However, the usage of e-government services by common ci...The embracing of ICTs and related technologies has enhanced different approaches for governments worldwide to deliver services to their citizens in a smart way. However, the usage of e-government services by common citizens is recognized as one of the major setbacks of e-government development in both developed and developing countries. Moreover, government agencies in these countries are facing great challenges in keeping the citizens motivated enough to continue to use e-government services. This research aims to investigate the factors that influence citizens’ trust towards continue use of e-government services in Cameroon. The proposed research model consisted of three main constructs including technological, governmental, risk factors as well as six demographic characteristics (age, gender, educational level, income, internet experience and cultural perception). A five-point Likert scale questionnaire was designed to collect data physically and electronically, 352 valid questionnaires were retrieved. Simple and Multiple regression analysis methods were applied to build an adequate model based on the verification of hypotheses proposed. Based on results obtained, four demographic characteristics (age, education, occupation and income) have influence on citizens’ trust in e-government meanwhile gender and cultural affiliation have no influence. Furthermore, technological factors and governmental factors positively influence trust level in e-government, whereas risk factors have a negative influence on trust level. Deducing from the results, a list of recommendations is proposed to the government of Cameroon in order to reinforce citizens’ trust in e-government services.展开更多

First, both knowledge-intensive activities and knowledge items can be identified by the analysis of governmental processes. Secondly, the IDEF5 ontology capture method is utilized to extract concepts, terms and statements from these knowledge items, which act as a starting point for ontology refinement and validation. To describe precisely the semantics of the ontologies, the OWL language is employed in our project to formally model these e-government ontologies with the help of Prot6ge-OWL tools. Purpose:Today,the use of e-government services is still at a low level in China.Based on the understanding that citizen trust is an important factor influencing e-government adoption,this research tries to develop a m...Purpose:Today,the use of e-government services is still at a low level in China.Based on the understanding that citizen trust is an important factor influencing e-government adoption,this research tries to develop a model of citizen trust in e-government in an effort to study the impacts of trust-related factors on citizen intentions to adopt e-government services.Design/methodology/approach:The data was collected from an online survey of 182Chinese users who had more than 3 years' online experiences of using government websites.Structural equation modeling analysis was used to validate the proposed model.Findings:Our survey shows that trust in e-government,perceived usefulness and perceived ease of use are critical factors that influence citizen intentions to use e-government services.The study findings also indicate that citizen trust in e-government is positively associated with trust in government,institution-based trust and perceived usefulness of e-government services.Research limitations:The survey sampled adults aged from 25 to 35 years old.Such a limited sample group cannot represent all of the population.So a larger sample involving more experienced online users will yield more useful results.Practical implications:The study results will help government agencies,especially the Chinese government agencies,find ways to improve the Chinese citizens' trust in e-government and promote their adoptions of e-government services.Originality/value:Previous researches have investigated separately the impacts of user evaluation of government websites and user trust in e-government on user intentions to engage in e-government.This study makes a theoretical contribution by integrating these two perspectives and building a model of citizen trust in e-government in understanding the impacts of trust-related factors on citizens' adoptions of e-government initiatives.展开更多

The cloud computing is a new way of computing which aims to provide better communication style and storage resources in a safe environment via the internet platform. The E-governments around the world are facing the continued budget challenges and increasing in the size of their computational data so that they need to find ways to deliver their services to citizens as economically as possible without compromising the achievement of desired outcomes. Considering E-government is one of the sectors that is trying to provide services via the internet so the cloud computing can be a suitable model for implementing E-government architecture to improve E-government efficiency and user satisfaction. This paper po...There are documented differences between the success and failure factors in the developed and developing countries with regard to the adoption and embracement of Openness in e-Government practice models. This paper posits that e-Government constitutes a critical context for social and economic development in both developed and developing countries. The paper also suggests that e-Government encompasses more than just technology, that is, attempts to highlight the social and economic implications of changes that have occurred in recent years as a result of the transparency and accountability of government and how software usage can influence digital inclusion, trust and privacy and possible strategies to eliminate the digital divide by encouraging greater public and commercial use and re-use of government information through putting govermnent data on the Web. In addition to leveraging economic development, e-Government