The aim of this paper is to look at some important educational aspects of complexity decision making m a mummsc^pnnary manner from the perspective of General Systems Theory (GST). First, the major issues involved in complexity management and decision making are summarized as they are viewed in literature, and a review of GST and Systems Thinking is given. The discussion in the paper is developed within the context of GST in general, but concentrated on decision making in the three trends of GST: Operations Research, Cybernetics, and Managerial Cybernetics. Here, the role of Cybernetics in complexity decision making is particularly emphasized. The discussion is then extended to the latest developments in complexity decision making in Science of Complexity and Soft Systems Thinking. The study also includes a framework which is expected to guide instructors who are planning to offer contemporary courses on decision making. The framework provides some clues for assessing the level of complexity for a given situation and selecting the appropriate methodology for solution development. 展开更多

Comparative analysis of different approaches and algorithms of making decisions on the base of fuzzy logic is given. Using of the parallel calculations can reduce the time of making decision in case of large-scale systems. Effectiveness of parallel calculations depends on the grouping of the rules and variables. Building of the graph of the dependence of the rules and the graph of dependence of the linguistic variables are suggested. On the base of the developed groups of rules and defuzzification of the linguistic variables we suggest to reduce the time of making decision and therefore to increase the effectiveness of the decision making with using of parallel calculations for each group. 展开更多

A proper weapon system is very important for a na- tional defense system. Generally, it means selecting the optimal weapon system among many alternatives, which is a multiple- attribute decision making (MADM) problem. This paper proposes a new mathematical model based on the response surface method (RSM) and the grey relational analysis (GRA). RSM is used to obtain the experimental points and analyze the factors that have a significant impact on the selection results. GRA is used to an- alyze the trend relationship between alternatives and reference series. And then an RSM model is obtained, which can be used to calculate all alternatives and obtain ranking results. A real world application is introduced to illustrate the utilization of the model for the weapon selection problem. The results show that this model can be used to help decision-makers to make a quick comparison of alternatives and select a proper weapon system from multiple alternatives, which is an effective and adaptable method for solving the weapon system selection problem. 展开更多

A model of fuzzy comprehensive evaluation for water saving irrigation system (WSIS) decision making is proposed based on establishing an index system affected by six kinds of basic factors including qualitative and quantitative indexes. The object function of WSIS is set up by using the concept of fuzzy membership degree, it is to transform characteristic vector matrix into unify membership matrix and extending the least square method to the least of weighted distance square. The optimum weighted membership degree and the inferior weighted membership degree are used to solve the object function. This method effective solves the problem of classify for fuzzy attributive indexes and the problem of optimum for the set of different attributive indexes. A case study shows that the fuzzy comprehensive evaluation model is reasonable and effective in decision making for water saving irrigation system planning. 展开更多

Traditionally, the process used by public transportation entities to determine the acquisition strategy for new vehicle asset is based upon a broad range of criteria. Vehicle cost has been cited as one of the more critical factors which decision makers consider. It is currently a common practice to consider other factors (life-cycle cost, fuel efficiency, vehicle reliability, environmental effects, etc.) that contribute to a more comprehensive approach. This study investigates the next generation of advancements in decision making tools in the area of the application of methods to quantify and manage uncertainty. In particular, the uncertainty comes from the public policy arena where future policy and regulations are not always based upon logical and predictable processes. The fleet decision making process in most governmental agencies is a very complex and interdependent activity. There are always competing forces and agendas within the view of the decision maker. Rarely is the decision maker a single person although, within the transit environment, there is often one person charged with the responsibility of fleet management. The focus of this research examines the decision making of the general transit agency community via the development of an expert systems prototype tool. A computer-based prototype system is developed which provide an expert knowledge-based recommendation, based upon variable user inputs. The results shown in this study show that a decision making tool for the management of transit system alternate fuel vehicle assets can be modeled and tested. The direct users of this research are the transit agency administrations. The results can be used by the management teams as a reliable input to inform their urban transit buses expansion decision making process. 展开更多

A novel group decision-making (GDM) method based on intuitionistic fuzzy sets (IFSs) is developed to evaluate the ergonomics of aircraft cockpit display and control system (ACDCS). The GDM process with four steps is discussed. Firstly, approaches are proposed to transform four types of common judgement representations into a unified expression by the form of the IFS, and the features of unifications are analyzed. Then, the aggregation operator called the IFSs weighted averaging (IFSWA) operator is taken to synthesize decision-makers’ (DMs’) preferences by the form of the IFS. In this operator, the DM’s reliability weights factors are determined based on the distance measure between their preferences. Finally, an improved score function is used to rank alternatives and to get the best one. An illustrative example proves the proposed method is effective to valuate the ergonomics of the ACDCS. 展开更多

The optimization of black-start decision-making plays an important role in the rapid restoration of a power system after a major failure/outage.With the introduction of the concept of smart grids and the development of real-time communication networks,the black-start decision-makers are no longer limited to only one or a few power system experts such as dispatchers,but rather a large group of professional people in practice.The overall behaviors of a large decision-making group of decision-makers/experts are more complicated and unpredictable.However,the existing methods for black-start decision-making cannot handle the situations with a large group of decision-makers.Given this background,a clustering algorithm is presented to optimize the black-start decision-making problem with a large group of decision-makers.Group decision-making preferences are obtained by clustering analysis,and the final black-start decision-making results are achieved by combining the weights of black-start indexes and the preferences of the decision-making group.The effectiveness of the proposed method is validated by a practical case.This work extends the black-start decision-making problem to situations with a large group of decision-makers. 展开更多

