Perfecting the Market-Oriented Ecological Compensation Mechanism of Ethnic Minority Areas: A Case Study of Gannan Tibetan Autonomous Prefecture

The construction of the market-oriented ecological compensation mechanism in China is complicated system engineering. China's ecological compensation funds are mainly derived from the public finance, lacking market-oriented operation. That not only increases the financial burden of the government, but also leads to the incomprehensive compensation scope. Moreover, China's ecological compensation lacks market mechanism so that it is difficult to set compensation standards and calculate offsets. This paper takes Gannan Tibetan Autonomous Prefecture as an example to analyze the market-oriented ecological compensation system of ethnic minority areas from the perspective of market economy, so as to provide a theoretical basis and a reference point for the establishment of efficient and reasonable ecological compensation mechanism and policies in ethnic minority areas and provide environmental protection for the sustainable development of economy and society of ethnic minority areas.

Ecological compensation mechanism for Beijing-Tianjin-Hebei region based on footprint balance and footprint deficit

Construction of the ecological compensation mechanism is an important approach to put the“Beijing-Tianjin-Hebei Coordinated Development Plan”into practice and improve the ecological environment of the Beijing-Tianjin-Hebei region.This paper constructs an ecological compensation mechanism for the Beijing-Tianjin-Hebei region based on the footprint balance and footprint deficit after clarifying ecological governance objectives.First,this paper proposes to establish a uniform,hierarchical and classified supply mechanism of ecosystem services according to the classification of land resources,water resources and forest resources for the Beijing-Tianjin-Hebei region.Then,the“Authority with Corresponding Responsibility”for the supply of ecosystem services in the Beijing-Tianjin-Hebei region can be realized through a footprint balance and footprint deficit indicator circulation mechanism.Finally,the scientific and rational ecological compensation standard can be guaranteed through establishing the integrated governance mechanism for ecological compensation in the Beijing-Tianjin-Hebei region and improving the“ecological compensation standard”.The results of this paper can provide sound theoretical support for effectively promoting the improvement of ecosystem services and human well-being in the Beijing-Tianjin-Hebei region.

Strengthening Mechanisms to Promote Tourists' Environmental Responsible Behaviors in the Context of All-for-One Tourism

The overall promotion of all-for-one tourism requires tourists' civilized behaviors. This paper focused on tourists' environmental responsible behaviors in the context of all-for-one tourism. On the basis of clarifying the connotation, dimension and driving factors of tourists' environmental responsible behaviors, this paper firstly analyzed the relationship between all-for-one tourism and tourists' environmental responsible behaviors, and proposed that the development of all-for-one tourism was an important path to optimize and upgrade China's tourism industry and a new concept of sustainable development of tourism industry. The emergence of all-for-one tourism has formed a new tourism trend, which will drive tourists to behave more civilly. Tourists' environmental responsible behaviors are a "subject and share" concept, and from tourists' point of view, all-for-one tourism development is the most basic requirement. Secondly, based on the theory of "value-belief-norm", this paper focused on the strengthening mechanism of "interaction effect" between all-for-one tourism and tourists' environmental responsible behaviors, and put forward the idea of "double internalization strengthening" to guide tourists' environmental responsible behaviors from being passive to active, from individuals to groups. Finally, this paper discussed the promotion of environmental responsible behaviors of tourist's specific strategies from two aspects, "external drive" and "internal drive" to enhance the level of all-for-one tourism construction and strengthen the environment responsibility of tourists. "External drives" were as follows:(1) to make a scientific development plan to implement the "host and guest sharing" mechanism;(2) to optimize the landscape, the environment, services, enhance the local attachment of visitors;(3) to improve the infrastructure system, pay attention to the details of visitors' experience;(4) to strengthen environment education and publicity, deepening the quality of tourists' civilization construction, and strengthen the environmental responsible behaviors of tourists. "Internal drives" were as follows:(1) to strengthen the sense of environmental responsibility of tourists;(2) to establish a model of environmental responsible behaviors;(3) to strengthen the supervision of environmental responsible behaviors.

Core Issues in Design of Tibetan Grassland Ecological Compensation Mechanism

Scientific grassland ecological compensation mechanism is favorable for improving the grassland ecological environment and promote the sustainable development of animal husbandry. Combined with actual situations of Tibet,this paper discussed core issues in the design of grassland ecological compensation mechanism,including compensation purpose,compensation subject,compensation object,compensation standard,and compensation method. It pointed out that the design of mechanism is a complex and systematic project. Each issue is complex and varied. The government at all levels should be cautious and make scientific treatment,and should not apply a single solution for all issues.

