Suitability Evaluation on the Information Service System of "Agricultural Science and Technology 110" in Sichuan Province, China

Method of fuzzy comprehensive evaluation is used to carry out suitability evaluation on the information service system of "Agricultural Science and Technology 110" in Sichuan Province, China. Analytic hierarchy process (AHP) and expert consultation method are used to determine the evaluation index system and index weight. Suitability effect of the information service system of "Agricultural Science and Technology 110" is taken as the target layer. The five indices at criterion layer are the organizational mode of agricultural information service, the support system of agricultural information resources, the agricultural information transfer system, the capital source of agricultural information service, and the support system of agricultural information service. And the index layer includes the talent team of agent service, the interaction between the subject and object, the accuracy of agricultural information, the convenience of agricultural information transfer, the adequacy of fund, the efficiency in the use of fund, the status of information infrastructure and so on. Evaluation result shows that the information service system of "Agricultural Science and Technology 110" in Sichuan Province is suitable for the rural economic development at present. The major factors restricting the information service system are the lack of continuity, the weak infrastructure of agricultural information infrastructure, and the relatively low education level of agricultural producers. Therefore, we should further explore and improve the operation mechanism of agricultural information service, expand the capital source of agricultural information service, strengthen the construction of agricultural infrastructure, and ensure the continuous operation of information service system.

Thoughts on Science and Technology Service in Provincial Agricultural Research Institutes under the New Normal:Taking Changli Institute of Pomology of Hebei Academy of Agriculture and Forestry Sciences as an Example

In the context of the new normal of high-quality agricultural development,it is necessary to accelerate the comprehensive connection of scientific and technological services of provincial agricultural research institutes and industries,and mobilize the enthusiasm of scientific and technological service personnel.Under the new normal,traditional service types are single,technology promotion and training are becoming narrower and narrower.This article analyzed the problems in scientific and technological services of provincial agricultural research institutes,including lack of comprehensive demonstration bases,not close cooperation between scientific and technological and the government and new business entities,and lack of incentive mechanism.Finally,it came up with some pertinent recommendations such as improving supporting mechanism construction,making classified evaluation,and changing the scientific and technological service concepts.

Thoughts on Science and Technology Service in Agricultural Research Institutes:Taking Institute of Plant Protection of Hebei Academy of Agricultural and Forestry Sciences as an Example

Scientific and technological services are necessary for strengthening agriculture.Under the new situation,agricultural research institutes should give full play to their advantages,strive to innovate scientific and technological services methods,and improve scientific and technological service levels.Combined with the practice of science and technology work of Institute of Plant Protection of Hebei Academy of Agricultural and Forestry Sciences,this paper made an in-depth analysis on the present situations and existing problems in the scientific and technological services of agricultural research institutes.Based on the analysis,it came up with recommendations including change ideological concepts,strengthening service awareness,adhering to people-oriented principle,enhancing the team building,improving mechanism construction,stimulating innovative vitality,exploring service methods,and enriching service connotation,so as to improve scientific and technological service works.

Present Situation of Rural Regional Development and Agricultural Extension Policy

The formulation of agricultural extension policy and the development of rural regional economy present the relationship of mutual existence,mutual influence and mutual promotion.Therefore,it is necessary to study the agricultural extension policy according to the current situation of rural regional development.Agricultural technology extension system is an organization set up at county and township levels to provide farmers with scientific research achievements and practical technical services on planting,animal husbandry,fishery,forestry,agricultural machinery and water conservancy,and it is an important carrier for implementing the strategy of developing agriculture through science and technology.On the basis of expounding the value and significance of rural regional economic development,this paper analyzes the problems existing in China s rural regional development from the aspects of rural infrastructure and public services,rural labor force s cultural and scientific level,rural grass-roots extension system,etc.,and puts forward corresponding measures against the problems.This study has certain theoretical reference value for promoting the all-round development of China s rural economy and realizing the great strategy of rural revitalization in China.

