Each of them has formed its own special culture, which is different from the mainstream of majority Han nationality, by adapting to geo-environment during history. Due to different backgrounds, the regional developmental model of minorities in the western China is different from the Han nationality and western countries. Combining a knowledge-based civilization and sustainable development, the minority areas can seek the systematic integration of culture-economy-ecology. Based on this, the paper suggests that the minority areas in western China should take the way of emphasizing developmental quality rather than developmental quantity for a harmonious system of culture-economy-ecology. The results indicate that economic density is positively related to both rural settlements density (R^2=0.73) and rural population density (R^2=0.77), and it is the same for relationship between towns density and rural settlements density (R^2=0.88) and between towns density and economic density (R^2=0.71), and the scattered distribution pattern of the rural settlements and shortage of economic centers is a major factor to the lagged socioeconomic development. On the eco-economic zoning to Daofu County, the paper indicates the spatial distribution model and the industrial development model of the rural settlements need to be changed, and rural population should be concentrated in larger rural settlements with development of off-farm industries while infrastructure construction is to reinforced.展开更多

From the perspective of ecological footprint, the sustainable development status of west China and 12 provinces and cities in 2009 and 1999 are compared vertically and horizontally. Results assume that no matter weighting by using local or national ecological carrying capacity, the west area laid in the unsustainable development state in 2009; in 1999, the west area was on the unsustainable development stage taking the local and national level as the reference and it was at the sustainable stage at the global level. In 2009, most provinces in western China laid on the unsustainable stage at the local, national and global level. Compared with that in 2009,few provinces in western China were on the unsustainable stage at different levels. In general, the sustainable developmental momentum of western China in 2009 was weaker than that in ten years ago and many provinces and cities decreased to unsustainable state.展开更多

In this paper, we will evaluate the effects of the first 10 years' GCWD and use the latest Chinese annual data from 1978 to 2010 to investigate the problem of regional differentials in the development process, evaluate the effects of GCWD policy and test whether there is a regional Kuznets inverted-U curve in the regional development of China. The result shows that there are both good and bad news: the good news is that the inverted U-shaped curve of absolute differential between eastern and western areas finally emerges (the previous studies showed that the inverted-U curve did not appear and the differentials between eastern and western areas became worse) and the bad news is that the differential is in the first half of the inverted U-shaped curve in our choice of time span (1978-2010), that is, it is still in the situation of deterioration, and the turning better point will emerge in 2025. Although the western areas have benefitted from GCWD, the absolute gap has been still widened. To narrow the gap, the western areas should accelerate the industrial development and the government should adjust the policy and make more efforts to support the development of the industry in the western areas, especially cultivate and support the development of the western characteristic and advantageous industry rather than just supporting the construction of infrastructure in the western areas.展开更多

文摘General situation of ecological environment in western region is introduced,as well as its relationship with new countryside construction.Result shows that ecological conditions of western region not only play an important role in the achievement of new countryside construction in western region, but also directly affect the ecological safety of eastern region and the sustainable development of China.Problems in new countryside construction in western region are analyzed under the perspective of ecological environment, which are the weak concept of ecological protection, the ecological environment which needs to be improved, the difficulty in agriculture development, and the backward plan for human settlement.According to these problems, path of new countryside construction in western China is pointed out under the perspective of ecological environment, such as promoting ecological economy, developing competitive industries, speeding up spatial planning, optimizing the living environment, changing the traditional concept into scientific and rational development, and restoring the ecological environment by making use of agricultural support.

文摘In the arid region of northwestern China(ARNC),water resources are the most critical factor restricting socioeconomic development and influencing the stability of the area’s ecological systems. The region’s complex water system and unique hydrological cycle show distinctive characteristics. Moreover, the intensified hydrological cycle and extreme climatic and hydrological events resulting from global warming have led to increased uncertainty around water resources as well as heightened conflict between water supply and water demand. All of these factors are exerting growing pressures on the socioeconomic development and vulnerable ecological environment in the region. This research evaluates the impacts of climate change on water resources, hydrological processes, agricultural system, and desert ecosystems in the ARNC,and addresses some associated risks and challenges specific to this area. The temperature is rising at a rate of 0.31C per decade during 1961–2017 and hydrological processes are being significantly influenced by changes in glaciers, snow cover, and precipitation form, especially in the rivers recharged primarily by melt water.Ecosystems are also largely influenced by climate change, with the Normalized Difference Vegetation Index(NDVI)of natural vegetation exhibited an increasing trend prior to 1998,and then reversed in Xinjiang while the Hexi Corridor of Gansu showed the opposite trends.Furthermore, the desert-oasis transition zone showed a reduction in area due to the warming trend and the recent rapid expansion of irrigated area. Both the warming and intensified drought are threatening agriculture security. The present study could shed light on sustainable development in this region under climate change and provides scientific basis to the construction of the“Silk Road Economic Belt”.
文摘According to the theories of institutional economics and development economics, the positive and negative externality of rural labor force flowing from central and western regions and into eastern regions of China were analyzed, and then it was proposed that it is necessary to positive externality, rather than take"household register"measures to solve the problem simply.