also helps to stream line govemment services to more social based values of inclusion and citizens' participation, accessibility and power relationship ratios. Although e-Government is not a new phenomenon in most developed countries such as the US, UK, Japan, most of the European countries and some developing countries in Asia and Africa which have already announced their Open Government Initiatives and data portals it also leads to greater information asymmetry among citizens and government and also, institutionalization and diffusion asymmetry of the practice of the current Openness in e-Government models within developed and developing countries. Drawing on organizational decision-making research and following the explorative and grounded based research approach the findings of this research are that the information asymmetry between citizens and government and asymmetry in institutionalization and diffusion within developed and developing countries are widely attributed to socio-economic and political variations in developed and developing countries. Still with the huge benefits and synergies that e-Government grants to governments and societies, it faces many obstacles and challenges. Therefore, there are always a number of critical success factors and risks associated with e-Government. This paper highlights some of the key ones;it critically assesses key factors that influence e-Government services adoption and diffusion. Thus, the aim of this study is to examine and identify the factors that influence and affect the utilization of e-Government in the developing countries, specifically in Jordan. Furthermore, this article investigates the challenges and barriers that must be overcome in order to successfully implement e-Government in Jordan. Semi-structured interviews were conducted and used in this study to collect the data. The results of this study show that the most significant challenges and factors influencing the implementation of e-Government services in Jordan are related to budgeting and financial costs, human expertise, social influence, technological issues, lack of awareness, resistance of public employees, data privacy and security, the legal framework, the needed technology, administrative obstacles, and trust or believing in e-Government. It can be beneficial not only f...Standard e-government information system(SEIS) including mobile-government applications are playing more and more important roles in the establishing of national e-government framework. It can be beneficial not only for avoiding redundant e-government IS development but also for improving collaboration among government agencies. Two research questions were explored: what are the factors influencing the performance of SEIS? Will mandatory SEIS create a better performance than non-mandatory SEIS? Specifically, the use of five categories of IS aspects--information system quality, online service quality, offline service quality, diffusion modes and standard network size—is proposed to understand the performance of SEIS through applying both survey study and simulation study. The results show that information system quality and online service quality of SEIS have strong effects on users' expectation and users' satisfaction, which thereafter promotes the performance of SEIS. Government agencies' offline service quality shows a significant effect on users' satisfaction while not on users' expectation. Furthermore, the diffusion speed of SEIS in non-mandatory and mandatory modes and the standard network size also have great influence on the utility of SEIS.展开更多

Finally, in the third and last chapter, there are the conclusions and some proposals for future growth of e-governance to these municipalities.
文摘There are documented differences between the success and failure factors in the developed and developing countries with regard to the adoption and embracement of Openness in e-Government practice models. This paper posits that e-Government constitutes a critical context for social and economic development in both developed and developing countries. The paper also suggests that e-Government encompasses more than just technology, that is, attempts to highlight the social and economic implications of changes that have occurred in recent years as a result of the transparency and accountability of government and how software usage can influence digital inclusion, trust and privacy and possible strategies to eliminate the digital divide by encouraging greater public and commercial use and re-use of government information through putting govermnent data on the Web. In addition to leveraging economic development, e-Government also helps to stream line govemment services to more social based values of inclusion and citizens' participation, accessibility and power relationship ratios. Although e-Government is not a new phenomenon in most developed countries such as the US, UK, Japan, most of the European countries and some developing countries in Asia and Africa which have already announced their Open Government Initiatives and data portals it also leads to greater information asymmetry among citizens and government and also, institutionalization and diffusion asymmetry of the practice of the current Openness in e-Government models within developed and developing countries. Drawing on organizational decision-making research and following the explorative and grounded based research approach the findings of this research are that the information asymmetry between citizens and government and asymmetry in institutionalization and diffusion within developed and developing countries are widely attributed to socio-economic and political variations in developed and developing countries. Unless these differences are skill fully identified and accommodated as such into the development and use models, Openness in e-Government efforts would not help achieve the social and economic development goals by both developed and developing countries.
