To detect unknown pollutions in time and take proper emergency actions, this study developed a system which integrated an online intelligent water quality monitoring device with a high efficient water quality model. The device is based on water quality probes and biological sensors which use fish motion as indicator. The numerical model is a combination of Euler and Lagrangian approaches. Finite element method is applied to simulate the flow field in an unstructured grid, and the pollutant be- haviours are traced through particle tracking. Oracle is used to manage the basic and monitoring data, and ArcSDE as well as ArclMS technologies are applied to make the system WebGIS-based so as to improve the data receiving and dispatching efficiency. The developed system has been successfully operated in Douhe Reservoir and Taihu Lake, China, where drinking water intakes are installed. It is seen from the applications that the online intelligent water qual- ity monitoring and emergency support system can be of great support to emergency management.展开更多

By analyzing the past three typical typhoons landing in Ningbo from 2013 to 2016, it was found that before and after the typhoon transit, reservoir and water treatment plant would be made by the destructive impact, including the increasing water level, water volume in a short time, and the deteriorating water quality. Among those, the water quality caused by typhoons increased the water treatment process load, the amount of water purification agents increased significantly, and the emergency response put a great pressure on the inventory of water plants. Based on the statistics and analysis of the basic parameters of the reservoir and water treatment plant during the typhoon season, the emergency management of the typhoon was divided into three situations, namely, pre-typhoon, typhoon period and post-typhoon. Thus, it is effective for the relevant practitioners of the reservoir and water plant to ensure the safe water supply during typhoon season.展开更多

Italian law commits municipalities to produce Emergency Plans that include risk scenarios as well as all data required for emergency management, such as structures, infrastructures and human resources. However the law in the matter of Civil Protection does not supply information about how to produce and archive necessary data for emergency planning and management. For this reason, we propose a standard methodology to create a geodatabase using GIS software, to collect all data that could be used by municipalities to create Emergency Plans. The resulting geodatabase provides a tool for hazard mitigation planning, allowing not only the identification of areas at risk, but also the structures, infrastructures and resources needed to overcome a crisis, thus improving all strategies of risk reduction and the resilience of the system [1].展开更多

Intranasal pathway is a mucosal way for absorbing agents to directly affect in brain via olfactory sheets, bypassing first pass metabolism and the blood brain barrier. The current uses of intranasal ketamine as an analgesic agent for acute pain management in emergency department are discussed in this review article. Using 'ketamine', 'pain or analgesia', and'intranasal' as keywords, a search of google scholar, Pubmed, web of science, and Medline database from 1970 until 2017 was performed. Finally, from 1204 papers extracted via primary search, 1088 papers were omitted and finally 10 studies were considered for further assessment. There were four observational studies, one case series and report and 5 clinical trials. Ketamine was used for acute pain control due to musculoskeletal trauma, burns, and painful procedures. A total of 390 cases were included in these studies. The studies used ketamine with doses ranging 0.45-1.25 mg/kg via intranasal pathway. Intranasal ketamine provides relatively rapid, well tolerated, and clinically significant analgesia for emergency department patients. Considering the lack of adequate studies and undetermined intranasal dose, it is better to conduct further high quality investigation in both adults and pediatrics.展开更多

Smart Grids topology in form of energy management has forced power supplying agencies to become globally competitive. Demand Response (DR) Programs in context with smart energy network have influenced prosumers and consumers towards it. In this paper Fair Emergency Demand Response Program (FEDRP) is integrated for managing the loads intelligently by using the platform of Smart Grids for Residential Setup. The paper also provides detailed modelling and analysis of respective demands of residential consumers in relation with economic load model for FEDRP. Due to increased customer’s partaking in this program the load on the utility is reduced and managed intelligently during emergency hours by providing fair and attractive incentives to residential clients, thus shifting peak load to off peak hours. The numerical and graphical results are matched for intelligent load management scenario.展开更多

The issue is not whether governments will be required to respond to emergencies but rather when and how frequently. The time to think about emergencies is before they happen. Despite some significant weakness in the overall approach, political implications offer many benefits and provide various options for CDCs (community development corporations) to get involved in disaster recovery and emergency management. Based upon a generally positive evaluation, the paper concludes that emergency management must become a central activity, whether at the federal, state, or local or as an intergovernmental activity. Hopefully for the future the government does not have to wait for a disaster to strike for one to put a policy into place, since they have had several to occur over decades. The government should be ready to take on any disaster if it occurs with the following policies and procedures that are in place.展开更多