Construction of Innovative Rural Sci-tech Service System in China

At the background of structural regulation of agriculture and industrialized development of rural areas,systematic thought and constructive recommendations are put forward on building innovative rural sci-tech service system in China from following 5 aspects. (1) In organizational system,rural sci-tech service associations should become nonprofit organizations that have independent legal entities. (2) In service object,it should take farmers as subject,new rural economic organizations as carrier,agricultural leading enterprises as handle,little village officials as joint,sci-tech special commissioner as link,and agricultural brokers as medium. (3) In information resources,it should enhance practicality construction and sharing. (4) In service methods and reform measures,it should combine information technology,expert technical consulting service,and sci-tech model base. (5) In policy support and input mechanism,it should follow the principle of diversification,set up government special funds,and formulate preferential policies to attract sci-tech talents to join in rural sci-tech services,and protect legal rights and interests of sci-tech personnel in rural sci-tech services.

World-Wide Semantic Web of Agriculture Knowledge

The rapid increase in the publication of knowledge bases as linked open data （LOD） warrants serious consideration from all concerned, as this phenomenon will potentially scale exponentially. This paper will briefly describe the evolution of the LOD, the emerging world-wide semantic web （WWSW）, and explore the scalability and performance features Of the service oriented architecture that forms the foundation of the semantic technology platform developed at MIMOS Bhd., for addressing the challenges posed by the intelligent future internet. This paper＂ concludes with a review of the current status of the agriculture linked open data.

农业知识驱动服务技术革新综述与前沿

农业知识驱动服务技术是指运用先进信息技术,科学、高效调配农业领域专业知识服务资源,为农业行业提供智能化知识服务的技术,在解决农业技术服务供需严重失衡等难点问题方面具有重要意义,日益成为支撑农业转型升级和高质量发展的重要引擎,代表着核心研究方向,伴随着技术发展全过程。目前农业行业迫切需要解决的是知识供给严重不足、服务效率不高的问题。农业知识驱动服务技术经历较长时间发展,在知识高效匹配和精准供给方面取得了较大进步,特别是2022年11月以来ChatGPT这类技术的出现,充分展现了超大规模预训练模型在知识智能服务方面的巨大潜力,这也是农业知识驱动服务可以取得突破的关键所在,可以在这方面发挥重要作用。该文在分析农业知识驱动服务相关技术现状的基础上,展望了农业领域可行的知识驱动服务技术路径,预测农业领域知识服务大模型研发构建会呈现参数由少到多、算力由弱趋强、强化训练逐渐加深的特点得到快速发展应用,未来将在专业技术指导、农业“装备-信息-农艺”融合、农业信息系统平台服务总线等方面系统升级现有农业知识服务范式,多模态服务将得到系统融合加深,人机交互模式将向“人性化”方向进一步黏合增强,从而为农业智能化转型升级提供全新的技术支撑,引领农业知识服务从数据检索、语义匹配迈向生成式知识驱动模式转变。

农业机械化、农机服务与粮食生产技术效率——基于人口老龄化视角

基于随机前沿生产函数和多值处理效应模型,使用黑龙江省47个村粮食种植农户样本数据,研究农机服务对老龄农户和非老龄农户粮食生产技术效率的影响。结果表明:当前黑龙江省农户粮食生产平均技术效率为57.2%,总体水平偏低,技术损失较大,存在一定的提升空间;非老龄农户更能从现有的农机服务中获益,农机服务未带来老龄农户技术效率的显著提高,但使得老龄农户留在农业生产之中,形成互补关系;在播种和收获环节,农机服务对技术效率的正向影响受到人口老龄化的抑制,原因在于老龄农户倾向于投入劳动替代农机服务,在不同地块之间转移劳作的成本更高。在发展农机服务、扩大服务经营规模的同时,应考虑农业经营主体的经营特征,完善土地流转机制,促进农业适度规模经营与农机服务协调发展。

嵌入视角下小农户与现代农业的有机衔接——以河北省G村内生型服务组织的农技推广过程为例

聚焦河北省邢台市G村内生型服务组织的农技推广过程,运用嵌入理论从制度嵌入、关系嵌入、文化嵌入三个维度探讨该组织在技术、服务、市场等方面带动小农户融入现代市场的动力机制。发现村庄通过采用先进的苹果种植技术,完成了农户家庭经营的精细化、集约化、高附加值化和村庄生产的农业组织化、规模化、产品标准化、地方特色化,进而实现了小农户与现代农业发展的有机衔接。在制度嵌入方面,服务组织依托村委会的制度资源、村规民约、乡村政治精英示范等完成了“行政化”组织动员机制;在关系嵌入方面,服务组织基于熟人社会的人情、信任、互利共生等实行了互惠交换机制;在文化嵌入方面,服务组织凭借共享的价值观念、品牌文化建设和富有意义的实践等实现了村庄整合机制。“村社组织+内生型服务组织+技术专家+农户”的发展模式,构建了小农户主体性的利益共同体,推动了村庄从传统维持型向现代发展型村落的转变。

