The report of 19 th CPC National Congress indicates that China is committed to proactive mitigation under the Paris Agreement and further participating in global environmental governance under the 2030 Agenda for Sustainable Development, and both of which are largely integrated to the Belt and Road Initiative(BRI). BRI are also closely linked with South-South environmental and climate cooperation proposed by China from previous UN summits. Based on shared ideas, intersected agendas, and compatible governance approaches, BRI and the 2030 Agenda for Sustainable Development grow increasingly relevant and they might form synergies based on increasingly interactive relations. In sum, seeking and intensifying the linkages between BRI and 2030 sustainable development goals(SDGs) could address global environmental governance deficits and enhance cooperation among nations.展开更多

The components were initially selected from moisture agent, coagulation agent and surfactant. The optimal formulation was determined based on orthogonal test and using the water loss rate as the evaluation index. The performances of moisture releasing and adsorption, wind resistance of optimal formulation in the natural environment were tested. The results show that the formula obtained in experiments provide a good performance of moisture absorption and water retention, and it also had a good dust preventing and controlling performance due to its high surface strength and consolidation under dry conditions. It has good application prospects considering the wide variety of sources for materials and the simple preparation process.展开更多

Capitalism has intensified the rich-poor divide and power politics have led to great upheavals. Western values have caused a "value dislocation" for non-Western countries. The world is calling for new development concepts. The "Belt and Road" initiative has emerged as an answer. It embodies China's ideas on global development. First, it works for the "common prosperity" of every country, which will ease contradictions between the South and the North. Second, it emphasizes geo-economie integration that will heal the fragmentation of Eurasia. Third, it advocates linkages between people and inclusiveness to create a new kind of civilization. However, many difficulties and challenges lie ahead for the implementation of the "Belt and Road" initiative.展开更多

This study from different perspectives designed the alternatives for Changchun's county-level road and urban road system planning, and used the method of System Dynamics to simulate, optimize and analyze those alternatives. Thereafter, some methods including the correlation function method were used to comprehensively assess and rank those alternatives for recommending two best alternatives with the consideration to the indicators, such as the total emission amount of CO, the total emission amount of nitrogen oxides, the noise value, the road construction cost, the fossil oil consumption and the traffic capacity. The result showed that the study would provide substantial supports for decision-makers to make more scientific decisions and promote the sustainable urban traffic in Changchun City.展开更多

The method has progressed from a simple determination of the in situ CBR investigation based on DCP-CBR correlations with respective cover requirements to a more sophisticated method using the DCP penetration data directly and omitting any need to use correlations with the CBR. This paper summarises the development of the method, and some of its advantages and compares the design structures with other recognised and widely implemented designs.展开更多

In the context of the neighboring countries that today are also members of the European Union, this writing outlines the growth-public finance course that this country, formerly belonging to the Soviet type planned economy mechanism, followed during the past nearly three decades after breaking away from that system. It provides insight into the specific public finance positions determined by the macroeconomic course since 1990 and the opportunities offered by this course for infrastructural developments. In connection with the above, the article outlines the main characteristic features of the social expectations, the financing solutions that could be linked to the various governmental concepts regarding road matters, focusing primarily on motorway development. It shall touch upon the respective starting points and life cycles of those concepts and the role of the EU supports in the developing of the domestic public road system. In light of expenditures, it is illustrating the development by some servicing indicators.展开更多

