from 1989 to 2018 and related studies,the comprehensive evaluation model of forest carbon sink and forestry economic development,the coupling degree model of forest carbon sink and forestry economic development,and the coupling coordination degree model of forest carbon sink and forestry economic development were adopted.The coupling degree of forest carbon sink and forestry economic development from 1992 to 2018 was analyzed.Stepwise regression and ARIMA model were used to analyze the influencing factors and lagging characteristics of forest carbon sink.The coupling degree between forest carbon sink and forestry economic development in China from 2019 to 2030 was predicted by autoregression and ADF test.The coupling between forest carbon sink and forestry economic development in China and its long-term change characteristics were also discussed in this study.[Results](i)The investment of ecological construction and protection,the actual investment of forestry key ecological projects,GDP and the import of forest products had a significant impact on forest resources carbon stock.The total output value of forestry industry,the actually completed investment of forestry key ecological projects and the export volume of forest products had a significant impact on the forest carbon sink,and the actually completed investment of forestry key ecological projects has the greatest impact on the two.(ii)The impact of actually completed investment of forestry key ecological projects had a lag of 2 years on the forest resources carbon stock and a lag of 1 year on the forest carbon sink.When investing in forest carbon sink,it is necessary to make a good plan in advance,and do a good job in forest resources management and time optimization.(iii)From 1992 to 2018,the coupling degree of forest resources carbon stock,forest carbon sink and long-term development of forestry economy in China was gradually increasing.Although there were some fluctuations in the middle time,the coupling degree of forest resources carbon stock and the long-term development of forestry economy increased by 9.24%annually,and the degree of coupling coordination increased from"serious imbalance"in 1992 to"high-quality coordination"in 2018.From 1993 to 2018,the coupling degree of forest carbon sink and long-term development of forestry economy increased by 9.63%annually,slightly faster than the coupling coordination degree of forest resources carbon stock and long-term development of forestry economy.The coordination level also rose from level 2 in 1993 to level 10 in 2018.(iv)The prediction shows that the coupling coordination degree of forest resources carbon stock,forest carbon sink and the long-term development of forestry economy would increase from 2019 to 2030.The coupling coordination degree(D)values of both were close to 1,the coordination level was also 10 for a long time,and the degree of coupling coordination was also maintained at the"high-quality coordination"level for a long time.[Conclusions]Forest has multiple benefits of society,economy and ecology,and forest carbon sink is only a benefit output.The long-term coupling analysis of forest carbon sink and forestry economic development is a key point to multiple benefit analysis.The analysis shows that the spillover effect and co-evolution effect of forest carbon sink in China are significant.From 1992 to 2018,the coupling coordination degree of forest carbon sink and forestry economic development was gradually rising.The prediction analysis also indicate that the coupling coordination degree between the forest carbon sink and the long-term development of forestry economy will remain at the level of"high-quality coordination"for a long time from 2019 to 2030.Therefore,improving the level of forest management and maintaining the current trend of increasing forest resources are the key to achieving the goal of carbon peaking and carbon neutrality in China.

Development Path of Urban-rural Integration

The urban and rural areas are regarded as two major components of the regional economic system. Only through joint balanced development of the two can we achieve overall economic optimization and social welfare maximization. But the great social division of labor has separated urban areas from rural areas,which casts the shadow of city-oriented theory on cooperative relations between urban and rural areas. Mutual separation between urban and rural settlements and independent development trigger off a range of social problems. We must undertake guidance through rational development path of urban-rural integration,to eliminate the phenomenon of urban-rural dual structure,and promote the sustainable development of population,resources and environment in urban and rural areas as soon as possible.

COORDINATING DEVELOPMENT OF AGRICULTURAL RESOURCES AND ENVIRONMENT OF THE TROPIC REGION IN YUNNAN PROVINCE

The tropic region of Yunnan is a treasurable land with rich resources and great development potentials. The natural environment and resources of the region are characterized by a complicated topography, great height deviation, monsoon climate as well as abound biological resources. Therefore, the tropic region becomes an ideal place for developing agricultural production base, though it do exist such problems as adverse location, sparsely distributed land resources, poor traffic conditions and deterioration of ecological environment. In order to further exploit the tropical resources and to implement comprehensive harnessing, we should take the following countermeasures:Working out a comprehensive development planning; restoring ecological environment,establishing agricultural production base; tapping fully water resources; constructing the traffic line and developing the border ports and tourism spots.

