Analysis and Suggestions on Management Strategies in Eco-industrial Parks in China

In the research, management strategies and problems of eco-industrial parks were mainly analyzed and some suggestions were proposed based on eco-industrial park, circular economy and ecologization of industrial park in China, providing references for ecologicalization policy design of industrial parks in China.

Study on Development of Land Bank in Shaanxi Yangling Demonstration Park

The construction and operation of Yangling Model land bank has its geographical uniqueness and adaptability.However,there are still problems of unreasonable act of government,single institutional function and lack of supporting security mechanism.In this situation,it is required to improve in both the operation mode and system,constantly improve functions of land bank in Yangling Demonstration Park,and standardize its act,so as to realize effective security of farmers' rights and interests.

Industry-City Integration in Eco-industrial Park of China

Industry-city integration in industrial park has stepped into quick development with the continuous advancement of urbanization in China. Relying on the developed ecological industry chain,sustainable development ability and good ecological service,eco-industrial park is at the forefront of industry-city integration,and accumulates rich experience in practice. The operation mechanism model includes government development,development of large state-owned enterprises,and public-private partnership. The space structures involve the relation between central urban district and new industrial town,overall layout of production,living and ecological space in eco-industrial park. In the aspect of system innovation,park management system,household registration management system,cultural system of community and environmental governance system face the challenges.

Research on the Industrial Symbiosis Supporting System of Eco-industrial Park

The establishment and development of the industrial symbiosis of eco-industrial park are affected by several factors.Based on the formed industrial symbiosis supporting system chart,this article analyzes the microcosmic supporting system and macroscopic supporting system.In the microcosmic supporting system,it elaborates five aspects including key enterprises,service intermediaries in the park,symbiotic enterprises,competitors and the public in detail.Then it describes the macroscopic supporting system from four aspects of governmental participation,technological innovation,educational promotion and cultural support.Finally,combining with the current construction status of the eco-industrial park in China,it proposes the countermeasures and suggestions to build the supporting system for the eco-industrial park and provides theoretical support for the faster and better construction of the eco-industrial park in China.

Focus on the key problems and dilemmas that arise in developing eco-industrial parks in China

Despite the widespread incorporation of sustainable development into policy discourses, actually achieving the win-win-win scenario of economic, environmental and social development continues to be problematic. Advocates of industrial ecology suggest that shifting the basis of industrial production from a linear to a closed loop system, these gains can be achieved. In recent years, concepts drawn from industrial ecology have been used to plan and develop eeo-industrial parks （EIPs） that seek to increase business competitiveness, reduce waste and pollution, create jobs and improve working conditions. Despite a growing interest in EIPs, there have been few empirically informed studies that seek to explore the potential contribution such EIPs may make to sustainable development. This paper contributes to a developing sympathetic critique of industrial ecology by focusing on the key problems and dilemmas that arise in the course of developing eco-industrial parks, drawing upon empirical work conducted in China. The paper draws upon both an extensive survey of EIPs and in-depth interviews conducted with a range of stakeholders at some sites in China. As the paper reveals, EIPs in China are in their early stages and likewise their contribution to economic development and environmental policy, let alone social policies, is complicated and inchoate. The empirical material reveals that key features of industrial ecology such as inter-firm networking and collaboration in the form of materials interchange and energycascading are either absent or in the early planning stages. In each of the cases studied what is emerging is a form of EIP partly determined by the geographic setting and broader economic realities of the locality. While collaborative behavior between firms is central to EIP development if the potential benefits of industrial ecology are to be realized, it is important to realize that such behavior is difficult to develop from scratch through policy intervention. In conclusion, the paper suggests that expectations must be realistic for the community and location in question. As part of that realism, EIP projects must be designed to allow for a gradual approach, and each phase needs to be financially viable.

