The lack of descriptions regarding the order of precedence between the local laws of cities with subordinate districts and the regulations of provincial governments in Legislation Law of the People's Republic of C...The lack of descriptions regarding the order of precedence between the local laws of cities with subordinate districts and the regulations of provincial governments in Legislation Law of the People's Republic of China(Legislation Law) has led to two divergent views. One holds that "the local laws of cities with subordinate districts should take precedence over the regulations of provincial governments," while the other supports the exact opposite. This is a value judgment issue in legislation. To reach a solution, we need to clarify the premises based on the characteristics of the laws in question so that a basic common ground can be established for discussion. The first premise for traditional legislation is that a law should be based on experience as well as logic; the second is that the experience of authority subjects, plus the three aspects of logic should outweigh the experience of social subjects, plus the three aspects of logic. With respect to postmodern legislation, the first premise is that experience should override logic, and the second is that the experience of the authority subject should take precedence over that of social subject, with no requirements for logical consistency. Since Legislation Law fal s into the category of postmodern legislation, according to the premises, the argument that the local laws of cities with subordinate districts should take precedence enjoys wider acceptance, but the view is logically challenged in terms of conceptual consistency, system consistency and principle consistency. Digitalization is transforming governments across the globe. At the national level, down to regional and multiple departments in the public institutions, unprecedented change is occurring exponentially as a result of ...Digitalization is transforming governments across the globe. At the national level, down to regional and multiple departments in the public institutions, unprecedented change is occurring exponentially as a result of massive digitalization. Digitalization is compelling governments at all levels to embrace voluminous data and institute appropriate multi-channel platforms to support digital transformation. While this is the case, most governments have been caught unprepared thwarting maximum benefits spurred by digitalization. Inherently, the social media and e-participation tools for generating huge amount of data have convoluted most governments’ appetite in Big Data management. This situation is further compounded with the slow pace of adoption of these technological tools by citizens and the public sectors. For enhanced e-citizen satisfaction and engagement, as well as e-participation processes, public institutions need to promote engagement and collaboration. In view of advancing benefits to their citizens, public institutions need to institute appropriate measures to collect citizen’s data. The information collected is vital for public institutions in actualizing what services the citizens want. Using literature reviews and cases, the authors examine Big Data benefits in counties and propose a Big Data model to improve efficiency of e-governance services and productivity in county governments. The authors demonstrate Big Data framework has the aptitude of molding citizen’s opinion in county decision making process. Better use of e-technologies is shown in the proposed model which illustrates sharing resources among various data analytics sources. Our proposed framework based on Big Data analytics is a viable initiative to progress effectiveness and productivity, strengthen citizen engagement and participation and encourage decision-making in e-governance services delivery in the counties.展开更多

The system is mainly consisted of four subsystems: Information management subsystem, hazard as- sessment subsystem, vulnerability evaluation subsystem and risk prediction subsystem. In the system, landslide hazard assessment, vulnerability evaluation, risk predictions are carried out automatically based on irregular units. At last the landslide hazard and risk map of the study area is compiled. During the whole procedure, Matter-Element Model, Artificial Neural Network, ancl Information Model are used as assessment models. This system provides an effective way for the landslide hazard information management and risk prediction of each district in the Reservoir of Three Gorge Project. As the basic administrative unit of China,counties have grown rapidly in recent years in the context of rapid urbanization,especially for counties located in mountainous areas.The drastic changes in land in mountainou...As the basic administrative unit of China,counties have grown rapidly in recent years in the context of rapid urbanization,especially for counties located in mountainous areas.The drastic changes in land in mountainous areas can easily cause irreversible damage to the sensitive ecological environment.Through the dual-objective suitability zoning of ecological and construction balance,regional sustainable land use patterns can be realized.In this study,Hantai District in Southern Shaanxi province,China,was chosen as the research area aiming at creating a balance between ecological supply and the development of construction in spatial planning.A dual-objective process evaluation system for ecological protection and construction development was proposed with 15 resistance factors selected from three attributes:natural ecology,economic society,and policy.The minimum resistance surface discrimination methods for ecological land and construction development land were proposed based on vertical space superposition and horizontal minimum cumulative resistance models.Finally,the land in Hantai District was divided into four development grades from the optimal angle of dual goals,i.e.,the construction core zone being 134.56 km^(2),the suitable construction zone 115.77 km2,the ecological buffer zone 153.74 km^(2),and the ecological control zone 151.93 km^(2),using the method combining resistance difference and threshold division.In addition,the development direction of each town under jurisdiction was identified.This study compensates for the deficiency of traditional methods that evaluate land only from a single vertical or horizontal process.展开更多
The Kenya Ministry of Health restructured the health sector in 2009 with the goal of promoting and improving the health status of all citizens. It established the Hospital Management Services Fund to be managed at the...The Kenya Ministry of Health restructured the health sector in 2009 with the goal of promoting and improving the health status of all citizens. It established the Hospital Management Services Fund to be managed at the facility level by the Hospital Management Committees (HMCs). Since the establishment of the HMCs at the county level following the devolution of health services in 2016, no evaluation has been done to assess their performance in Busia County. We assessed the criteria, selection process, orientation, induction, and the performance of the HMCs in Busia and considered their implications for Kenya and similar contexts in Africa. Data were collected by purposive sampling of all HMC members in six level 4 and one level 5 hospitals through Focus Group Discussions and key informant interviews. Documents collected both at the facility and county levels were analysed and used appropriately. All seven hospitals evaluated did not fully comply with the National Guidelines. Three (43%) of the hospitals nominated persons with educational levels below the required O-level certification. Another 3 (43%) contravened the Constitution of Kenya (2010) by excluding persons with disabilities and minorities. The study identified systemic commissions and omissions in the recruitment process, leading to anxiety and frustrations by members of HMCs, staff and the catchment population of the respective hospitals. In conclusion, the nominated HMC members have no legitimacy to assume their roles and responsibilities as they have not been gazetted, appointed, oriented, and facilitated.展开更多
The study sought to assess the role and significance of chiefs in the traditional governance system of Cape Coast,Teshie and Kumasi communities in Ghana.This study employed the case study comparative approach.A total ...The study sought to assess the role and significance of chiefs in the traditional governance system of Cape Coast,Teshie and Kumasi communities in Ghana.This study employed the case study comparative approach.A total of 85 participants were selected for the study using the snowballing method of sampling.Data were collected using a four-point Likert scale questionnaire.Data analysis and presentation of results were done by using mean and standard deviation.The study revealed that chieftaincy as an institution is deeply rooted in the local communities.It further revealed that a chief is both the politico-military and religious head.It was recommended that there is the need for the modern state to go beyond just involving chiefs in only sod cutting ceremonies and other state functions to include them in the implementation of local development policies.Further to this,the roles and functions of traditional authorities and local government officials must be well-defined and agreed upon and the public must be made to understand this delineation of responsibilities brought by the government.展开更多