文摘This paper provides an insight into the concept of e-government and its implementation factors. Attempts have been made to review and analyse existing literatures and theories of e-government and to develop a conceptual framework for evaluating factors influencing e-government implementing in both developing and developed countries. This is necessary to build trust amongst stakeholders, to encourage collaborative working, and to ensure that transparent and generally acceptable systems are in place. It is expected that the proposed conceptual model would be validated by researchers and academicians in future, since it would be relevant for analysing those wider social and economic factors that have an impact on e-government and other information and communication technologies (ICTs).
文摘The paper focuses on the increasing development of e-services and an increase in interest in them. With e-government is developed, a collaboration between employees of public administration at different levels of the natural or legal persons according to their needs. The paper presents the electronic platforms of public administration services in Poland. The analysis of e-government was conducted based on selected statistics from reports prepared by the United Nations in 2010 and 2012. The data for the European Union and Poland are summarized in the table in order of occupied places in the ranking and evaluation of e-government and e-services in Poland on the background of world and the European Union are presented in the form of graphs.
文摘Quality is a key factor to ensuring success of e-government websites. Therefore, a definition for high-quality e-government website is required, as well as, an e-government system’s quality evaluation methodology. This paper identifies quality attributes that are required to assess the quality of an e-government website, which should be considered by developers during the development of e-government applications. The primary goals are identifying, qualifying, categorizing, and ranking these factors, and then defining the interrelations among these quality factors.
文摘Life is being developed every day in all of the life aspects. One of the major developing aspects is information technology (IT), and communication technology which makes life easier, faster, and more connected. ICT is evolving fast in Jordan and offering the government to deliver multiple delivery services with different characteristics among E-government services. The Jordanian government has invested heavily in E-government initiatives for the last 10 years to transform from traditional service delivery to more effective and efficient service to deliver high-quality customer-centric and performance-driven services to E-government stakeholders. However the global rank of E-government readiness as well as regional rank of Jordan is still in low rank according to the global countries but it is still quite according to the Arab countries. This research provides a trend analysis to find the trends (positive or negative) in the UN E-government indicators in Jordan and provides an overview to the E-government in Jordan where the researchers analyze the development of E-government in Jordan by introducing a general framework for the E-government through discussing the past, present status and the future plans for E-government in Jordan to get better service to their recipients and to improve overall progress of Jordan achievements compared with regional and global countries.
文摘Electronic government (e-Government) in its simplest form can mean using information and communication technology (ICT) tools to provide services to citizens. Still with the huge benefits and synergies that e-Government grants to governments and societies, it faces many obstacles and challenges. Therefore, there are always a number of critical success factors and risks associated with e-Government. This paper highlights some of the key ones;it critically assesses key factors that influence e-Government services adoption and diffusion. Thus, the aim of this study is to examine and identify the factors that influence and affect the utilization of e-Government in the developing countries, specifically in Jordan. Furthermore, this article investigates the challenges and barriers that must be overcome in order to successfully implement e-Government in Jordan. Semi-structured interviews were conducted and used in this study to collect the data. The results of this study show that the most significant challenges and factors influencing the implementation of e-Government services in Jordan are related to budgeting and financial costs, human expertise, social influence, technological issues, lack of awareness, resistance of public employees, data privacy and security, the legal framework, the needed technology, administrative obstacles, and trust or believing in e-Government. Conclusions, recommendations and future work are stated at the end of the paper.

文摘Standard e-government information system(SEIS) including mobile-government applications are playing more and more important roles in the establishing of national e-government framework. It can be beneficial not only for avoiding redundant e-government IS development but also for improving collaboration among government agencies. Two research questions were explored: what are the factors influencing the performance of SEIS? Will mandatory SEIS create a better performance than non-mandatory SEIS? Specifically, the use of five categories of IS aspects--information system quality, online service quality, offline service quality, diffusion modes and standard network size—is proposed to understand the performance of SEIS through applying both survey study and simulation study. The results show that information system quality and online service quality of SEIS have strong effects on users' expectation and users' satisfaction, which thereafter promotes the performance of SEIS. Government agencies' offline service quality shows a significant effect on users' satisfaction while not on users' expectation. Furthermore, the diffusion speed of SEIS in non-mandatory and mandatory modes and the standard network size also have great influence on the utility of SEIS.
