This paper provides a comprehensive overview on coastal protection and hazard mitigation by mangroves.Previous stud-ies have made great strides to understand the mechanisms and influencing factors of mangroves’protec...This paper provides a comprehensive overview on coastal protection and hazard mitigation by mangroves.Previous stud-ies have made great strides to understand the mechanisms and influencing factors of mangroves’protection function,including wave energy dissipation,storm surge damping,tsunami mitigation,adjustment to sea level rise and wind speed reduction,which are sys-tematically summarized in this study.Moreover,the study analyzes the extensive physical models,based on indoor flume experi-ments and numerical models,that consider the interaction between mangroves and hydrodynamics,to help our understanding of mangrove-hydrodynamic interactions.Additionally,quantitative approaches for valuing coastal protection services provided by man-groves,including index-based and process-resolving approaches,are introduced in detail.Finally,we point out the limitations of previous studies,indicating that efforts are still required for obtaining more long-term field observations during extreme weather events,to create more real mangrove models for physical experiments,and to develop numerical models that consider the flexible properties of mangroves to better predict wave propagation in mangroves having complex morphology and structures.展开更多
Metal mineral resources play an indispensable role in the development of the national economy.Dynamic disasters in underground metal mines seriously threaten mining safety,which are major scientific and technological ...Metal mineral resources play an indispensable role in the development of the national economy.Dynamic disasters in underground metal mines seriously threaten mining safety,which are major scientific and technological problems to be solved urgently.In this article,the occurrence status and grand challenges of some typical dynamic disasters involving roof falling,spalling,collapse,large deformation,rockburst,surface subsidence,and water inrush in metal mines in China are systematically presented,the characteristics of mining-induced dynamic disasters are analyzed,the examples of dynamic disasters occurring in some metal mines in China are summarized,the occurrence mechanism,monitoring and early warning methods,and prevention and control techniques of these disasters are highlighted,and some new opinions,suggestions,and solutions are proposed simultaneously.Moreover,some shortcomings in current disaster research are pointed out,and the direction of efforts to improve the prevention and control level of dynamic disasters in China’s metal mines in the future is prospected.The integration of forward-looking key innovative theories and technologies in the abovementioned aspects will greatly enhance the cognitive level of disaster prevention and mitigation in China’s metal mining industry and achieve a significant shift from passive disaster relief to active disaster prevention.展开更多

On July 12,2004,the rainstorm in Shanghai lasted less than 1 h,but it caused 7 deaths,more than 20 injuries,extensive power outages and traffic paralysis. At the end of 2005,the continuous snowfall in Weihai City of Shandong Province for half a month caused direct economic losses of over 200 million yuan,and the continuous heavy snowfall had a serious impact on people’s lives. From July 17 to 23,2021,Henan Province suffered a rare extremely heavy rainstorm in history,with a direct economic loss of 120.6 billion yuan. Faced with such urban meteorological disasters and other types of urban disasters,combined with the current situation of disaster prevention and reduction in China,what will managers,decision-makers,and experts and scholars think about from them.展开更多

In 2005 Hurricane Katrina brought a severe catastrophe in New Orleans by combined effects of hurricane induced extreme sea environments and upper flood of the Mississippi River. Like the New Orleans City, Shanghai is located at the estuarine area of the Changjiang River and the combined effect of typhoon induced extreme sea en- vironments, flood peak runoff from the Changjiang River coupled with the spring tide is the dominate factor for disaster prevention design criteria. The Poisson-nested logistic trivariate compound extreme value distribution (PNLTCEYD) is a new type of joint probability model which is proposed by compounding a discrete distribution (typhoon occurring frequency) into a continuous multivariate joint distribution ( typhoon induced extreme events). The new model gives more reasonable predicted results for New Orleans and Shanghai disaster prevention design criteria.展开更多

The disasters by combined effect of upper reach flood, storm surge and typhoon waves are primary obstacles to the economic development of such cities. Thus the risk analysis and system analysis of flood-storm surge-wave disaster, economic loss and flood-storm surge control measures play a very important role in the sustainable development of coastal cities. There are three types of coastal cities for consideration. The first type of city is like Tianjin. The most significant damage is from the upper reach flood. The effect of storm surge is negligible, because in the estuary of the Haihe River, tidal locks are built. The Grey Markov Model (GMM) is used to forecast the flood peak level GMM combines the Grey system and the Markov theory into a high-precision model The predicted flood peak levels are close to the measured data. A synthetic model is established for economic assessment, risk analysis and flood-control benefit estimation As a new contribution, a stochastic simulation technique is used to compute risk probability. At the same time, consideration is given to the effect of correlation between variables on risk probability. The second type of city is like Shanghai, where sometimes the combined effect of river flood peak and set storm surge is the most severe disaster. The water level of a 1000 yr. return period of the Huangpu river is used as the design criterion. The simulated combined water level of flood peak, storm surge and maximum astronomical tidal level of a 400 yr. return period is close to the conventional design water level of a return period of 1000 years. The third type of city is Like Qingdao, where the combined effect of the maximum astronomical tide, storm surge and waves bring about the most significant damage. With the stochastic simulation technique, different combinations of storm surge and waves at the 1% and 2% joint probability level are simulated for disaster prevention.展开更多

