Research on the Collaborative Governance of Social Responsibility in Online Audiovisual Enterprises

This paper aims to analyze the present conditions of the social responsibility ecosystem in online audiovisual enterprises in the digital age. It focuses on the governance of social responsibility in these enterprises and conducts an in-depth analysis of the problems and influencing factors related to the social responsibility aberrations of online audiovisual enterprises. Drawing upon social responsibility theory and collaborative governance theory, this research constructs a social responsibility guidance and governance system guided by the public, supported by the voluntary fulfillment of responsibilities by online audiovisual enterprises, and based on the collaborative participation of diverse stakeholders. It explores and optimizes the implementation pathways of this system, providing theoretical support and practical guidance for promoting the sustainable development of online audiovisual enterprises. Furthermore, it aims to contribute to the creation of a harmonious Internet ecosystem.

Research on the Path of Improving the Efficiency of Urban Community Governance from the Perspective of Collaborative Governance:A Case Study of Daqing City,China

Under the background of“co-construction,co-governance,and sharing,”the role of the grassroots level is becoming increasingly important.In the past,the governance body was single with blocked information,and the inefficient governance mode required gradual transformation.In order to achieve collaborative governance and break through the obstacles in grassroots governance,the key lies in how to play the role of the community,coordinate the relationship between citizens and the community,and allow the community to better play the role of grassroots governance.Under the guidance of the concept of collaborative governance and combined with relevant data,this paper discusses the problems and current situation of community governance in Daqing City,China,explores the path to improve the efficiency of urban community governance,and puts forward relevant constructive suggestions to better realize the role of community in grassroots governance.

The Fulfillment of Government Responsibilities in the Collaborative Governance of Rural Water Pollution

Rural environmental pollution is becoming more and more serious, which has become an important problem to be solved urgently in our country under the background of the new era. Protecting the ecological environment is one of the important functions of the government, and protecting the rural water environment is the unshirkable responsibility of the local governments. As the main body of rural water pollution control, how to define and fulfill the local governments’ responsibilities is of great significance to the advancement of the overall governance work. This paper starts from the local governments, which are the important main body of rural environmental governance. By comparing the similarities and differences between the performance of government responsibilities under the traditional governance model and the collaborative governance model, clarifies the governance responsibilities of the local governments. And further explores the effective measures for the government to play the main role, fulfill the main responsibilities, and participate in the collaborative governance of rural water pollution.

协同治理日益成为激变时代解决公共问题的治道选择,并引起学术界的强烈关注。然而,已有研究却呈现碎片化、拼凑化的特点,如何进行理论整合并重构分析框架成为当前的理论诉求。柯克·爱默生和蒂娜·娜芭齐基于文献分析与经验研究,从治理环境和棘手问题两个方面讨论协同治理的生成机理,重新定义协同治理的内涵,整合协同治理的知识谱系,并构建了协同治理机制的综合性分析框架。她们的研究无疑成为相关领域的重要参考。当然,该项研究仍然具有值得拓展的空间,本文最后一部分对此进行探讨。

Study on the Collaborative Governance Mechanism of Ecological Environment in Changsha-Zhuzhou-Xiangtan Region under the Green Development Perspective

Natural resources and the environment,environmental capacity of China has been approaching the red alert,and long-term accumulation of ecological debt needs to be solved. The transformation of economic development mode and green economic development path are inevitable choices. The complexity and the pressureof the ecological environment governance force Changsha-Zhuzhou-Xiangtan region to change the ecological governance method. The " government-market-society" is taken as the overall framework,to build a diversified body of eco-environment collaborative governance platform. Through collaborative governance among governments,government-market collaborative governance and government-society collaborative governance,ecological capital stock is improvedin the quantity and quality,thus contributing to benigndevelopment of regional economy and society.

Plight and Path of Rural Collaborative Governance from the Subjective Perspective of Epistemology

It has become a trend for rural areas to develop from unified governance to multi-body governance.The goal of rural governance modernization further aggravates the non-applicability of the current system of"township administration and villager's self-government".And the problems such as the inaccurate positioning among the bodies of rural governance,the mismatching of power and responsibility,and the imperfectness of collaborative governance mechanism are becoming more and more obvious,which seriously restricts the development of rural economy and society.Presently,the root of the rural collaborative governance plight lies in the inadequate understanding on the of governance bodies.The key to get out of the plight is the implementation of rural revitalization strategy,cultivation of new farmers,and collaboration governance.Therefore,rural governance should not be limited to the administrative village area,but be collectively governed by village,inter-village,urban and rural areas.The paper reunderstands the rural governance bodies,explores the plight and the root of rural collaborative governance,and puts forward an effective path for rural collaborative governance,all from the subjective perspective of epistemology.

