Construction of Regional Ecological Capital Operation Mechanism System from the Perspective of Green Economy Development

Green development has gradually become the main theme of the current world economic development.Green transformation development and cracking the contradiction between ecology and economy need to build an effective ecological capital operation system and mechanism to support,encourage the effective operation of regional ecological capital,promote the appreciation and preservation of ecological capital,and escort the operation.This paper constructs a four-in-one regional ecological capital operation mechanism system,in which the"accumulation mechanism"is the prerequisite,the"conversion mechanism"is the key link,the"compensation mechanism"is an important supplement,and the"incentive mechanism"is the safeguard measure,which aims to ensure the smooth progress of the construction of beautiful China in the new era and realize the socialist modern power.

Measurement of ecological capital of Chinese terrestrial ecosystem based on remote sensing

The biosphere of the Earth is essential to human survival and development.The services of ecosystems are critical to the functioning of the Earth’s life-support system.They contribute to human welfare both directly and indirectly.Ecological capital refers to the sum of the direct biological resources value and the indirect ecosystem services value.It is necessary to estimate the ecological capital in order to bring it to the society and market economic system,and draw the social attention to ecological environment constructions.An estimation model for eco-logical capital based on remote sensing is presented in this paper.The parameters in the model are quantitatively measured using NOAA/AVHRR and other ancillary data,including the land cover types,the vegetation coverage,and the vegetation net primary productivity(NPP)of ter-restrial ecosystem.Based on the economic parameters in previously published studies and a few original calculations,the annual ecological capital of the entire terrestrial ecosystem of China is quantitatively estimated at 6.44 trillion(10^(12))yuan(RMB),and the spatial distribution of the eco-logical capital is also analyzed.Traditional ecological methods to ecological capital measurement are based on homogeneous plot scales,and the regional scaling is a key problem in their appli-cations.As the proposed remote sensing approach,it provides a new method to ecological capital measurement completely based on observation data.It can not only overcome the re-gional scaling problem easily,but also allows the ecological capital to be estimated objectively and spatial-explicitly.

System and Realization Path of Xi Jinping's Eco-poverty Alleviation Concept under the Vision of Green Development

Since the 18 th National Congress of the Communist Party of China,General Secretary Xi Jinping delivered a series of speeches on ecological environment and poverty governance,forming the Xi Jinping's eco-poverty alleviation ideology.In this paper,the Xi Jinping's eco-poverty alleviation ideology is taken as the research object.Using the methods of literature analysis and comparative analysis,the origin of eco-poverty alleviation theory is explored from the common prosperity theory and the theory of ecological capital,and the practice foundation is found out from practical cases.The relationship between the ecological damage and poverty is systematically analyzed,and the mechanism of ecological poverty is explored in detail.The basic connotation of Xi Jinping's eco-poverty alleviation is expounded,and it consists of three parts:guiding ideology layer,implementation layer,and guarantee layer.By perfecting and innovating the market mechanism,social management mechanism,performance evaluation mechanism,integration mechanism with other poverty alleviation methods,and ecological immigration mechanism of ecological poverty,the realization of Xi Jinping's eco-poverty alleviation concept could be guaranteed.

Economic principles and fundamental model of the sustainable utilization of ecological resources

By analyzing the basic rules and measurement principles of the sustainable utilization of ecological. resources and constructing its mathematical model this paper points out that the sustainable utilization of ecological resources is in nature to use the double-period model thousands of times for the dynamic distribution of ecological resources effectively. And it points out that in order to realize the sustainable utilization of ecological resources we must follow the basw principle-non-decreasing ecological capital and put forward corresponding standards, measures, policies and proposals.

Science Letters:A new quantitative model of ecological compensation based on ecosystem capital in Zhejiang Province,China

Ecological compensation is becoming one of key and multidiscipline issues in the field of resources and environmental management. Considering the change relation between gross domestic product (GDP) and ecological capital (EC) based on remote sensing estimation, we construct a new quantitative estimate model for ecological compensation, using county as study unit, and determine standard value so as to evaluate ecological compensation from 2001 to 2004 in Zhejiang Province, China. Spatial differences of the ecological compensation were significant among all the counties or districts. This model fills up the gap in the field of quantitative evaluation of regional ecological compensation and provides a feasible way to reconcile the conflicts among benefits in the economic, social, and ecological sectors.

Beyond Green Capitalism： Social-Ecological Transformation and Perspectives of a Global Green-Left

Given certain reactions to the ecological crisis as part of the multiple crisis of capitalism （like the so-called energy transition in Germany）, a new mode of development might emerge which can be called green capitalism. This would shift the terrain of social critique and emancipatory social struggles. The paper introduces the debate on ＂social-ecological transformation＂ which emerged as a radical part of a more comprehensive debate on ＂great＂ or ＂societal transformation＂ and high- lights its core issues： the issue of a necessary attractive mode of production and living for all, the role of pioneers of change and changing political and economic institutions, the acknowledgment of shifting social practices, the requirement for alternative imaginaries or ＂stories＂ of a good life as part of a contested process which is called ＂futuring.＂ As an example for alternative imaginaries, the current debate on ＂degrowth＂ is outlined and evaluated. The second part of the paper focuses more concretely on issues around the formation and existence of a global green-left. After mentioning a crucial problem for any global alternative--i.e., the structural feature of economic and geopolitical competition which historically divided the global Left and pulled it into compromises at national or regional scales--four requirements or characteristics of a global green-left are highlighted： to weaken and change capitalistically driven competition and competitiveness, to push a social-ecological transformation in democratic ways and not at the back ofordinary people （like conservative and liberal proposals for transformation tend to do）, to link more systematically green issues with labor issues and, finally, to transform the overall dispositive of political action from a ＂distributive＂ to a ＂transformative Left.＂ One dimension of such an enhancement, it is concluded, is a broader understanding of the ＂economy＂ itself by acknowledging the demands and achievements of a ＂care revolution＂ which will be crucial for an alternative mode of production and living.

Based on studying a large number of related references on economics and ecologic economics, this paper makes a systematic analysis on the problems of ecologic capital, which includes its definition, content, research and estimating method, relationship with modern economic growth theory and Green National Accounting.