The feedback design, especially the feedback interface design, is described through a case of practice DSS. In order to perform better in target control, this paper proposed a decision-making system method based on fuzzy automata. The decision-making system first preprocessed the signal and then performed a two-level decision on the target to achieve optimal control. The system consisted of four parts: signal preprocessing, contrast decision-making, comprehensive judgment of decision-making and decision-making result. These decision algorithms in target control were given. A concrete application of this decision-making system in target control was described. Being compared with other existing methods, this paper used both global features and local features of target, and used the decision-making system of fuzzy automata for the target control. Simulation results showed that the control effect based on the decision-making system was better than that of the other existing methods. Not only it was faster, but also its correct control rate was higher to be 95.18% for the target control. This research on the control system not only developed the FA theory, but also strengthened its application scope in the field of control engineering. 展开更多

With the deepening of the reform of China and it’s joining to WTO, many industries and enterprises wi ll be confronted with severe challenge while being offered the opportunity to wa lk up to the world. The arrival of knowledge economy and web time has provided t he space for the innovation on enterprise management. It has also provided new m ethod and model for enterprise management, that is online management based on th e internet. The online management use an enterprise model including the goal of the enterprise and the scheme to carry out it to represent the whole operational of all the work. The online management is constructed on the integration of exp ert system, database, software and other technical models. How to scientifically manage the entire system of product, precisely master the condition of quantity and quality and analyze the rules of the change of produc t quality in order to carry out the overall control of quality, guarantee the go od condition of product as well as improve product quality and prolong it’s se rvice life was discussed in this thesis. Based on the above research the thesis also discussed how to develop the study on product quality information and const ruct it’s decision making support system. The concrete measures to improve peopl e’s concept of quality are also raised. Based on the type analysis, scientific management of product quality information should start from dynamic information of quality, instruction information as we ll as the information about the use, maintain, management and conservation of pr oduct, and induce them and further propose a design scheme of feedback system on product quality information, and then set up the blueprint of the information s ystem of product quality. This thesis included 7 chapters:1.the type of quality information;2.the content of quality information;3.the construction of the se nsitive web for transfering information, and collecting and transfering quality information rapidly and effectively;4.the way and procedure to transfer informa tion;5.the construction of quality information library for all phases; 6.the d isposal of quality information;7.the decision making support system of the mana gement of quality information;8.attach importance to three key factors on impro ving quality concept. 展开更多

Applying multi-criterion decision-making ( MCDM ) and analytic hierarchy process , the new method can help to overcome the limitations of existing evaluation systems and decision-make methods.The proposed method includes the following process :( 1 ) Establish a multi-criterion and multi-hierarchy evaluation attribute system by introducing combat effectiveness ;( 2 ) Assign weight to the attributes and normalize them ;( 3 ) Evaluate and decision-make top-hierarchy aircraft concept based on effectiveness to reach a satisfactory design by comprehensively applying four multi-criterion decision-making methodologies , i.e.grey correlation projection method , weighted summation method , weighted quadrature method and ideal solution decision-making method , while considering the attribute hierarchy system and the logical relations among the attributes.Finally , an example is given to indicate the validity and feasibility of the proposed method. 展开更多

In the era of rapid information development,with the popularity of computers,the advancement of science and technology,and the ongoing expansion of IT technology and business,the enterprise resource planning(ERP)system has evolved into a platform and a guarantee for the fulfilment of company management procedures after long-term operations.Because of developments in information technology,most manual accounting procedures are being replaced by computerized Accounting Information Systems(AIS),which are quicker and more accurate.The primary factors influencing the decisions of logistics firm trading parties are investigated in order to enhance the design of decision-supporting modules and to improve the performance of logistics enterprises through AIS.This paper proposed a novel approach to calculate the weights of each information element in order to establish their important degree.The main purpose of this research is to present a quantitative analytic approach for determining the important information of logistics business collaboration response.Furthermore,the idea of total orders and the significant degrees stated above are used to identify the optimal order of all information elements.Using the three ways of marginal revenue,marginal cost,and business matching degree,the information with cumulative weights is which is deployed to form the data from the intersection of the best order.It has the ability to drastically reduce the time and effort required to create a logistics business control/decision-making system. 展开更多

The results of research into the use of fuzzy set based models and methods of multicriteria decision making for solving power engineering problems are presented. Two general classes of models related to multiobjective (X,M> models) and multiattribute (X,R> models) problems are considered. The analysisX,M> of models is based on the use of the Bellman-Zadeh approach to decision making in a fuzzy environment. Its application conforms to the principle of guaranteed result and provides constructive lines in obtaining harmonious solutions on the basis of analyzing associated maxmin problems. Several techniques based on fuzzy preference modeling are considered for the analysis of?X,R> models. A review of the authors’ results associated with the application of these models and methods for solving diverse types of problems of power system and subsystems planning and operation is presented.