Coordinating Regional Development as a Solid Foundation for Common Prosperity

Coordinating regional development is a key step for China to achieve the goal of common prosperity for all. From the era of the planned economy to the development,consolidation and improvement of the socialist market economic system after reform and opening up since 1978, as a key target of economic development, China has been committed to balancing regional development, and after decades-long explorations and relentless efforts made great progress. Coordinated regional development-as manifested in narrowed regional development gaps, more equal access to basic public services and eradication of regional absolute poverty-has paved the way for more substantive progress to be made in delivering common prosperity for all. Despite the progress, China still needs to further improve institutional systems for regional coordination and undergird the regional foundation for common prosperity according to the requirements of its new development stage. Specifically, China should focus on the following priorities:(i) Strengthen institutional infrastructure, smooth regional internal and external circulations, and develop a unified domestic market at a higher level;(ii) give full play to the role of the government in equalizing access to basic public services, promoting infrastructure connectivity and protecting basic living standards;(iii) optimize integrated urban-rural development mechanisms, take solid steps to revitalize the countryside, and further coordinate urban and rural development;(iv) improve the layout of the industrial chain and advance interregional industrial chain upgrade and social progress.

On the modes of urban-rural networking development in China

This essay tries to reveal the developmental regularity of urban-rural networking manifested by urbanization. The urban-rural networking is a reality and an inexorable trend of development. As a physical existence, the urban-rural networking reflects a result of the interaction between cities and rural areas; it is a necessary and sufficient condition for sustaining progress of cities and rural areas. As an objective developmental tendency, it reflects an urban-rural regional economic process. The author briefly analyzes two contradictory urban-rural developmental views, and puts forward a concept of the mode of urban-rural networking development. The author also analyzes the mode from the perspectives of economics and philosophy.

The Application of Multiple Evaluating Methods on the Comprehensive Evaluation of Urban-rural Interaction and Conjunctional Development of China

Urban-rural interaction and conjunctionaldevelopment is the effective way of harmonizingurban-rural relationship and promoting urban-ruraldevelopment. However, there are differences in thelevel of urban-rural interaction and conjunctionaldevelopment of China. How to measure and reflectthe difference properly is a decision-makingfoundation for optimizing urban-rural developmentof different regions. The paper employs multiplemethods to evaluate and order the urban-ruralinteraction and conjunctional development of 31provinces (municipalities) in China. Kendall’s Wconsistency coefficient is employed to give a consistenttest for the evaluation result series, and the resultsof multiple methods are aggregated as the finalevaluation value. The results reflect the level ofregional urban-rural interaction and conjunctionaldevelopment in China.

Comparative Research on the Reform and Exploration of Balancing Urban-Rural Development

Balancing urban and rural comprehensive reform is the major reform and developmental strategy of China. On the basis of the concept and theory of balancing rural and urban reform, the two national pilot cities Chengdu, Chongqing and several provincial pilot cities including Ningbo, Yangzhou, Shaoxing and Zigong are compared. The experiences and connotation of balancing urban and rural areas are concluded from the following four aspects. Firstly, scientific plan is a prerequisite; secondly, promoting "three collections" is the core; thirdly, developing people's livelihood is the basis; fourthly, organization security is the key.

Development of suburb farm landscape in the process of urban-rural overall planning from the perspective of ecological economics:a case study of Chengdu City

With the accelerating development of Chinese urbanization and the widening gap between rural and urban areas,urban-rural overall planning is to be an inevitable choice for economic and social development.However,the specific patterns and methods in urban-rural overall planning are greatly different.From the persperctive of ecological economy,taking the main physical and biological pattern of the farmland as research objects,this paper analyzes the components and characteristics of farm landscape,the relationship between farm landscape exploitation and rural tourism,and the role of farm landscape exploitation in planning urban and rural development.It expatiates on the pattern,method and principle of farm landscape development.Furthermore,based on the actual development case,this paper explores how to make high-grade tourism products with scientific and reasonable farm landscape development method,how to increase peasant income,how to improve urban and rural ecological economic environment,so as to promote urban-rural overall planning.

Construction and harmonious development of urban-rural com-paring fi nancial systems based on comparative advantages theory

There exist diferences between urban-rural financial systems,Generally,the development of unban financial industry has absolute advanages compared with rural financial industry.According to the Matthew Effect,the financial resources will flow into cities for higher benefit ,so rural areas are unable to obtain absolute advantages However,relative advantage theory of the comparative advantage theory of the comparative advantage theory provides an lmportant way to observe res[ectove advamtage of both city and country.Therefore,there are comparative advantages for the development of financial industry in both urban and rural areas.The respective comparative advantages of urban-rural financial systems will supply greater efficiency than that in current dual puttern condition.Closely connected with China＇s financial development and reform and the fact of recreation of urban-rural financial system,this paper tries to explain the comparative advantage of the urban-rural financial systems.The anaalysis of the comparative advantage between urban and rural finance is the clue for the bonndary between urban-rural financial systems.This paper analyzes the current situration of urban-rural financial system.Then it proposes some views and suggestions on how to develop and maintain these two systemw as well as how to promote their coordinative development.