农业科研院所科技服务体系创新发展路径--以江苏省农业科学院亚夫科技服务体系为例

农业科技服务是推动农业科技成果转化运用,促进农业农村科技水平提升的有效途径。文章介绍了江苏省农业科学院“亚夫科技服务体系”有关机制,从以支持鼓励为动力建立农业科技服务激励机制、以产业需求为导向构建农业科技转化服务平台和以农民增收为核心设立农业科技服务评价体系等方面提出了农业科研院所科技服务体系创新发展路径,以期为科教单位开展农业科技服务及有关管理工作提供借鉴。

粮食安全视角下数字技术对粮食单产的影响机制

采用熵权法测度数字技术,理论分析并实证检验数字技术对粮食单产的影响机制和作用路径,以考察数字技术何以影响粮食单产。研究发现:从总体上看,数字技术可以有效提升粮食单产水平,并且这种促进作用在一系列的稳健性检验下仍然显著。从异质性来看,数字技术在粮食非主产区对粮食单产的促进作用更强。从作用机制来看,农业社会化服务水平、田间管理水平与农业机械化水平是数字技术提高粮食单产的重要渠道,农业经营规模在数字技术赋能粮食单产的过程中具有正向调节作用。从门槛效应来看,数字技术作用于粮食单产的过程中存在农村教育水平门槛。拓展分析表明,农业现代化政策有助于数字技术提高粮食单产能力。

金融服务体系创新助力农业强国建设探析

巩固拓展脱贫攻坚成果同乡村振兴有效衔接、实现城乡共同富裕和农业农村现代化,必须把建设农业强国摆在更加重要的位置。金融是我国经济的重要支柱,对于加快农业强国建设的意义重大,金融服务体系则是建设农业强国的重要保障。金融服务体系创新助力农业强国建设主要通过优化农业补贴投入方式、助力农业科技创新发展、推动现代农业产业体系建设来实现。目前,金融服务体系创新助力农业强国建设存在农业产业发展资金不足、农村数字金融基础设施建设水平不高、农村金融服务体系发展滞后、农村金融数字化人才匮乏等诸多问题,难以满足建设农业强国的要求。金融服务体系创新助力农业强国建设应从农业发展资金支持、农村数字基础设施建设、农村金融服务体系完善和农村金融数字化人才培养等方面协同发力。

农业科研院所科技服务质量提升研究——以江西省农业科学院为例

农业科研院所作为农业科技供给的重要动力来源,其科技服务质量对提升农业科技含量、促进产业发展、服务“三农”等具有重要的影响。文章以江西省农业科学院为例,介绍了该院科技服务工作取得的成效,分析了科技服务工作中存在的不足,从强化科技支撑、畅通需求表达通道、稳固科技服务支撑体系等方面提出了提升科技服务质量的对策建议。

银行业竞争与农业全要素生产率增长——基于全国278个地级行政区的经验证据

提升农业全要素生产率是建设农业强国和推进农业现代化的重要抓手。基于2008-2019年全国278个地级行政区的数据,运用随机前沿分析测算了农业全要素生产率增长率,实证分析银行业竞争对农业全要素生产率增长的影响。结果显示:银行业竞争显著促进了农业全要素生产率增长,这种增长效应主要体现在农业技术进步上;机制分析表明,银行业竞争可以通过激励农业科技创新和促进农业服务业发展来提升农业全要素生产率;比较不同类型商业银行的影响后发现,相对于国有大型商业银行,农村商业银行、村镇银行和城市商业银行在促进农业全要素生产率增长方面具有比较优势,适度竞争能激励银行比较优势的发挥;异质性分析发现,银行业竞争更有效地提升了东中部地区、粮食主产区和农业保险发展水平较高地区的农业全要素生产率。据此,提出深化银行业金融机构体系市场化改革、鼓励各类商业银行错位竞争和因地制宜适度提升区域银行业竞争水平的建议。