Research on the Collaborative Innovation Model in Regional Social Governance

Reforms in social governance are promoted by changes in social environments.Social governance models cannot be constant,and the rise of every innovative governance model is inseparable from an ever-changing society.The theoretical connotation of the collaborative innovation model in regional social governance is mainly reflected in its agents,actions,and processes.The fundamental requirements of the collaborative innovation model in regional social governance are de-administration and market-based.The key elements of the collaborative regional social governance model include:delegating power from central authorities,transferring selected social governance affairs,enhancing the development of governance capabilities in social governance agents,diversifying these agents by giving full play to the agency to strengthen the concept of collaborative governance for social governance agents,strengthening the establishment of the governance system,and ensuring the normal progress of the governance processes.The collaborative innovation model in regional social governance should be built in three aspects:a system of institutional norms,an evaluation indicator system,and law-based collaborative governance.

Establishing a Social Governance Model Based on Collaboration,Participation,and Common Interests:Value,Structure and Roadmap

Design of Collaborative Platform on Clustering Applications for Governments

Collaborative platform on clustering applications for governments consists of six large-scale systems, including the clustering Government Internet portal system, clustering public-mailboxes collaboration system, clustering government affairs portal system, clustering emergency information collaboration system, clustering office automation collaboration system, and clustering messages collaboration systems. The appli-cation and technology architectures of the collaborative platform are elaborated in this paper,and the major key technologies on the platform are also expounded, which includes realization of many governments ap-plications’ scale integration and collaborative application, business model driven software development plat-form based on SOA, SSO, tans-departmental and cross-level multi-engine clustering protocol. Based on the "clustering application"design, to maximize the utilization of hardware, software resources and administra-tive resources of the provincial government collaborative platform, rural districts and counties can build their own platforms based on the provincial platform. The platform having been running for over 2 years shows that planning of urban and rural e-governments’ construction and maintenance is achieved, thus reducing costs greatly and improving governments’ functions.

An Innovative Mechanism of Blockchain Technology on Joint Governance Model

Joint prevention and control is a social organization model dealing with the governance of public health and security incidents.The governance models should have the features of multiple subjects co-governing and distributed cooperating.Their purposes are to solve and improve the governance efficiency of dealing with public health and security incidents at the executive level.However,there are still many deficiencies in the current data governance and collaborative governance of joint prevention and control systems,which are mainly reflected in incomplete data collection,unimpeded data sharing,inflexible collaborative cooperation,and inadequate collaborative supervision.Therefore,a new innovative governance model is urgently needed.Blockchain technology is suitable for implementing multiparty data sharing and cooperation,and at the same time,it supports penetrating supervision and management.This paper studies the blockchain model for joint governance of public health and security incidents.It focuses on the multiagent collaborative prevention and control governance model,which provides a new opportunity for model innovation in data governance and in cooperative governance.

Resilience Building and Collaborative Governance for Climate Change Adaptation in Response to a New State of More Frequent and Intense Extreme Weather Events

The weather conditions of the summer of 2022 were very unusual,particularly in Eastern Asia,Europe,and North America.The devasting impact of climate change has come to our attention,with much hotter and drier conditions,and with more frequent and intense flooding events.Some extreme events have reached a dangerous level,increasingly threatening human lives.The interconnected risks caused by these extreme disaster events are triggering a chain effect,forcing us to respond to these crises through changes in our living environment,which affect the atmosphere,the biosphere,the economy including the availability of energy,our cities,and our global society.Moreover,we have to confront the abnormal consequences of untypical,rapid changes of extreme events and fast switches between extreme states,such as from severe drought to devastating flooding.Recognizing this new situation,it is crucial to improve the adaptation capacity of our societies in order to reduce the risks associated with climate change,and to develop smarter strategies for climate governance.High-quality development must be science-based,balanced,safe,sustainable,and climate-resilient,supported by the collaborative governance of climate mitigation and adaptation.This article provides some recommendations and suggestions for resilience building and collaborative governance with respect to climate adaptation in response to a new planetary state that is characterized by more frequent and severe extreme weather events.

Medical Tourism Market and Inter-Stakeholders’ Relations in Turkey: A Comparative Investigation From Reverse Innovation and Destination Governance Viewpoint

This study aims to analyze inter-stakeholders’interactions,destination governance,reverse innovation and the tasks of central government within the Turkish medical tourism market.The investigation’s objective is to shed light on scientists and practitioners regarding to what extent medical tourism is affected by stakeholders.Likewise,the originality of this investigation is that this study is the first attempt that links up reverse innovation and stakeholder approach as a holistic strategy and competitive advantage tool in medical tourism.The statistical evidences of Turkey also support the fact that the incline of medical tourism incomes and benefits is tightly bound on key inter-stakeholders’collaborations,marketing tools,specific strategies,effective governance mechanism and cooperation with civil society organizations.This study is a thematic case that comprises particular research fields and formulates advanced arguments that are embedded in enriched relevant literature review and the highlights of the 7th International Health Tourism Congress.
