A Web Based Digital Repository for Scholarly Publication

Institutional repositories are essential research infrastructure for research-based universities. A properly dimensioned institutional repository has the potential to increase research impact and enhance the visibility of an institution through its scholarly outputs. The aim of the study is to design and develop a web-based digital repository for scholarly materials and publications in a tertiary institution. The motivation for carrying out this project is to provide a lasting solution to the need for an effective, efficient, reliable and easily accessible system for storing and retrieving scholarly materials, which will make study and research work less cumbersome and stressful for academic staff and students, thereby enabling them to easily carry out their day-to-day activities, especially as it concerns obtaining relevant scholarly information quickly. The system will be developed using open source software and OOADM (Object Oriented Analysis and Design Methodology). Findings obtained from system validation tests show that the system is a viable solution to the major challenges encountered in the management and sharing of scholarly information at the institution.

乡村公共服务数字化转型在当前实践中集中表现为数字公共服务平台对乡村社会生活的嵌入,这一嵌入过程促进了数字公共服务和金融服务的相互关联。数字公共服务平台整合多方数据且基于对乡村居民公共生活进行数字孪生的技术特性,具有削弱信息不对称、普及基础金融服务、降低金融交易成本、增加金融产品可及性与针对性的应用潜力。论文通过梳理乡村数字公共服务平台的典型特征,以此为脉络结合供需视角研究数字化公共服务对农村普惠金融的影响,并探讨农村普惠金融发展对乡村公共服务数字化转型的反哺效应。研究认为,在适当的政策设计下,数字公共服务与金融服务的有机融合,可以成为促进数字普惠金融发展的一种路径。

公立医院行风建设指数定量评价体系构建研究

目的:从医院管理视角引入指数定量评价体系,用形象、具体且高度凝练的指标和评价要点来描述公立医院的行风建设工作。方法:立足当前公立医院行风建设管理中重点督查的关键领域,围绕落实主体责任、完善制度建设等5个维度,设计定量与定性相结合的行风建设指数评价模式。结果:构建了适用于公立医院临床科室的数字化行风建设指数评价机制,划定评价周期并实行动态管理,实现对行风建设发展问题的精准定位和对行风监督工作具体实施情况的有效全面评估。结论:本研究客观评价医德医风水平和医院行风建设管理现状,有助于综合理解和客观评估复杂的管理行为,为未来数字医院的横向管理与纵向规划提供了有效的战略改进支撑,有助于推动现代化医院行风治理的标准化、精细化和信息化发展。

数字治理中技术依赖的伦理风险与规制

数字治理是数字技术与社会治理深度融合以创造更大公共价值的一种新型治理形态,是推进国家治理体系和治理能力现代化的应然要求。在数字治理进程中,政府与数字技术的关系由技术辅助逐渐演化为技术主导,这在社会治理决策、行为和系统建设中产生了技术依赖现象,即智能决策替代治理主体决策、技术行为替代治理主体行为和平台建设替代结构流程优化。技术依赖带来的伦理风险包括政府公权力系统被侵蚀、治理过程的伦理原则与程序的失效以及治理结果责任归属不清等问题。这些伦理风险既阻碍了数字治理对公共价值的创造,也不利于国家治理体系和治理能力现代化的推进。实践中,应从数据信息、治理决策、治理系统等数字治理流程中的3个关键变量着手,厘清数字技术嵌入社会治理的边界,探索优化数字治理的实施路径,具体包括控制社会治理数据信息的准入和流出以推进治理公平、优化人类决策与算法决策的合理分工以彰显公共价值、推动数字权力与政府权力的共建以明确治理责任归属等。通过规制技术依赖带来的伦理风险,推动数字治理创造更多公共价值,促进社会的公平正义和人民的幸福生活,实现国家治理体系和治理能力现代化的战略目标。

