Timely and objective information on flood-related crop loss, such as flooded acreage and degree of crop damage, is very important for crop monitoring and risk management in ag- ricultural and disaster-related decision-making at many concerned agencies. Currently concerned agencies mostly rely on field surveys to obtain crop loss information and compensate farmers' loss claim. Such methods are expensive, labor intensive, and time consumptive, especially for a large flood that affects a large geographic area. The results from such methods suffer from inaccuracy, subjectiveness, untimeliness, and lack of reproducibility. Recent studies have demonstrated that Earth observation (EO) data could be used in post-flood crop loss assessment for a large geographic area objectively, timely, accurately, and cost effectively. However, there is no operational decision support system, which employs such EO-based data and algorithms for operational flood-related crop decision-making. This paper describes the development of an EO-based flood crop loss assessment cyber-service system, RF-CLASS, for supporting flood-related crop statistics and insurance decision-making. Based on the service-orientated architecture, RF-CLASS has been implemented with open interoperability specifications to facilitate the interoperability with EO data systems, particularly the National Aeronautics and Space Administration (NASA) Earth Observing System Data and Information System (EOSDIS), for automatically fetching the input data from the data systems. Validated EO algorithms have been implemented as web services in the system to operationally produce a set of flood-related products from EO data, such as flood frequency, flooded acreage, and degree of crop damage, for supporting decision-making in flood statistics and flood crop insurance policy. The system leverages recent advances in the remote sensing-based flood monitoring and assessment, the near-real-time availability of EO data, the service-oriented architecture, geospatial interoperability standards, and the standard-based geospatial web service technology. The prototypical system has automatically generated the flood crop loss products and demonstrated the feasibility of using such products to improve the agricultural decision-making. Evaluation of system by the end-user agencies indicates that significant improvement on flood-related crop decision-making has been achieved with the system.展开更多

The re-sults showed that droughts and floods had significant effects on crop growth and yield. In Puyang, the relieving and prevention technology of the disasters is con-cluded. Specifical y, it is recommended to make ful use of agricultural climate re-sources in a rational way and select suitable crop varieties according to climate and disaster characters, fol owed by timely sowing and scientific crop arrangement. What's more, ploughing should proceed in deeper soil layers and management measures should be optimized to reduce the effects of disasters on crops. In addi-tion to that, disaster index system should be reinforced in terms of establishment, monitoring, warning and prevention to lay scientific foundations and provide refer-ences for safe crop production and preventing and reducing disasters.展开更多

To prevent floods, urban basins must improve the infiltration capacity and water retention of the whole basin. There are several basic technologies for river basin management, such as infiltration trenches or rainwater storage. However, a method of soil amendment that prevents flood disasters has not been established. This study aims to evaluate the infiltration capacity of soil amendments using bamboo charcoal and humus. A constant-head infiltration test and rainfall simulation were conducted to evaluate the properties of the soil amendments. The constant-head infiltration test's results showed that soils mixed with 30% humus had the greatest potential for influencing initial and final infiltration rates, and the more the mixing rates of bamboo charcoal and humus were increased, the higher the water retention capacity. The results of the rainfall simulation showed that soils mixed with 30% humus had the highest final infiltration rates and lowest multiplication spillage. To reduce the runoff volume using soil amendment technology, it is important to delay overland flow, and the hydraulic properties of the soils mixed with bamboo charcoal and humus were as effective as those of granite soils.展开更多

Since the areas of river basins are small, rivers flood regulation capac...Southeast China coastal areas belong to subtropical monsoon climatic zone, thus easily affected by floods resulted from typhoons and rainstorms. Since the areas of river basins are small, rivers flood regulation capacities are low, and therefore flood hazard is grave. In this paper, taking the Yongjiang basin in southeast China as an example, the approaches and methods of geographic information system(GIS) applied to flood disaster control and reduction research on small basin are explored. On GIS help the rainfall runoff calculation model and the river channel flood routing model are developed. And the evaluating flood submerged area and the damage assessment models are built supported by digit elevation models. Lastly the decision support system on GIS supported for flood control in research basin has been set up. This greatly improves flood proofing decision making capacities in river basin, and provides valuable information and a mode for flood prevention and reduction in the medium and small basin. Meanwhile, the research indicates that technologies of GIS provide a powerful tool for flood disaster control.展开更多

Flash flood is one of the major meteorological disasters on the Tibet Plateau (TP). Flash flood risk regionalization based on the theory of flash flood occurrence risk is the essential basis for relative risk manageme...Flash flood is one of the major meteorological disasters on the Tibet Plateau (TP). Flash flood risk regionalization based on the theory of flash flood occurrence risk is the essential basis for relative risk management. The flash flood risk regionalization and the high-resolution grid mountain flood risk level in TP is carried out by using ArcGIS with the indicators of rainfall, days of heavy rain, vegetation cover, slope, relative elevation difference, river network density, population density, average GDP and traffic density. The areas with high mountain flood risk are mainly located in the middle and downstream of Yarlung, the Nujiang River Valley, the Jinsha River and Lancang River Basin. Besides, the results of flash flood disaster risk regionalization were tested by using historical flash flood disaster data and calamity census data. The disasters occurred in high-risk and sub-high-risk regions are accounted for 73%. Flash floods that cause casualties and economic losses of more than 100,000 CNY (Chinese Yuan) occurred in high-risk areas. Flash flood risk assessment may provide reference for the prevention and control of geological disasters in TP, improve disaster prevention and mitigation capabilities, reduce the hazards of flash floods to social development.展开更多

Background Adolescent consumer engagement is widely accepted,with global calls to meaningfully involve ado-lescents for effective and tailored policy and guideline development.However,it is still unclear if and how ad...Background Adolescent consumer engagement is widely accepted,with global calls to meaningfully involve ado-lescents for effective and tailored policy and guideline development.However,it is still unclear if and how adolescents are engaged.The aim of this review was to determine if and how adolescents meaningfully participate in policy and guideline development for obesity and chronic disease prevention.Methods A scoping review was conducted guided by the Arksey and O’Malley six stage framework.Official government websites for Australia,Canada,United Kingdom,and United States including intergovernmental organizations(World Health Organisation and United Nations)were examined.Universal databases Tripdatabase and Google advanced search were also searched.Current and published international and national obesity or chronic disease prevention policies,guidelines,strategies,or frameworks that engaged adolescents aged 10-24 years in meaningful decision-making during the development process were included.The Lansdown-UNICEF conceptual framework was used to define mode of participation.Results Nine policies and guidelines(n=5 national,n=4 international)engaged adolescents in a meaningful capacity,all focused on improving‘health and well-being’.Demographic characteristics were poorly reported,still most ensured representation from disadvantaged groups.Adolescents were primarily engaged in consultative modes(n=6),via focus groups and consultation exercises.Predominantly in formative phases e.g.,scoping the topic or identifying needs(n=8)and to a lesser extent in the final stage of policy and guideline development e.g.,implementation or dissemination(n=4).No policy or guideline engaged adolescents in all stages of the policy and guideline development process.Conclusion Overall,adolescent engagement in obesity and chronic disease prevention policy and guideline devel-opment is consultative and rarely extends throughout the entire development and implementation process.展开更多