How to effectively forecast and alarm the debris flow disasters and reduce the losses is the aim to study the prevention system in this paper. The factors to cause or influence debris flow are divided into four parts-the basin environmental factors, the basin meteoric factors, the prevention work's elements and the flood-relief work's elements, and the prevention system is made up of three models-a judgment model to assess the debris flow gully's seriousness, a forecast model to predict the debris flow's occurrence and an alarm model to evaluate the debris flow's disaster. Afterwards, a concise structure chart is worked out and verified by the field data from Chengdu-Kunming Railway. Historically,frequent and heavy snow disaster(SD)has caused serious livestock death and casualties,resulting in a devastating impact on animal husbandry development in the Three Rivers Source Region(TRSR).From winter ...Historically,frequent and heavy snow disaster(SD)has caused serious livestock death and casualties,resulting in a devastating impact on animal husbandry development in the Three Rivers Source Region(TRSR).From winter in 2018 to spring in 2019,the largest SD occurred in this area over the past 10 years,especially in core zones of the Lancang River Source Region.Field research results show that the main causes of the major SD include weak infrastructure(i.e.,roads,communications,warm sheds,and insufficient forage reserve),low rate of domestic animals for sale before the SD,and low loss settlement rate.SD occurrence could furtherly reduce the ability of disaster prevention,mitigation and relief of disaster loss.In the future,heavily affected SD areas should improve the forecasting ability of snowfall incidents,strengthen infrastructure construction,implement grass and livestock balance strategies,optimize livestock structure,improve loss settlement rate,and develop a modern compound model of animal husbandry development model that combines breeding,slaughtering and deep processing of animal product.展开更多

The importance of the disaster prevention education on campus is made even more obvious by the fact that natural disasters often occur during the school days. Given the leading roles the school administrators and teachers playing in the disaster prevention education of their pupils, this study purposed to investigate how disaster prevention literacy was among them and how disaster prevention literacy differed across various background variables of them. Furthermore, the current study also examined if disaster prevention literacy changed by participation in the disaster prevention education program. The results suggested that, among three dimensions of disaster prevention literacy (i.e., knowledge, attitude, & skills) the participants were highest on disaster prevention skills and lowest on disaster prevention knowledge. Additionally, three dimensions of disaster prevention literacy of the participants differed by school level, age, years of service, personal disaster experience, and school disaster-stricken status. The participation in the disaster prevention education program was also related to participants' disaster prevention literacy. The implications of the above findings were discussed and the recommendations were also made for future disaster prevention education programs and research.展开更多

The earthquake is considered to be the result of long-term interaction between th...The paper introduces the tectonic background, focal mechanism and distribution of aftershock of the Wenchuan earthquake on May 12,2008. The earthquake is considered to be the result of long-term interaction between the eastward movement of the Bayan Har Block and the Sichuan Basin. Most of the earthquake energy was released in an area (the seismic source body) 330kin long,52km wide and 20km deep over 100s. Energy release in the source body was extremely uneven, and strong ground motion in the epicenter area shows obvious asymmetrical character in the time and space scale. The high-intensity area is distributed along the source body, and the intensity distribution bears an obvious anomalous characteristic. The investigation results indicate that more than 90 percent of casualties caused by this earthquake were in the areas of intensity IX or above. Houses, schools and hospitals etc. suffered serious damage. Lifelines such as transportation, water conservation etc. also suffered significant damage. Besides, earthquake-triggered avalanches, landslides, mud-rock flows and so on were extremely serious. The tremendous earthquake disaster highlighted the deficiencies in disaster prevention and mitigation management, scientific earthquake research, technology and application of earthquake disaster prevention, and publicity of earthquake preparedness and disaster reduction.展开更多

