With urban economic growth,the urban ecological and environmental pollution is deteriorating. In turn,ecological and environmental pollution restricts urban economic growth. To realize coordinated development of urban economic growth and urban ecological environment,it is recommended to vigorously develop low carbon economy. On the basis of basic situations of ecological and environmental pollution in Jiangxi Province,following the connotation and development principle of the low carbon economy,this paper discussed ideas of ecological and environmental protection in Jiangxi Province,to lay a solid foundation for better promoting social and economic growth.

With the rapid development of modern agriculture,China has increasingly attached importance to the protection and development of agricultural cultural heritage,but it has encountered severe challenges in reality.By analyzing the connotation and current situation of agricultural cultural heritage,to address the issues faced by China,such as imbalanced theoretical and practical development,difficulty in grasping the boundaries of protection and development,inadequate research and management mechanisms,large funding gaps,lack of talent,and insufficient international influence,targeted solutions are proposed based on relevant information and literature.This aims to strengthen the protection,activation,and inheritance of agricultural cultural heritage.

Sustainable Development of Shanxi Province Based on the Modified Ecological Footprint

Ecological footprint model was supplemented and modified, and then applied in the study on Shanxi Province. According to the calculation, Shanxi Province has a financial deficit that surpasses the national per capita ecosystem carrying capacity, and remains in an overloaded and unsustainable state. Shanxi is a large energy province of China, energy exploitation and use leads to the higher ratio of fossil energy, utilization efficiency of energy resources is gradually improved in the economic development. Ecological footprint diversity index and Ulanowic development capacity index of Shanxi Province are both lower than those of Hunan Province that enjoys the highest ecological diversity index among the 6 provinces in central China. Therefore, it is imperative to improve diversity index of ecological footprint for enhancing the development capacity of Shanxi Province.

Development Trend of Energy and Key Points of Ecological Environment Protection in China's "14^(th) Five-Year Plan" Period

From the changes of total primary energy consumption and primary energy consumption structure,installed capacity and power generation of secondary energy(electricity),etc.,the development characteristics of China's energy structure in the"13^(th) Five-Year Plan"period was comprehensively studied.Combined with the complexity of the international situation,the diversification of the domestic energy system,the intelligence of the energy industry,etc.,the situation and challenges faced by China's energy development were deeply discussed in the four aspects of energy security,energy low-carbon transformation,energy system efficiency,and energy technology level.From the angle of ecological environment protection,the development of energy in the"14^(th) Five-Year Plan"period in China was analyzed,and some policies and measures were put forward.

Practical Model and Countermeasures for the Development of Ecological Circular Agriculture in Zhejiang Province,China

Development status and five principal practice modes of ecological cycling agriculture are introduced,such as the quantitative reduction mode with the characteristics of fertilizer reduction and clean production,the ecological chain connection and conversion mode including the combination of farming and grazing and the new mode of farming,the agricultural waste recycling mode with biogas as a link and the comprehensive utilization of waste,quality enhancement mode of agricultural products,and eco-cycle mode of agricultural park.Based on the analysis of the socio-economic characteristic environment of these modes,corresponding policy suggestions are put forward in order to promote the development of circular agriculture,such as improving the macro-control mechanism led by the government,promoting the construction of technological innovation system of ecological circular agriculture,and creating the atmosphere for circular agriculture development.

Ecological and Environmental Protection Requirements in China s Regional Coordinated Development Strategy in the New Era

Starting from the historical evolution of China s regional coordinated development policy and practice,three stages of"enlightenment stage","development stage"and"maturity stage",as well as the connotation,characteristics and content of implementing regional coordinated development strategy were analyzed.On this basis,from different aspects of industrial distribution,pollutant characteristics and regional environmental protection policy,the existing ecological and environmental protection problems in China s regional coordinated development in the new era were analyzed,and some suggestions for the next step were put forward.It is necessary to follow the"four ones"concept from the overall point of view,implement"three lines and one list"from the perspective of the width of the access red line,strengthen"joint prevention and control"from the perspective of the depth of regional regulation,deepen the"planning environmental impact assessment"from the perspective of the breadth of industrial distribution,and promote the"green-way model"from the perspective of ecological low carbon.

