Thinking and Research on County-level Territorial Spatial Plans in the Territorial Spatial Plan System:A Case Study of Jiangxi Province

The establishment of the territorial spatial plan system is an important space reform act to meet the new era in China.The reform of territorial spatial plans according to classification is in line with the characteristics of China’s current territorial spatial administration and urban development.At present,China’s provincial and municipal territorial spatial plans have been publicized,and county-level territorial spatial plans are being approved one after another,while the compilation of township-level territorial spatial plans is being carried out in an orderly manner.In this paper,based on the historical background of the establishment of territorial spatial plan system integrating“multiple plans”,the background of territorial spatial plans and the important role of county-level territorial spatial plans were first elaborated,and then the progress of the compilation of county-level territorial spatial plans in Jiangxi Province was sorted out.Finally,the problems existing in the compilation were discussed,and corresponding suggestions were put forward to provide a certain reference for the construction of a scientific and reasonable territorial spatial plan system.

On the Feasibility of the Chinese County-Level Convergence Media Centers in Participating in International Communication:Evidence from CDHT’s First-Hand Communication Practice

With the advent of new technologies,China is faced with the practical need to enhance its international communication capacity and address reforms in the modes,content,and channels of international communication.Therefore,more efforts should be made to further enrich the participants in international communication by optimizing China’s four-level journalism communication system and crafting a“great external publicity pattern.”Guiding and promoting county-level convergence media centers to participate in international communication is conducive to promoting the building of a vertical international communication system and a multi-level integrated communication matrix and facilitating the resource alignment and information sharing between domestic and international communication.In practice,some county-level convergence media centers in China have achieved certain results in international communication.A good example is the Chengdu Hi-tech Industrial Development Zone(CDHT),a pioneer in the reform of Chinese county-level convergence media.Therefore,this paper has used CDHT as an example to discuss the reality and basic conditions for Chinese county-level convergence media centers to participate in international communication and put forward general paths for county-level convergence media centers to engage in international communication.

Analysis on the Configuration Path of Improving the Quality and Efficiency of County-Level Libraries in China

County-level libraries have an inescapable responsibility for cultivating local cultural identity and realizing rural revitalization.Therefore,we analyzed factors that afect the service fficiency of gass-1oots libraries in Henan Province through a field investigation and qualitative comparative analysis(QCA),and proposed a higlh-efficiency configuration.In addition,we put forward the strategy of improving the quality and efficiency of our country's county-level libraries in the electonic information age.

Correlation between Geographical Regional Economy and Construction of County-level Vocational Education Centers

In the period of Eleventh Five-Year Plan,the construction of county-level vocational education centers in Shanxi Province made great contribution to local social and economic development. Due to influence of special geography,population environment and regional economic development situation,it forms the pattern of strong in southeast and weak in northwest. Thus,scientific making plan for construction of vocational education centers in northwestern counties( cities) and establishing long-term mechanism for construction of vocational education centers will be helpful for serving regional economic construction.

Development Path of Different County-Level Towns

County-level town is important space carrier of China's urbanization and the emphasis and key of strategic distribution for urbanization. Backwardness of county-level towns limits nearby transfer of surplus labor. To promote development of county-level towns,on the basis of classifying county-level towns,this paper analyzed motive and resistance factors of evolution of different county-level towns using historical data collection and statistical method,comparative approach,typical case study method,and studied development path for different county-level towns. From analysis,it reached the conclusion that industry exerts the most direct and fundamental influence on development of county-level towns,while the industrial development in county-level towns must base on their actual conditions. The county-level towns are not isolated,and their development should be established within the framework of national policy environment and superior and subordinate town system.

The Differences between County,County-level City and Municipal District in the System of Administrative Divisions in China

Administrative division is an important means of political power reorganization and management,resource integration and optimal allocation,which profoundly shapes the spatial layout of urban development in China.To clarify and compare differences between counties,county-level cities and municipal districts is the primary premise for the study of administrative division and urban development.This paper analyzes the institutional differences between counties and county-level cities,as well as counties,county-level cities and municipal districts,from the aspects of organizational structure,urban construction planning,land management,finance,taxation and public services.The research shows that the establishment of counties,county-level cities and municipal districts adapt to different levels and stages of economic and social development,and the conversion from county to county-level city and the conversion from county(or county-level city)to municipal district are both important transformation ways to change their administrative systems,which has different management system and operation pattern.At the same time,the transformation of county-level administrative region is also a“double-edged sword”,we should think about the administrative system as a whole to decide whether it should be adjusted,and effectively respond to the actual needs of local economic and social development.

Research of Industrial Regions Classification at County-Level

The paper studies some important issues concerning the classification of industrial regions at the county-level by using methods of correlation-principal component analysis and fuzzy cluster technique. According to reality it also gives a case study in which the connty-level industrial regional classification is simulated.

Ensemble learning prediction of soybean yields in China based on meteorological data

The accurate prediction of soybean yield is of great significance for agricultural production, monitoring and early warning.Although previous studies have used machine learning algorithms to predict soybean yield based on meteorological data,it is not clear how different models can be used to effectively separate soybean meteorological yield from soybean yield in various regions. In addition, comprehensively integrating the advantages of various machine learning algorithms to improve the prediction accuracy through ensemble learning algorithms has not been studied in depth. This study used and analyzed various daily meteorological data and soybean yield data from 173 county-level administrative regions and meteorological stations in two principal soybean planting areas in China(Northeast China and the Huang–Huai region), covering 34 years.Three effective machine learning algorithms(K-nearest neighbor, random forest, and support vector regression) were adopted as the base-models to establish a high-precision and highly-reliable soybean meteorological yield prediction model based on the stacking ensemble learning framework. The model's generalizability was further improved through 5-fold crossvalidation, and the model was optimized by principal component analysis and hyperparametric optimization. The accuracy of the model was evaluated by using the five-year sliding prediction and four regression indicators of the 173 counties, which showed that the stacking model has higher accuracy and stronger robustness. The 5-year sliding estimations of soybean yield based on the stacking model in 173 counties showed that the prediction effect can reflect the spatiotemporal distribution of soybean yield in detail, and the mean absolute percentage error(MAPE) was less than 5%. The stacking prediction model of soybean meteorological yield provides a new approach for accurately predicting soybean yield.