数字经济对基本公共服务的影响研究

数字经济是中国经济发展的重要引擎之一,数字技术赋能公共服务,有助于改善基本公共服务供给,推动基本公共服务均等化。本文基于2010—2020年中国31个省份面板数据,构建基本公共服务供给水平指标体系,实证检验了数字经济对基本公共服务供给水平及基本公共服务均等化的影响。研究结果表明,数字经济能够显著提升基本公共服务供给水平,这一结论在进行内生性处理和一系列稳健性检验后依然成立。机制分析结果表明,数字经济可以通过提高地方政府财政收入和减少财政纵向失衡提升基本公共服务供给水平。异质性分析表明,与东部地区和西部地区相比,数字经济对中部地区基本公共服务供给水平的促进效果更为明显。进一步研究表明,数字经济能够提升基本公共服务均等化水平。上述结论能够为更好地发挥数字经济特性、提高基本公共服务供给水平、促进基本公共服务均等化提供理论依据。

数字政府建设促进小微企业创业了吗?——来自浙江省中小企业公共服务平台的证据

数字政府建设是优化营商环境、激发市场活力的重要手段,在促进中小企业创业中发挥重要作用。政府数字化企业服务平台是应用最广的数字政府建设载体之一。本文以浙江省中小企业公共服务平台建成运营为准自然实验,结合浙江省小微企业注册数据,对数字政府建设的创业促进效应进行实证估计。结果发现,通过提供市场信息和匹配服务需求,浙江省中小企业公共服务平台建设降低了市场进入壁垒,促进了小微企业创业,且该创业促进效应在创业环境差的地区更显著。

数字政府的创新:社保经办数字化转型的困境与对策

推动农村公共体育服务高质量发展是构建更高水平全民健身公共服务体系的重要路径。从数字赋能视角出发,阐释数字赋能农村公共体育服务高质量发展的基本内涵与现实意义,并对数字赋能农村公共体育服务高质量发展的作用机制与现实困境进行分析。研究认为,数字技术从农村公共体育服务机制、技术机制、协同机制、决策机制及监管机制5个方面赋能农村公共体育服务高质量发展,而农村地区数字基础设施建设滞后、基层对数字技术的认识与应用不足、农民数字素养匮乏、数据信息共享通道阻塞及质量管理体系缺失成为阻碍农村公共体育服务高质量发展的现实困境。基于此,提出推进农村公共体育服务数字基础设施建设、加快农村公共体育服务数字化转型、加速弥合城乡数字鸿沟、推动城乡公共体育服务协调发展及构建农村公共体育服务全流程质量管理体系的创新路径。

出版深度融合是出版业适应数字内容市场供需态势作出的重大战略转向,也是媒体融合与出版融合相关政策推动下实现数字出版高质量发展的关键抓手。文章从出版媒介角度考察出版深度融合内涵,指出其是初步融合、再分化、共存等阶段渐次展开又并行发展的复杂过程,将重构包含出版业在内的媒介与内容产业新格局和新生态,推动出版业成功跃迁至数字出版新阶段。在此基础上,文章提出面向数字出版的深度融合本质上是一个再媒介化过程,出版业可通过迁移、改进、重塑、吸收等多种再媒介化策略推进深度融合,实现数字化转型升级。

企业数字化转型、绿色创新与碳绩效——碳排放权交易政策与公众环境关注度的调节作用

随着数字经济的迅猛发展,利用数字化优势助力企业绿色转型已成为“双碳”背景下的必然趋势。从利益相关者理论和信号理论出发,以2014—2020年中国沪深A股上市工业企业为样本,实证检验了企业数字化转型能否提升碳绩效,并探讨了绿色创新在其中的中介作用以及碳排放权交易政策和公众环境关注度的调节作用。研究发现,企业数字化转型显著提升了碳绩效,并通过绿色创新正向影响企业碳绩效水平。同时,碳排放权交易政策与公众环境关注度均能发挥显著的正向调节效应。异质性分析显示,企业数字化转型对碳绩效的促进作用在非高新技术企业和高市场竞争程度的情境下更为明显,但产权性质的影响并不显著。研究结论厘清了企业通过数字化转型促进绿色创新进而提升碳绩效的驱动机制,为推进企业数字化转型以实现绿色发展具有重要参考意义。
