Society is the subject of national reform and development in the long run, and thus maintaining the stability of domestic social order is not only the prerequisite for the long-term survival and development of China, but also the key requirement of ensuring people to live and work in peace and contentment. This paper takes stock of theoretical economic analyses of overcapacity,reveals the factors that induce actual capacity to deviate from market equilibrium, examines market-based mechanisms to resolve overcapacity, and...This paper takes stock of theoretical economic analyses of overcapacity,reveals the factors that induce actual capacity to deviate from market equilibrium, examines market-based mechanisms to resolve overcapacity, and identifies long-term mechanisms and assurances for market-based solutions to overcapacity. Given the limitations of market mechanism and the government's role, neither the market nor the government is able to resolve the problem of overcapacity on its own. In resolving overcapacity, market and the government should play their respective roles rather than replace one another. While the market is a dominant force in regulating capacity and achieving supply and demand equilibrium, the government should provide institutional assurances for effective market operation. Market-based solutions to overcapacity require the government to provide institutional assurances and create a system where market entities decide to enter and exit the market under effective restraints and incentives with a clear boundary.展开更多

The basic issue is whether efficiency is to be handled as an "extralegal" category, or whether legal regulation, in accordance with public administration traditions in Europe, can in itself meet the requirement of efficiency. Also the study presents the formation of the issue of conflict between the effective state and the state under the rule of law in Hungary after the election held in 2010 in the practice of economic policy and legislation of the Orban government. We are trying to answer the question of the tendency of power concentration to really menace the principles of a traditionally-formed state under the rule of law, as well as whether the economic policy of the government can be implemented effectively in a strongly centralized political and state administrative system.展开更多

This class actively participates in grassroots politics and even leads local village governance, c...Since the 1980s, a whole class of economic capable persons has emerged along with China's rural economic development. This class actively participates in grassroots politics and even leads local village governance, creating a unique, novel pattern of village governance in China. This pattern has far-reaching implications for the use of power in China's villages and for the management of grassroots communities. First, it represents democracy-based authoritarian politics (democracy-authority politics) and a transition away from traditional rural village "squireship" governance. Second, governance by economic capable persons surpasses the unitary, centralized People's Commune governance, replacing it with a pluralistic model that utilizes grass-roots community management. Third, the self-governing pattern that is emerging, wherein the general public participates in a government that is dominated by an economic capable persons, demonstrates a modification of ideal villager self-governance and also a pragmatic invention based on local political realities. In the long run, this new class emergence has the potential to evolve into a new type of localized politics; with further economic differentiation in rural areas, village governance will become increasingly diversified, where governing by capable persons will be just one feasible option.