A model of techno-economic evaluation for eco-industrial park project

An eco-industrial park or estate is a community of manufactaring and service businesses located together on a common property. The goat of ElP is to create a win-win harmonious development aspect of ecooomic development and environmental protection. This paper emphasizes that the external .effect of an EIP is its main characteristic of technoeconomic evaluation for eco-industrial park project. From the view of the property, rights, the EIP＇s product is typicalty public-private. The government should take some inca.rares for the quantitative analysis on ecological positive externalities of the enterprises in EIP, and also should adopt Coase＇s Theorem, which supports that the market transaction is the best way to deal with positive externalities （external economics or diseconoraics）, or Pigou＇s Theorem, which holds that the government anti-positive externalities programs are the best way to cope with positive externalities, to internalize the EIP＇s external effects, which is also a fundamental tool to encourage investors to actively invest in EIP projects, Furthermore. this paper thinks that the EIP ＇s income should be equal to the income of staple products of the private property, and that of its by-products of the public property. According to this principle, this paper has put forward three major indicators, net present value （NPV）, internal rate of renan （IRR）, and investment repayment period （IRP）, which are also extensively used indicators in ardinary project techno-economic evaluation model to evaluate EIP technoeconomic effects. Theoretically, the indicatory not only can be used in EIP project evaluation, but also can provide a quantitative measure toot for the government to support EIP＇s construction to the maximum. In the end. a case is analyzed.

Practice of Developing Low-carbon Leisure Agriculture in Agricultural Sci-tech Experiment and Demonstration Park: A Case Study of Xinglong Tropical Botanical Park

The Agricultural Science and Technology Experiment and Demonstration Park,as a unique tourist scenic spot,is a new model for the development of low-carbon leisure agriculture.In this paper,with Xinglong Tropical Botanical Park as a study case,the practice of developing a model of low-carbon agricultural science and technology tourism in the park is explored.Main measures for developing low-carbon leisure agriculture in Agricultural Science and Technology Experiment and Demonstration Park are summarized,including development of low carbon attractors,construction of low carbon facilities,strengthening low-carbon management,building low-carbon environment and so on,according to analysis on the models for development of low-carbon agricultural science tourism in this park.

国家公园城市示范区建设的文化支撑

区域物流产业集群发展对物流效率的影响研究

为进一步提升物流效率,充分发挥物流产业集群发展的促进作用,本文以2014~2023年长江三角洲区域物流产业为研究对象,实证分析了区域物流产业集群发展对物流效率的影响研究。其中,选取物流效率为因变量,物流产业集群发展水平为自变量,基础设施建设水平、资本投入水平、经济水平、对外开放水平、产业规模为控制变量,通过建立空间杜宾模型进行回归分析,验证了区域物流产业集群发展对物流效率的影响。实证结果表明,区域物流产业集群发展对物流效率具有显著的促进作用,区域物流产业集群发展水平越高,物流效率越高;区域物流产业集群发展对本地区域物流效率和邻近区域物流效率均具有显著促进作用;经济水平和物流产业规模表现为促进物流效率提升,而资本投入表现为抑制物流效率提升,基础设施建设水平和对外开放水平表现为不显著影响物流效率。在此基础上,为提升物流效率,提出建设物流产业示范园区,促进物流产业集群发展;丰富消费业态形式,提高区域经济水平;扩大物流产业规模,完善物流产业系统;加快物流产业转型升级,推动物流产业绿色低碳发展的建议与对策。

人本理念下公园效益指标体系构建及评估实践

从公园城市示范区以人为本的核心营城理念出发,利用游客网络评论数据和自然语言处理技术,分析得到成都公园游客游览体验整体较好,主要存在4种基础“耍法”和4种特色“耍法”,并且成都游客更加关注公园的设施设备、动物植物、出行条件、景观环境的结论。根据主要“关注”要素对应量化评估指标的相关性分析结果构建其公园效益评估指标体系进行评估。结果表明,成都公园整体效益较好,但应考虑在停车设施、公共交通服务水平、纳凉环境营造、文创业态载体、商业业态植入、服务水平等方面进行优化改善。

安顺市农业科技园区高质量发展现状与策略研究

通过实地走访调研和信息收集,阐述安顺市农业科技示范园区发展现状,主要包括农业科技园区发展概况、园区发展模式、园区建设成效等。但在产业发展中仍存在着经营主体内生动力挖掘不足、牵动力不强、农民组织化程度偏低、科技人才支撑薄弱、创新能力不足、产业信息化水平低及园区发展规划模糊等不足。针对问题,提出深挖内生动力“要素”,提高经营主体产业带动力;提升农民组织化程度,增加农民参与度;聚焦科技创新,加强人才培养;健全农业信息化体系,加快推进农业现代化;科学合理地制定园区战略规划等高质量发展对策。