EVALUATION OF ECOLOGICAL SERVICES OF JILIN PROVINCE, NORTHEAST CHINA

The main purpose of this study is to give evaluation of ecological services of Jilin Province, Northeast China. To take this value into decision-making and GDP accounting system is considered to be one of the economic solutions for ecological problems. The evaluation is based on the methods proposed by COSTANZA et al., and some modifications about unit value of forest and cropland system were made according to the real characters of ecosystem, climate, natural conditions etc., in Jilin Province. Total value of ecosystem services is about 554.404×109 yuan(RMB)/a, which is about 4.9 times of GDP of the corresponding period. The results of this study could be used as a fundamental work for the construction of ecological province, which was carried out from 2001, and could provide ecological information for decision-making. Furthermore, the necessities for the further studies on the evaluation of ecological services and natural capital were discussed.

Provincial-level Land Consolidation and Ecological Environment Protection Based on the Perspective of Planning

Based on the understanding of current land ecological environment in Anhui Province,we mainly analyze the relationship between land consolidation planning and ecological environment,and point out the problems concerning ecological environment,such as great soil erosion,serious soil pollution,frequent geological disasters in local areas,and forest vegetation destruction.We divide the key ecological function conservation areas into the following areas:River Source Area,River and Flood Regulation and Storage Area,Key Water Conservation Area,Wind-preventing and Sand-fixing Area,Soil and Water Conservation Area.Finally we put forth the ecological security strategy for promoting land consolidation and ecological environmental protection.

Study on Rural Poverty in Ecologically Fragile Areas——A Case Study of the Tibetan Areas in Sichuan Province

This article offers an overview of natural environment, economic development, and social development in the Tibetan areas in Sichuan Province. The major manifestations of the status quo of poverty in the Tibetan areas are as follows: there is a wide range of poverty and a large poor population; the poverty degree is high and it is difficult to alleviate poverty; the natural disasters are frequent and the phenomenon of poverty arising from disasters is serious. We analyze the factors responsible for poverty of farmers and herdsmen in Sichuan Province as follows: first, the natural conditions are inclement and the ecological environment is fragile; second, the social attitudes are stale and the religious influence is deep; third, the development of education lags behind, the human capital inputs are short and the self-development capacity is weak; fourth, the state poverty alleviation and development policy is weakly directed at region; fifth, the Tibetan areas are facing the dilemma of choosing resources endowments or ecological protection. Following proposals are put forward to resolve the poverty issue in the Tibetan areas of Sichuan Province: strengthen infrastructure construction, and underpin self-development capacity of the Tibetan areas in Sichuan Province; reinforce organic connection of social security and poverty alleviation and development, and promote self-development capacity of impoverished farmers and herdsmen in the Tibetan areas; strengthen policy support, and improve self-development policy and mechanism of the Tibetan areas in Sichuan Province; drive the popularization of technology and culture in the Tibetan areas, and update the development concept of farmers and herdsmen in the Tibetan areas; accelerate the development of competitive industries in Tibetan areas, and promote economic development capacity of the Tibetan areas.

Evaluation on Ecological Agriculture Benefit and Coordinated Development Level in Henan Province

[Objective] The aim was to establish theevaluation index system of ecological agriculture benefit in Henan Province to assess its ecological agriculture benefit and coordinated development level. [Method] Based on the existing evaluation index system of ecological agriculture, the evaluation index system of ecological agriculture benefit in Henan Province was established by means of factor analysis from the aspects of economic benefit, social benefit and ecological benefit, so as to assess the ecological agriculture benefit and coordinated development level of cities at prefecture level in Henan Province. [Result] Zhengzhou City had the highest development level in ecological agriculture in Henan Province, and coordination level was the highest in Anyang City, while coordinated development level was the highest in Zhengzhou and lowest in Sanmenxia City. [Conclusion] The study could provide reference for the evaluation on ecological agriculture benefit in China.

Offering the win-win solutions between ecological conservation and livelihood development:National parks in Qinghai, China

National parks as protected areas have been on the spotlight because they are essential in achieving ecological civilization in China.Despite the profound achievements of national parks to conserve nature,the benefits of national parks for local residents remain lacking.Under the theory of harmonious coexistence between human and nature,this study focused on the development of local people’s livelihood in Qinghai’s national parks.We systematically explored the establishment of the national parks in Qinghai Province,analyzed the current prob-lems,and provided the main measures for developing people’s livelihood in protected areas in Qinghai.This study put forward the viewpoint that national parks should set a long-term goal,and gradually advance based on the environmental conditions and appropriately prioritize the improvement of local people’s wellbeing in the future.

