Plans for the Development and Revision of Industry Standards on Inspection and Quarantine from 2005-2007

The inspection and quarantine standard is one of important basics to executeinspection and quarantine by laws. In recent years, with the development of economy and trade inChina, standardization has played an important role in inspection and quarantine. During 2002-2004,department of Standards of Inspection and Quarantine, Certification and Accreditation Administrationof China has organized the research of the standards of inspection and quarantine, and has builtstandard sub- systems of nine fields in inspection and quarantine.

Reforms in Inspection and Quarantine Organizations

The State Council recently approved thenew structure to reform China’s inspection andquarantine sector.The separate units for entry-exit sanitary quarantine,animal and plantsquarantine and impOrt-export commodityinspection will be uniformed into oneorganization.The reform will reduced theredundant inspection and charge,and increasethe efficiency for imports and exports.

Study on Case Library Construction of Inspection and Quarantine of Aquatic Animal

By making use of the technical advantages of Guangzhou Huibiao Testing Technology Center in the field of testing, the project analyzes the characteristics of undergraduate professional education in aquatic animal medicine, and intends to build a case library of Inspection and Quarantine of Aquatic Animal suitable for modern undergraduate teaching needs, with training applied talents to meet the requirements of the times as the goal, and strengthening the reform of college education mode and improving the quantity and quality of talent training as the guiding ideology.

China to Stamp Inspection and Quarantine Marks on Export Foods from September 1, 2007

The General Administration of Quality Supervision, Inspection and Quarantine of China (AQSIQ) announced that as of September 1, 2007,shipping packages of export foods will be stamped with inspection and quarantine marks after the foods are inspected and quarantined in conformity with the entry-exit inspection and quarantine rules. STUDY ON SAMPLING INSPECTION SCHEME TO DIGITAL PRODUCTS IN GIS

Adopting a principle of “check_accept for the first rank,inspection for the second rank”,this paper briefly discusses the rationale of the sampling inspection and the sampling inspection schemes to digital products in GIS.The OC curve is drawn to explain the deficiency of the percent sampling inspection.Meanwhile,the method of One Time Limiting Quality of count selection is presented as the inspection scheme for production departments while the method of One Time After_inspection Mean Percent Defective Upper Limit of count selection is for acceptance departments.

During 2001 and 2005, 1,440,000,000 people got entry-exit quarantine and8,186,000 people were quarantined infectious disease. 675,000 patients different diseases were foundand control measures were taken for 1,908 IV infectors, 5,093 tubercular, 14,000 venereal patientsand infectors, 28,000 viral hepatitis infectors.

基于数字孪生的电力设备实时巡检监控方法研究

为进一步增强对新能源发电站的安全巡检能力,保障新能源发电站的安全稳定运转,提出了一种基于数字孪生的电力设备实时巡检监控方法。该方法在数字孪生技术的基础上对电力设备安全巡检系统进行了建模和仿真,使用5G网络切片技术确保电力设备数据在巡检系统中的传输速度。同时,还设计了一种轻量级残差密集卷积神经网络,并将其与能谱图结合,实现了对电力设备故障的快速、精准识别。实验结果表明,所提出的实时巡检监控技术方案具有良好的综合性能,识别准确率可达98.32%,相比于仿真性能最优的SENet仍高出5.11%,从采集数据到回传识别结果所需的时间仅为2.1~3.3 s。

面向区域分散型生产的质量检测数据监控采集平台研究

针对区域分散型生产质量检测效率低等问题,通过对目视检查、手持仪表或计量工具检测、测试设备检测等多种来源数据的监控和采集;从符合要求的任意终端登录平台对质量检测流程进行监控;建立面向区域分散型生产的质量检测数据监控采集平台,实现视频监控、测试设备远程控制、测试过程数据监控、异常告警等功能,让现场设备集中管理,使整个检测流程可视化、全面可控化。

智能安全巡检系统在施工现场环境下的应用及价值分析

Application of Digital Image Analysis Method in Metric Screw Thread Metrology

This paper describes the use of computer-aided measurement for external metric screw threads. Thread parameters, including thread pitch, thread angle, pitch diameter and major diameter, were measured with CCD cameras and image analysis software. New technologies such as digital image processing were used to increase the efficiency of measurements. In this study, by reconstructing the toolmaker’s microscope, the computer-aided semi-automated measuring system was developed, which could evaluate the accuracy of screw thread profile. It is concluded that the measurement accuracy is comparable to that of traditional toolmaker’s microscope method. Key words screw threads - quality inspection - accuracy - digital image processing

