The Application of Old City Planning Based on the Concept of Smart Cities: A Case Study of Wanli District, Nanchang

The impact of a smart city as one of the new urban forms on the city is still in the exploratory stage. Therefore, it is necessary to fully analyze the impact of a smart city in the urban planning field, and actively explore the planning ideas and methods that are compatible with the planning and renovation of the old city. On the basis of applying the concept of smart cities, Wanli District of Nanchang City has paid attention to the optimization of urban spatial structure, focused on the development of tourism industry, built an intelligent transportation system with priority to public transport, and improved infrastructure construction, in order to provide guidance for the wisdom update of the old city.

The Differences between County,County-level City and Municipal District in the System of Administrative Divisions in China

Administrative division is an important means of political power reorganization and management,resource integration and optimal allocation,which profoundly shapes the spatial layout of urban development in China.To clarify and compare differences between counties,county-level cities and municipal districts is the primary premise for the study of administrative division and urban development.This paper analyzes the institutional differences between counties and county-level cities,as well as counties,county-level cities and municipal districts,from the aspects of organizational structure,urban construction planning,land management,finance,taxation and public services.The research shows that the establishment of counties,county-level cities and municipal districts adapt to different levels and stages of economic and social development,and the conversion from county to county-level city and the conversion from county(or county-level city)to municipal district are both important transformation ways to change their administrative systems,which has different management system and operation pattern.At the same time,the transformation of county-level administrative region is also a“double-edged sword”,we should think about the administrative system as a whole to decide whether it should be adjusted,and effectively respond to the actual needs of local economic and social development.

A STUDY ON LANDSCAPE MOSAIC STRUCTUREIN URBANRURAL AREA IN NORTHWESTOF CHINA WITH RS AND GIS- A Case Study of Xigu District in Lanzhou City

ABSTRACT: At the study area of Xigu District in Lanzhou City, using RS & GIS as tools we apply Diversity, Dominance, Fragmentation , Isolation and so on to study the quantitative, fractal and spatial characters of landscapes’ structures in the four sub-regions divided by the morphological features. Using the Fractal Theory to establish the fractal structure models, we analyze the complexity and stability of various landscapes’ distribution with fractal dimension value. The spatial distribution characteristics of landscape mosaic structure are also expounded. At the end of the paper we discuss the relevant problems on the main factors which control and effect on the spatial pattern of landscapes as well as on landscape optimization and management.

Urban Design Strategy Research Based on the Concept of Sponge City: A Case Study of Renbei District in Chengdu

Cities are currently confronted with many urban problems, such as water shortages, water quality pollution, floods, and the loss of habitats of aquatic organisms, and badly in need of a more comprehensive solution. In this context, the concept of "sponge city" is proposed. This paper, based on the theory of sponge city and low impact development, elaborated the origin, development, connotation, and construction method of "sponge city" concept. In this paper, the urban design scheme of Renbei District in Chengdu was taken for example to analyze the geographical environment and climate characteristics of Chengdu and explain the formation and verification of the scheme. It is considered that the "sponge city" is different from the traditional urban infrastructure. It is essentially an ecological approach. Its core is to build a cross-scale urban water ecological infrastructure to comprehensively solve the prominent water-related problems of urban and rural areas in China.

Color Planning and Design of Main Urban Districts of Xuzhou City

Through investigating colors of Xuzhou City, combining with color planning practices in domestic and foreign cities, current colors and characteristics of main urban districts of Xuzhou City were analyzed, overall orientation and design concept of city color were explored, the overall framework of regional building colors and the zoning planning were proposed, to give new concepts for the future city color planning and design.

Viability of high-density resistivity method for evaluating mountain slope stability in Erdaojiang District,Tonghua City,China

The authors employ the high-density resistivity method to image the subsurface structure of a mountain in Erdaojiang District,Tonghua City,Jilin Province,China,to evaluate the potential risk of slope failure on surrounding residential areas and infrastructure,and identify a shallow fault that extends across the center of the mountain and is perpendicular to the mountain slope and accurately locate the spatial position and depth of another fault on the southern side of the mountain.The results provide an important basis for evaluating mountain slope stability.This study also demonstrates that the high-density resistivity method is effective for detecting mountain faults.

A Research on Government Regulations on High Price and High Vacancy in Real Estate: A Case Study of the Southern District of Qingdao City

Real estate plays a vital role in national economy and contributes a lot to social development. However, the rapid progress that has been made brings some problems, such as high price and high vacacy. This thesis takes Southern District of Qingdao City as an example to illustrate government regulation concerning real estate, and at the end some suggestions are provided.