Mechanism of Ecological Compensating and Carbon Sink Trade in Qinghai-Tibet Plateau

The Tibetan, Han and other ethnic people in Tibetan Autonomous Region labored hard to protect the forests and steppes and produce invisible ecological products. The forests and steppes in Qinghai -Tibet Plateau conserved water and added the Jinsha River. In order to achieve sustainable development, it needs to construct compensating mechanism inter Provinces between the upper Yangtze River and the middle and lower Yangtze River, to implement carbon sink trading, and to assist farmers and herdsmen in the Tibet to get rich as soon as possible.

A study on the innovation of regional environmental management mechanism in Beijing,Tianjin and Hebei area within the background of ecological civilization

Within the background of the need to promote the construction of ecological civilization and the current confl ict between the economic growth and the constraints of environment and resources, after a review of the theoretical study and practical exploration of ecological civilization, the article makes an analysis of the status quo of ecological civilization development in Beijing, Tianjin, and Hebei area, sums up the main problems there, and explores the development strategic framework to improve the regional ecological environment. It comes to the following conclusions: as the ecological and environmental problems in the BTH area are mainly the air pollution and so on, we should seek to build a mechanism of environmental management for sustainable development from the different aspects of industrial distribution, energy utilization, institution construction and market participation. We should capitalize on the chance to construct the ecological civilization, promote to change the regional economic growth pattern, improve the quality and effi ciency of development, and fi nally promote the synergetic development of ecological environment in the BTH area.

Interaction Mechanism between Formation Process of Bank Collapse Disaster Chain and Territorial Space Utilization of Large Reservoirs

Number of reservoirs in China ranks the first in the world. Due to the complex geology, and superimposing rainfall and reservoir water fluctuation, the bank collapse chain is prone to disasters. The Yangtze River Reservoir is key geological disaster prevention area. Studying the process of reservoir disaster is significant because of the limited territorial space utilization. Scientific and technological issues, i.e., the mechanism of bank collapse disaster chain of large reservoirs, the interaction mechanism of bank collapse disaster chain and territorial space utilization, the early identification, monitoring technology and ecological prevention and control technology system of disaster chain, and the territorial space geological safety and control technology system are focused. We consider the material transformation, energy transfer and information transmission in disaster chain;adopt the survey, Space-Air-Ground integrated monitoring, theoretical analysis, numerical simulation and the multidisciplinary research methods;reveal the chain source development, evolution process of secondary and derivative disasters;explore the interaction mechanism of disaster chain and territorial space utilization;construct the system of early identification, monitoring, early warning, control and ecological preven-tion to achieve Emission Peak and Carbon Neutrality;provide theoretical and technical support for the territorial space geological safety, regulation and utilization of large reservoirs.

Research on the Realization Mechanism of and Approach to Ecological Product Valuations

Ecological product is an innovative practice for ecological valuations in China. Due to the influence of historical conditions and development stages in China, research on the realization of ecological valuations has lagged. In the new era, the construction of an ecological civilization guided by the "Two Mountains" theory has been promoted to the national strategic level and is supporting the growth of theoretical research and practical exploration based on the understanding of ecological product values. We want to innovate and improve the system used to realize the value of ecological products by applying the existing research, which focuses on the concept definition of ecological products and their correlation theories. Through systematic expansion and upgrades in this system, the evaluation accuracy of ecological products can be improved, providing valuable references for further practical exploration and promoting an ecological culture in China.

Compensation mechanism for ecological interests of Erhai Lake tourist destination in Dali, Yunnan province

Erhai Lake in Dali,Yunnan province,is the"Mother Lake"of the Bai people.It has superior location advantages,remarkable comprehensive functions and profound historical culture.It is the cradle of Dali’s politics,economy and culture,and also the foundation of the sustainable economic development of the Autonomous Prefecture.After the government put great efforts to govern Erhai Lake,the original interest demand structure of the surrounding residents was broke down,and the problems of interest friction and interest conflict became the practical problems faced by the region.This paper will analyze the compensation mechanism of Erhai Lake’s ecological interests from the aspects of ecological damage,stakeholders,interests,tourism transformation and so on,so as to provide a reference for the transformation and upgrading of national tourism destinations and tourism industry.

