Research on the efficiency of government regulation in Shanghai

The party＇s Third Plenary Session of the eighteen proposed to fully and properly perform the functions of the government, stressed that the government management to prior approval is more things in the post regulation, the implementation of the ＂Wide into standard＂. From the current regulation, there exists a single way, too microcosmic law enforcement problems, can not meet the needs of the development of society and economy. Regulators should take to promote the benefits of a socialist market economy as the goal to improve administrative efficiency as a means of regulatory authorities. Highly centralized regulatory approach taken by improving the legal system, refme the regulatory content, improve government regulation.

Unbalanced development, public services and government responsibility： an analysis based on government preference and government efficiency

Unbalanced development is a prominent issue in China＇s present social and economic operation. It is generally believed that the lack of public services is the direct cause of this problem and that the crux of the issue is the absence of government responsibility. If one distinguishes between two types of unbalanced development, the ＂development stage＂ type and the ＂government responsibility＂ type. it becomes clear that factors related to both supply and demand for public services have together produced the present surge in unbalanced economic development in China, a situation characterized by the combination of the two types of unbalanced development. The economic system of the transition period has limited government efficiency and biased government behavior, so it is the fundamental crux of the current problem. To solve this problem, it will be necessary not only to require that the government assume more responsibility for public services, but also, more importantly, to speed up resolution of the systemic problems that give rise to this bias in government behavior against the background of system transition.

Measurement and Comparison of Urban Haze Governance Level and Efficiency based on the DPSIR Model:A Case Study of 31 Cities in North China

In the decisive stage of developing of a moderately prosperous society in all aspects,hazy weather has become a major obstacle to the further advancement of China.Therefore,improving the level and efficiency of haze governance has become essential.Based on the DPSIR model,this paper builds a haze governance level and efficiency index system using the entropy method and the super-efficiency data envelope-analysis(DEA)model to analyze the data for 31 cities in North China from 2007 to 2016.From the aspects of spatial differences and influence factors influencing the comparative analysis,the results are as follows.(1)During the investigation period,the level and efficiency of city haze governance in North China showed a trend of fluctuation and decline,with obvious stages in their characteristics.Haze governance efficiency is much higher than its level,and its mean value reaches the DEA level which indicates that it is effective.(2)A significant regional gradient difference occurs between these two aspects.The haze governance level presents a convex distribution pattern of"east low–middle high–west low",while the haze governance efficiency presents a concave distribution pattern of"east high–middle low–west high".(3)The regression results show that economic growth has a negative effect on both haze governance level and efficiency.By contrast,the industrial structure has a positive effect on haze governance level and efficiency,but the significance of its effect on these two is different.On this basis,policy suggestions are proposed for improving the level and efficiency of haze governance in various cities in North China.

Accounting information quality,governance efficiency and capital investment choice

This paper examines the relationship between accounting information quality and capital investment choice from the perspective of accounting information's governance function.Measuring capital investment choice as the correlation of growth of operating income between company and industry,this paper investigates whether and to what extent companies focus on their core business.The results show that the higher the quality of publicly listed firms' accounting information,the stronger that correlation,particularly when the corporate governance of the listed company is poor.The findings imply that accounting information quality can thus optimize the capital investment choice,which complements and strengthens the functioning of corporate governance.Hence,regulators should pay more attention to the market's power to supervise the behavior of listed firms,improve the governance functions of accounting information and increase the efficiency of capital allocation.

Public Policy Environment and Entrepreneurial Activities： Evidence from China

What determines the effectiveness of government entrepreneurship policies on the regional development of entrepreneurial activities in China？ Using panel data analysis, this study develops a comprehensive framework that examines the effects of various factors, including government efficiency and government support for business, finance and technology, on facilitating the creation of new ventures. Based on provincial data collected between 2009 and 2014, we find that the level of infrastructure development, government incubators and venture capital-guided funds have positive and significant effects on entrepreneurial activities. The findings of our study suggest that local government efficiency is a fundamental precondition for entrepreneurship policies to effectively boost the regional economy.