The eastern coastal region with only 60 km width, 15 % area and 40% of population of China, has created about 60% of GDP and has become the most developed region. But marine disaster in China is frequent and serious. From statistical data, economy loss made by surge, billow, sea ice, tsunami, red tide, oil spill, coast erosion, bay deposit, sea water intrusion, sea level rise, land salinization, sea water pollution, etc. increase quickly. Economy loss per year is one billion in the l980s, 10 billion in the l990s, exceeded 20 billion in 1996, and 30 billion in 1997. About 80% of it happened in the coastal area. So, marine disaster at present has become obstacle of society progress and economy development in coastal area. To mitigate marine disaster has become need for the economy development, also important task of the integrated coastal zone management. 文摘Through the analysis of actual situation of main parks in Zhengzhou old city and based on the planning and design concept of disaster prevention park,the paper discussed reconstruction and utilization methods of urban park under the requirement of disaster prevention.The paper considered that there existed following problems in disaster prevention parks of Zhengzhou City:① lack of systematic planning of disaster prevention;② insufficient quantity and low use ratio of resources;③ monotonous function of facilities and negative disaster prevention;④ inadequate publicity knowledge.It suggested reconstructing existing parks of Zhengzhou City by:① following the principle of taking all factors into consideration,security first,adjusting according to local conditions,and integrated design of refuge shelter and park square;② adding the quantity of urban parks and making them in balanced distribution;③ completing facilities for disaster prevention on the basis of existing sites;④ conducting humanity design,ameliorating accessibility of parks,enhancing the publicity of disaster prevention knowledge,improving the overall quality of citizens.

文摘The accurate prediction of the typhoon (hurricane) induced extreme sea environments is very important for the coastal structure design in areas influenced by typhoon (hurricane). In 2005 Hurricane Katrina brought a severe catastrophe in New Orleans by combined effects of hurricane induced extreme sea environments and upper flood of the Mississippi River. Like the New Orleans City, Shanghai is located at the estuarine area of the Changjiang River and the combined effect of typhoon induced extreme sea en- vironments, flood peak runoff from the Changjiang River coupled with the spring tide is the dominate factor for disaster prevention design criteria. The Poisson-nested logistic trivariate compound extreme value distribution (PNLTCEYD) is a new type of joint probability model which is proposed by compounding a discrete distribution (typhoon occurring frequency) into a continuous multivariate joint distribution ( typhoon induced extreme events). The new model gives more reasonable predicted results for New Orleans and Shanghai disaster prevention design criteria.
文摘In China, estuarine and coastal cities are mostly regional economic development centers. The disasters by combined effect of upper reach flood, storm surge and typhoon waves are primary obstacles to the economic development of such cities. Thus the risk analysis and system analysis of flood-storm surge-wave disaster, economic loss and flood-storm surge control measures play a very important role in the sustainable development of coastal cities. There are three types of coastal cities for consideration. The first type of city is like Tianjin. The most significant damage is from the upper reach flood. The effect of storm surge is negligible, because in the estuary of the Haihe River, tidal locks are built. The Grey Markov Model (GMM) is used to forecast the flood peak level GMM combines the Grey system and the Markov theory into a high-precision model The predicted flood peak levels are close to the measured data. A synthetic model is established for economic assessment, risk analysis and flood-control benefit estimation As a new contribution, a stochastic simulation technique is used to compute risk probability. At the same time, consideration is given to the effect of correlation between variables on risk probability. The second type of city is like Shanghai, where sometimes the combined effect of river flood peak and set storm surge is the most severe disaster. The water level of a 1000 yr. return period of the Huangpu river is used as the design criterion. The simulated combined water level of flood peak, storm surge and maximum astronomical tidal level of a 400 yr. return period is close to the conventional design water level of a return period of 1000 years. The third type of city is Like Qingdao, where the combined effect of the maximum astronomical tide, storm surge and waves bring about the most significant damage. With the stochastic simulation technique, different combinations of storm surge and waves at the 1% and 2% joint probability level are simulated for disaster prevention.

Taking Living Water Park in Chengdu for example, planning of urban public disaster-prevention green spaces was analyzed to further explore planning of urban disaster-prevention green space system and refugee spaces, and provide instructions for the planning and construction of urban disaster-prevention green spaces in China.
文摘Chengdu-Kunming Railway is an important transport line on southwestern China. However, this railway's safety is often threatened by debris flows. How to effectively forecast and alarm the debris flow disasters and reduce the losses is the aim to study the prevention system in this paper. The factors to cause or influence debris flow are divided into four parts-the basin environmental factors, the basin meteoric factors, the prevention work's elements and the flood-relief work's elements, and the prevention system is made up of three models-a judgment model to assess the debris flow gully's seriousness, a forecast model to predict the debris flow's occurrence and an alarm model to evaluate the debris flow's disaster. Afterwards, a concise structure chart is worked out and verified by the field data from Chengdu-Kunming Railway. This prevention system will provide beneficial reference for the debris flow's monitoring network to be executed on Chengdu-Kunming Railway.