Research on the Tourism talents training mechanism of Poyang Lake Ecological Economic Zone

A discussion on compensation of forest ecological engineering benefit

On the basis of analysis of the present situation of the ecological benefit compensation in China and foreign countries, this paper discusses the necessity, principle and approach of establishing the compensation mechanism of forest ecological benefit, as well as compensation standard in order to provide scientific basis for further perfecting the compensation mechanism of forest ecological engineering benefit in China. It is suggested that setting up the compensation mechanism of forest ecological benefit can not only provide the steady funds source of managing and protecting forest resources, but resolve radically the dynamic and mechanism problems of commonweal forest ecological engineering construction, which will produce a widespread and profound influence on China forestry and ecological construction.

Monitoring long-term ecological impacts from release of Fukushima radiation water into ocean

After 10 years of the Fukushima Nuclear Accident,Japan decided to release the nuclear wastewater into the Pacific Ocean on 13 April 2021.It is apparent that Japan has chosen the most cost-efficient way to deal with the contaminated water,however,great opposition and concerns have been raised internationally due to the ecotoxicological features of radioactive materials and their harmful impacts on the environment.Here we an-alyze the ecological impacts caused by the nuclear accident and the potential impacts of releasing the nuclear wastewater into the ocean.Science-based solutions are proposed through a third-party evaluation and strict envi-ronmental assessment,multi-stakeholder public participation,integrated monitoring of the neighboring coastal countries,long-term international collaborative research,and setting up international convention for ecological compensation.

Establishment of value-realization mechanism for ecological products in provincial management level:A case study in Yunnan

Ecological products value-realization is regarded as one of the keys of transferring clear waters and green mountains to mountains of gold and silver.In 2021,the central government has issued a guideline on setting up and improving the mechanism to realize the value of ecological products,which has encouraged the local governments to explore the path of ecological products value-realization.At provincial management level,four national ecological civilization pilot zones systematically implemented ecological civilization structural reform in administrative and social and economic aspects.Meanwhile,other provinces started to try first regionally to explore the ways of ecological products value-realization.By taking Yunnan as a case study,the obstacles to improving the establishment of the ecological products value-realization mechanism in Yunnan province were examined and analyzed.The suggestions for the establishment of ecological products value-realization mechanism in Yunnan were put forward,which would become practical references for other provinces in China.

Study on Mechanism and Control Effect of Highway Slope Ecological Protection

At present,with the rapid development of social economy,people's awareness of environmental protection continues to increase,and environmental construction and environmental protection work are put on the agenda.Highway slope greening protection is an important means to achieve social sustainable development.Developed countries carried out research earlier in this area,and China's research in this area started later.In engineering construction,ecological protection is to realize slope reinforcement and slope protection depending on the water storage and soil fixation effects of vegetation.Its slope protection can be summarized as the mechanical effect of root system and the hydrological effect of vegetation.As a basic form of slope greening protection,it is necessary for us to understand the mechanism of ecological protection and to enhance the design of ecological protection accordingly.Based on this,the article analyzed the development of slope greening protection technology and ecological protection mechanism from different angles,so as to establish a theoretical framework for future research.

Ecological predictors of extinction risks of endemic mammals of China

In this brief report, we analyzed ecological correlates of risk of extinction for mammals endemic to China using phylogenetic eigenvector methods to control for the effect of phylogenetic inertia. Extinction risks were based on the International Union for Conservation of Nature （IUCN） Red List and ecological explanatory attributes that include range size and climatic variables. When the effect of phylogenetic inertia were controlled, climate became the best predictor for quantifying and evaluating extinction risks of endemic mammals in China, accounting for 13% of the total variation. Range size seems to play a trivial role, explaining -1% of total variation; however, when non-phylogenetic variation partitioning analysis was done, the role of range size then explained 7.4% of total variation. Consequently, phylogenetic inertia plays a substantial role in increasing the explanatory power of range size on the extinction risks of mammals endemic to China. Limitations of the present study are discussed, with a focus on under-represented sampling of endemic mammalian species.

Game Analysis and Mechanism Design of Ecological Protection Red Line for Ecologically Vulnerable Areas in Western China

Drawing the ecological protection red line is to maintain the integrity and benign operation of the ecosystem within the area,and to ensure that the ecological environment is within the boundary of controllable ecological security.Taking the ecologically vulnerable areas in western China as the research object and using the game theory and literature analysis,this paper studied the game behavior of ecological protection red line in these areas.In addition,this paper also analyzed the stakeholders such as government,enterprises and the masses in the drawing of the ecological protection red line,and comprehensively analyzed the game strategies between the government and the masses,the government and enterprises,and the central and local governments and enterprises.On the basis of the analysis,it came up with a safeguard mechanism for the coordination of the interests of the ecological protection red line.