Renovation of Road Landscaping in Old Downtown Areas of Mountainous Cities:A Case Study of Pengshui County,Chongqing Municipality

Current situation of road landscaping in old districts of mountainous cities was analyzed,renovation design principles and basis were proposed. Pengshui County in Chongqing was taken for example to explore renovation design methods,overall concepts and relevant contents of the road landscaping in old districts of mountainous cities,so as to provide references for the renovation design of road landscaping in old districts of modern mountainous cities.

Analysis on the Characteristics of Rainstorm in Hanbin District of Ankang City during 1961-2003

[Objective] The research aimed to analyze the rainstorm characteristics in Hanbin District of Ankang City in 43 years. [Method] By using the daily and hourly precipitation data in Hanbin District of Ankang City during 1961-2003, the occurrence rule and variation characteristics of rainstorm weather in 43 years in the zone were analyzed. [Result] The distribution of rainstorm days in Hanbin District of Ankang City had the obvious season characteristic. The earliest rainstorm days occurred in May and started to increase in June. It frequently happened in July, August and gradually decreased in September. The latest rainstorm finished in the middle ten-day of October. The storm rainfall and days in Hanbin District of Ankang City during 1961-2003 both presented the obvious linear increase trend. From the 1970s to the end of 1980s, it was the period when the storm rainfall was more. The rainstorm days during the 1960s-early 1970s and early 1990s were fewer. The rainstorm days were more from the metaphase of 1970s to late 1980s and after the metaphase of 1990s. The time distribution characteristic of hourly precipitation in the rainstorm days was obvious and based mainly on the single peak type. The time mainly concentrated in the daytime, and the short-time strong precipitation was more. [Conclusion] The research provided the reference basis for accurately forecasting the rainstorm occurrence, disaster prevention and reduction work.

Empirical Analysis on Dominant Agriculture in Agricultural Districts and Counties of Tianjin

At present,developing the dominant agriculture plays an essential role in promoting the agricultural modernization of Tianjin. Based on the theory of location quotient,this paper made a quantitative analysis of the dominant agriculture in the agricultural districts and counties of Tianjin. According to the analysis,it made a qualitative analysis of the factors. Finally,it determined the dominant agriculture of each agricultural district and county of Tianjin.

Ecological Restoration Technology and Benefit Assessment of Karst Rocky Desertification Mountains in Xixiu District of Anshun City

Ecological restoration refers to the containment of soil erosion,restoration of water conservation,climate regulation,maintenance of ecological functions of biodiversity,and improvement of ecological environment and landscape pattern based on self-repairing capacity of the nature and combined with appropriate artificial measures. Since the natural restoration process of karst desertification mountain is very long,it needs to be supplemented by artificial vegetation restoration. This paper introduced the ecological restoration technologies implemented in karst rocky desertification mountains in Xixiu District,Anshun City of Guizhou Province,and also introduced the afforestation tending management measures. It assessed the ecological benefits of the ecological restoration project from five aspects: mountain community characteristics,vegetation coverage,species diversity,afforestation survival rate and landscape effect.

Images of Green Landscapes in Huadu District, Guangzhou City

Urban landscape, as an important part of the overall landscape or the overall image of the city, is of great significance in highlighting city features, building green cities, and improving city image, so image of green spaces has become one of the key construction objectives for many cities. Taking Huadu District in Guangzhou City for example, urban green landscape pattern was analyzed from the level of region and district, according to the landscape ecology. The results showed that local green landscapes had many problems such as unreasonable structure, high fragmentation, unbalanced distribution of green space types, poor corridor networks etc.. In view of these problems, countermeasures for improving green landscape images in Huadu District were proposed.

Study on Revision and Compilation of Rainstorm Intensity Formula in Liuzhou City and County

Rainstorm intensity formula,main basis of solving urban waterlogging,is the basis of scientifically and rationally making urban drainage professional planning and drainage engineering design. In this paper,compilation of rainstorm intensity formula in Luzhai County was taken as the case,revision and compilation techniques and research methods of rainstorm intensity formulas in municipal district and administrated county of Liuzhou were introduced. According to the Design Specification for Outdoor Drainage（ GB 50014-2006,2016） and the Technical Guidelines for Establishment of Intensity-Duration-Frequency Curve Design Rainstorm Profile,historical rainfall data at Luzhai National Weather Station were sampled by using annual maximum method,and sampling time was from1980 to 2016. The period with the maximum rainfall was divided into 11 time intervals： 5,10,15,20,30,45,60,90,120,150 and 180 min. Fitting adjust of rainstorm sample data was conducted by using Pearson-III distribution curve,rainstorm intensity formula was fitted by the least square method,and calculation accuracy test corresponded with the requirement of Design Specification for Outdoor Drainage（ GB 50014-2006,2016）. Conclusions and suggestions were as below： firstly,rainstorm intensity formula was compiled and calculated according to the recommended methods of the Design Specification for Outdoor Drainage（ GB 50014-2006,2016） and the Technical Guidelines for Establishment of Intensity-Duration-Frequency Curve Design Rainstorm Profile,calculation process was normative,and calculation result error met the requirement of the specification. Secondly,sampling by annual maximum method was more suitable for the expression of periodic hydrometeorological law by taking year as reappearance period,and could cause better randomness and independence of statistical sample,and the method was scientific and reliable. Thirdly,rainstorm intensity formula compiled by taking rainfall data in national weather stations of Liuzhou and its administrated counties as the sample could be used in the scope of the local jurisdiction.