Innovative Development of Fishery and Ecological Protection of Poyang Lake

Fishery is an essential part of economic and ecological civilization construction of Poyang Lake Ecological Economic Zone. Taking fishery development and ecological protection of Poyang Lake as research object,this paper elaborated the relation between fishery development and ecological protection from physiological characteristics and functions of fish species by the method of field survey and consulting related data. Finally,it came up with recommendations of increasing plagiognathops microlepis and Xenocypris davidi Bleeker and adopting and deepening healthy ecological and water body stratification. Besides,government organizations,local supervision authorities,scientific research institutions,and enterprise operating entities should jointly maintain and promote breakthrough mechanism for ecological balance of Poyang Lake water system.

The Role of Ecotourism Potentials in Ecological and Environmental Sustainable Development of Miankaleh Protected Region

Protected areas are considered as suitable environments for tourism development where the performance of tourism, consumer, and economic activities consistent with each region based on total management plan provides the context for sustainable tourism development. Therefore, the aim of the present study1 was to explore the role of ecotourism potentials in the environmental development of Miankaleh Protected Region using a descriptive, analytical, survey method. It also aimed to examine factors affecting sustainable tourism development in the region under study. The data were collected using documentation and library techniques, field methods, questionnaires, note taking, observation, and conducting interviews with people, tourists, and authorities in charge of ecotourism development. The research population included people living in Noushahr, of whom 384 families, 30 experts, and 100 tourists were selected as the respondents in the research sample using Cochrane formula. The collected data were analyzed using descriptive and inferential statistics, and Spearman test through SPSS. The results of the study showed that there was a significant relationship between ecotourism potentials, environmental, economic and sociocultural development in the region under study.

Ecological residence:theory and application in China

This paper makes an overall introduction of ecological residence (ER), a new type of eco-building and studiesits origin, definition, status quo and characteristics. Firstly, it shapes like a forest seen from afar and like a garden seeninside; secondly, its environment should be up to the natural level; thirdly, designing, management, green energyutilization and sanitation should be up to environmental standard; fourthly, the green ecology concept is not only appliedto building but also rooted in the residents. In this paper, the features of ecological residence are summarized - coziness,health, high-efficiency and beauty, and principles of ecological residence are proposed - ecology-based, human-oriented,local-conditions-based and systematic. Also, techniques, problems and various understandings are discussed for theenhancement of ecological residence.

Phased Analysis of the Evolution of the Ecological Civilization Concept——A Historical Review from a Global Perspective

From a global perspective,the evolution of the ecological civilization concept can be divided into four stages.First is the infancy stage(mid 1800 s-1950 s),during which philosophers and thinkers,including Carl Marx,made in-depth reflections of ecological issues in capitalist societies and laid a theoretical basis for the subsequent development of an ecological civilization concept.Second is the formation stage(1960 s-1992),during which the ecological civilization concept gradually came into being and became a basic global consensus.Third is the action stage(1992-2006) during which the ecological civilization concept was globalized.In 1992 the United Nations Conference on Environment and Development(UNCED) proposed a guideline and a blueprint for action to boost coordinated development of the global economy and environment.That marked the beginning of the ecological civilization from theory to practice.The fourth stage is the implementation stage(2007-now),during which the social transformation of the ecological civilization has been progressing.In 2007 the Communist Party of China explicitly proposed the concept of an ecological civilization and promoted it as a state goal,thus making a significant contribution to the global basis for an ecological civilization.

Assessment of Ecological Carrying Capacity of Guizhou Province

Using the data of biological resources and energy consumption from Guizhou Statistical Yearbook(2012),ecological carrying capacity of Guizhou Province in 2012 was assessed based on the theory and calculation method of ecological carrying capacity.The results show that the regional carrying capacity of Guizhou Province is medium on the upper side,and the regional pressure is little in Guizhou Province.In 9 regions,the lowest carrying-pressure index is 0.43,and the highest one is already up to 1.53.Nevertheless,development of circular economy should be promoted to maintain sustainable development of Guizhou,protect existing ecological environment,and raise ecological carrying capacity.