文摘Road network is a critical component of public infrastructure, and the supporting system of social and economic development.Based on a modified kernel density estimate(KDE)algorithm, this study evaluated the road service capacity provided by a road network composed of multi-level roads(i.e.national,provincial,county and rural roads),by taking account of the differences of effect extent and intensity for roads of different levels.Summarized at town scale, the population burden and the annual rural economic income of unit road service capacity were used as the surrogates of social and economic demands for road service. This method was applied to the road network of the Three Parallel River Region, the northwestern Yunnan Province,China to evaluate the development of road network in this region. In results, the total road length of this region in 2005 was 3.70×104km,and the length ratio between national, provincial, county and rural roads was 1∶2∶8∶47.From 1989 to 2005,the regional road service capacity increased by 13.1%,of which the contributions from the national, provincial, county and rural roads were 11.1%,19.4%,22.6%,and 67.8%,respectively,revealing the effect of′All Village Accessible′policy of road development in the mountainous regions in the last decade. The spatial patterns of population burden and economic requirement of unit road service suggested that the areas farther away from the national and provincial roads have higher road development priority(RDP).Based on the modified KDE model and the framework of RDP evaluation, this study provided a useful approach for developing an optimal plan of road development at regional scale.

文摘Global environmental cooperation serves as an important part in the Chinese ideal of building a Community with a Shared Future for all Human Beings. In sum, seeking and intensifying the linkages between BRI and 2030 sustainable development goals(SDGs) could address global environmental governance deficits and enhance cooperation among nations.

文摘The economic benefits of transport infrastructure investment have been widely accepted. However, the varying influence of road transport development across vertical space has rarely been discussed.Taking Sichuan province in China as case study area where the landform is diverse and complex, administrative counties were categorized into 4 main types:plain counties, hill counties, mountain counties, and plateau counties.Using statistical data during 2006-2014,theperformanceofeconomic development and transport construction level in the four types of counties are discussed.Subsequently, the heterogeneous effect of each grade road on economy was calculated by local regression model(GWR).The results indicate that plain counties largely surpassed the other geomorphic counties in economic development level, while the gradient gap among them was on the decline.Similarly, distribution of transport infrastructure presented a decreasing trend from the low plain counties to high plateau counties.Regional imbalances were mainly reflected in the County road and Village road.Regarding the changes of regional gaps,National&Provincial roads and County roads were constantly expanding, whereas the disparity of Village road was slowly narrowing over time.Particularly noteworthy was the non-stationary economic influence of traffic factors across vertical gradients. On average,National&Provincial roads generated higher benefits in the high elevation regions than the lowlands. In contrast,County road and Village road were found to be more effective in promoting economic development in plains. With regard to local estimates of traffic factors, coefficients in mountain counties exhibited larger fluctuation ranges than other geomorphic units. The conclusions provide a basis for government decisionmaking in a more reasonable construction arrangement of road facilities and sustainable economic development.
文摘Renewable energy (RE) has been attached high attention around the world due to its carbon-free and indigenous production in a sustainable way. China enjoys plenty of renewable energy resources, particularly the wind, solar, hydro- and biomass energy, which could be a sound basis for a large-scale exploitation. This report examines the current status of RE technology and industry, analyzes the challenges of promoting RE in China. In order to pave the way for a long-term development of RE, this paper outlines the basic principles and priorities for individual RE technology. In line with these, the paper puts forward the RE targets and further describes the RE road map by 2020, 2030 and extend to 2050, taking consideration of China’s RE resources, industrial basis and energy demand etc. At last, this paper provides some recommendations to ensure the achievements of the RE targets.
文摘The components of dust-suppressant were determined based on the analysis on characteristics and mechanisms of road dust raising in open-pit mines. It has good application prospects considering the wide variety of sources for materials and the simple preparation process.
文摘Sustainable development is an important component of the Belt and Road Initiative(BRI)and is of great significance for evaluating the levels of sustainable development of countries along this route(henceforth,BRI countries). Therefore, this study aims to identify the factors that influence the levels of sustainable development of BRI countries in a reasonable and objective manner.Eventually, this study employs the super efficiency slacks-based measure(Super-SBM)model,which considers unexpected outputs to measure the level of sustainable development of BRI countries. The dynamic change and composition of the sustainable development level of these countries are calculated using the global Malmquist-Luenberger index.Furthermore, the Tobit model is used to identify the factors influencing the level of sustainable development of BRI countries in general and in various categories. The empirical results suggest the following points.(a)The overall level of sustainable development of BRI countries is low, whereas those of high-income and middle-and high-income countries are relatively high.(b)The overall sustainable development levels of BRI countries declined to a certain extent in 2008 owing to the effect of the financial crisis,.However, the sustainable development level of other countries, barring low-income countries, has gradually increased since 2011.(c)Since 2008,technological progress has replaced technical efficiency as the main driving force behind the improvement of the sustainable development level of BRI countries.(d)A U-shaped relationship is observed between the economic and sustainable development levels of these countries.(e)The level of science and technology and the proportion of renewable energy consumption can promote the sustainable development of these countries. Moreover,a negative correlation exists between the level of opening to the outside world and that of sustainable development of countries that mainly export resource-based products and are dominated by labor-intensive export industries.Barring low-income countries, the energy structure plays an effective role in improving the level of sustainable development. Finally, the study presents suggestions for China in the process of coping with the sustainable development of relevant countries during its promotion of the BRI.
文摘China's "Belt and Road" initiative is emerging as the Western-dominated world order is declining. However, many difficulties and challenges lie ahead for the implementation of the "Belt and Road" initiative.