文摘Historically,frequent and heavy snow disaster(SD)has caused serious livestock death and casualties,resulting in a devastating impact on animal husbandry development in the Three Rivers Source Region(TRSR).From winter in 2018 to spring in 2019,the largest SD occurred in this area over the past 10 years,especially in core zones of the Lancang River Source Region.Field research results show that the main causes of the major SD include weak infrastructure(i.e.,roads,communications,warm sheds,and insufficient forage reserve),low rate of domestic animals for sale before the SD,and low loss settlement rate.SD occurrence could furtherly reduce the ability of disaster prevention,mitigation and relief of disaster loss.In the future,heavily affected SD areas should improve the forecasting ability of snowfall incidents,strengthen infrastructure construction,implement grass and livestock balance strategies,optimize livestock structure,improve loss settlement rate,and develop a modern compound model of animal husbandry development model that combines breeding,slaughtering and deep processing of animal product.

文摘Taiwan is located at the high-risk region of natural disasters with the frequently occurred earthquakes. The importance of the disaster prevention education on campus is made even more obvious by the fact that natural disasters often occur during the school days. Given the leading roles the school administrators and teachers playing in the disaster prevention education of their pupils, this study purposed to investigate how disaster prevention literacy was among them and how disaster prevention literacy differed across various background variables of them. Furthermore, the current study also examined if disaster prevention literacy changed by participation in the disaster prevention education program. The results suggested that, among three dimensions of disaster prevention literacy (i.e., knowledge, attitude, & skills) the participants were highest on disaster prevention skills and lowest on disaster prevention knowledge. Additionally, three dimensions of disaster prevention literacy of the participants differed by school level, age, years of service, personal disaster experience, and school disaster-stricken status. The participation in the disaster prevention education program was also related to participants' disaster prevention literacy. The implications of the above findings were discussed and the recommendations were also made for future disaster prevention education programs and research.

文摘The paper introduces the tectonic background, focal mechanism and distribution of aftershock of the Wenchuan earthquake on May 12,2008. The earthquake is considered to be the result of long-term interaction between the eastward movement of the Bayan Har Block and the Sichuan Basin. Most of the earthquake energy was released in an area (the seismic source body) 330kin long,52km wide and 20km deep over 100s. Energy release in the source body was extremely uneven, and strong ground motion in the epicenter area shows obvious asymmetrical character in the time and space scale. The high-intensity area is distributed along the source body, and the intensity distribution bears an obvious anomalous characteristic. The investigation results indicate that more than 90 percent of casualties caused by this earthquake were in the areas of intensity IX or above. Houses, schools and hospitals etc. suffered serious damage. Lifelines such as transportation, water conservation etc. also suffered significant damage. Besides, earthquake-triggered avalanches, landslides, mud-rock flows and so on were extremely serious. The tremendous earthquake disaster highlighted the deficiencies in disaster prevention and mitigation management, scientific earthquake research, technology and application of earthquake disaster prevention, and publicity of earthquake preparedness and disaster reduction.
文摘Ocean is home town of wind and rain, treasury of resources. To exploit and use ocean will make great contribution to people’s existence and development. China is a great oceanic country with pre cinct sea area of 3,000,000 km2. The eastern coastal region with only 60 km width, 15 % area and 40% of population of China, has created about 60% of GDP and has become the most developed region. But marine disaster in China is frequent and serious. From statistical data, economy loss made by surge, billow, sea ice, tsunami, red tide, oil spill, coast erosion, bay deposit, sea water intrusion, sea level rise, land salinization, sea water pollution, etc. increase quickly. Economy loss per year is one billion in the l980s, 10 billion in the l990s, exceeded 20 billion in 1996, and 30 billion in 1997. About 80% of it happened in the coastal area. So, marine disaster at present has become obstacle of society progress and economy development in coastal area. To mitigate marine disaster has become need for the economy development, also important task of the integrated coastal zone management. In this article, we briefly introduce countermeasures for marine disaster prevention, coastal zone management, and achievements made in the past 50 years, its problems now confronted, and the main countermeasures in the 21St century.
文摘In view of disaster-prevention and evacuation functions of urban green spaces, data collection, field investigation and questionnaire survey were integrated to analyze current situation and functions of green spaces in Dujiangyan City.