产业园区规划水资源论证需水预测方法实例分析

规划水资源论证作为国家节水型社会建设的重点工作之一,为满足各类产业园区发展用水需求,优化园区水资源配置,通过科学合理的方法,对产业园区发展的需水要求进行规划,使水资源各项配置互相协调。以安阳高新技术产业园区为例,深入分析产业园区需水结构,采用3种不同的方法进行需水量预测,并通过预测结果合理性分析,确定在园区规划水资源论证中最为可靠的需水预测方法。综合分析可得:采用定额法最为符合园区规划发展用水的配置要求,园区规划至2030年需水规模为515×10^(4) m^(3)/a,规划至2040年需水规模为917×10^(4) m^(3)/a。

新型合作模式下的片区规划设计编制方法研究

An Empirical Research on Satisfaction of Tourism Public Service in National Forest Park

In recent years,leisure individual travel has become a trend of tourism development.Visitors are highly dependent on the public service system of scenic spots.The educational circles at home and abroad are paying more and more attention to the study of tourism public services.Based on the theory of tourist satisfaction evaluation,this paper made an empirical study on the tourism public service system of Kunyu Mountain National Forest Park.It was found that there was a contradiction between the demand for tourism public services and the actual supply in Kunyu Mountain National Forest Park.Based on this,some measures were put forward,such as strengthening the construction of tourist information signs in scenic spots,strengthening the construction of communication facilities and convenient services for tourists,strengthening the training and supervision of service practitioners,and construction of organizations for protecting the legitimate rights and interests of tourists.

Comparative Analysis of Meteorological Environmental Factors in Three Major Chemical Industrial Parks of Lianyungang City

Based on the meteorological observation data of three meteorological stations in three major chemical industrial parks of Lianyungang city( Xuwei petrochemical industrial park-Xuwei saltern automatic weather station,Yanweigang chemical industrial park-Yanweigang automatic weather station,and Lianyungang chemical industrial park-Duigou chemical industrial park automatic weather station) as well as lightning data of Jiangsu thunder and lightning monitoring network from 2007 to 2014,meteorological environmental factors(wind,temperature and lightning) in the three major chemical industrial park of Lianyungang City were analyzed,and climate feasibility demonstration was conducted. In this paper,the common points of the meteorological environment of construction projects in the three major chemical industry parks were obtained,and the planning,design and operation of chemical projects were advanced reasonably according to different meteorological environment,thereby maximizing social and economic benefits.

Planning mode and realization path of regional characteristic ecoindustrial park

Starting from the regional characteristic industrial park planning plan,a horizontal comparison of domestic and foreign typical urban regional industrial park planning cases is carried out,and the commonalities characteristics are analyzed to explore the regularity and universality of the Tonghua urban characteristic industrial park.Under the guiding principles for planning and development of ecological industrial parks,the city’s resource advantages,industry goals and positioning are studied and analyzed from the perspectives of the government,market,and enterprises.It is pointed out that the government should formulate policies,regulations and the construction of characteristic industrial parks in combination with new planning methods.The market should build industrial parks with the support of industrial stimulus and technological innovation.Finally,it summarizes the realization path of regional characteristic industrial parks from five aspects:positioning and goals,ways to achieve goals,profit models,customers and values,basic advantages and exclusive resources.

阿坝州建设长征国家文化公园文旅融合发展示范区的路径探索

2021年国家出台《长征国家文化公园建设保护规划》,明确要求“充分发挥各地特色和优势,分批推进文旅融合发展示范区建设”。本文首先构建了长征国家文化公园文旅融合发展示范区建设的动力支撑模型,然后对阿坝州的实践探索进行了分析,从人—地—业要素互馈的角度查找难点问题,提出阿坝州建设长征国家文化公园文旅融合发展示范区的可行路径:建立和完善文旅融合体制机制、建立文旅融合示范区规划体系、健全红色文旅融合法规体系、培育红色文旅产业主导的“红+绿”产业体系、完善红色文旅融合的政策保障体系。