农业生产性服务对农业生态效率的影响及作用机制

农业生产性服务通过将技术、信息、人才等有效引入农业生产环节,为实现农业规模化经营,进而为提高农业生态效率提供新路径。本文基于2005—2021年的中国30个省份(自治区、直辖市,不包括香港地区、澳门地区、台湾地区和西藏,下同)面板数据,构建超效率SBM模型测算各省份的农业生态效率,绘制核密度图分析农业生态效率的时间演变趋势,并比较不同地区、不同省份间农业生态效率的差异;采用双向固定模型分析了农业生产性服务对农业生态效率的影响;采用中介效应模型分析了农地经营规模、农业种植结构和农业技术推广的中介作用。结果表明:2005—2021年全国及各区域农业生态效率均呈上升趋势,全国农业生态效率从2005年的0.388上升到2021年的0.893;且几乎始终呈东部地区>西部地区>中部地区的趋势,粮食主销区农业生态效率高于粮食主产区和粮食产销平衡区。各省份间农业生态效率差异较大,其中青海、上海、海南和北京等省(市)农业生态效率一直较高,而山西、安徽、甘肃和江西等省份农业生态效率一直较低。农业生产性服务显著提高了农业生态效率,在进行多种稳健性检验后,结果仍然成立;中介效应的估计结果表明,农业生产性服务能够通过扩大农地经营规模、调整农业种植结构和促进农业技术推广提高农业生态效率;相较于其他地区,农业生产性服务对西部地区和粮食产销平衡区的农业生态效率提高作用更加明显。因此,为提高农业生态效率,应进一步完善农业生产性服务体系,促进农地规模经营,健全耕地保护补贴机制,防止耕地“非粮化”,完善农机装备技术创新。

农业科研单位科技服务农业生产的问题与对策研究——以河北省农林科学院植物保护研究所为例

农业科技服务对增强农业创新实力和促进农业可持续发展具有至关重要的作用,地方农业科研单位作为解决区域农业科技难题的核心力量,在推动科技服务地方方面扮演着重要角色。文章以河北省农林科学院植物保护研究所为例,从科技服务队伍建设与管理水平不高、制约因素过多、成果转化应用不足、考评机制缺乏等方面分析了地方农业科研院所在科技服务工作中凸显的问题,并针对问题从加强科技服务队伍建设、克服科技服务中的不利因素、促进科技成果转化应用、完善考评机制等方面提出了加强科技服务工作的对策。

数字技术赋能农业社会化服务的技术逻辑与实践困境——基于农技推广大数据的分析

通过对数字技术在农业社会化服务领域的应用进行分析,呈现数字技术赋能农业技术服务的技术逻辑、社会建构逻辑与非预期后果。从数字技术应用的技术逻辑来看,数字技术通过数字平台的连通效应、数字技术的普惠效应和数字化考核机制,实现了对传统线下农技服务模式的再造,并有效提升了农业技术人员回应农户技术需求的积极性。进一步分析发现,数字技术的实践受一系列社会因素影响,如科层体系、传统线下农技服务模式和农户的数字化生存能力对数字技术实践形态的影响。科层体系主要通过政绩逻辑和考核逻辑对数字技术的实践产生影响,而传统线下农技人员的生计模式在很大程度上影响其使用数字化农技服务的动力,农户的数字化生存能力则限制了其使用数字化农技服务的可能性。数字技术实践过程中的这些影响因素给数字技术的实践带来困境,并突出地表现为数字形式主义问题和数字鸿沟问题。基于以上问题,提出了进一步优化数字技术在农技推广领域应用的对策建议。

乡村振兴背景下农业科技服务体系建设的思考——以江苏省农业科学院亚夫科技服务体系为例

农业科技服务是加快农业科技成果推广应用,把科技成果转化为现实生产力的重要环节。农业科技服务体系建设在推动农村社会进步、促进农业发展、培育和发展农业新质生产力等方面发挥重要支撑作用。新时代背景下,实施乡村振兴战略对农业科技服务体系建设提出新要求。文章以江苏省农业科学院亚夫科技服务体系为例,采用文献综述、实地调研、案例分析等方法,总结了亚夫科技服务体系总体建设情况,分析了取得的主要成效、典型模式经验和建设过程中存在的主要问题,结合新时期农业科技服务新要求,从进一步健全完善“三位一体”体系、进一步推进亚夫工作站与地方贯通融合、进一步提升科技特派员履职能力等方面提出了高质量推进亚夫科技服务体系建设的对策与建议,旨在为农业科研院所科技服务工作提供参考。