The options...This article deals with the issue of water system management and emergency management of water supply systems based on experience with the operation of water systems in EU (European Union) Member States. The options available for prevention/elimination of the hazard of limited drinking water supply to the public are described. Current climate and, in some countries, also the existing social conditions pose barriers to a smooth water supply to the public. Various hazards endangering the quality and amounts of water produced emerge. Since the risk of water supply outages due to natural or anthropogenic factors cannot be completely eliminated (for instance, hacker attacks pose a new threat to the water companies' control systems), in other words, emergency situations where smooth water supply is disturbed cannot be ruled out, efforts must be made to at least minimise adverse impacts of such events on the users. Organisational and technical conditions minimising such hazards must be set up. A water production and distribution organization and management system must be introduced, which will be able to prevent and address such hazards and emergency situations. How to tackle this complex task in the real water system management conditions and to assure some minimal amount of water at least for strategic consumers is discussed in this article. The results of a water system operation risk analysis are presented, feasible methods to minimize such risks are described, and options to prevent and address such risks are proposed. A water company organisation and management system taking into account the possibility of development of emergency situations is set forth. Focus is on the use of a telemetric system as a system means that facilitates the prevention and possible addressing of any emergencies occurring during the operation of a water supply system.展开更多

文摘Coastal cities represented by Ningbo are directly or indirectly affected by typhoons each year. Thus, it is effective for the relevant practitioners of the reservoir and water plant to ensure the safe water supply during typhoon season.

文摘The damage caused by geological and meteorological disasters was pointed out in this paper through analyzing the features and causes of geological and meteorological disasters. To strengthen emergency management of geological and meteorological disasters,it is suggested to rigorously investigate potential geological hazard points,to strengthen observation and warning system,to take group prevention and group test as a supplementary to professional observation,to build up the last line of defense to geological and meteorological disasters,to set up functional cooperation mechanism, and to publicize disaster prevention and mitigation.
文摘The basic procedure of the Italian Civil Protection Department aims at reducing disaster losses by giving prominence to a proactive strategy, focusing on prevision and prevention of hazard events rather than postdisater activities. The resulting geodatabase provides a tool for hazard mitigation planning, allowing not only the identification of areas at risk, but also the structures, infrastructures and resources needed to overcome a crisis, thus improving all strategies of risk reduction and the resilience of the system [1].
文摘Ketamine is a well-known dissociative anesthetic agent, and has been used over 50 years. Considering the lack of adequate studies and undetermined intranasal dose, it is better to conduct further high quality investigation in both adults and pediatrics.
文摘In the framework of liberalized deregulated electricity market, dynamic competitive environment exists between wholesale and retail dealers for energy supplying and management. The numerical and graphical results are matched for intelligent load management scenario.
文摘This paper will review three broad types of political implications of emergency management, since historically emergency management was considered only a function of law enforcement and fire departments, with the support in the event of a major catastrophe from public health and civil defense organizations. The government should be ready to take on any disaster if it occurs with the following policies and procedures that are in place.
文摘During the COVID‑19 epidemic period, the front‑line antiepidemic departments have attracted much attention. However,to meet people’s daily needs for the diagnosis and treatment, emergency department and intensive care unit are also the focus of work to control the source of infection, cut off the transmission route, and reduce the risk of novel coronavirus transmission while treating patients. In order to further strengthen the management, our department of neurosurgery took active measures in the emergency treatment for patients and summarized the coping strategies and relevant experience from the aspects of establishment of emergency observation wards, medical staff management, patients and family management, daily environment and object surface disinfection management, material management, and nursing quality management, hoping to provide reference for the nursing management of emergency wards after the outbreak of public health emergencies.
文摘The outbreak of SARS in 2003 opened the way of public health emergency management in China.COVID-19 which suddenly outbroke in 2019 is still raging all over the world, and emergency management mechanism of China is being tested.Efforts to improve the emergency management mechanism can provide effective institutional guarantee for the overall victory of anti epidemic and the prevention and control of public health emergencies.
文摘This article deals with the issue of water system management and emergency management of water supply systems based on experience with the operation of water systems in EU (European Union) Member States. Focus is on the use of a telemetric system as a system means that facilitates the prevention and possible addressing of any emergencies occurring during the operation of a water supply system.