宁夏回族自治区县级公立医院住院患者满意度及其影响因素

目的了解宁夏回族自治区实施县级公立医院改革后县级公立医院住院患者的满意度及其影响因素,考察县级公立医院改革的初步成效,以期为医院管理者与卫生行政部门提高医疗服务质量提供决策参考。方法通过电话回访的方式,对4家县人民医院的出院患者进行满意度调查。结果住院患者对医疗服务的总体满意度评分为4.09分(满分为5.00分),对服务态度、就医环境、技术水平、等候时间和医疗费用的满意度评分分别为4.43、4.29、4.13、3.91和3.82分。对住院患者总体满意度的影响由大到小的因素依次是技术水平、医疗费用、服务态度、就医环境和等待时间。住院患者的总体满意度评分较高,但仍有提升空间。总体满意度的主要影响因素为医疗服务相关因素,技术水平和医疗费用是影响住院患者总体满意度的最重要因素,就医流程有待进一步优化。结论建议:合理控制医疗费用;提高医疗技术水平;优化就诊流程,提升就医便利性。

An extended input-output table for environmental and resources accounting

Environmentally Extended Input-Output(EEIO)tables have become a powerful element in supporting information-based environmental and economic policies.National-and provincial-level 10 tables are currently published by the National Bureau of Statistics of the People's Republic of China according to well-defined conventions.However,county-level 10tables are not provided as a rule by official statistics organizations.This paper conducts an overview of compiling EEIO tables for environmental and resources accounting at the county level and then answers several questions:First,what kind of data should be prepared for the compilation of county-level EEIO tables?Second,how can we set up comprehensive EEIO tables at the county level?Third,regarding the survey methods and the indirect modeling,which one should be chosen to build EEIO tables at the county level?Finally,what policy questions could such a table answer?EEIO tables at the county level can be used to predict the economic impacts of environmental policies and to perform trend and scenario analysis.

Why Did the Reform Fail?The Impact of the Personnel System Reform on Teachers in Jia County of China

Over recent years,the reform-driven development of education has been one primary idea of the Chinese government under the leadership of Xi Jinping.Above all,the reform of the personnel system,closely related to the interests of teachers,becomes the most sensitive link in the educational reform.To root out the restriction of education system on teachers and enhance their enthusiasm for work,Jia County carried out a reform of teacher personnel system from 2013 to 2016,including breaking the hierarchical restriction on teachers’administrative promotion,decentralizing the power of confirming the teachers’professional titles,eliminating the teachers with the worst performances,practicing performance salary,and other measures.In this study,we tracked 627 teachers regarding their work enthusiasm and stress during the three-year reform,analyzed the data through the Hierarchical Linear Model(HLM),and found that:(1)The teachers’enthusiasm for work increased over time,but did not significantly change with the consideration of the influence of the principals’leadership in teaching.The personnel system reform aiming at motivating teachers failed to work as expected.(2)The teachers’work stress still increased year by year.Therefore,this study concludes that the reform in Jia County failed to fulfill its goals and that the vigorous top-down reform did not lead to ideal results.A reason might be that the reform damaged the vested interests of teachers who represent the deep-rooted nepotism typically in the Chinese education community.Reforms of educational personnel system should give schools a full play regarding educational governance in the future.

Multi-Plan Integration: A Pilot Study of Mianzhu, Sichuan Province

The current planning system in China lacks coordination, which is a crucial issue to be explored to fully implement the multi-plan integration. Mianzhu is an example that is officially named as one of the pilot cities for multi-plan integration on the county level. The paper firstly analyzes the problems associated with multi-plan integration in Mianzhu, including the indeterminate hierarchy of the planning system, the disunity of technical standards, problems regarding spatial order, coordination and division of powers and functions, and the intensive utilization of spatial resources, the lack of a coordination mechanism, and low participation of experts and the public. Secondly, by learning from Germany's spatial planning, and also practical experiences of pilot cities for multi-plan integration in China, this paper creatively brings in the connotation of multi-plan integration on the county level, and further proposes a power division based on three-level planning system and three kinds of space, the reinforcement of a spatial order, intensive spatial utilization, and a planning coordination mechanism, hoping to provide reference to other cities.

Risk factors associated with mortality of COVID-19 in 3125 counties of the United States

Background:The number of cumulative confirmed cases of COVID-19 in the United States has risen sharply since March 2020.A county health ranking and roadmaps program has been established to identify factors associated with disparity in mobility and mortality of COVID-19 in all counties in the United States.The risk factors associated with county-level mortality of COVID-19 with various levels of prevaIence are not well understood.Methods:Using the data obtained from the County Health Rankings and Roadmaps program,this study applied a negative binomial design to the courtty-level mortality counts of COVID-19 as of August 27,2020 in the United States.In this design,the infected counties were categorized into three levels of infections using clustering analysis based on time-var ying cumulative con firmed cases from March 1 to August 27,2020.COVID-19 patients were not analyzed in dividually but were aggregated at the county-level,where the coun ty-level deaths of COVID-19 con firmed by the local health agencies.Clustering analysis and Kruskal-Wallis tests were used in our statistical analysis.