数字孪生技术下电网设备质量检测方法研究

电网设备结构复杂且处于高压电网运行环境中,受光照、高温等因素影响,会导致以人工为基础的电网设备质量检测存在效果不佳、自动性差等问题。为此,提出数字孪生技术下电网设备质量检测方法。采用数字孪生技术建立电网设备虚拟三维模型,实现物理空间到虚拟数据的映射。通过改进粗糙K均值算法对电网设备虚拟三维模型中的电网设备数据聚类,以获取电网设备特征参数。基于电网设备状态质量指数和未来状态质量指数完成电网设备质量自动检测。试验结果表明,所提方法的电网设备质量自动检测精度高、数据聚类时间短,而故障检测精度高达97%。该研究为实现电力数据挖掘提供了技术支持。

Inspection of aluminum alloys by a multi-frequency eddy current method

The paper proposes an experimental method of material inspection,which is based on digital processing of multi-frequency eddy current measurement data.The influences of various factors(conductivity,the gap between the sample surface and the sensor,the thickness of the sample) on the obtained hodographs are examined by taking the aluminum alloys for example,and the possibility of separation of various factors is analyzed.The results obtained are indicative of how much promise the proposed method offers for the inspection and testing of products made of aluminum alloys.

“产教融合、岗位胜任”目标下卫生检验与检疫专业应用型人才培养模式探讨

以浙江中医药大学2015年以来卫生检验与检疫专业学生为研究对象,通过与浙江省疾病预防控制中心合作,从共同制定学生培养方案、重塑课程教学、师资队伍建设、建立实践教学体系、课程思政体系建设和优化考核评价体系等六个方面进行实践探索,成效显著。自改革以来,浙江中医药大学技术与信息工程学院的“免疫学检验”等多门课程被评为省级一流课程并建立虚拟仿真项目,发挥引领示范作用。截止最新一届毕业生调研表明,卫生检验与检疫专业毕业生的就业率居于全院首位,从事的工作与专业相关度达93%,就业岗位适应性达96%,就业满意度高达100%。毕业生对教学质量的各项评价满意度均在90%以上。此外,卫生检验与检疫专业成功实现从“以知识为中心的学科本位、能力本位的模式”向应用型模式进行转型。

虚拟仿真实验在“病毒学检验”教学中的应用

病毒学检验是一门在病毒性传染病的诊断、防治中发挥重要作用的课程。作为卫生检验与检疫专业的主干课程,是提升学生综合职业能力和职业素养的关键。针对该课程的学习,不仅是在向学生传授理论知识,更重要的是在教学过程中帮助学生提升专业综合能力,其根本目标是帮助学生运用所学的理论知识解决实际问题。然而传统教学中,学生分析问题和解决问题的综合能力普遍不足。针对这一问题,浙江中医药大学始终坚持“学生中心、问题导向”的实验教学理念和“虚实结合、手脑共训”的教学设计,不断探索改进教学方式,以满足应用型人才专业综合能力的培养。通过分析虚拟仿真实验在病毒学检验教学中的开展情况,探讨虚拟仿真实验应用于病毒学检验课程教学的可行性。

植物检疫教材编修刍议

随着我国经济社会高速发展,新发突发外来有害生物事件不断涌现,植物检疫工作及人才培养显得愈发重要。我国相继出版了一系列植物检疫学科专著和教材,可作为生物安全、植物保护和森林保护专业人才培养体系中重要的教学用书。为更好地满足教学需要,现有教材仍需与时俱进,继续开展编修研究。基于植物检疫这一多学科交叉的行业特性,植物检疫教材编修应该符合时代要求,强调教材形式的数字化建设(包括重视新形态教材、在线课程和数字化教学资源库的建设)、内容及时更新修订、教学与行业相结合及教材与思政相融合。通过精心打造培根铸魂、启智增慧的植物检疫精品教材,以期不断增强教材的时代性、适应性和育人功能,推动植物检疫教材建设高质量发展。

数字孪生水利工程建设动态智能监测系统研发与应用

依托大型水利枢纽工程建设,结合项目进度、质量、安全等管理要求,提出数字孪生水利工程动态智能监测系统研发思路。通过研究水下定位和水陆一体化定位,建立水下机器人与无人机智能巡检的统一定位体系;研究海量影像数据存储管理,研究图像识别和机器学习技术自动找出异常点,从而实现施工现场的智慧监控等关键技术。建成集空、天、地、水一体化的监控系统,对各项感知信息进行融合集成和综合利用,对不同时期的数据进行比较分析;建立大数据平台,为大型水利工程设计、工程移民、水土保持、施工安全与质量管理、工程形象展示、水下建筑物安全监测等方面的数字孪生水利工程建设和动态监测提供技术支持,实现大型水利枢纽工程建设过程的智能巡检、智能监测和科学监管。
