绿色金融改革创新试验区对企业绿色转型的影响机理

基于委托代理理论与金融功能理论,从供给与需求双重视角考察了绿色金融改革创新试验区对金融机构绿色金融供给策略的影响,探索了供给策略影响企业全要素生产率、绿色创新和碳排放的微观机理。利用2012—2021年中国沪深A股上市公司数据,构建三重差分模型验证试验区对重污染企业与非重污染企业的差异化影响;引入再中心化影响函数回归与分解模型识别两类企业相对融资约束变化以及试验区与非试验区企业间资本错配的相对变化,从供给视角考察试验区对企业绿色转型的影响;构建链式多重中介模型从供给与需求双重视角验证试验区对企业绿色转型的链式多重中介作用机制;从信息成本和省域视角考察政策效应异质性。结果表明:(1)试验区促进了非重污染企业绿色转型,但未激励重污染企业绿色转型。(2)试验区金融机构提高了重污染企业与非重污染企业的相对融资约束,降低了企业间资本错配,并通过激励非重污染企业创新投入、抑制重污染企业创新投入来影响两类企业绿色转型。(3)环境规制和金融科技等企业外部环境,银行关联、信息披露、内部控制、企业规模、产权性质等企业内部条件,均对试验区企业绿色转型有所裨益。试验区金融机构信息成本越低,企业越容易实现绿色转型;试验区对企业绿色转型的影响存在省域异质性。基于研究结论认为:政府应完善金融机构绿色金融评价政策,协同推进绿色金融体系建设;引导金融机构完善绿色金融供给策略,以企业绿色转型为关键目标配置金融资源;完善产业金融政策环境和数字基础设施建设,双管齐下降低金融机构信息成本;优先保障企业创新投入,分类推动企业绿色技术创新与引进。

自元宇宙行业兴起以来,金融机构开始在虚拟世界提供新型金融服务,而私人加密货币和去中心化金融市场也在虚实世界的融合中得以优化发展。元宇宙金融的本质是用户享有高度自主性的虚实跨界融合,包括现实虚构、虚为实用、虚替实用,其重点在于多元货币的融合。我国将正规金融机构既有业务的“元宇宙化”与私人加密货币进行区分式治理的策略,难以应对元宇宙金融在金融工具、主体、行为等方面存在的风险挑战。对此,应在智慧规制理论的基础上、结合不同跨界融合场景对现实世界的影响程度而采用“跨界融合治理”模式。具体而言,应通过货币持有、货币流通、债务清偿三行为实现私人加密货币与法定数字货币的法律地位协调,按照前端、中端、后端三阶段构建“双重金融消费者”的适当性制度,并在市场准入、行为标准、风险防控方面确立跨界货币运营机构的准公共职能。

Geographic Spread of Currency Trading:The Renminbi and Other Emerging Market Currencies

This paper studies the ongoing diffusion of renminbi (RMB) trading across the globe, the first of such research of an international currency. It analyses the distribution in offshore RMB trading in 2013 and 2016 using comprehensive data from the Triennial Central Bank Survey of foreign exchange markets. In 2013, Asian centers favored by the policy of RMB internationalization had disproportionate shares in global RMB trading. Over the following three years, RMB trading seemed to converge to the spatial pattern of all currencies, with a half-life of seven to eight years. The previously most traded emerging market currency, the Mexican peso, shows a similar pattern, although it is converging to the global norm more slowly. Three other emerging market currencies show a qualitatively similar evolution in the geography of their offshore trading. Overall, the RMB's internationalization is tracing an arc from the influence of administrative measures to the working of market forces.

法定数字货币的发展研究——以央行DCEP为例

伴随着互联网金融发展的推进,大量依赖于金融技术而产生的数字货币也顺时而生。中国人民银行认识到数字货币的巨大优势,发布法定数字货币DCEP,并不断投入研发探索其作为国家发行法币的可行性。央行数字货币DCEP不仅是货币形态的改变,对金融市场也会产生一定的影响,导致货币需求、货币供给和货币乘数的变化。法定货币属于前所未有的金融创新,在技术、法律和金融制度等方面还面临着风险和考验。因此,在国内进一步推行法定数字货币DCEP,这些风险问题急需完善和解决。

基于我国天然气价格模式的储气能力价值评估模型研究

储气库通过天然气价格波动进行买入卖出天然气获取收益的价值属性被称为其金融价值。通过储气库业务获取收益,储气能力具有的金融价值是重要的研究对象。为了提升储气库的金融价值,基于欧美与国内天然气价格模式的差异分析,对储气库的金融价值评估模型方法进行了探讨,提出了国内天然气市场不同发展阶段适用的储气能力价值评估思路,并建立了历史价格模型并用于低市场化程度下的储气库金融价值评估。研究结果表明:①欧美高市场化程度的价格模式具有高波动性与高流动性特征,而国内现存两种价格模式则呈低波动性与低流动性特征;②考虑国内价格模式现有特征及未来变化,建立历史价格模型用于低市场化价格模式下的储气库价值评估,使用最小二乘蒙特卡洛模型作为价格模式市场化程度提高后的评估方法;③历史价格模型的主要特点为:针对单一历史价格曲线进行计算,同时适用于变化的交易周期。价格模式市场化程度越低,历史价格模型评估结果越可靠;④历史价格模型能够适用于国内现有价格模式的储气库价值评估,可捕捉价格高点与低点最优工作气量路径,并计算相应现金流。

河南省绿色技术创新体系的建设基础及制约因素分析

通过对河南省知识产权发展、能源结构和产业结构的相关数据进行分析可知,河南省在知识产权发展方面取得了一定成果,但仍需提升知识产权环境和加强绿色技术创新能力。河南省的能源结构以煤炭为主导,面临碳排放高、能源依存度高、生态治理严峻等挑战,需要加大非化石碳能源补充和可再生资源开发利用的力度。河南省的产业结构以农业、制造业和服务业为主,农业绿色化已获进展,制造业推进绿色化发展,服务业比重逐步上升。未来更注重绿色化的产业发展理念,将为绿色技术融资合作中心提供新的支撑和机遇。然而,河南省绿色技术创新发展仍面临市场化程度低、技术供求错位、转化率低、服务平台缺失、金融支持不足等制约因素。河南省具备绿色技术融资合作中心的建设基础,但仍面临挑战,需要进一步探索“绿色技术+金融”的系统方案,为成果转移、转化提供可复制、可推广的新选择。围绕这一目标,河南省绿色技术融资合作中心建设将为新时代的绿色技术创新体系提供科学参考和理论依据。