Planning and Layout Strategies of Urban Institution Pension Service Facilities under the Background of Aging Society: A Case Study of the Main Urban District of Xuzhou City

China has entered an aging society, and the contradiction between the social pension needs rapidly growing in the city and the lagged pension business is increasingly outstanding. By analyzing the amount, development level, type, structure, and space distribution of the institutional pension facility in main urban district of Xuzhou City, this paper has summed up the main problems. Combining the estimation on the number of the elders and pension bed, coordination and planning of institutional pension facility in the research zone are conducted from three aspects: distribution guidance, principle of locating and differentiation configuration, to promote the construction of pension agency and impel the development of pension business in Xuzhou City.

The Development Status and Countermeasures of Foxtail Millet Industry in Zhangjiakou City Under the Background of the Constructing Two Districts of the Capital

Foxtail millet is drought-resistant and water-saving.It is a typical environmentally friendly crop with high economic and social benefits.In the context of constructing"Two districts of the capital",it is imperative to develop the foxtail millet industry in view of the ecological conditions of Zhangjiakou City.Based on the analysis of the development status of the foxtail millet industry in Zhangjiakou City,this study pointed out the current problems in the development of the foxtail millet industry in Zhangjiakou City,and put forward specific suggestions for the development of the foxtail millet industry in Zhangjiakou City in the future.

A study on evaluation index system of the sponge city construction of Gui-An New District

The construction of sponge city, should effectively alleviate our country city water, strengthen the rainwater collection and utilization and transform urban development mode to the low impact development mode. In 2015, the pilot city of sponge city's construction has begun to take shape with the push of the Ministry of Housing and Urban-Rural Development of the Peoples' Republic of China, the Ministry of Finance and the Ministry of Water Resources. For the pilot cities, they should strengthen the performance evaluation process and play the leading role of the nation demonstration. Taking the aspects of sponge city project's management, runoff volume control into consideration, sponge city initially formed a set of scientific and objective evaluation index which is in order to reflect the effectiveness of Gui-An New Area's construction.What's more, through analyzing the sponge city's deficiency of the performance evaluation, I also carry out the work that need to put forward suggestions.

Order of Precedence Between Local Laws of Cities with Subordinate Districts and Regulations of Provincial Governments Clarifying Premises for Discussion Based on the Characteristics of Laws

The lack of descriptions regarding the order of precedence between the local laws of cities with subordinate districts and the regulations of provincial governments in Legislation Law of the People's Republic of China(Legislation Law) has led to two divergent views. One holds that "the local laws of cities with subordinate districts should take precedence over the regulations of provincial governments," while the other supports the exact opposite. This is a value judgment issue in legislation. To reach a solution, we need to clarify the premises based on the characteristics of the laws in question so that a basic common ground can be established for discussion. The first premise for traditional legislation is that a law should be based on experience as well as logic; the second is that the experience of authority subjects, plus the three aspects of logic should outweigh the experience of social subjects, plus the three aspects of logic. With respect to postmodern legislation, the first premise is that experience should override logic, and the second is that the experience of the authority subject should take precedence over that of social subject, with no requirements for logical consistency. Since Legislation Law fal s into the category of postmodern legislation, according to the premises, the argument that the local laws of cities with subordinate districts should take precedence enjoys wider acceptance, but the view is logically challenged in terms of conceptual consistency, system consistency and principle consistency. More studies must be conducted to facilitate the discussion.

From strengthening the construction of an innovation system,adhering to the green development model of the industry,advancing the rural revitalization strategy,strengthening the protection and inheritance of cultural heritage,accelerating the development of social undertakings,and expanding the space for regional cooperation,this paper discusses the strategies for the construction of sustainable development experimental zone in Fumian District,Yulin City.It is intended to build Fumian District into a vibrant,economically prosperous,urban and rural integrated,characteristic cultural,safe and harmonious,inclusive and open district.