文摘On analyzing the achievement of the goal in the modem urban road traffic development planning, the alternative of Strategic Environmental Assessment for urban traffic planning should include the basic scheme, the extended scheme and the environmental protection scheme. The result showed that the study would provide substantial supports for decision-makers to make more scientific decisions and promote the sustainable urban traffic in Changchun City.
文摘Widespread implementation of the DCP-DN design method for low volume roads has been promoted internationally over the past decade or so. The method has progressed from a simple determination of the in situ CBR investigation based on DCP-CBR correlations with respective cover requirements to a more sophisticated method using the DCP penetration data directly and omitting any need to use correlations with the CBR. This paper summarises the development of the method, and some of its advantages and compares the design structures with other recognised and widely implemented designs.
文摘In 2017,one of the international authorities on coal bursts,Mark Christopher, published a paper entitled"Coal bursts that occur during development:A rock mechanics enigma",in which several relevant technical issues were identified. This paper outlines what is considered to be a credible,first-principles,mechanistic explanation for these three current development coal burst conundrums by reference to early published coal testing work examining the significance of a lack of"constraint"to coal stability and an understanding of how very specific structural geology and other geological features can logically cause this to occur in situ, albeit on a statistically very rare basis. This basic model is examined by reference to published information pertaining to the development coal-burst that occurred at the Austar Coal Mine in New South Wales,Australia,in 2014 and from the Sunnyside District in Utah, the United States. The"cause and effect"model for development of coal bursts presented also offers a meaningful explanation for the statistical improbability for what are nonetheless potentially highly-destructive events, being able to explain the statistical rarity being just as important to the credibility of the model as explaining the local conditions associated with burst events. The model could also form the basis for a robust, riskbased approach utilising a"hierarchy of controls",to the operational management of the development coal burst threat.Specifically, the use of pre-mining predictions for likely burst-prone and non-burstprone areas, the use of the mine layout to avoid or at least minimise mining within burst-prone areas if appropriate, and finally the development of an operational Trigger Action Response Plan(TARP)that reduces the likelihood of inadvertent roadway development into a burst-prone area without suitable safety controls already being in place.
文摘"The Silk Road Economic Belt" is a great strategic thought, through which China deepens allround reform and opening up, especially in the major move of opening up to the west. Inner Mongolia autonomous region owns the superior geographical position and was closely related to the Silk Road in ancient times. In the new stage, Inner Mongolia autonomous region should seize the opportunity of the development strategy, and strive to develop economic construction under the background of the belt of Prairie Silk Road, and play an important role in the economic belt of the "Prairie Silk Road".
文摘This article reviews the history of the Hungarian public road network in the thirty years that has passed since the change of the political and economic regime up to the present from the aspect of financing. In light of expenditures, it is illustrating the development by some servicing indicators.
